India ranks much below China's 71st position while Bangladesh, Bhutan and Sri Lanka are also placed higher on the index released today by Geneva-based World Economic Forum (WEF) in this Chinese city at its Annual Meeting of New Champions -- also known as 'Summer Davos' summit. Pakistan ranks further lower at 118th place. Giving India 105th rank out of the total 130 countries included in the index, WEF said the country has optimised just 57 per cent of its human capital endowment -- placing it in the top of the bottom quartile of the Index. India was ranked 100th last year out of total 124 countries included in the 2015 index. Finland, Norway and Switzerland hold the top positions, utilising around 85 per cent of their human capital. On the global index, Japan and Sweden have moved up to 4th and 5th places and are followed by New Zealand, Denmark, the Netherlands, Canada and Belgium in top 10. BY SHAZIA MALIK TORONTO - Against popular sentiment, Prime Minister Justin Trudeau fulfilling his election promise has announced that Canada is lifting its visa restrictions on Mexico from December this year. He made this announcement during a meeting with Mexican President Enrique Pena Nieto ahead of the Three Amigos Summit. Speaking on the occasion Trudeau said: "It is my hope that through meetings like this one, we will be able to further strengthen (the Canada-Mexico) relationship in the years ahead. We share values, goals and ambitions, not only for our respective citizens but for all members of the global community." Two more agreements on indig- enous issues and international development were also signed be- tween the two leaders. Earlier on Monday when Trudeau hosted Mexican President Enrique Pena Nieto at Casa Loma castle to a lavish banquet attended by about 300 guests, human rights bodies voiced their concerns as Mexico has one of the worst record with 23 million Mexicans living in ex- treme poverty and the disappearance of 27,000 women from the coun- try in the last 10 years. But it is also true that Mexico is Canada's third largest trade partner and as mentioned by Trudeau Canada and Mexico are more than just friends. He said: "We are partners. And it's what we share as partners and friends that I'd like to celebrate." Reciprocating the same sentiment Pena Nieto called the visit a "land- mark in history" adding "you (Trudeau) are taking it further. It's not just about co-operation and the economy. Both are at loggerheads with Brampton Mayor Linda Jeffrey trying to secure more seats on regional council while Mayor Bonnie Crombie considering it unfair wishes to stop it. Thus both mayors have vowed to take the matter to Ontario Premier Kathleen Wynne but tradition is that the provincial govern- ment keeps away from mu- nicipal matter. However, here matter seems to be heating up without any signs of being cooling off any time soon. For a long time both Brampton and Caledon have been asking to in- crease four seats each in the regional council for Brampton and Mississauga. However, the move requires majority support from municipal councils. In a statement received by Midweek news desk, Mississauga Mayor Bonnie Crombie said: "Mississauga Council is not in support of adding more politi- cians to Peel regional council and especially not an additional eight mem- bers. This proposal to increase regional council to 32 is unnecessary and will result in excessive costs that taxpayers' will have to pay for." DESK REPORT BRAMPTON - According to news received by the Midweek news desk it has been learnt that residents might not get their mail starting next week as Canada Post union fears the body will lock out unionized workers on July 2. The union in a statement has said though its mem- bers do not wish any strike and only seek to have a proper deal with Canada Post. On the other hand Canada Post is trying to settle the matter with the union to avoid any disruptions in the delivery of mail. infrastructure at GagetownGAGETOWN - As par t of the Govern-ment of Canada's commitment to en-sure Canadian Armed Forces (CAF)personnel have the suppor t they need,including safe and modern facilitiesin which to work and train, DefenceMinister Harj i t S. Saj jan has an-nounced $38 million in funding to im-prove critical infrastructure and train-ing facilities at the 5th Canadian Divi-s ion Suppor t Base (5 CDSB)Gagetown. The Depar tment of National Defence will allocate$36 million to new training facilities for identifying and dispos-ing of improvised explosive devices and other explosive ord-nance. The development of skills sets for explosive ordnancedisposal is essential to suppor t Canadian military operations.The Canadian Forces School of Military Engineering at 5 CDSBGagetown currently lacks sufficient space to conduct criticaltraining. These investments in new training facilities will in-clude buildings to house the main training centre, as well asupgrades to roads for field exercises. Suitable infrastructurewill increase the quality of training, which is crucial for sup-por ting operations.An additional $2.3 million, par t of the $200 million for defenceinfrastructure announced in the 2016 Federal Budget, will allow5 CDSB Gagetown to repair a vital crossing located within an-other training area, and to upgrade the air field's lighting andstorm water collection system. The airfield asphalt will also bereplaced. Work on these projects is to begin later this summer. ONTARIO MOVING FORWARDWITH BASIC INCOME PILOTONTARIO - The province has appointed Hugh Segal to provide adviceon the design and implementation of a Basic Income Pilot in Ontario,as announced in the 2016 Budget.Basic income, or guaranteed annual income, is a payment toeligible families or individuals that ensures a minimum level ofincome. Ontario will design and implement a pilot program totest the growing view that a basic income could help deliverincome suppor t more efficiently, while improving health, em-ployment and housing outcomes for Ontarians. As Special Ad-visor on Basic Income, Segal will draw on his exper tise inCanadian and international models of basic income and consultwith thought leaders to help Ontario design a pilot. Segal willdeliver a discussion paper to the province by the fall to helpinform the design and implementation of the pilot, on a pro bonobasis. The discussion paper will include advice about potentialcriteria for selecting target populations and/or locations, deliv-ery models and advice about how the province could evaluatethe results of the Basic Income Pilot. Ontario will under takefur ther engagement with experts, communities and other stake-holders as it moves towards design and implementation."Ontario is taking a leading role in piloting a modern BasicIncome, and we are thrilled that the Honourable Hugh Segal willbe lending us his considerable exper tise in this regard. The Index which includes measures ofhealthcare, education, housing, policing, rights andtolerance, ranks Canada 2nd overall, ahead of the US in19th. The Index published by US-based nonprofit, theSocial Progress Imperative, covers 99% of the world’spopulation and ranks Canada ahead of Denmark (3nd),Australia (4th), Norway (7th), the UK (9th) and the US(19th). Using 53 indicators to calculate the final results,Canada finished top or joint top in no less than 13.Despite it’s lower GDP per capita than the US ($42,778 vs$52,118) it outper forms the US across a wide range ofmeasures including on health, tolerance and personalrights. Canada is a world-beater on ‘access to advancededucation’ thanks to its top ranking ahead of the US in2nd, which is helped in par t by the high number of‘globally ranked’ universities (27), the high number ofcollege students who go on to study at top universities(47%) and the number of years women spend in school(on average over 15.5yrs). PROVIDING MORE SUPPORTFOR CHILDREN WITH AUTISMONTARIO - Ontario is providing more support for children andyouth with autism, including an accelerated implementation ofthe new Ontario Autism Program. The new program will pro-vide all children, regardless of age, with more flexible ser-vices at a level of intensity that meets each child's individual needs,significantly reduce wait times for service, and increase the numberof treatment spaces available to serve more children and accommo-date the rising prevalence in autism diagnoses. The government haslistened closely to experts, stakeholders, service providers and fami-lies since its announcement and consulted widely on the develop-ment of the new program. Ontario is putting in place additional sup-ports for children with autism and their families, including:* A choice of direct funding or if preferred, immediate and continu-ous access to Applied Behaviour Analysis (ABA) services and sup-ports, for children five and over who were previously on the IntensiveBehavioural Intervention (IBI) waitlist. This funding will provide ac-cess to continuous service until the child is able to enter the newOntario Autism Program next year.* Strengthened in-school autism supports to help children transitionto and continue in full-time school.* Increased access to diagnostic assessments to allow for earlierdiagnosis and treatment.* Greater access to information and direct supports for families tohelp them navigate the transition to the new program.Implementation of the new Ontario Autism Program was originallyslated to begin in 2018, and will now begin in June 2017, effectivelyreducing the transition period by half.The 2016 Ontario Budget committed $333 million over five years forOntario's new autism program. This is in addition to the $190million that Ontario already invests in autism services for chil-dren and youth annually. These enhancements will invest anadditional $200 million over the next four years to better sup-por t children and youth with autism and their families.

