    SDWG Legislative Day at theState Capitol

    On Thursday, 20 February members of theWing from across the state converged on the stateCapitol in Pierre to meet with legislators to thankthem for their support. Over 40 members repre-senting all six squadrons made the trip.

    Col. Seten commented, “The purpose is to tellstate policymakers the story of Civil Air Patrol inSouth Dakota, of the many volunteer hours spenton air and ground missions for local, county, tribal,state and federal government, law enforcementagencies and first responder organizations. Wealso want them to know of our cadet program thatprepares young people not just for careers in themilitary, but to be good citizens. He added, “It isimportant that the public understands in a time

    of limited budgets how SDWG helps stretch theresources of the state and saves money by usingwell-trained, professional volunteers, volunteerswho are held to the same level of performance andknowledge as their paid colleagues.

    At the opening of their respective sessions, thestate Senate and House of Representatives recog-

    nized the many contributions of the South DakotaWing with a prolonged standing ovation. Inthe Senate, Lieutenant Governor Matt Michels,who was presiding, specifically commended ourinvolvement in the state’s flood response efforts in2011 and our support in state recovery efforts from

    2013’s Winter Storm Atlas.Uniformed members of

    Wing served a light snack in thelobbies off the Senate and Housechambers for legislators, lob-byists, staff and others. Thanksto Lieutenant Rachel Kueckerthe cupcakes all had CAP andSDWG insignia on them as didthe water bottles on the table.Our personnel briefed senatorsand representatives on the lat-est enhancements and advance-ments to the Wing’s abilities andcapabilities, answered questionsand handed out copies of CAP’sannual financial report andSDWG’s legislative brochure.

    A pleasant surprise for a

    small group of our memberswas an impromptu chat withU.S. Senator John Thune (R-SD) who was in the Capitol

    building on other business. Hestopped his scheduled itineraryand spent several minutes shak-ing hands and talking with us.Later that afternoon GovernorDennis Daugaard met the nearly40 members representing all sixsquadrons and the wing staffon the Grand Staircase of theCapitol Rotunda for a brief visitand group picture.

    “Civil Air Patrol Day” wascelebrated in South Dakota on20 February 2014. Earlier inthe month, Governor DennisDaugaard signed a proclamationestablishing the day.

    Part of the governor’s proc-lamation noted “Whereas, weare grateful for the remarkable

    volunteers who make up theSouth Dakota Wing of CivilAir Patrol, and provide invalu-able service to the great state ofSouth Dakota and its people.”

    Col. John Seten, commanderof the South Dakota Wing com-mented, “The idea is to tell thestory of Civil Air Patrol in SouthDakota, of the many volunteerhours spent in the air and on

    the ground performing missionsfor local, county, tribal, stateand federal governments.” Headded, “We also want them toknow about our cadet programthat prepares young people not just for careers in the military,but to be good citizens.”

    Seten also said it is importantthe public understands in a timeof limited budgets, the CAP

    helps stretch the resources of thestate of South Dakota and savesmoney by using well-trained,professional volunteers.

    The South Dakota Wing took part in a week-long graded mission readiness exercise from 21to 26 April. The official name for this type ofbiennial exercise is an “Operations Evaluation”.Each of the 50 Civil Air Patrol Wings across thecountry undergoes an operational evaluation by

    the USAF every two years to evaluate the capa-bility and effectiveness of each wing’s personnel,equipment, vehicles and aircraft to successfullycarry out a variety of potential real-world emer-gency situations. Typical scenarios include miss-ing/crashed aircraft, missing persons, floods, andhumanitarian assistance.

    Beginning early on Monday, 21 April, the SouthDakota Wing was placed on alert to commence theweek-long emergency services evaluation. During

    the week the USAF Evaluation Team issued no-

    prior-notice emergency services mission tasks. Theoperational evaluation culminated on Saturday, 26April, with a major “all hands” effort at the SiouxFalls Regional Airport/Joe Foss Field.

    Specially equipped Civil Air Patrol aircraft,vehicles and approximately 80 incident commandstaff, mission support personnel and aircrewmembers had gathered from across the state. TheMission Base at the airport planned and conducteda variety of missions in response to scenarios

    who was also the Incident Commander, praised theprofessionalism of the members, their ability towork together as a team, and their determination tosee a mission through to its successful conclusion.Col. Seten added, “The rating of highly success-ful is a true testament to the hard work of our topnotch, dedicated professional volunteers.”

