1. PURPOSE
The South Gippsland Emergency Animal Welfare Plan has been produced pursuant to Section 20 (1) of the
Emergency Management Act 1986 and assists in the management of animal welfare during an emergency.
The Plan has been developed with reference given to the Victorian Emergency Animal Welfare Plan.
2. SCOPE
2.1 The plan confirms that: The Department of Economic Development, Jobs, Transport and Resources [DEDJTR] is the primary State agency for the provision of welfare support for all animals other than wildlife in emergencies; and
The Department of Environment, Land, Water and Planning [DELWP] is the primary State agency for the provision of welfare support for all wildlife in emergencies. in South Gippsland Shire.
2.2 In this plan, human life and safety will always take precedence over animal life.
2.3 Drought, flood, fire, storms and emergency animal disease have been identified in South
Gippsland’s Municipal Emergency Management Plan’s risk register (CERA) as having a high or
moderate risk which could impact the welfare of companion animals, wildlife and livestock within
the municipality. Consequently, this plan has been developed to guide local emergency animal
welfare arrangements for these risks with emphasis given to:
Identification of affected animals (registration of companion animals and livestock)
Management of evacuated animals at Emergency Relief Centres
Management of stray or roaming animals
Overall animal welfare assessment
veterinary treatment and triage
Humane destruction or salvage slaughter
Carcass disposal

3. AUDIT
This South Gippsland Emergency Animal Welfare Plan is a sub-plan of the Municipal Emergency Management Plan (MEMP) prepared under Section 20 (1) of the Emergency Management Act 1986 and as
such is subject to the audit provisions as detailed in Section 20A of the Emergency Management Act 1986.
4. PLAN, DEVELOPMENT, TESTING AND REVIEW
4.1 This plan has been developed by the Emergency Animal Welfare Planning Working Group, a sub-
committee of the Municipal Emergency Management Planning Committee (MEMPC) and other
internal and external stakeholders with roles and responsibilities in local emergency management
arrangements.
4.2 This plan is adopted and endorsed by the MEMPC as required.
4.3 This plan will be reviewed every 3 years or following a major emergency event involving activation
of this plan.
4.4 This plan will be integrated into the MEMP testing and review process.

5. AIM AND OBJECTIVES
5.1 The aim of the South Gippsland Emergency Animal Welfare Plan is to define agreed arrangements for
the management of affected livestock, wildlife and companion animals and disposal of stock to
facilitate animal welfare and minimise risk to public health in the event of disease outbreak, flood, fire
or other natural disasters within the municipality including:
Roles and responsibilities of key agencies and stakeholders
Operational interactions between key agencies and stakeholders
Resources (personnel, facilities, equipment, services) to be used in the delivery of animal welfare
services
5.2 The overarching objective of the Plan is to:
Support and assist the principal Municipal Emergency Management Plan (MEMPlan)
Communicate with Local Laws to identify functions and animal rescue and/or shelter during an
emergency
Increase community knowledge and confidence that animal welfare will be considered and
managed during an emergency
Facilitate the hygienic management and disposal of animal waste and carcasses during an
emergency
Secure the assistance of community members with animal handling skills (refer to Contacts and
Resources List located in The MEMPlan Appendix F)
Facilitate animal welfare assistance at Emergency Relief Centres
Contribute to enhanced public safety and community resilience within the municipality through
effective planning and management of animals in emergencies; and
Ensure animals within the municipality are better considered and protected from suffering during
and immediately following emergencies

6 TIVATION
6.1 The Municipal Emergency Resource Officer (MERO) will activate the Plan following advice from the
Municipal Emergency Response Coordinator (MERC - VicPol) or DEDJTR / DELWP. Triggers for plan
activation may include:
Opening of a Municipal Emergency Relief Centre (ERC);
Carcass disposal need; and /or
Major animal emergencies such as Fire, Flood, Drought and Animal Disease
6.2 In large scale emergencies, DEDJTR / DELWP Liaison or DEDJTR / DELWP Animal Welfare Liaison Officer
will oversee the implementation of the plan in consultation with the Local Laws Coordinator and / or
Local Law Officers assigned to the emergency.
6.3 When the Plan is activated, Council will be responsible for monitoring the capacity to house and feed
companion animals and in conjunction with DEDJTR, source shelter and feed for affected pets.
6.4 Once the Plan is activated, DEDJTR / DELWP will control the response to the incident and regularly
update all agencies on the current situation.