SEOUL, (IANS) India's wait for a coveted Nuclear Suppliers Group(NSG) membership continues even after eight years of lobbying, asChina foiled its latest bid in Seoul on the grounds that New Delhi hasnot signed the Nuclear Non-Proliferation Treaty (NPT).Also upholding China's technical objection to India's membership wereNSG members South Africa, Norway, Brazil, Austria, New Zealand,Ireland and Turkey, diplomatic sources said, after the annual plenaryof the 48-nation grouping ended in the South Korean capital on Fridaywithout any decision on New Delhi's application.India blamed China for the diplomatic fiasco that came a day afterIndian Prime Minister Narendra Modi held a 45-minute meeting withChinese President Xi Jinping on the sidelines of the Shanghai Coop-eration Organisation (SCO) in Tashkent, Uzbekistan. External AffairsMinistry Spokesperson Vikas Swarup without naming Beijing said"procedural hurdles persistently raised by one country" stalled India'sbid even as most others in the grouping suppor ted New Delhi."An overwhelming number of those who took the floor suppor tedIndia's membership and appraised India's application positively,"Swarup said. But an NSG statement after the Seoul plenary did notmention about membership applications from India or any other coun-try, including Pakistan, indicating that the grouping could not arrive ata consensus on allowing the countries that have not signed the non-proliferation agreement. India says the NPT is "flawed and discrimi-natory".The statement said the meeting discussed the "issue of technical,legal and political aspects of the par ticipation of non-NPT states inthe NSG and decided to continue its discussion. Par ticipating govern-ments reiterated their firm suppor t for the full, complete and effectiveimplementation of the NPT as the cornerstone of the internationalnon-proliferation regime."Swarup said the NSG statement suggested that "India requires to jointhe NPT and our stand on the NPT is well known". India, strongly