    The Wing expresses its gratitude to LandmarkAviation for the use of its facilities and also thanksthe Sioux Empire Chapter of the American RedCross for providing meals for the 80 plus peoplewho took part in the activity. In addition, the Wingthanks the South Dakota Air National Guard’s114th Fighter Wing for providing their MobileEmergency Operations Center.

    ent worked as mission supportassistants in the Mission Base’soperations areas, others operatedradios on the various commandand control nets, and a numberof them formed ground searchteams that used radio-direction-finding equipment to hunt forpractice aircraft emergency bea-cons that had been placed around the countryside.

    Maj. Bruce Kipp, Wing Public Affairs Officercommented, “We train continuously in order toprepare for these real-world missions that affectpeoples’ lives and impact the health and welfare ofour communities. We are ready to respond in theevent of an actual incident.”

    The South Dakota Wing received the rarelyawarded rating of “Highly Successful” from theAir Force for its performance during its OperationsEvaluation. Several staff sections received the cov-eted rating of “Excellent”. In addition, there wasnot a single “Finding”, an area which requires cor-rective action. Wing Commander, Col.     The South Dakota Wing has been extremelybusy over the past few months. The new fiscalyear found us covering thousands of miles of state

    highways and waterways in Western South Dakotafollowing the devastating Winter Storm Atlas. Thestorm hit during the hunting season in the BlackHills of Western SD and we were first taskedby the SD Department of Game, Fish and Parksto fly over the Black Hills and look for strandedhunters. Fortunately, we did not locate any huntersseeking help. We then transitioned into our nextrequest which was to assist Pennington and Meadecounties in assessing livestock losses from thestorm. Shortly thereafter the State of SD Office

    of Emergency Management called upon us to flyevery mile of state highway from just west ofPierre to the Wyoming border and from the NorthDakota border to the Nebraska border lookingfor dead livestock in the highway rights of way.We surveyed nearly the entire western half of thestate! CAP photographs of the devastation wereused at the county and state level and made theirway to Washington D.C. where they were used innumerous briefings. Eventually the portions of thestate that were affected received a federal disasterdeclaration which led to millions of dollars gettingsent to SD for relief.

    Since our last issue we have also received“Find” ribbons for successfully locating twoaircraft distress beacons. We have also been sup-porting the SD Air National Guard with their airdefense mission and are in the planning stages forconducting low-level route surveys for them.

    I am extremely proud of our members as

    we just completed a USAF evaluated exercisewhich we received the grade of “highly suc-cessful”. Our hard working members handled

    everything they were tasked with and did it witha high degree of effectiveness and professional-ism. We always stand prepared and this ratingwas no surprise to me.

    Our wing conference was held in Sioux Falls,SD in April and we were honored to have twomembers of our newly formed state legislativesquadron present. We look forward to growingour legislative squadron on the state level and weare very proud to announce that we are one ofthree states in the nation that have all of our U.S.

    Congressional delegation as members of the CAPCongressional Squadron. During the conferencemany well-deserved awards were presented to ourmembers and several breakout sessions were heldto assist our members going forward.

    Our cadet programs are strong in SD and manycadets are heavily involved in planning for ourupcoming Joint Dakotas Encampment which willbe held at Camp Grafton, ND. Cadet Col. WilliamSmall is the encampment cadet commander andhas been busy putting together his staff. He isdoing all of this from China where he has beensince the first part of March where he is learningMandarin Chinese. Many cadets from the SDWing are on his staff.

    The SD Wing is also proud to announce thatCadet Maj. Elizabeth Foy has been accepted intotwo US service academies, West Point MilitaryAcademy and the US Air Force Academy. Wow,

    In the United States, from 2002-2011, the Department of Homeland Security’sAdvisory System was a color-coded scale intended to reflect the potentialdegree of threat of a terrorist attack. This scale, consisting of five color-coded

    threat levels, was phased out by Homeland Security in April 2011.As a federally chartered organization the Civil Air Patrol adopted the DHSchart and expanded it to encompass disaster operations. Despite it beingphased out by the Department of Homeland Security, CAP continues to usethis system to ensure that its personnel, aircraft, vehicles and equipment areready if needed.The current CAP Alerting System scale consists of five color-coded levelsthat spell out actions to be taken.

    RED (SEVERE) - SEVERE RISK OF A TERRORIST ATTACK OR DISASTER 

    OPERATIONS

    Action: Place CAP resources on Red Alert status. CAP resources will beplaced in secure locations under close control. Selected staff personnel,rapid response teams, and selected mission aircrews and ground teams willbe placed on Red Alert status and should prepare for expected deployment.People will not report for duty unless directed by the National Commander,Region Commander, Wing Commander, or the National Operations center(NOC). If directed to report for duty, mission bases may be occupiedwith staff and Incident Command system (ICS) liaison CAP personnel.Communications nets, particularly HF-SSB nets, between Wing HQs,Region HQs and National HQ will be conducted at least once every six (6)hours during Red Level Operations. Selected aircrews and ground teamswill be directed to report to designated locations to await orders to deploy.Report status as directed.