7. ROLES AND RESPONSIBILITIES
7.1 Municipal staff involved in Animal Welfare activities
The overarching role of municipalities involved in animal welfare activities includes, but is not exclusive
to:
Prevention / Mitigation / Risk Reduction: ensure emergency relief and recovery components of
theMEMPlan details local arrangements and provides for relevant animal welfare services including
consideration for the following:
DEDJTR / DELWP contacts for animal assessment activities
Carcass transport providers and disposal sites
Options for the management of displaced animals, including provisions at Emergency Relief
Centres
Communication of municipal animal welfare contacts and arrangements to relevant
stakeholders
Response: - Liaise with relevant animal welfare agencies to enable effective and timely delivery of
animal welfare services, via the MERO and / or Councils Emergency Management Team (EMT)
Relief / Recovery:
Provide assistance with urgent animal welfare needs, including emergency shelter, veterinary
needs etc. for companion animals and livestock
Emergency confinement of displaced animals within the local government area
Referral of animal welfare needs to responsible agencies
Coordination of clean-up activities, including disposal of dead animals
Provide a municipal point of contact for other agencies
Make provisions for animals presenting at Emergency Relief Centres
Refer to the MEMPlan for reporting and organisational relationships relevant to the
emergency.

stakeholders
Develop , maintain and communicate protocols that describe restrictions and standards to be used by
all personnel, including animal welfare volunteers deployed by DEDJTR
Response:
Liaise with DELWP, local government and relevant animal welfare support agencies to enable effective
and timely delivery of animal welfare services during an emergency
Provide advice to control and support agencies regarding the impact, or potential impact of an
emergency on animal welfare, including biosecurity (disease) risks and management strategies
.
Relief / Recovery:
Provide assistance with urgent animal welfare needs, including emergency shelter, veterinary needs
etc. for companion animals and livestock
Provide advice on options for treatment, humane destruction or emergency salvage slaughter and
refer to triage points (when established and where relevant)
Where necessary, assist with the humane destruction of injured or affected animals
Advise Local Government of disposal options for deceased / euthanized animals
Assess and report losses and damage to agricultural assets and animals and the needs of affected
persons / communities to DHHS / Government

Prevention / Mitigation / Risk Reduction:
Provide advice to agencies, organisations and the community regarding wildlife welfare management in
emergencies and risk management planning
Communicate emergency wildlife welfare arrangement to relevant stakeholders

Response:

Provide advice on wildlife carcass disposal needs to local government, where required or appropriate
Provide advice to land management agencies and the community on wildlife rehabilitation
Oversee carcass management on the foreshore of crown lands managed directly by DELWP
Lead a coordinated response for the rescue, treatment and rehabilitation of impacted wildlife
Provide advice on the humane destruction of injured wildlife as required

Country Fire Authority (CFA)
Work with DEDJTR / DELWP to ensure appropriate animal welfare messages are provided to the
community and media and ensure animal welfare and other rural issues identified through rapid impact
assessment activities are referred to DEDJTR / DELWP.
Victorian State Emergency Service (Vic SES)
Work with DEDJTR / DELWP to ensure appropriate animal welfare messages are provided to the
community and media and ensure animal welfare and other rural issues identified through rapid impact
assessment activities are referred to DEDJTR / DELWP.
Victoria Police (VicPol)
Ensure arrangements are in place at traffic management points that allow for effective and timely
delivery of animal welfare services and any rural impact assessment information is referred to DEDJTR /
DELWP.
Department of Health and Human Services (DHHS)
Ensure animal welfare requests for assistance are referred in accordance with establishment protocols.
RSPCA
Undertake animal welfare assessment activities in accordance with established emergency
management structures.
Report animal welfare needs in accordance with established emergency reporting systems and
processes.

8. OPERATIONAL ARRANGEMENTS
8.1. Preparedness:
Animal welfare support services will be represented by DEDJTR / DELWP at the Municipal
Emergency Management Planning Committee (MEMPC)
Emergency animal welfare services will be built into at least one training exercise per year
Council will ensure information in this plan is reviewed and updated every three years, or
following a major emergency event involving activation of this plan, through the South
Gippsland Emergency Animal Welfare Working Group
8.2. Response / Relief:
In the event of an emergency impacting animals, an appointed DEDJTR / DELWP Liaison
Officer or DEDJTR / DELWP Animal Welfare Liaison Officer will interact with the MERC or the
MERO or their delegate to ensure animal welfare arrangements are in place that allow
effective scoping, management and referral of animal welfare needs as well as distribution of
relevant public information
In situations where an ICC has not been established, interaction will occur between the
Council contact and the DEDJTR / DELWP Animal Welfare contacts listed in the MEMPlan
Contacts and Resources List Appendix F.
8.3. Recovery
Longer term animal welfare needs will be addressed through the recovery process.