backed by the US, applied for NSG membership on May 12 this year.But it began working for the entry into the elite club of nations thatregulate global nuclear trade and technology way back in 2008.The NSG in that year waived the full-scope safeguards requirementand allowed India to impor t enrichment and reprocessing equipmentand technology without signing the NPT. The grouping then said it wasgiving "clean and unconditional" waiver "based on the commitmentsand actions" on non-proliferation under taken by India.With strong suppor t from the US, Argentina, Britain, Italy, Mexico,France, Russia and host South Korea, India was seeking NPT con-cessions from the grouping on the same grounds that it had a cleannon-proliferation record. But China vir tually stonewalled its chancesand raised the pitch that other non-NPT signatories, including Paki-stan, will also seek the concession.Pakistan has an alleged bad track record on proliferation and is saidto have sold atomic weapons technology to Libya, Iran, and Nor thKorea. Ahead of the Seoul plenary, India made hectic diplomatic ef-for ts, which continued till the NSG meeting ended, to secure the mem-bership in the grouping which works on the principle of consensus

and allows a new member only if all existing members agree.At the end, the sources said, at least 10 NSG members sided withChina and there were only 38 suppor ting India's application to betaken up in the main plenary. China did not hide its opposition, sayingthe global non-proliferation order will collapse if India joined the groupwithout signing the NPT. "If exceptions are allowed here or there, theinternational non-proliferation order will collapse," said Wang Qun,Director General of the Department of Arms Control of China's For-eign Ministry. Back home, the opposition Congress said the NSGfailure was an "embarrassment for India" and blamed Prime MinisterModi's desperation for it."Diplomacy is always done by wisdom and silence. We have neverseen diplomacy being conducted in this manner, making it very clearwho are you lobbying with and whom you are petitioning with," Con-gress' Anand Sharma said in New Delhi. Delhi Chief Minister ArvindKejriwal, a bitter critique of Modi, said the Prime Minister's foreignpolicy had "completely failed" and sought to know from him what hedid on his "foreign jaunts. For its defeat on the NSG issue, shouldn'tthe PMO be questioned?" Kejriwal asked.

