1 At the outset, Shri. C.R. Sundaresh, Secretary/CBSF welcomed Shri K.

Harikrishnan, Chairman/CSBF & CPO/SWR and other Committee Members Shri Jayakumar, MD/UBL, Shri G.K.Jalan, CGE/HQ and representatives of Organized Labour for the first CSBF meeting for the year 2014-15 and requested Chairman/CSBF & CPO to start the deliberations of the meeting.

2 Shri K.Harikrishnan, Chairman/CSBF in his opening address welcomed all the committee members for the first meeting of CSBF for the current year 2014-15 and highlighted the following points:

2.1 CPO mentioned that Ministry of Railways has increased the per capita contribution from Rs.500/- to Rs.800/- for the current year and we have made certain proposals for spending money this year.

2.2 CPO mentioned that with active co-operation from the committee members and organized labour, the discussion will be fruitful.

2.3 During the course of discussions, CPO mentioned that this year the bifurcation of funds is already fixed by the Board for some items.

CPO requested the Union Members to address the meeting.

4. Utilisation of Funds of the previous year (2013- 14)

The utilisation of the funds for the year 2013-14 has been reviewed and the committee accepted the expenditure as follows:

i) Education: (a)(1) Scholarship for technical education to the c hildren of Railway

employees The grant of Scholarship for Technical Education to the children of Railway employees for the year 2013-14. During this year financial year, Total Rs. 87,00,551/- was sanctioned, which was more than the per-capita ceiling i.e. Rs. 31,06,571. iii) Children Holiday Camp: During the year 2013-14, South Western Railway has arranged holiday camps for the benefit of Children of Railway employees during vacations. (d)(1)Relief of distress, sickness, etc.:

i) Maintenance Grant: Under this scheme, Rs.10,000/- p.m. is being granted to the Railway employees, who are on LWP due to prolonged sickness. The details of allocation and amount spent is given below:-

(d)(2) Relief of distress, sickness, etc.: Financial Assistance to the next kith & kin of dece ased employees to carry dead body: Under this scheme, financial assistance is being provided to the family of deceased employees to carry dead body from Railway Hospital as per guidance of CSBF committee. The details are given below:-

Financial assistance to the next kith & kin of deceased employee to carry dead body

Financial assistance to staff suffering from AIDS in the Rly hospital to meet the funeral expenses in the case of death of such employee each case @ Rs.5,000/-

Financial assistance of Rs.25,000/- to the family of deceased employees in case of death taken place on duty (such as run over accidents, train accidents & death at far of place of their native place) to transport their bodies from distant places.

� Health Awareness programme “Suno Kishori” for adolescent school girl

children of 8th 9th & 10th standard was organised on 30th September and on 3rd October 2013 at Central Railway Hospital/Hubli.

� Conducted the Comprehensive Health awareness & Check-up camp for

SWR/HQ Women Employees & Employee’s wife on 4th & 5th February 2014 at Central Hospital/Hubli

(f) Miscellaneous Schemes: 1) Holiday Home at Colva, Goa:

The above resort has been hired for 11 months lease basis at Rs.5,25,000/- + Rs.25,000/- Deposit has been released for the period 2014-15 (i.e., upto September 2014).

2) Purchasing of Chapathi making Machine to UBLS : Allotted an amount of Rs 2,00,000/- to UBLS and the same is utilised.

3) Purchasing of COTS/BEDS, etc to the holiday Home at MYS Division: Allotted an amount of Rs 2,50,000/- to MYS the same will be utilised after handing over of new holiday Home.

4) Purchasing of Furniture/Mirrors/Clock, etc, to the women welfare centre at MYS Division : Allotted an amount of Rs 40,000/- to MYS division and the same is utilised.

5) Purchasing of 17 pairs of shoes to physically chall enged employees of MYSS: Allotted an amount of Rs 40,000/- to MYSS and the same is utilised.

6) Purchasing of tables & chairs to the HQ staff Cante en: Allotted an amount of Rs 2,00,000/- to Hqrs and the same is utilised

7) Railway Institute KJM Shed : An amount of Rs 1,00,000/- has been allotted to SBC Divn for Financial assistance to Railway Institute KJM/Dsl Shed SBC and the same is utilised.