    ORANGE (HIGH) - HIGH RISK OF A TERRORIST ATTACK OR DISASTER OPERATIONSAction: CAP resources will be placed on Orange Alert status. Selected staff personnel, rapid response teams, andselected mission aircrews and ground teams will be placed on Telephone Alert and should prepare for possibledeployment. CAP resources including emergency operations centers, aircraft and ground vehicles will be inspectedto determine operational status. Communications nets, particularly HF-SSB nets, between Wing HQs, Region HQsand National HQ will be conducted at least once daily during Orange Level Operations. Security of resources shallbe checked. Report status as directed.

    YELLOW (ELEVATED) - SIGNIFICANT RISK OF A TERRORIST ATTACK OR DISASTER OPERATIONSAction: Coordinate emergency plans with nearby local authorities. Put contingency plans into action if neces-sary. CAP emergency services personnel and resources including CAP emergency operations centers, aircraftand ground vehicles will be checked to determine operational status. Communications nets, particularly HF-SSBnets, between Wing HQs, Region HQs and National HQ will be conducted at least weekly during Yellow Level

    Operations. Report status as directed.BLUE (GUARDED) - GENERAL RISK OF A TERRORIST ATTACK OR DISASTER OPERATIONS

    Action: Check to ensure communications links with emergency response teams work. Increase training andpreparation for the staff, air and ground teams. Review and update emergency procedures. Coordinate, maintainand update current Memorandums of Understanding with partner agencies. Provide CAP personnel with whateverinformation is necessary.

    GREEN (LOW) – LOW RISK OF A TERRORIST ATTACK OR DISASTER OPERATIONSAction: Refine plans for emergencies. Train staff on emergency plans and capabilities. Maintain resource capabil-ity. Meet with external organizations to present CAP support capabilities and to develop new Memorandums ofUnderstanding with them.

    For the third year in a row, the CyberPatriotteam from the Big Sioux Composite Squadronin Brookings, SD returned to the Washington,D.C. area 26 - 30 March 2014, to compete in thenational championship round of CyberPatriot-VI,the Air Force Association’s national high schoolcyber-defense competition.

    CyberPatriot is a unique educational com-petition that challenges students to resolve real-life cybersecurity situations faced by industry

    professionals. Created in 2009 by the Air ForceAssociation, the CyberPatriot competition providesstudents with hands-on learning about securingcomputer networks while educating, and motivat-ing them toward careers in science, technology,engineering, and mathematics, disciplines criticalto the nation’s future.

    The Big Sioux Composite Squadron’sCyberPatriot team consisted of Cadet Capt. JoshuaKlosterman, Cadet Chief Master Sgt. Chris Dinnel,Cadet Chief Master Sgt. Laura Rudnik, and Cadet

    Senior Airman Zebadiah Nelson. They werecoached by Cadet Lt. Tyler Gross and mentored byLt. Michael Klosterman and Capt. Shannon Hofer.

    The CyberPatriot competition has histori-cally consisted of two high school divisions, withpublic, private, and home schools competing inthe Open Division and Junior ROTC units, NavalSea Cadet Corps, and Civil Air Patrol squadronscompeting in the All Service Division. Betweenthe two divisions a record 1,537 teams from all 50states, the District of Columbia, Puerto Rico andCanada, as well as U.S. Department of DefenseDependent Schools in Japan, South Korea andGermany registered to compete in the competitionthat began on 15 November 2013.

    During two online qualification rounds theBig Sioux team faced realistic computer networkthreats at their home location seeking out weak-nesses in simulated online networks and workingto defend those networks from threat scenarios. A

    Cisco networking challenge was also a part of thecompetition. The team was scored according tohow quickly and effectively they established andmaintained the secure networks. The Big Siouxteam was one of only 44 teams to advance to thesemifinals held in January 2014. In the semifi-nals they faced similar but more complex and

    sophisticated computer network threats. After anexceptional performance in the semifinals, the BigSioux Composite Squadron team was named oneof 14 All Service Division national finalists andreceived an all-expenses-paid trip to the NationalFinals competition in Maryland.