CHANDIGARH, (IANS) After being seen as the strongest political chal-lenger in Punjab ahead of next year's assembly elections and evenbeing touted to be the front-runner in occupying power in the state, theAam Aadmi Par ty (AAP) seems to be losing a bit of that steam.The AAP leadership in the state is now grappling with problems likefinding a face to project as its chief ministerial candidate, deciding ontickets for the 117 assembly seats and even keeping its leadersand flock together. With the ruling Shiromani Akali Dal-BJP alli-ance and the opposition Congress sharpening their attacks on theAAP, the newest political force in Punjab is finding it difficult tokeep pace with the political peak that it had attained earlier thisyear.Opinion polls by private agencies, political par ties and even someintelligence agencies had put AAP in the front seat as far as win-ning the next assembly election -- likely to be held in February2017 -- is concerned.The AAP was being projected as getting between 72 and 85 seatsin the assembly. AAP leaders themselves star ted believing thatthe par ty would get over 100 seats and would do a repeat of Delhi,where it won a whopping 67 of the 70 assembly seats in theFebruary 2015 elections.Among other things, the AAP has not been able to announce itsfirst list of candidates, which it had promised to announce by thelast week of May or the first week of June. AAP in-charge forPunjab Sanjay Singh had told IANS earlier that the first list ofcandidates would be released latest by the first week of June. Thepar ty has now put off the release till end of this month.Insiders say that the delay was caused by too many candidatesseeking a ticket from each constituency. "When the names areannounced, a lot of people will get upset and the par ty leadershipis worried about a rebellion before the assembly polls," one se-nior AAP leader told IANS here. The AAP has also not been able toselect one leader who would be its face for the assembly polls.The main contenders are AAP Punjab Convener Sucha SinghChhotepur, who has been leading the par ty's affairs for the pastover two years; and the AAP MP from Sangrur, comedian-turned-politician Bhagwant Mann. Even the name of Delhi Chief Ministerand AAP convener Arvind Kejriwal is mentioned sometimes butthat is unlikely to happen. The AAP leadership has also not mademuch effor t or headway in getting back into its fold two of itssitting MPs from Punjab.Last August, the AAP had suspended par ty MPs DharamaviraGandhi and Harinder Singh Khalsa from its primary membershipand initiated disciplinary proceedings against them. Gandhi, acardiologist and known social worker, is an MP from Patiala con-stituency while Khalsa, a former diplomat, represents Fatehgarh

Sahib. The Akali Dal is highlighting the "double standards" of theKejriwal government in Delhi on contentious issues l ike riverwaters and justice for the 1984 anti-Sikh riot victims.The Congress openly accuses Kejriwal and AAP of misleadingpeople and even charges them with telling lies. Both the par tiesare also trying to pin the "outsider" tag on the AAP's top leader-ship, which is mainly from Delhi and Uttar Pradesh. It is clear thatthe Akali Dal-BJP alliance and the Congress are not comfortablewith a triangular contest which the AAP is creating. The AAP, on itspar t, will have to get its act together well in time to ensure that it takesadvantage of its position as a serious challenger in the assemblypolls. Otherwise, it will have to pay the political price of having peakedat the wrong time.

ONTARIO - Ontario has fur ther expanded consumers' optionsfor buying alcohol by permitting cider sales, starting today, at 60 grocerystores already selling beer across the province. Premier Kathleen Wynnemade the announcement at Sobeys Northfield in Waterloo. Allowing ciderto be sold in grocery stores is part of the biggest shakeup to beveragealcohol retailing in Ontario since prohibition ended in 1927. The shakeupbegan with last December's launch of beer in grocery stores.The LCBO also launched a request for bids for 70 additional grocery storesto sell wine, beer and cider starting this fall. Eventually, up to 300 grocerystores -- both large chains and independents -- could sell wine, beer andcider. An additional 150 stores could be authorized to sell just beer andcider. As well, up to 150 existing winery retail stores that operate justoutside a grocery store's checkout will be permitted to move inside thestore and share the checkout. These winery retail stores will broadentheir assortment to sell wines made by any Ontario producer.Cider is a fast-growing segment of the market. The LCBO's sales oflocally made craft cider grew by 54 per cent in 2015-16, to a total of$5.1 million. "We will all go and surrender our-selves to Narendra Modi. the 70-seat Delhi assembly. India joins grouping that controls global missile technology saleNEW DELHI, (IANS) Days after the NSG setback in Seoul, India on Monday became the 35th member of a global anti-proliferationbloc, the Missile Technology Control Regime (MTCR), which not only ensures transfer of high-end missile technology to thecountry but also gives it a license to expor t arms. "India joined the MTCR," the Ministry of External Affairs said in a statement onMonday. It said that the bloc's point of contact in Paris had "conveyed the decision regarding India's accession to the regimethrough the embassy of France in New Delhi as well as the embassies of The Netherlands and Luxembourg". The MTCR member-ship is seen as a step forward in India's recognition as a legitimate nuclear power after New Delhi conducted its atomic tests in1998. India had applied in 2008 for the membership of the elite club of countries that control expor ts in missile technology andunmanned delivery systems of atomic or other weapons of mass destruction. The group was set up in 1987 to limit the spread ofunmanned systems for delivering weapons of mass destruction. The grouping places restrictions on its members expor tingmissile and missile-related technology, par ticularly on those capable of carrying a payload of at least 500kg to a distance of atleast 300 km. These include both cruise missiles and larger drones.