9. EMERGENCY ANIMAL WELFARE SERVICES
9.1. Identification of affected animals
Councils Local Laws Department will work with DEDJTR in the identification of impacted
livestock (DEDJTR / DELWP) and companion animals (Council). In smaller scale incidents where
these roles have not been activated, Council and/or Parks Victoria will work with the DEDJTR /
DELWP Animal Welfare Officer identified in this Plan.
In the event of an emergency, information on registered animal populations can assist the
effort required to address animal welfare issues. Animal registers can also help identify stray or
roaming animals, or those presenting at relief centres (13.6 Appendix 6) as set out in the
guidelines of the South Gippsland Shire Council’s Domestic Animal Management Plan 2013-
2017.
9.2. Management of displaced animals
Managing animals presenting at emergency relief centres
Local government is responsible for the coordination of the provision and operation of Emergency Relief
Centres (ERC). Council’s policy on managing evacuated animals that present at emergency relief centres is
to advise of suitable alternative and short term accommodation options, whilst providing short term
assistance at an established emergency relief centre. Refer to DEDJTR Guidelines for managing animals at
Emergency Relief Centres, assembly areas or other places of emergency shelters (13.2 Appendix 2).
Emergency containment of displaced (un-confined animals)
Unconfined animals can pose a danger and require emergency containment or impoundment. Reports of
unconfined animals that pose a hazard will be dealt with by normal Council Local Laws stray animal
operational processes.
9.3. Animal welfare needs assessment (including veterinary treatment, humane destruction, salvage
slaughter, fodder, water and carcass disposal)
DELWP will assess the needs of wildlife, in partnership with Parks Victoria and registered
wildlife groups. DEDJTR will assess livestock and companion animal welfare support needs
on private property.
Livestock and companion animal welfare assessment needs on private property will be
reported to DEDJTR for actioning through the DEDJTR Liaison Officer, or the DEDJTR Animal
Welfare Liaison Officer. In smaller scale incidents where these roles have not been
activated, reports can be sent to the DEDJTR Animal Welfare Officer listed in this Plan.
DEDJTR will liaise with both Local Laws Council Officers and RSPCA to ensure a coordinated
and appropriate response.

Wildlife welfare assessment needs will be reported to the DELWP Wildlife Welfare Officer
or Liaison Officer in the Incident Control Centre (ICC). In smaller scale incidents where these
roles have not been activated, reports will be sent to Parks Victoria contact identified in
MEMP.
9.4. Veterinary Treatment While the treatment of animals will ideally be organised by owners in conjunction with their private
veterinarian, local practices may be overwhelmed or inaccessible in a large scale emergency. DEDJTR may
be able to assist through facilitation of volunteer “triage veterinarians’ through the Australian Veterinarian
Association (AVA) or RSPCA.
9.5. Coordination of carcass disposal
Local government is responsible for the coordination of clean-up activities including disposal of dead
animals. DEDJTR / DELWP will provide any information it has on carcass disposal needs (number and type
of animals and location) to assist council. For biosecurity purposes, it is preferable to dispose of carcasses
on the affected property. Where this is not practically possible, council will call upon the EPA in the first
instance and liaise with appropriate resource facilities, such as landfills and knackeries, as identified in the
MEMP’s Contact and Resource List Appendix F. Further information on the DEDJTR Guidelines for the
Disposing of Carcasses in response to Bushfire, Flood or Drought (AG1264 ISSN 1329-8062, October 2006) is
attached as (13.3 Appendix 3).
9.6. Emergency Fodder
In large scale emergencies, fodder may be donated for distribution to affected animal owners. If fodder is
donated, DEDJTR will work with the Victorian Farmers Federation (VFF) in the establishment of distribution
sites and distribution protocols dependent upon the nature of the emergency event.
9.7. Emergency Water
In the event that emergency water supplies are needed for livestock (due to contamination of private
supplies), water suppliers and carriers are listed in the MEMP’s Contacts and Resources List Appendix F.
9.8. Donations
In large scale emergencies, donations of money or other material aid for animals may be offered. If
fodder is donated, the preferred approach is to direct donations to established animal welfare
organisations; eg. DEDJTR / VFF for livestock fodder and RSPCA for companion animal donations.
9.9. Offers of volunteer assistance
In large scale emergencies, offers of volunteer assistance may be made to council. These offers will be
directed to the Online Victoria Volunteers Portal http://www.volunteer.vic.gov.au and monitored by Lions
as per the MoU in the MEMPlan.
9.10. Recording reports of animals requiring emergency welfare support
Reports and Referrals received by Council’s EMT or Emergency Relief Centre (ERC) of animals requiring
services provided by another agency / organisation will be recorded in Council’s records management
system and referred to the relevant agency/organisation within 24 hours of receipt. A registration form is
included in (13.6 Appendix 6).