    At the National Finals, the only in-personround, the Big Sioux team competed to defendvirtual networks and mobile devices from a pro-fessional aggressor team. The National Finalistsalso faced-off in three additional competition

    components: the Digital Cyber Crime SceneChallenge and the Cisco Networking Challenge,both of which return from previous seasons, andthe Digital Forensics Challenge. These extra chal-lenges broaden the cybersecurity experience andexpose teams to new elements of the many careeropportunities available to them.

    what an honor to have had one of our ownaccepted to not only one but to two serviceacademies. After a great deal of thought, CadetMaj. Foy has decided to attend the US Air ForceAcademy in Colorado Springs, CO. We areconfident that this amazing young woman has agreat future ahead of her. Congratulations fromthe entire wing!

    The South Dakota Wing continues to excel inall that we do. Although we are not a large wing,we are one of the most progressive wings in the

    nation. We have embraced cutting edge technolo-gies and have invested in technology that allowsus to track our aircraft in flight in real time. Thismakes us a safer and more efficient force andprovides accountability to our customers. Ourmembers continue to step up when called uponand we get the job done.

    We know you and your key staff are all awareof the OPSEC issues and restrictions with posting

    our frequency assignments and other sensitivemission data openly online. Some well-intentionedpersonnel continue to post inappropriate informa-tion publicly though, and we address those on acase by case basis. Unfortunately, there have alsobeen some cases of members being requested bypeople outside of CAP to blatantly violate ourrules and federal policies with the stated intentionof posting restricted information like our com-munications frequency assignments and coveragemaps publicly as well. Please remind your person-

    nel that this is not authorized.- CAPR 100-1, paragraph 1-9 clearlynotes our frequencies provided by the AirForce as sensitive, requiring them to beprotected from unauthorized release, anddesignates them as UNCLASSIFIED//FOROFFICIAL USE ONLY. It goes on to out-line procedures for appropriate release.- CAPR 110-1, paragraph 9, outlinesProhibited CAP Internet Operations.Paragraph 9d prohibits communication

    that “…violates any local, state, nationalor international law or regulation.” Thisapplies in the case of posting sensitive infor-mation like our frequency assignments.Thanks for your attention to this matter, and

    ship through a well-timed phone call, an invitationto participate in a local exercise, or by forming a joint effort in the community. It is also importantto know the names of their key personnel and their

    particular areas of expertise. Equally importantis to keep them “in the loop” and attempt toassist them whenever and wherever possible. TheCivil Air Patrol is often their “force multiplier”,providing critical, cost-effective, augmentationwith support personnel and specialized capability,especially communications and transportation.

    What can those of us in the Wing that areinvolved in emergency services do to enhance ouragency partnerships? Get to know your countysheriff and those of the counties surrounding

    yours. Establish strong working relationships withyour county’s key staff and management people.Engage with local agencies to inform them of themultitude of CAP capabilities, and then be readyto deliver when the call comes for support. Therequests may amaze you, so be ready and trained.

    Create and innovate training from our keycapabilities such as air and ground search andrescue, radio communications, staffing and operat-ing a shelter, etc. If your organization is alreadyundertaking some of these practices, let us know

    After the end of the Wing’s CAP-USAF Operational Evaluation onSaturday, 26 April, participants swiftly changed from duty uniforms intotheir dress uniforms to attend the 2014 Wing Conference and AwardsBanquet. This year it was held at the impressive Holiday Inn-City Centre indowntown Sioux Falls.

    At the opening ceremonies cadets of the Sioux Falls CompositeSquadron provided the Color Guard to post and retire the colors. Maj.Craig Goodrich led the singing of the national anthem. Wing Chaplain(Lt. Col.) Gary Rae conducted the invocation. The Wing expresses its

    thanks to Lt. Col. Linda Buechler and to Cadet Capt. Silas Busch forpreparing the solemn POW/MIA memorial table.

    In addition to the SDWG senior members and cadets attending therewere several distinguished guests: the members of U.S. Air Force Evaluation Team; Col. Robert Todd,commander of CAP’s North Central Region (which includes South Dakota Wing); and USAF Lt. Col. PaulPeterson, commander of the CAP-USAF North Central Liaison Region (who was the keynote speaker).Representing CAP National Headquarters were Assistant Deputy Chief, CAP Legal Officer Corps Lt.

    South Dakota Wing has a brand new pilot,Cadet Col. William Small. On 5 February, hetraveled from his home in Spearfish to Brookingsin a CAP aircraft. In Brookings he met with FAADesignated Pilot Examiner John Barney whoadministered his practical and oral tests and theflight checkride for a private pilot’s certificate.