India talking to China, NSG efforts will continue: ModiNEW DELHI, (IANS) Prime Minister Narendra Modi said that India has been raising issues of its interest with China in a straight-forwardmanner and it will continue making effor ts to be a member of the Nuclear Supplier Group (NSG). In an interview with TimesNow newschannel, Modi said that due process for India's inclusion in the NSG will continue."Everyone attempted and we also attempted to be a member of the NSG group. The financeministers remarks came on a day when the impact of Brexit led to a key stocksindex, the BSE Sensex, to close at 26,397.71 points, down 604.51 points, or 2.24percent. Punjab orders probe after Akali leaders pocket IRs100 crore compensationCHANDIGARH, (IANS) The Punjab government on Friday ordered a vigilance probe into an alleged scam in which leaders of the rulingShiromani Akali Dal, their family members and associates pocketed Rs 100 crore in compensation for land acquired for road construc-tion projects. The alleged scam in Hoshiarpur district, 140 km from here, was highlighted by media reports. However, Punjab ChiefMinister Parkash Singh Badal's order of vigilance probe came much after the Prime Minister's Office (PMO), which was approached bya RTI activist, had ordered a high-level probe by a senior bureaucrat. Badal had earlier tried to down-play the scam by asking theHoshiarpur Deputy Commissioner to conduct an enquiry into the land scam allegations."Taking cognizance of the media repor ts about alleged bungling in the purchase of land by some influential people at lower rates,which was acquired by the National Highways Authority of India (NHAI) to under take four-laning project in Hoshiarpur district,on exorbitant rates to pocket heavy compensation, Punjab Chief Minister Parkash Singh Badal today ordered a vigilance inquiryto probe the entire matter to get at the bottom of the case," a spokesman of the chief minister's office said here.He said that Badal has marked the inquiry to the Chief Vigilance Director "to ascer tain the facts which led to these allegedirregularities in the acquisition of land". Badal said that anybody found guilty would not be spared at any cost. "The state governmentis already fully seized of the matter and anyone, whosoever mighty or influential he may be, would be taken to task for his allegedinvolvement in the aforesaid acquisition," he said.

"It is an embarrass-ment for India to do what was not required. This kind of intenselobbying by Prime Minister Modi and his government, we canunderstand, should have been done for UN Security Councilmembership," Sharma said, insisting there was no need toshow desperation that led India to be equated with Pakistan inthe NSG case. "Why did the Prime Minister and this govern-ment make so much of noise about it, and the kind of hecticcampaigning and lobbying for it? In 2008, NSG had given Indiaspecific waiver which allowed India's integration with thenuclear mainstream after decades of isolation," he added. Thatagreement, Sharma said, paved the way for India to enter intoan agreement with the United States of America. He added thatan India-specific IAEA (International Atomic Energy Agency)agreement allowed India to also trade with NSG countries.