(ii) Sports Activities : The overall per capita contribution of Rs.20/- for sports

activities made by Ministry of Railways in consultation with RSPB for S.W.Rly during the year 2013-14 is Rs.6,40,000/-.

(iii) Scout Activities : The overall per capita contribution of Rs.13.50/- for scouts activities made for S.W.Rly during the year 2012-13 is Rs.4,19,847/-.

(iv) Indigenous system of medicine including Homeopathy : Under this scheme, Ayurvedic dispensaries have been run at Hubli & Mysore Railway Hospitals. Accordingly an amount of Rs.9,59,243/- has been allotted for honorarium and monthly subsidy to procure medicine, out of which Rs.4,94,400/- has been spent. The details are as follows:-

5. Funds for 2014-15

Ministry of Railways has communicated the sanction of per capita contribution of Rs.800/- to Staff Benefit Fund for the year 2014-15 vide letter No.E(W)2014/FU-1/1 dated 30.07.2014 (RBE No.83/2014 ) and distribution of this amount as follows:-

� With regard to item-8,viz. allocation for ‘Relief of distress, sickness’, etc. for the staff in grade pay up to Rs.4,600/-, this will include instance of long sickness, extraordinary leave/leave without pay and the need to meet the cost of good prosthetics.

� With regard to item-(1),(2) & (3) besides existing provisions regarding re-appropriation, the CSBF committees shall have powers to re-appropriate funds between items (2) and (3) depending upon demand. The preference, however, will be given to girl children. Other modalities regarding scholarships as already advised vide para-2 of this office letter dated 17.08.2009 ibid shall equally apply in such cases.

M I N U T E S: Keeping in view the anticipated demand for funds un der the head Education – Scholarship for Higher Technical/Professional edu cation under item No.1, the Committee proposes to re-distribute Rs.42,00,00 0/- outstanding under this heading for utilization in the current year. S ince the restriction of such re-appropriation to the extent of 25% has been impo sed, it is proposed to allot only Rs.10,00,000/- in the current year allot ment. The above Rs.10,00,000/- will be distributed to Hubli, Bangal ore, Mysore and Hubli Workshop at the rate of Rs.2,00,000/- each and Rs.1 ,00,000/- each to Headquarters and Mysore Workshops. Since the above proposal requires General Manager’s approval, the proposal for allocating additional funds under this heading, will be mooted separately so that the allocation/utilization of funds are not delayed. In this connection, Union Members mentioned that if the Divisions are not able to utilize the funds allocated to them fully, the balance amount may be re-allocated to other Divisions where the demand is more. It was agreed that the Divisions/Units would be advised to give their requirement for funds by 31.12.2014 and the reallocation of funds will be ta ken up in the next meeting scheduled in January, 2015.

8. OTHER AGENDA ITEMS

The meeting discussed the following items which have been forwarded to CSBF committee by different Divisions/Units. 1. During last year CSBF meeting held on 17.07.2013 WPO/UBLS had requested

an amount of Rs.2,00,000/- for purchase of Chapathi Making Machine. The same has been released. Now, WPO/UBLS vide letter No. L/P.721/Canteen/UBLS, dtd: 20.02.2014 is requesting to allot additional funds of Rs.79,900/- for procurement of the Chapathi Making Machine.(Amount sanctioned under [14] Miscellaneous Scheme)

The Committee has agreed for additional funds of Rs .79,900/- for the above proposal.

2. Sr.DPO/UBL vide letter No. H/P-641/SBF/Vol.9,dtd:30.05.2014, has forwarded

the request received from Smt.Malathi Prakash, Office Superintendent, Sr.DPO/O/UBL seeking financial assistance from CSBF for purchasing of Hearing Aid cost of Rs.17,990/-.(Amount can be sanctioned under [13] Occupational skills)

This should be decided at the Divisional Level.

