Award criteria not changing and no new awards. Compiling still list of former recipients.
Discussion on the policy manual. Walt suggested that there be a certified copy annually at the department encampment and these are the rules to operate under for the next year. Changes during the year can be handled by Commander’s directive/order. Motion to do this by Randal Burd and second by Bryan Bradford. Passes Motion by Randal Burd for awards to be into the awards committee by April 15 and recipients decided on by the committee by May 1. Second by Bryan Bradford. Passes Grant Camp sent in a letter requesting the Show-Me Spirit Award change to the Wayne Sampson Show-Me Spirit Award. Motion by Randal Burd and second by Bryan Bradford. Passes
Bylaws Committee: Randal Burd, PCC See Attached Report Motion by Walt Busch to keep by-laws the same except for removal of the awards section. Second by Bob Petrovic. Don suggests moving forward with review now. Walt & Bob withdraw motion. Randal makes motion to remove awards from by-laws and Article II Section 5 from them and put them into our policies. Second by Walt.
Motion to continue awards program as it has been done in the past until it is reflected in the policies with the new dates included until codified. Motion b7 Randal and second by Walt. Secretary to send out e-mail to camps advising of the by-laws changes to be approved by the department encampment.
Encampment Site Committee: Walter Busch & Dale Crandell See Attached Report Motion by Randal Burd to accept encampment committee proposal for registration. Second by Bryan Bradford. Passes. Motion by Randal Burd to pay for national representative’s meals. Second by Walt Busch. Passes
Membership Committee: Dale Crandell Commander’s Report Never met, so no report. Missouri National Encampment: Ed Krieser, PC-in-C
Radisson Hotel for $109/room in Branson 2019 for National. Also here for department encampment in 2017. Required 10 room nights for a free meeting room. Don, Marty, Bob, Bryan, and Allen all said they would take a room for the department encampment so should be able to make room nights. Motion from Ed Krieser to have 2017 Department Encampment at Radisson in Branson. Rooms for $109/night to get a free hotel meeting room. With approval for Ed to commit to hotel with contract. Second by Bob. Passes.
Vicksburg Monument Restoration Don Palmer, PC-in-C
Reviewed history of project. Don Palmer suggests Memorial Day 2017 for rededication ceremony or alternative as October 2017 (anniversary of original dedication). To submit to encampment date of rededication.
OLD BUSINESS Presentation folders – Bob Petrovic has them and they cost $1.79 for pre-order price. Dale Crandell moved price be set in future for $2.00. Second by Walt. Passes Policy & Procedures Manual- Incorporate Policy regarding mourning periods – covered by committee report. That and awards to be worked on by Dale. Honoring Real Sons and Daughters living in Missouri. Martin reports that Phelps Camp will be working with them. NEW BUSINESS Discussion on dual membership status – Ed Krieser. Semi consensus that dual members ought to pay entire amount.
Support for House Bill 2476 - Historic Preservation Bill Dale Crandell makes motion to support the bill. Second by Randal Burd. Passes. Walt Busch abstains.
Dale Crandell makes motion that bill have the words “War between the States” changed to “Civil War” Second Randal Burd. Passes. Walt Busch abstains.
Participation in the Missouri State Fair in Sedalia August 11-21. Dale makes motion to support the parade by putting it in the newsletter and talk about it at encampment.