    William flew to Brookings as a student pilot butreturned to Rapid City as “pilot-in-command” ofthe CAP aircraft.

    William was accompanied to Brookings byhis chief flight instructor, CAP Lt. Col. GaryHewett, himself a Certified Flight Instructor(CFI), who spent many hours closely workingwith William on the entire process. William alsoreceived training and advice from CFIs (and CAPmembers) Marty Larson, Jerry Densmore andMaj. Craig Goodrich.

    Up until thesecond half ofthe year 2012,

    I never trulyc o n s i d e r e dthe possibilityof getting myPrivate Pilot’sc e r t i f i c a t e .Even when mybrother (CadetCapt . DavidSmall) got hisPrivate Pilot’s certificate, I did not plan to pursue

    one myself. Multiple events in2012 slowly made me changemy mind. A lot of it had to dowith my situation in Civil AirPatrol. After the summer of 2012,I had attained the Spaatz Awardand completed multiple summeractivities. It was in this slightdown time that I thought, hesi-tantly, it might be interesting togive flying a shot. I had the time

    and opportunity, so why not.My first step was asking my

    parents, somewhat timidly, ifthey would mind if I asked Lt.Col. Gary Hewett (my brother’sprimary flight instructor) aboutthe possibility of flight training.My parents, who like flying too,unsurprisingly said, “Yes.” So, I

    went ahead and met with Hewettto discuss the process, require-ments, etc., to get my PrivatePilot’s certificate. Going into thatmeeting, I was unsure and ner-vous. I came out realizing that theprocess involved more than I had

    thought. However, I concludedthat I could do it. This articledescribes the experience.

    I got my medical/studentpilot certificate on November 12,2012. My first instruction flightwas on December 12 (which wasmy only flight in a Cessna-182,not a Cessna-172). Flight trainingprogressed with a couple flightsa month, until a trip or activitywould disrupt it, and then backto a couple flights a month. Thiswas the pattern of most of myflight training.

    Early on in my training there were two prob-lems I had to work around. The first was that I amcolorblind. This caused me to have restrictions onmy medical certificate. I did manage to get themremoved later by demonstrating I could see differ-ent colors. The second difficulty was that I often

    get airsick in small airplanes, even if I am in thepilot’s seat. This caused me some discomfort inmy early training, but luckily it went away.

    The second half of 2013 saw an increasein my training activity. Mostly notably, onSeptember 3rd, I made my first solo flight.

    This was a significant develop-ment in my flight training andfor me. Although only a shortflight, it changed my outlookand gave me new motivation.Up until then I had told myselfthat I could stop at any point if Iwanted to. However, during thatflight, I found that flying was just fun! It made all the trainingworth it and I decided resolutelyto finish the process.

    Even though I’d soloed, therewas still more to do, such as tak-ing the FAA written examination.Finding and getting to a testingcenter for the test was interesting.There aren’t any nearby, so in theend I took the test in Greensboro,North Carolina. Then there was

    Once again, I proved I was ready despite beingnervous, as I successfully passed both the oral andflight portions of the Private Pilot Practical test.Needless to say, once I knew I passed I was happyand relieved although it didn’t sink in right thenthat I had successfully completed my flight train-ing process and had become a Private Pilot. Therest of the day was a simple process of paperwork,calling my parents with the good news, and flyingback to Rapid City. The flight back was my firstflight as a certified pilot, and that felt good!

    Now, after the flight back and during thenext couple days various people found out I wasa pilot. A question I got asked multiple timeswas, “What are you going to do to celebrate?”The answer was, first thing the next week I getmy wisdom teeth removed. That is not the best“celebration” I have ever had. My choice forcelebration is to simply fly!

    Another question I have been asked is why Idecided to pursue my Private Pilot certificate. Thisis a difficult question to answer. I can tell the storyof how I wasn’t planning on it at first, or give rea-sons such as it looks good on my resume. Probablythe truest answer though, is that I enjoy flying andlook forwards to doing it for years to come.

    the Private Pilot Practical test.Towards the end of 2013 serioustalk started about when I wouldtake the practical. Now, eventhough that was a positive sign,it made me nervous. This wasbecause I felt I did not know

    enough. This was not a new feel-ing for me. Before my first soloflight, and again before my lon-gest solo cross country, I wasnervous and unsure. However,all these times it turned out I wasready. So I had confidence thatthe practical would be the same.