MINISTER, 15 OTHERS KILLED INSOMALIA HOTEL ATTACKMOGADISHU, (IANS) At least 16 people, including a state min-ister, were killed in an attack by Al-Shabaab militants on a hotelin the Somali capital of Mogadishu, an official said. More bod-ies, including of State Environment Affairs's Minister Bur'iMohamed Hamza, were found from the debris of the hotel, Xinhuanews agency quoted Internal Security Ministry spokesman AbdikamilMo' allim Shukri as saying. More than 30 others were injured in the attack, hesaid. NAWAZUDDIN SIDDIQUI WAS NOT AT IIFA, WHY?MUMBAI, (IANS) Actor Nawazuddin Siddiqui says that he was unable to par ticipate in the International Indian Film Academy Awards(IIFA) held recently in Spain as he was busy with his work commitments. Nawazuddin received nomination for two award categories -- best performance in a suppor ting role for "Bajrangi Bhaijaan" and best performance in a negative role for "Badlapur". About his film"Raman Raghav 2.0", Nawazuddin said, "If people come for the film, they will enjoy it. I am very excited." The film directed by AnuragKashyap, stars Vicky Kaushal and Sobhita Dhulipala. It was released in theatres on Friday.

FEEL ENVIOUS OF ABHISHEK CHAUBEY AFTER WATCHING 'UDTAPUNJAB': SUDHIR MISHRAMUMBAI, (IANS) Director Sudhir Mishra says that he felt envious of director Abhishek Chaubey after watching his film "Udta Punjab" andlauded his different style of thought and film-making. Present at the screening of the film "7 Hours To Go", Mishra said: "'Udta Punjab' issuch a good film. Abhishek Chaubey is such a fine director. His films 'Ishqiya', 'Dedh Ishqiya', the way he thinks is so different. He thinksin a such an unusual and original way, his scenes are so different that I felt envious watching his films."Chaubey, who had star ted his career assisting director Vishal Bhardwaj, had made "Ishqiya" and "Dedh Ishqiya" for Bhardwaj's banner.His first film outside of Bhardwaj's banner, "Udta Punjab", faced numerous controversies that were threatening its release, but the filmstarring Shahid Kapoor, Kareena Kapoor Khan, Alia Bhatt and Diljit Dosanjh, finally released on June 17 and managed to take a goodopening at the box-office.Mishra added: "I really liked 'Udta Punjab' and you just forget everything, you just flow in the story, with the characters. Shahid and Aliahave done such good work, without any fear and it is brilliant that Alia, at this stage, without worrying she has done such a different par t.All are very good, Diljit is very good. The casting is so excellent nowadays, they shoot on locations now."The directors today are very good. Irrfan Khan shoots for 'ChidiyaGhar' to promote his 'Madaari'MUMBAI, (IANS) Actor Irr fan Khan visited the sets of the tele-vision serial "Chidiya Ghar" and shot for an episode to pro-mote his upcoming film "Madaari". In the episode, Irr fan en-ters on a cycle-rickshaw, while keeping with the current spellof monsoon, he, along with all the characters were seen hold-ing umbrellas. It seems that Irr fan enacted a par t similar tothe role he is actually playing in the film, as he was seen likea "madaari" holding his "damroo" and waving it at the charac-ters of the serial.Some of the actors present for the episode were Aditi Sajwan,Sumit Arora, Saaransh Verma, Paresh Ganatra, among others.The serial airs on Sab TV. The song "Dama Dama Dam" fromthe film, also refers to the sound that the 'damroo' makes whenthe 'madaari' plays it. The story of "Madaari" revolves aroundIrr fan's character, who abducts the home minister's son,against the backdrop of the loss of his own son, while the authori-ties led by Jimmy Sheirgill's character trying to get hold of him. Thefilm earlier slated to release on June 10, is now gearing up for re-lease on July 15. Directed by Nishikant Kamat, it has Irr fan'swife Sutapa Sikdar as one of the producers.

