Abstract:This submission to the Commonwealth Ministerial Action Group on the Harare
Declaration describes Amnesty International's continuing concerns regarding the
human rights situation in Nigeria. These concerns include continued and
long-term detention without charge or trial of political opponents, including
prisoners of conscience, in some cases incommunicado. Others concerns
include detention after unfair trials and torture or ill-treatment, the continued use
of the death penalty and further allegations of extrajudicial execution. Amnesty
International urges the Ministerial Action Group to make public its report about
the human rights situation in Nigeria and believes that the Commonwealth
should set specific goals for the Nigerian government to provide safeguards to
protect human rights and should take effective action to ensure that the Nigerian
Government meets these goals.

Title:Bolivia: Undermining human rights work
Abstract:Waldo Albarracin, a lawyer and President of the Bolivian non-governmental
organization Asamblea Permanente de Derechos Humanos, was abducted on
25 January 1997 in La Paz and badly beaten and detained for several hours by
police. As an outspoken defender of human rights there is concern that he may
continue to be at risk from further attacks. He has since the attack suffered
harassment and threats, and there is concern that no steps appear to have been
taken by the authorities to provide protection to his family or to investigate the
threats. However, Amnesty International does welcome the prompt response by
the authorities in launching an investigation into the police attack and and urges
that those responsible be found and brought to justice.

Title:Guatemala: State of impunity
Abstract:This report details the continuing state of impunity in Guatemala and describes
human rights violations perpetrated since the signing of the Global Human
Rights Accord in March 1994. Such violations include extrajudicial execution,
"disappearance", torture and harassment. It describes a number of individual
cases against a background of armed conflict, political repression, the return of
refugees and internally displaced people, "social cleansing" - the policy of
repression against social "undesirables", and repression in the context of labour
demands and land disputes. It examines the legislative and institutional
protection of citizens in theory and reality and the authorities' apparent lack of
political will to investigate human rights violations. The report also examines
allegations of foreign support for human rights violations and the role of the
international community, particularly the effectiveness of MINUGUA in
guaranteeing protection of human rights. The report concludes with a series of
recommendations to the Guatemalan authorities and the international
community.

Title:People's Republic of China: Appeal for Li Wenming and Guo Baosheng
Abstract:Li Wenming and Guo Baosheng, two labour rights activists charged with
subversion, are still awaiting sentencing nearly three years after they were
arbitrarily detained in the province of Guangdong. They were tried in November
1996 in Shenzhen. Before his detention in May 1994 Li Wenming worked for the
newspaper "Shenzhen Youth" and was on study leave at Beijing University.
There he met fellow student Guo Baosheng. They were initially held for "shelter
and investigation", a form of administrative detention without charge. In January
1997 Li Wenming was reported to be suffering from nephritis, a kidney disease,
and is reportedly showing symptoms of dropsy and is unable to move without
assistance. Amnesty International is calling for the release of both men as
prisoners of conscience.

Abstract:Roisin McAliskey is being detained without charge, pending extradition to Germany
in connection with an Irish Republican Army mortar attack on a British Army base
in Osnabruck in June 1996. In this report Amnesty International raises its
concerns about certain aspects of her past and current detention conditions.
When arrested she was about four months pregnant and suffering from various
medical ailments. Although her conditions of detention, to a certain extent, have
improved, the treatment to which she has been subjected should be investigated
by the authorities. In addition, Amnesty International is calling on the authorities
to implement a series of measures aimed at ensuring that detention conditions
for women do not amount to cruel, inhuman or degrading treatment.

Abstract:Amnesty International published in May 1996 the report "Kyrgyzstan: A tarnished
human rights record", comprising a summary of concerns about the
non-observance of international human rights standards. The report featured the
cases of a number of people who had been subject to criminal prosecution and
in some cases imprisoned for exercising their fundamental human right to
freedom of expression. At the time of writing this report, Topchubek Turgunaliyev
has already been convicted and is serving a custodial sentence, while Yrysbek
Omurzakov is in detention pending trial. Both men are once again prisoners of
conscience.

Title:Iran: Eight years of death threats: Salman Rushdie
Abstract:On 14 February 1989 Ayatollah Ruhollah Khomeini, the then leader of the Islamic
Republic of Iran, issued a fatwa (religious decree) declaring that the British
author, Salman Rushdie, should be executed for having insulted Islam in his
novel "The Satanic Verses". Since then, fearing for his life, the author has been
living under constant police protection. Some of those associated with his work
have been the victims of arbitrary attacks. A Japanese translator, Hitoshi Igarashi
was killed and an Italian translator, Ettore Capriolo, was seriously injured in July
1991 when they were stabbed in their own countries. The Norwegian publisher,
William Nygaard, also survived an attempt on his life in Oslo in 1993. While
Amnesty International is not aware of any direct attempt by agents of the Iranian
Government to kill Salman Rushdie, it is seriously concerned at the continuing
calls for his death by prominent individuals and institutions in Iran, which the
Iranian Government appears unwilling to condemn publicly.
