The SOLGM Local Government Excellence
Awards® in particular, showcase the
enormous scope of work undertaken
by Local Government managers and the
valuable contributions that these projects
make to communities across the country.
I’d like to acknowledge and thank our

Master of Ceremonies and Guest Speaker Amanda Millar
Amanda Millar hails from Dunedin where she
began her career in newspapers. She now has
more than 30 years of experience in journalism
much of which has been in broadcasting,
working for current affairs and information
shows such as Fair Go, 20/20 and 60 Minutes.
Amanda also has experience as a documentary
producer and director, and has owned a
production company. She has received numerous awards including
Qantas Media Awards Interviewer of the Year, the Supreme Award
for Journalism in 2000 and Best Current Affairs Reporter in 2006.
Many of you will have seen Amanda take part in our 2014 Annual
Summit Hot Topics debate around the value proposition for NZ local
government, where she agreed to play ‘devil’s advocate’.
Her contribution to that debate made for a thought provoking
and entertaining session.

The 2015 McGredy Winder SOLGM Local
Government Excellence Awards® celebrate the very
best in professional excellence in local government
management and are open to Local Authorities and
Council Controlled Organisations in New Zealand.
In 2015 we received 36 entries across the
five categories:
• Building Organisational Capability
• Joined Up Local Government
• Council-Community Relationship
• Transforming Service Delivery
• Brookfields Environmental Leadership and Sustainability

The 2015 McGredy Winder SOLGM Local Government Excellence Awards® categories:Joined Up Local Government
This category is for projects that produce an outstanding and
innovative result for communities through the synergy of “joining
–up” and working together. The category could include projects that
span across a wide range of areas of local authority activity, including
‘shared services’ arrangements.
Building Organisational Capability
This category is for demonstrably innovative projects that build
exceptional organisational capability through the application of
transformational leadership. The category may include projects
in human resources, technology, process or systems development
or other relevant areas.
Transforming Service Delivery
This category is for projects that result in an exceptional service
experience through innovative delivery models. The projects can
relate to any area of council activity which is about delivering
improved value for money to ratepayers.
Council-Community Relationships
This category is for projects that demonstrate excellence and
innovation in respect to effective engagement with the community
through transformational leadership. It can cover a wide range
of activities and projects that have community engagement or
partnership as a key aspect.
Brookfields Environmental Leadership and Sustainability
This category, new for 2015, is for innovative projects that provide
a tangible and exceptional benefit to the environment, or showcase
leading practice in managing environmental risks that impact on local
authority activities. The approach taken must be capable of transfer
to, or application by, other local authorities.

About the SOLGM Leadership Scholarships
The SOLGM professional development programme
provides opportunities for local government managers
to develop their leadership skills, competencies and
knowledge through our partnership arrangements.
In 2015 the following scholarships were offered.
Mt Eliza-Melbourne Business School Leadership Development Programme Scholarship
With the support of The Skills Organisation SOLGM
has been able to offer one sponsored place on the
globally recognised and prestigious Mt Eliza Melbourne
Business School Leadership Development Programme for
2015. The Programme is ranked by the Financial Times
(2002-2014) and places on the programme are highly
contested.
Leadership Development Centre’s 2015 Leadership in Practice Programme Scholarship
In partnership with the Leadership Development Centre
(LDC) SOLGM offered a scholarship to their 2015
Leadership in Practice Programme. The Programme is
designed to develop and enhance the ability of senior
leaders to put personal leadership, change leadership and
development opportunities into action.
OPUS ‘Leading Self’ Leadership Development Programme Scholarship
Two fully sponsored places on the Opus ‘Leading
Self’ Leadership Development 2015 Programme
were available. This is a world renowned 12 month
professional development programme where participants
gain a wealth of leadership skills away from the pressure
of day-to-day operational matters.

About the SOLGM Overseas Manager Exchanges
This Programme is one of a range of SOLGM initiatives
that provide leadership and development opportunities
specifically tailored to the local government environment.
The Programme is designed to provide local government
managers with an opportunity to focus on their
management development and career in Local Government
through a short exchange with a partner manager in
another country.
The 2015/16 Programme offered three exchanges to
the United States, British Columbia and New South Wales
in Australia. Each exchange involves a hosted visit to the
destination country and hosting a reciprocal visitor from
that country during the time period of the 2015 SOLGM
Annual Summit being held this year in Palmerston North
on 9-11 of November.
These exchanges are only possible with the longstanding
support of our sponsors, JLT (Canada and Australia
exchanges) and Civic Assurance (United States exchange).

About the LGMA Management Challenge
This is Australasia’s premier forum for current and emerging
local government leaders, recognised for its hands-on and
real-life approach to leadership development. Many past
participants have gone on to take up senior management
positions including as local government Chief Executives.
New Zealand teams have an exceptional track record having
won the Australasian final in both 2012 and 2013 and were
placed a close second in 2014. The winning team being
announced at this Gala Dinner will go on to compete at
the Finals in Melbourne in June.

Save the date in your diaries for this year’s
SOLGM Annual Summit. In 2015 we have
reworked the programme to include nine interactive
workshop sessions, each led by a facilitator and
designed to encourage thought provoking debate.
The nine sessions will be across three themed
streams around the Summit’s central theme
of ‘Leading for Tomorrow’.