Outstanding JROTC Cadet Program
Purpose. This program provides a competition among high-school level JROTC Units to annually select an Outstanding JROTC Cadet. This program is an enhancement of the existing SUVCW ROTC/JROTC awards program with the stated objectives to:
1. Build stronger relationships between the SUVCW and local high schools; 2. Providing enriched programing for our SUVCW Camps and program support for our
JROTC Units; 3. Supports the SUVCW�s education marketing objectives by bringing Civil War history to
high schools; 4. Supports the SUVCW�s patriotism and citizenship marketing objectives by rewarding
high school students pursuing military and public service; 5. Improve the SUVCW�s charitable work; and 6. Establishes a pilot program for a SUVCW national competition.
Eligibility. This competition is open to any high-school JROTC cadet. College-level ROTC cadets and midshipmen are not part of this program.
1. Cadet must be enrolled and in good standing with a JROTC Unit at a high school within the geographic boundaries of the SUVCW Department of Missouri.
2. Cadet must be the recipient of the SUVCW�s ROTC medal for the current year, which is selected by the local JROTC Unit commander/senior faculty instructor.
3. JROTC Unit commander/senior faculty instructor must support the cadet�s nomination by submitting a summary of the cadet�s accomplishments.
Process. The steps for a high school JROTC cadet and SUVCW Camp to participate in the competition are intentionally simple:
1. The JROTC cadet must be a recipient of a SUVCW ROTC medal for his/her high school JROTC unit in the current, sponsored by the local SUVCW Camp or SUVCW Department.
2. The JROTC unit must provide a 100- to 300-word summary of the cadet�s accomplishments. A simple email text is sufficient but an optional SUVCWMO Form 7 is provided.
3. Each Camp may nominate one cadet for the competition from among the JROTC high school units they sponsor. For JROTC Units sponsored by the Department, the Department ROTC Coordinator may nominate one cadet.
4. Submit the Camp�s nominee with the JROTC unit�s 100- to 300-word summary to Department�s ROTC Coordinator. Deadline to receive Camp nominations: April 15th.
5. A JROTC Selection Committee selects the Outstanding JROTC Cadet by May 15th. 6. The selected Outstanding JROTC Cadet and family are not required to attend, but are
invited to the Department Encampment for presentation of the award.
Selection Committee. The Department Commander will appoint a JROTC Selection Committee, with a preference for SUVCW members that are military veterans, ROTC/JROTC

alumni, or past or present school educators. The Department ROTC Coordinator is a non-voting member of this committee. Award. The Department�s award for the Outstanding JROTC Cadet includes:
1. A $200 prize. 2. The SUVCW medal and ribbon bar with a bronze leaf (Army and Air Force) or bronze
star (Navy and Marine Corps). 3. A SUVCW certificate unique to the award and Department of Missouri.

ROTC Coordinator Report 12 March 2016
ROTC. 14 of the 17 Missouri and Arkansas college-level ROTC Units are participating in our 2016 SUVCW awards program. Camps are sponsoring 13 ROTC Units and the Department is sponsoring one ROTC Unit. Only one ROTC program accepted the Department�s invitation: Truman State University JROTC. Only one high school-level JROTC Unit accepted the Department�s invitation to participate in the 2016 SUVCW awards program: Mountain Grove High School. 2016 Outstanding JROTC Cadet. The Department October Business Meeting approved a pilot program to select the 2016 Outstanding JROTC Cadet from Camp nominations. The program was announced in the January 2016 Unionist and follow emails to the Camps. The steps for the 2016 pilot program are simple:
1. The JROTC cadet must be a 2016 recipient of a SUVCW ROTC medal for his/her high school JROTC unit.
2. The JROTC unit must provide a 100- to 300-word summary of the cadet�s accomplishments. No form, just a simple text message.
3. Each Camp may nominate one cadet for the competition from among the JROTC high school units they sponsor.
4. Submit the Camp�s nominee with the JROTC unit�s 100- to 300-word summary to Department�s ROTC coordinator [email protected]. Deadline to receive Camp nominations: May 10, 2016
The Department October Business Meeting also authorized a $200 prize to the 2016 Outstanding JROTC Cadet. Ideally, the Cadet should also be presented with a certificate and medal-ribbon bar. Following military tradition, a bronze leaf (Army and Air Force) or bronze star (Navy and Marine Corps) is presented in lieu of a second presentation of the same medal-ribbon bar.

Walt concerned about this being too broad. Walt suggested whoever is suggesting this come back with a better proposal of what is expected of the program Seven in favor pursuing program. Opposed 5 to trying to develop this.
Joe Rainey – Monument support statue at Little Rock Capitol for Union soldiers for USCT, artillery, cavalry, and infantry. Gathering proposals for the item. Randal mentioned that there is a term limit of 5 terms for camp
commanders, and this is presenting a potential problem in a couple
camps.

