The SBC Bulletin is published daily under the direction of the president and CEO of the Executive Committee, Frank S. Page. He is assisted in this work by D. August (Augie) Boto and Allison Young. The SBC Bulletin is published to properly inform the messengers of the business of the Convention and to provide basic general information for their convenience.

The action of the Convention authorizing the SBC Bulletin states:

“Such report or bulletin shall not include speeches or addresses or any comment thereon, a photograph, or any personal reference to any messenger of the Convention, but shall be only a resume of the business transacted during that day.”

All materials should be submitted in writing. Allison Young may be contacted through the office of the Recording Secretary in America’s Center, Room 131. Delivery of the SBC Bulletin is made by the printer prior to the morning sessions. The SBC Bulletin can be found nearest the major entry points as well as electronically on the SBC Mobile App.

The purpose of a Point of Order is to call the attention of the chair to a violation of the Convention’s rules. A Point of Order should only be raised when a member has good reason to believe that the chair has failed to notice and correct a breach of the rules that prevents the proper transaction of business.

Because a Point of Order interrupts pending business, it should not be raised merely to point out minor irregularities or a guise for debating an issue or as a method of obstructing business or harassing the chair. Improper Points of Order will be ruled out of order.

R E S O L U T I O N S

P O I N T O F O R D E R

A resolution has traditionally been defined as an expression of opinion or concern, as compared to a motion, which calls for action. A resolution is not used to direct an entity of the Southern Baptist Convention to specific action other than to communicate the opinion or concern expressed. Resolutions are passed during the annual meeting.

Prior to 2003, resolutions could be submitted by messengers at the annual meeting during designated business sessions. SBC Bylaw 20 now states that resolutions must be submitted IN ADVANCE, and that certain contact information must be supplied for those who wish to submit resolutions, and also for their church.

Other requirements and restrictions for submitting resolutions are in SBC Bylaw 20, which may be found in the front of each year’s SBC Annual, or in the back of each year’s SBC Book of Reports.

The SBC Committee on Resolutions is vested with the authority to combine, title or retitle, reword submitted resolutions, and submit resolutions entirely of its own making. The committee makes a report and recommendation to the Convention as to the disposition of all resolutions submitted by messengers. The committee may decline to recommend properly submitted resolutions to the Convention for adoption, which decision may only be overturned as provided by SBC Bylaw 20.

The Committee on Resolutions is scheduled to report at 4:13 p.m. on Tuesday, June 14, 2016.

• Book of Reports - Provided to messengers upon registration; contains the annual reports of committees and entities of the SBC and includes any recommendations they may make that require a vote.

• Bulletin - Published daily during the annual meeting; available nearest the major entry areas each morning; contains recommendations of committees not available at the time the Book of Reports was printed, announcements of business, times and places of special meetings, and other items of vital interest.

• Annual - Available in the fall of 2016; contains the contents of the SBC Book of Reports, proceedings of the 2016 Annual Meeting, as well as a directory of the SBC and state conventions; paperback copies can be ordered, while supplies last, by contacting the Executive Committee of the Southern Baptist Convention or can be viewed and downloaded at www.sbc.net.

Messengers may make an important contribution to the accurate recording of business proceedings during annual meeting sessions by providing typewritten or legibly handwritten copies of motions to be used by the recording secretary for inclusion in the record of proceedings. Copies are also made available to the press representative and Committee on Order of Business, as appropriate. Preferably, copies prepared by messengers should be on 8½” x 11” paper to facilitate handling.

An attempt is made by the recording secretary to identify messengers speaking to motions, resolutions, or other business actions. Convention pages secure names, addresses, and copies of motions made by messengers for delivery to the recording secretary. The prompt cooperation of all concerned is necessary and deeply appreciated.

Proceedings ultimately included in the SBC Annual are factual and summary in nature. No subjective selection of comments relative to business matters is carried, a practice followed for several decades.

All sessions are digitally recorded and maintained in the Southern Baptist Convention Historical Library and Archives in Nashville, Tennessee. For a nominal fee to cover the costs of providing the service, copies of sessions may be obtained in the lobby of America’s Center at a booth set up for that purpose.

A motion calls for specific action by the Southern Baptist Convention or requests specific action by one or more of its entities. A motion normally begins with “I move that... ”

1. Write the motion legibly. (If the motion is spontaneous and you do not have time to write it before presenting it to the Convention at a hall microphone, write the motion, as you stated it, before leaving the microphone area.) Avoid any language in your motion that could be construed as mandating action by an SBC entity. These are typically held out of order for legal reasons. Instead, couch such motions as requests to the entity or entities. Such motions are usually referred to the entities for study and subsequent report back to the Convention. (Each year’s SBC Book of Reports contains such reports, a review of which may be instructive).

2. Go to a floormicrophone at a timewhenmotions are beingconsidered; note the microphone number.

3. Notify the microphone monitor of your desire to make a motion. Watch as the microphone monitor uses the screen to input your stated desire. Whether a microphone monitor assists or not, it is ultimately your responsibility to make your presence at the microphone known to the platform at the proper time by using the touchpad underneath the microphone. The presiding officer cannot see people at the microphones, nor will he recognize persons who call out to be recognized.

4. Whenyourmicrophoneisrecognizedbythepresidingofficer,state your name, the name and location of your church, and read your motion. Take care to voice your motion exactly as you have written it, in order to avoid disparities between what you say from the floor and what the Committee on Order of Business will review, and any confusion that may result from such disparities. DO NOT argue the merits of your motion. If the motion later comes before the body for discussion, you will then be given the first opportunity to speak on behalf of your motion, after which discussion by others will follow, alternating between opponents and supporters so as to provide a balance of differing perspectives. Therefore, when the Committee on Order of Business later reports a recommendation regarding your motion, listen carefully to see whether the motion has been scheduled for consideration, and if it has, be ready at the announced time to speak to your motion.