10. INFORMATION SHARING
To ensure comprehensive assessment of animals impacted by an emergency, animal owner/carer details
may need to be provided to animal welfare support agencies or organisations. This enables the delivery of
urgent services to affected individuals and their animals. When using and disclosing personal information
Council is required to abide by the Information Privacy Act 2000, and Information Privacy Principals and
Councils own Information Privacy Policy which is published on Councils website. Council is guided by the
Office of the Victorian Privacy Commissioner Info Sheet 02.10 – Emergencies and Privacy (13.5 Appendix 5).
Where information is disclosed, council will attach a written note to the relevant file providing reasons why
the information was released, when it was released and to whom.

11. PROCESS FOR REQUESTING ADDITIONAL RESOURCES
Council will draw on resources from the surrounding municipalities / organisations in the delivery
of animal welfare services from Bass Coast, Latrobe, Baw Baw, Wellington, East Gippsland and
other municipalities if required
Requests for supplementary resources will be consistent with principles described in the State
Emergency Response Plan / Municipal Emergency Management Plan.
Additional resources to enable the effective delivery of animal welfare services will be discussed
with the DEDJTR / DELWP Liaison Officer or DEDJTR Animal Welfare Liaison Officer.
SURES
Details of financial measures are outlined in the Emergency Management Manual Victoria, Part 8 Appendix
1. The Manual states:
“Where an agency’s expenditure is in order to fulfil its own responsibilities, that
agency is responsible for the costs, including services and resources sourced from
others.
When a control agency requests services and supplies (for example, catering) on
behalf of a number of supporting agencies, the control agency will be responsible
for costs incurred.
Municipal councils are responsible for the cost of emergency relief measures
provided to emergency affected people.
Generally, councils are expected to provide municipal resources without charge; however some resources

may be subject to limits and/or constraints. Such limits and/or constraints should be reasonable,
commensurate with each council’s capacity to provide such resources, and details included in municipal
emergency management plans.”
Where DEDJTR / DELWP is the Control Agency for an event such as an Exotic Animal Disease, they would be
expected to fund the cost of all activities and resources (including disposal site fees), except for the
provision of municipal resources.

The purpose of this advice note is to provide a guide for the effective disposal of large numbers of carcasses in response to bushfire, flood or drought. It does not intend to cover the topic of emergency animal diseases (EAD) or routine livestock mortalities. For managing routine livestock mortalities refer to EPA Publication "Farm Waste Management".

Emergencies can threaten the safety, welfare and lives of Victorians on both a large public scale (e.g. natural disasters, terrorism and pandemics) and on an individual level (e.g. family violence). When responding, public sector organisations often need to share individuals’ personal information to provide timely assistance. Many organisations are uncertain about how to handle personal information within the context of an emergency in a way that complies with the law. This can lead to unnecessary confusion and delay when making decisions in urgent situations. The consequences can be significant. It is critical in an emergency situation that the right information is made available to those who need to access it, in a timely manner. Information privacy law is not a barrier to appropriate information sharing in emergencies. The PDPA includes provisions that permit personal information to be shared where there is a countervailing public interest, such as where an individual’s life or safety is at risk. A decision to share personal information must be made carefully, but privacy laws do not stand in the way; life trumps privacy and the laws are written to reflect that. The attached information sheet provides general guidance on information privacy under the Privacy and
Data Protection Act 2014 (PDPA) in an emergency. It seeks to provide organisations bound by Part 3 of the PDPA with an understanding of the legislative framework surrounding the collection, use and disclosure of personal information in an emergency. A checklist is also included (appendix A) to assist organisations in planning for, and responding to, emergencies.