    Come February 2014, I wasgetting tired. Therefore, it waswith some relief when February5 was set as the date for me totake the practical. However, asI mentioned before, nervous-ness also came. Now, taking the practical wasmore complicated than originally planned. Longstory short, there was no one available in west-ern South Dakota to administer the test duringthe time period I needed to take it, so I had togo to Brookings. Lt. Col. Hewett and I flew toBrookings the day before the practical in order togive me more experience with various procedures,navigation, etc., during my last training flight. Lt.Col. Hewett had me visit several different air-ports on the way. When we arrived in Brookingswe had to put the plane in a heated hangar since itwas 19o below zero Fahrenheit.

    Thursday, February 6, 2014 was the big day.My goal was to come into it well rested andrelaxed. Unfortunately, that didn’t work out asplanned. The excitement kept me awake laterWednesday night than was ideal, and duringthe night my mind kept going over my aviationknowledge. So, come morning, I was not exactlyrested and relaxed. I was OK, though, and ready togo! But our transportation wasn’t. The loaner vanfrom the airport did not want to start in the cold.Eventually someone at the airport came to pickus up so I could get to my appointment with theexaminer on time.

    “bushy” ends over each other at aslight angle leaving the stick endto the back and using some typeof cord, string, or other materialtie the branches together. To usethe snowshoes you place yourfoot onto the branches slightlyback of the middle and tie them

    onto your boot using cord oreven the top end of your bootlaces (still partially laced in yourboot). These improvised snow-shoes allow your weight to bedistributed over a larger areaso you do not sink as deeplyinto the snow when you walk.Depending on the distance tobe traveled it may be necessaryto periodically replace these

    improvised snowshoes.Like regular snowshoes thereis a special technique in usingthis improvised type. As you

    step forward drag the foot ratherthan using a heel down step. Thisshuffling motion is similar to thatused by cross-country skiers. Inaddition, when you need to traveldownslope or downhill a sidestep is used rather than a normalwalking step.

    After learning how to make

    improvised snowshoes the par-ticipants made survival braceletsand lanyards from parachutecord either to wear or to put intheir 24-hour packs. These itemshave enough cord that, whenundone, they can be used to tiethe pine branches together andonto your foot.

    Winter Storm Atlas ham-mered South Dakota in earlyOctober 2013 dumping over sixfeet of snow in some areas ofthe Black Hills. The possibilityof the squadron having to con-duct a ground search and rescuemission in such conditions was

    the impetus for an emergencyservices class on the techniquesfor deep snow rescue.

    The Crazy Horse CompositeSquadron in the town of Custerin the southern Black Hillsasked the Custer County Searchand Rescue Team to teach aclass to squadron members onthe hazards of search and res-cue in extreme temperatures

    and heavy snow with emphasison ice rescue and how to makeimprovised snowshoes.

    Mr. Rick March and Mr. JeffFrisco of Custer County Searchand Rescue came to the squadronheadquarters where they pre-sented a very informative videoon ice-on-water rescue and howto survive if you fall through theice into deep water. They then

    explained the signs, symptomsand dangers of hypothermia.

    The second part of theirpresentation was a hands-onclass on how to make impro-vised snowshoes from pine treebranches. Squadron memberswere taught to use two smallbranches for each foot. Place the

    Low-Level Route Survey:

    SDWG Flies in Support of South

    Dakota Air National Guard

    Whenever SDWG flies LLRS a command postis set up for command, control and communicationssupport for the aircraft. Wing vice commanderLt. Col. Rick Larson serves as LLRS IncidentCommander. Capt. Neil Schmid of the Sioux FallsComposite Squadron is the Project Officer and

    Lead Planner for LLRS missions.On 5 February 2014, CAP offi-

    cers Capt. Schmid and Lt. Col.Larson met with two officers ofthe South Dakota Air NationalGuard’s 114th Fighter Wing; Lt.Col. Greg Lair, Commander ofthe 175th Fighter Squadron (alsoa CAP pilot) and Capt. JerryGrotjohn, 175th Fighter SquadronAirspace Manager, to brief themon the results of SDWG’s 2013Low-Level Route Survey mis-sions and to begin making plans forLLRS missions in 2014.

    SDWG’s first LLRS missionof 2014 was flown in late April.

    Each year since 1998, the South Dakota AirNational Guard (SDANG) requests South DakotaWing to conduct a Low-Level Route Survey(LLRS) of certain military training air routes andthe aerial Military Operations Area (MOA). Thepurpose of the LLRS missions is to identify, pho-tograph and report uncharted obstructions, usuallyantenna towers, and noise sensitive areas such asfarms, livestock pens and feedlots, which shouldbe avoided by SDANG pilots flying in theseareas. CAP LLRS flights are flown in the springand summer. The flight crew consists of a MissionPilot, a Mission Observer, and a Mission Scanner.They fly along specific air routes at an altitude of1,000 feet.

