According to Agueda (n.d), he concludes that urban planning is the basic instrument to cope with urban decay. He also stated that urban planning has basic technique to confront deterioration but it is limited by administrative, political and social structure. Meanwhile, Geocities (2009) state that urban renewal or urban redevelopment is the solution of urban decay. Acioly (1999) stated that, urban environmental decay requires and immediate response through action plans which are integrative, coordinating, financially sustainable, institutional bound and technically sound. 2. HOUSING PROBLEMAccording to Tang (2011), due to the second Word War, large number of poor family in China built their houses in squatter area. He further stated that, Hong Kong government then builds a high density and public housing to reduce the problem of housing shortage. Countrys government can separate people to live in different area to avoid the lack of space (Tang, 2011) since land is limited in supply. Bujang and Zarin (2008) state that to overcome the housing problem, the government involvement or intervention is required to ensure that the housing supply is sufficient for the public and distribute democratically among ethnic and income group. Another ways that has been attempted which is stated by S-cool is rehabilitation where this scheme provides the resident of the town materials to improve their existing shelter.

TRANSPORT PROBLEMAs cited by Ponraahono (2014), according to Suwardo, Napiah and Kamaruddin (2008), large number of trips produced can increase the traffic along with the low growth of road length and the inadequacy of public transport. Alternative of using public transport is expected to reduce the traffic volume and main solution that should be focused. According to Gibb (2013), Singapore comes out with a solution for traffic congestion that was very effective eventhough they has one of the highest densities road. He stated the solution Singapore used are Certificate of Entitlement (COE) where it use the quota system, additional registration fees that new car owner need to pay and Electronic Road Pricing (ERP) where drivers are charged a high cost at certain area in peak hours.4. POLLUTIONWater and air pollution which is one of the pollution that occurs in urban area can be resolved in many ways. As stated in the environment.nationlgeographic, air pollution can be reduced by upgrading energy use and alternative transport system. Ladan (2013) stated that, manufacturing industries in urban center should compel to follow strictly to various control legislation on pollution. While westwyay (n.d) in his articles, state a six things that all city should administer which are reduce traffic by walking and cycling, eliminate polluting vehicle with limited access zone, establish construction industry that respect air quality, stop building road, retrofit plluting vehicle and green the city.