Celebrities must be responsiblein words and actions: Freida PintoMADRID, (IANS) "Slumdog Million-aire" star Freida Pinto, who is herefor the International Indian FilmAcademy (IIFA) celebrations, sayscelebrities must be responsible intheir words and actions. In the wakeof Salman Khan's "raped woman"comment, Freida was asked tocomment on whether stars need tobe more responsible. Without tak-ing any names, she said: "A lot. You might wantto say something that is actually not in the negative light...Responsibilities also come with consequences.. right."Freida's comment comes at a time when Salman landed incontroversy after he said during a media interaction that hefelt like a "raped woman" walking out of a ring while shootingfor his role as a wrestler in his upcoming film "Sultan". Anurag Kashyap is the Bard's most unlikely disciple.Portraying a world that is irreversibly stripped of a moral centre, Kashyapcreates a grim bleak repugnant but brilliant picture of Mumbai's underbellywhere rats and pavement dwellers share the same sleeping space.There is no hero in "Raman Raghav". We saw it coming. We've seen the rapidevaporation of heroism from the cinema of Kashyap, to the point where now,in his latest and arguably his most accomplished work, Raman and Raghav,as played with virile adeptness by Nawazuddin Siddiqui and Vicky Kaushalare the two faces of red-hot diabolism.You see, they both kill for pleasure. No,make that one for pleasure. The other for furious vindication for crimes com-mitted against his self worth. The difference is, one of them does so in khaki.The other roams about with an iron rod in hand smashing all signposts of amoral order that we grew up watching in our films.Be warned.Scenes showing Nawazuddin prowling the streets of Mumbai for prey willsend a shiver up your spine. The comfort of knowing that all will be well in ouruniverse no matter how bleak the prospects, is completely snatched away in"Raman Raghav".What we are left staring at is the total disintegration of a moral order. Thenumbness of desensitisation whereby one human being can take anotherhuman being's life without remorse is here treated with a brutal and damningdirectness. There are no signs of goodness in the two main characters.Watch Vicky Kaushal f..k his girlfriend, it's not love-making... It's hate-mak-ing. Or watch Nawazuddin in the chilling scene where he is taunted by astranger for wearing earrings. His retort about his true identity is so lethallyironic it scares the hell out of us to watch his lunacy being legitimised by asocial order that fosters inequality.That Nawazuddin and Vicky play the two characters with a fiendish flair anda bludgeoning naturalness which dares us to be judgmental at our own risk,is entirely providential. I can't imagine any other two actors playing Raman,the psychopathic serial killer, and Raghavan the cocaine-addicted psycho-pathic cop who kills at the beginning of the film and then takes more lives,

and destroys our faith in the moral order that we believed in until….well, untilAnurag Kashyap came along."Raman Raghav" is a chilling exposition on evil.There are scenes of graphic torture. Women and children are not spared fromthe looming shadows of evil that lurks in the chawls and bylanes of Mumbai'ssuburbia. Kashyap's cinematographer Jay Oza roams restlessly across thestreets looking for its prey. The camera becomes Raman's greatest ally as hehurtles across Mumbai's wounded skyline in search of blood.This, let me add without playing the spoilsport, is not the story of RaghavRaman the real-life serial killer in the 1960s, but of a fictional characterinspired by the real Raghav. Here's where Kashyap and his co-writer VasanBala bring in the 'morality of amorality' (to coin a phrase) where the absenceof a moral order becomes a moral order of its own.It's impossible to imagine any actor except Nawazuddin Siddiqui playing theshockingly unrepentant serial killer with such flippant relish. The casualnesswith which Nawazuddin attacks his victims and bludgeons them with an ironrod is the stuff that crime psychology would probably study closely in thecoming years to detect signs of criminality in the actor.Nawazuddin bridges the chasm between actor and character to a level wherethe two almost become one. This is the most convincing and disturbingportrait of evil I've seen in cinema of any language.Vicky Kaushal has the trickier part. He must extend into his character itsnatural-born criminal tendency (born, we are told, from a bullying father) andalso be shown functional within the precincts of law. He is shown to be aviolent cocaine-snorting psycho and also brutal in bed with his girlfriend(played with the right tinge of stubborn defiance by newcomer SobhitaDhulipala).Vicky's inexperience as an actor does hamper the full flow of trashiness intothe character. But he is the actor to watch in the coming years.Unbearably violent at times (the section where Nawaz tortures and slays hissister's family is definitely not for the weak-hearted) and savagely cruel at alltimes, "Raman Raghav" portrays a landscape so devoid of charm, warmthand sunshine that you come away sickened by the experience.

The Champions Trophy was origi-nally meant to be scrapped after the 2013 edition, but thehuge commercial success of that year's tournament in En-gland led to it being retained, at the expense of the WorldTest Championship that had been scheduled for 2017, re-por ts ESPNcricinfo.However, now the tournament faces being a victim of theICC's ongoing review of the structure of international cricket.Under the latest proposals an ODI league of 13 nations isbeing planned from 2019, culminating in a play-off betweenthe leading two sides in 2022.