    In 2013, SDWG LLRS missions surveyednine air routes from South Dakota into Iowa andNebraska and several sectors of the O’Neill MOAin northeast Nebraska. The missions requireda total of 46.6 hours of flight time and coverednearly 5,000 miles.

    The South Dakota Wing ofthe Civil Air Patrol is pleased toreport that South Dakota nativeJoe Foss has been honored inArizona. Members and theColor Guard of CAP’s YumaComposite Squadron 508 of

    the Arizona Wing attended aceremony in which the honorwas bestowed.

    Foss was honored by havingan aircraft hangar named forhim at a dedication ceremonyat the new Aviation IndustrialCenter in the Defense ContractorComplex at Yuma InternationalAirport in Yuma, Arizona.

    Marine Corps (MCAS) Yuma

    shares facilities with YumaInternational Airport in muchthe same way as Joe FossField/Air National Guard Baseshares facilities with Sioux FallsRegional Airport. MCAS Yumais home to multiple squadrons ofMarine Corps aircraft.

    The Aviation IndustrialCenter, within the DefenseContractor Complex at the air-port is a single structure housinga hangar plus space for officesand engineering shops. Thehuge, 24,000 square foot hangarwas dedicated as the “Joe FossHangar” at the ceremony.

    Joseph Jacob “Joe”Foss (1915-2003) wasthe leading fighter aceof the Marine Corpsduring World War II.In 1943 he receivedthe Medal of Honorfor his actions during

    the Guadalcanal cam-paign in the Pacific. After thewar, in 1946, Foss was appointeda lieutenant colonel in the SouthDakota National Guard where hefounded the state’s Air NationalGuard. Ultimately he rose tothe rank of Brigadier General.In civilian life Foss served twoelected terms as a representativein the South Dakota legislatureand, beginning in 1955, at age39, he became the state’s 20th(and youngest) governor. Joewas also two time president ofthe National Rifle Association,the first commissioner of theAmerican Football League,and had a career as a televisionbroadcaster as well.

    Somewhat ironically, Fossgave Arizona aviation officialsa bit of a black eye several yearsago. At Phoenix’s InternationalAirpor t Joe , then 86, wasdetained by airport securitywhen screening detected hisMedal of Honor. Security offi-cers, not recognizing what iswas, wanted to confiscate and

    destroy the medal and relatedmemorabilia he was carrying.Publicity of the incident embar-rassed Arizona officials. In lateryears Foss and his wife lived inScottsdale, AZ. Joe Foss diedon January 1, 2003 and is buriedin Arlington National Cemeteryin Virginia.

    Spidertracks: Where Were We, Anyway?

    This article is written from the perspective of

    one who has flown Civil Air Patrol search andrescue missions and also served on the groundas an Air Operations Branch Director andas an Incident Commander. Whilethe Spidertracks unit can beused in virtually any typeof vehicle, this accountis written from personalexperience in emergencyservices missions with the unitin an aircraft.

    WHERE IT COMES FROMSpider units are manufactured bya company in New Zealand that was foundedon an idea of how to improve safety in aviationbusinesses and the aviation industry in general.The primary aim was to develop a better, moreaffordable electronic device that uses moderncommunications technology to track an aircraftwhile in flight and, when necessary, assist in locat-ing a downed aircraft.

    HOW WE USE IT

    Once airborne, the Spider unit is switchedon by simply plugging it into one ofthe aircraft’s electrical outlets.

    The Spider unit sends out anelectronic ping every one ortwo minutes. In that ping is data

    indicating the flight track, altitude,airspeed, heading, and latitude & lon-

    gitude coordinates. That ping is picked upin real-time by the Iridium Satellite Network.With 66 low earth orbit satellites Iridium

    has complete global coverage with no blankspots. Even if the satellite hearing the pingdoes not “see” the ground control station, it willpass the data on and it will be sent to the Spiderserver and can be viewed on the “spidertracks”website within seconds.

    On the ground, if you have an Internet connec-tion all you need do is a log in to the spidertrackswebsite to view the real time tracks your aircraftcreate. There is no need for any special software.