5. Before leaving the microphone, give the written copy of your motion to the page at the microphone. A page will take the copy of your motion to the platform so the motion may be entered into the record by the recording secretary. If a page is not at the microphone at which you present your motion, wait there until one has been summoned by the microphone monitor.

6. In its next report, the Committee on Order of Business will advise the messengers of the disposition the committee proposes as to each of the motions made, at which time the Convention may take action on those proposals.

7. The titles of motions and the names and states of their presenters will be included in the proceedings of Tuesday’s session that are printed in Wednesday’s SBC Bulletin (Part 3).

SPEAKING FROM A FLOOR MICROPHONE

1. Some elements of items 2–4 in the previous To Make a Motion section apply. Be at a microphone at the proper time, make sure your desire to speak is properly characterized, and input that desire on the touch screen below the microphone at which you are standing. If a microphone monitor assists you with your entry, watch as it is being input, because the person desiring to speak (you) bears the responsibility for timely and accurate input to the touch screen.

2. If in doubt as to proper timing in your use of the touch screen, do not wait for the presider to ask for input from the floor.

Proceed to input your desire to speak. If you are recognized for another issue, tell the presider which issue you are there to speak to and the presider will return to you when your issue comes to the floor.

3. Be aware that the presider could use several phrases to welcome comment from the floor on any issue. He might say, “We come now to the issue of ...”; or, “Does anyone wish to speak to the issue?”; or, “Are you ready to vote?” If you have not entered a desire to speak on the touch screen immediately at that time (or slightly before), you will not be recognized.

4. When recognized by the presiding officer, state your name, the fact that you are a messenger, the name and location of your church, and then voice your position and reasoning.

BYLAWS RELATING TO SPEAKING FROM THE FLOOR

SBC Bylaw 1C - A messenger may speak in debate for longer than three minutes only with the permission of the Convention granted by a two-thirds vote.

SBC Bylaw 1D - A messenger may introduce a second motion during a business session only if no other messenger is seeking the floor who has not made a motion during that session.

CUSTOMARY MICROPHONE USE

For many years, the Convention has followed the established custom of making the following microphones available as indicated:

• The president’s microphone – available for use only by the SBC officers, the Executive Committee’s president, the Committee on Order of Business, the preacher of the Convention sermon, and other designees of the SBC president.

• The platform presentation microphone – available for use by the Executive Committee, SBC entities, SBC committees, the WMU, and any other Convention-approved task force or body while any are giving or defending reports or recommendations. This microphone may also be used by any messenger to nominate a Convention officer.

• The floor microphones – available for use at the proper time by any messenger to raise a motion, an amendment, a question, or a point of order.

Under Robert’s Rules of Order (section 2) this established custom has the force and effect of a rule of order.

Messengers and guests are advised that members of the press are present. All media representatives are expected to be open about their intentions and to abide by policies designed to protect messengers and guests from inappropriate or unwanted contact. This includes clearly identifying themselves as a member of the media.

Media representatives—including those registered as messengers—who interact with Convention attendees must be properly credentialed through the SBC Press Room (room 123) and clearly identified with a media credentials badge at all times. Bloggers who solicit quotes from messengers and guests are also requested to register for credentialing.

Videographers and photographers are permitted to photograph in the convention center, but may not approach individual messengers in the convention hall during presentations or business sessions; nor are they permitted to focus on an individual attendee without the attendee’s awareness and permission.

Attendees are free to accept or decline if reporters or other media representatives request comments or opinions or ask to take individual camera shots. Messengers or guests who grant permission are responsible for their own actions and statements.

Should any messenger or guest deem any media activity unacceptable, a report identifying the offending party should be made to the Convention press representative at 615-782-8611.

P R AY E R P R I O R I T YThe book of Acts is full of incredible miracles, mighty acts of God and the power of the Holy Spirit. Lame men are able to walk. Apostles in prison are set free. People who speak different languages hear the gospel on their own at Pentecost and thousands come to Christ. No less significant, the church was filled with the Holy Spirit and boldly sharing God’s good news.

“When they had prayed, the place where they were assembled was shaken, and they were all filled with the Holy Spirit and

began to speak God’s message with boldness.” Acts 4:31, HCSB

It is no coincidence that that the amazing things that take place in and through the early church were preceded by prayer. We live in a time where we desperately need God to do a mighty work. During the SBC in St. Louis may we be doing God’s will and work in God’s way and that begins with prayer. Please, pray for our meetings, our nation and a lost world throughout the convention and be present Tuesday night, June 14 for the 2016 National Call to Prayer for Spiritual Leadership, Revived Churches, and Nationwide & Global Awakening.

(1) June 14 and 15 pray for attendees to humble themselves before God, seek the face of God and do the will of God.

(2) Join others who are praying in the Prayer Center located in Level 1, Hall 4.

(3) “Pray without ceasing” throughout your convention experience. Ask God to open your eyes to the spiritual need in St. Louis and pray for those who cross your path. Listen to the heart of those you meet and pray for their needs. Pray for the lost at the hotels, restaurants, the Convention Center and the streets of St. Louis.

A prayer card is provided on the back of this Bulletin if you have a specific need you would like someone in the Prayer Center to lift up before the Lord.