3. WPO/MYSS vide letter No. S/P.721/CSBF/2014, dtd:07.07.2014 & letter No.SWR/P.641/SBF/Vol.V, dtd:25.08.2014, has requested to sanction Rs.4,98,321/-purchase the following items:-

(a) One Diesel Generator for Samudhaya Bhavan at the cost of Rs.2,89,321/-.

The Diesel Generator can be provided by the Adminis tration.

(b) One Steel Almirah & One Computer Chair for the use of Welfare Section at the cost of Rs.18,500/-.

Not agreed.

(c) Procurement of furnitures, Mirror, Clock etc., to Ladies Rest Room at

CWS/MYSS at the cost of Rs.50,000/-./-.(Amount can be sanctioned under [4] Women Empowerment Scheme)

Committee has agreed to sanction an amount of Rs.50 ,000/- to provide facilities to Ladies Rest Room at CWS/MYS under Wom en Empowerment Scheme.

(d) Procurement of furnitures, Cots, Beds, Pillow and locker etc., to Supervisory

Rest Room at CWS/MYSS at the cost of Rs.1,00,000/-.(This is one of the PNM Subject). This should be decided by the Divisional/Workshops SBF Committee.

(e) Two Physically Handicapped employees by name Shri. M.Rachaiah, T.No.3971/Tech-II/MW & Shri. Shivaiah, Tech-I/28/CBR have requested for arranging callipers for their use at the cost of Rs.10,500/-.(Amount can be sanctioned under [13] Occupational skills) Committee has agreed to sanction the amount as prop osed.

(f) Television with Cable network for OPD area of Ashokapuram Health Unit at the cost of Rs.30,000/-. (This is one of the subject of SWRMU/MYSS Br). (Amount of Rs.30,000/- sanctioned under [14] Miscellaneous Scheme) Committee has agreed to sanction the amount of Rs.3 0,000/- as proposed.

4. CSBF/SWR has hired 06 suites at Colva, Goa for Non Gazetted staff. The

period of lease agreement is between 1st November 2013 to 30.09.2014 i.e., 11 months. As per his letter dated.07.09.2014, the owner of the Resorts at Colva, has stated that he is not in a position to extend the lease agreement due to his family problems. /-.(Amount of Rs.6,00,000/- has already shown in [14] Miscellaneous Scheme)

It was brought to the notice of the committee that a new facility is to be identified for hiring Holiday Home at Colva, Goa. A sub committee will visit Goa shortly to identify the facility.

5. RO water plant in HQ staff canteen: It is proposed to install new RO water plant in HQ staff canteen. The cost will be approximately Rs.2,00,000/- If approved quotations will be called for from reputed firms.

At present, permanent Canteen is not functioning an d CSBF Committee proposes to run a full-time Canteen at Headquarters Office under its aegis.

6. The camp coach is under control of Chairman/CSBF & CPO bearing coach No.88912. Life of the coach is likely to expire in the January’2015. In this regard a proposal has been sent to Railway Board by CME/SWR during 2012, but no communication in this regard has been received from the Railway Board. Administration is also following up the matter and it would be good if the trade union officials also pursue for getting approval from Board for new camp coach for S.W.Rly. Otherwise, organising holiday camps during 2015 may become difficult and amount allotted for this purpose may remain unutilised.

The Committee decided to pursue the matter with the Board.

7. Shri.C.Murugan, Secretary/SWRMU/HQ has requested to sanction Rs.50,000/- for procurement of furnitures, Mirror, Clock etc., to Ladies Rest Room at HQ at the cost of Rs.50,000/-.(Amount sanctioned under [14] Miscellaneous Scheme) Committee decided to allot an amount of Rs.50,000/- to purchase furniture etc to Headquarters’ office Women Rest Room.

8. Secretary/CSBF & Dy.CPO/HQ & Welfare has requested to sanction of Rs.50,000/- towards purchase of Computers, Printers & Scanner etc., for HQ/CSBF. (Amount sanctioned under [14] Miscellaneous Scheme) The Committee decided to allot an amount of Rs.50,0 00/- to provide Computer, Scanner and upgradation of software for t he better functioning of CSBF.