    If desired, the flight(s) in progress

    can be monitored in real time bypressing the “watch” button. Bypressing the “mark” button, anidentifying icon is dropped ontothe track to distinguish betweenmultiple aircraft flying differ-ent tracks. These tracks can beelectronically overlaid on popularmapping sites for an excellentvisual picture of the flight track.A special feature sends an alert if

    an aircraft’s track stops movingand sends an SOS alert indicatinga possible problem with the flight.Images of flight tracks can be canbe downloaded from a website.INCIDENT COMMANDER’SDREAM

    a standardized organizationalmodel developed by the FederalEmergency Management Agency(FEMA), to respond to emergencysituations. Incident Commandersand Incident Command staff, oranyone who needs to know, can

    monitor the current position ofCAP aircraft in near real time. Thisis an Incident Commander’s dream– a near real time graphic display ofthe activity of his Spider equippedaircraft! This situational awarenessallows an Incident Commander toorder an alteration in search grid orchange a plan with minimum lossof time which could be vital in alifesaving event.

    From an operational safetystandpoint, the Spider unit continuesto transmit data pings to the Iridium satelliteseven if radio communications with the aircraft islost. The Spidertracks real-time graphic displayreassures the Incident Commander that his out-of-radio-contact aircraft is still airborne and providesflight tracking data.ACCOUNTABLE TO OUR CUSTOMER

    As a mission pilot in a fast moving situation,there are many times when events unfold quicklyand all of the information needed is either abbre-viated or not available at all. Once an aircrew isstaffed and search areas are defined, there still canbe room for ambiguity and misinterpretation. If weknew exactly where the target of the search was, weprobably wouldn’t need to fly a search grid pattern.

    In the flat lands of eastern South Dakota, manytimes we use a standard grid search pattern to try tolocate the target. Spidertracks shows exactly wherewe were and where we are going. In the final report,we can show our customer these results graphicallyand account for the search area covered. If futureflights are required, the planning section can do amuch better job establishing new search areas.THE LOST IS FOUND

    Spring weather problems hampered aerial searchactivities for two days, but on the third day a three-person aircrew was assembled and launched by mid-afternoon. The initial search area was approximatelyone hour west of the aircrew’s home base. However,after flying the first few legs of the search grid pat-tern, the crew was notified by the Mission Base thatthey were in the wrong place. We were searching thewrong county. After a quick adjustment to the flightplan, the search continued for the next hour.

    As darkness began to fall the flight crew radi-oed Mission Base and informed them that “we aregoing to make one more pass and return to base.”As the aircraft banked to return home the MissionScanner said “I think that I see the car!” Sure

    enough, the car and the missing man were foundin a remote rural area near a pond on an abandonedfarmstead. The car was not visible from any road

    so locating the subject by ground search couldhave taken months to accomplish.

    The graphic representation of the grid searchpattern being flown by the CAP aircraft on the spi-dertracks website alerted the Incident Commanderto the fact that it was searching in the wrong county.As a result he was able to redirect the aircraft tothe correct county resulting in the “find”. WithoutSpidertracks, the aircrew could have searched thewrong county without tangible results.LIVESTOCK DISASTER RECOVERY

    A fluke, early-autumn blizzard began in westernSouth Dakota on 3 October 2013 with heavy rain thatquickly turned to snow. By the next day, as much asfour feet of snow had fallen which, combined with70-mph winds, created monster drifts that paralyzedmuch of the western half of the state and caughtlivestock still in their summer grazing land.

    South Dakota wing received a number of tasksfrom the state and the affected counties to survey theextent of the damage and losses in livestock. One ofthe most challenging missions was received from

    the Offices of Emergency Management in ButteCounty and Meade County. They requested SDWGconduct an aerial survey to pinpoint the locations ofdead livestock in their county’s major waterways.

    This mission was unusually complex becausewe were tasked by our customers to fly “namedwaterways” in two counties in Western SouthDakota. This meant developing meanderingcourses, which show up on the official State mapand documenting cattle losses. One SDWG aircraftwas assigned to each county for this mission and

    with tasked with flying over the streams and riverswithin the assigned geographic area.

    By using Spidertracks, a graphic depiction andfull accountability of the areas flown was presentedto the State of South Dakota and to Butte and MeadeCounty officials. The State was quite pleased withthe outcome and was rewarded with loss recoveryfrom Federal Agencies which helped relieve thesuffering endured by area ranchers.

    Cadet Airman Malia Goodrich experiencedher first flight in a Civil Air Patrol aircraft onSaturday, February 1. At the aircraft’s controlswas her dad, Maj. Craig Goodrich, commander ofthe Rushmore Composite Squadron in Rapid City.The day dawned sunny, a bit windy and very, verycold. The wind chill factor was well below zero.Both the experienced airman and the eager youngaviatrix were very thankful that they were able todo the preflight checks in a heated hangar. As canbe seen in the photo they both enjoyed the orienta-tion ride.