JVC Report: See report. 3 new members – 2 Westport Camp. JVC is
promoting life member option – referring it to marketing committee to
increase our life memberships in the dept. Councils to add in policy and
procedure manual about life member fees waived at state level.
Secretary Report: adds that Vern Stottlemyre sent letter about Oct
29th
Ceremony at Moberly Cemetery for GAR and Lincoln Monuments
held by McNeil Camp. See Rest of Report.
Camp Coordinator Bob Petrovic: No Report, but never have received
info about Jeff City Camp. They are dragging their feet according to
Commander.
Chaplain: No Report
Assorted Records Officer Report Walt Busch: See Report.
Eagle Scout Coordinator: Coins are big hit. Presentation folders good
thing. We receive requests even from other states. Bob Hammack
received Silver Beaver award. Bob Petrovic - Al Peterson, Las Vegas,
NV, made up challenge coins based on our model – Hands out about
400 a year.
ROTC Coordinator: See Report. Recommendation: New goals being
developed for March Meeting
Graves Registration Officer: Stagnating a little. Walt said he still has
300 to process if Bob wants to do them. Bob didn’t take him up on the
offer.
Glen brought up a issue with the new GRO form that now requires a
password entered each time you want to enter item, thus slowing the
entry process. Bob Hammack suggested talking to Gary Scheel about it
as he is on the committee that works on that.
Unionist: Next deadline Dec 31.
Signals Officer: No report.
Assistant Signals Officer: Needs www.suvcwmo.org site opened up to
me a little more so I can edit more pages. Emails are up to date.
Awards Committee: No Report. Suggested that forms get posted on
the website [walt – posted after meeting].
By-Laws Committee: No Report
Encampment Committee: 2017 Dept Encampment at Branson as
shown in Sep 2016 Unionist. Chief of Staff sent info for their
encampment.
Membership Committee: No Report
National Encampment 2019: Ed Krieser: Can’t get hotel in Branson,
can only get Springfield, MO. Working with Phelps Camp. Grant Camp
members, among some of the others, are not happy with Springfield,
want Branson. Committee is Ed Krieser, Bob Petrovic and Jeff Patrick.
Referred back to committee til March.
Vicksburg Monument Committee: Walt Busch says Don Palmer plans
on Sat of Memorial Day weekend. And talked about challenge coins for
the event. Glen Alsop motion for Bob Petrovic to get back to council
with pricing of 100 or 200 challenge coins for the event. Second Bryan
Bradford. Passes.
Old Business:
Dale on Policy & Procedures manual turned over to council. It is
on-line. Dale writes updates and sends to councils.
Dale motions to move Osage Co & Maries Co to Wilhelmi Camp.
Approved.
New Business:
Mark Coplin sent out info on Mo History Award Program to give
award for essay. Dale thinks this is a good idea to show our charity
work. Referred to Awards Committee.
Representative Warren Love spoke about issues recently with
monuments and name changes of streets, etc across the nation.
Missouri Heritage Protection Act, no House Bill # yet.
Dale makes motion for officers of the department to review the
bill once introduced and for all elected officers, councils and pdcs to
vote on our support of act, if supportive, then a letter of support will be
issued by dept commander. Ed Krieser seconds. Passes with Walt
abstaining.

camp JVC? If so, I will forward you his application and check. If not, can you let me know who the camp
JVC is?
Here are the policies in place for your reference.
1. Camp has 60 days to determine whether to accept the prospective member�s application.
If the Camp accepts the prospective member, the Camp follows paragraph 200
200 New Membership Applications. Once a new member is accepted by a Camp, there is a six step intake
process:
1. Camp forwards packet to the Department Secretary containing Form 30 Camp Status Reports (or Form 27
Camp Annual Reports), Form 3 Membership Applications, check for pro-rated National and Department per
capita fees, and National application fee.
2. Camp e-mails confirmation of new member to the Department Junior Vice Commander and Department
Secretary; and updates Camp roster.
3. Department Secretary forwards Camp�s check to Department Treasurer and e-mail�s request for
Department Treasurer to forward check for pro-rated National per capital and National application fee.
4. Department Treasurer forwards check to Department Treasurer for pro-rated National per capital and
National application fee.
5. Department Secretary completes the Form 30 (or Form 27), retaining copies for the Department records,
adds Department check, and forwards the packet to National.
6. Department Secretary e-mails confirmation of new member to Camp and Department elected officers; and
updates Department roster.

Life membership in the SUVCW excuses a Brother from all National per capita dues. It does not necessarily excuse him from paying Department level per capita dues or Camp level dues. The decision to levy Department per capita dues on Life Members is made by a Department Encampment. Likewise, the membership of a Camp determines if all, a portion of, or none of the dues will be required from a Life Member. Examples of each of these three variables can be found within the Order.
