Dr. Christopher Morris, Program Administrator of Educational Options, will introduce SCOE’s Student of the Month from the Juvenile Court and Community School program, and theBoard and County Superintendent will recognize the student.

Jennifer Leonard, Director of Community Affairs and Public Information, will share a newinternal document that conveys SCOE’s strategic framework in terms of vision, mission,priorities, and guiding principles. This item is carried over from the Special Board Meeting/StudySession held September 9, 2019.
VIII.c Quarterly Report on Williams Uniform Complaints
As part of the Williams Uniform Complaint Procedures, school districts and SCOE are eachrequired to report quarterly summary data regarding the nature and resolution of all complaints.The Board will receive a report on the number of complaints by general subject area as well asthe number of resolved and unresolved complaints for SCOE’s Juvenile Court and CommunitySchool (JCCS) and Juvenile Detention Facility (JDF) programs. IX. UNFINISHED BUSINESS IX.a Transition to Paperless Agendas
In June 2019, staff presented plans to transition to an electronic agenda product that expandspublic access and engagement, enables more efficient workflows, and enhances transparencyof the Board’s open meetings. In September the Board was trained to use the new iLegislateapplication, which meets the annotation needs requested by the Board to move from expensivepaper agenda packets to electronic agendas.
X. BOARD DISCUSSION X.a Board Ad Hoc Advisory Committee on Special/Outside Legal Counsel Update
The Board Ad Hoc Committee, consisting of less than a quorum of the Board Members, willreport on the progress of selecting a pool of legal firms.
X.b Board Member Requests
In accordance with Board Policy 9250, Board members may request to represent the Board inan education-related activity and specify the desired level of support necessary for the activity.Actual and necessary expenses incurred while discharging these official duties will be paid fromthe County School Service Fund as permitted by law and SCOE’s travel policies. Requests willbe placed on a future agenda for action.
Trustee Dean requested that the Board Members consider participating in the CARSNet(Charter Accountability Resource and Support Network) Boot Camp being held October16-17, 2019, in San Jose. Total cost to attend is estimated to be $905 per personincluding registration, hotel, meals, and mileage.

RESOLUTION NO. B19-20-06 FILIPINO AMERICAN HISTORY MONTH & LARRY ITLIONG DAY
WHEREAS, October 18, 1587, marks the earliest documented proof of Filipino presence in the continental United States having arrived by ship and setting foot in Morro Bay, California; and
WHEREAS, in 1763, the first permanent Filipino settlement in the continental United States was established in St. Malo, Louisiana, which set in motion a concentration of critical economic, cultural, social, and other notable contributions by Filipino Americans who have helped develop our Nation’s history in countless ways; and
WHEREAS, in 1906, the Sekada signified the first wave of Filipino farm workers to arrive in America, some of whom settled in the Suisun Valley, labored as farm workers, and were an integral part of Solano County’s agricultural economy; and
WHEREAS, Filipino Americans comprised a large sector of the workforce at Mare Island Naval Shipyard and Travis Air Force Base, contributing to the military defense, growth, and history of Solano County; furthermore, according to the U.S. Census Bureau, a five-year trend indicates that the number of Filipino Americans in our community, State, and Nation continues to grow, and they remain the largest Asian American group in Solano County, second largest in California, and third largest in the Nation; and
WHEREAS, born in the Philippines on October 25, 1913, the late Larry Itliong worked on the railroads and as a migrant farmworker in California, and became a leader in one of the greatest social justice movements in America as he organized 1,500 Filipinos to strike against the grape growers of Delano, while repeatedly suffering through violence, and courageously called upon other farmworkers led by César Chávez and Dolores Huerta to join forces with the Filipinos to strike together, and the two groups combined to establish the United Farm Workers of America; and
WHEREAS, the communities in Solano County have long recognized the contributions of Filipino Americans, several of whom have dedicated many years to serving the public through military and civil service, elected offices, and political policymaking in our cities and school districts.
NOW, THEREFORE, BE IT RESOLVED, that, in accordance with California Senate Concurrent Resolution No. 58, dated July 14, 2015, and Assembly Bill No. 7, dated June 30, 2015, the Solano County Board of Education recognizes October as Filipino American History Month and October 25 as “Larry Itliong Day” and encourages teachers, students, and all members of our community to study the chronicles, strong values, rich culture, and enduring legacy of Filipino Americans as well as the significance of the positive role they have proudly and humbly played in transforming the diverse history of our great Nation.

RESOLUTION NO. B19-20-07 NATIONAL BULLYING PREVENTION MONTH
WHEREAS, the Solano County Office of Education (SCOE) upholds the right of students and staff to attend and work in a school environment that promotes physical and emotional safety, and in which teaching, learning, and working are not disrupted or distracted; expectations for behavior are clearly communicated; consequences for infractions are consistently and fairly applied; and bullying, intimidation, harassment, discrimination, and fear are not present, as these concerns can create barriers to concentration, learning, working, and achievement, and contribute to low self-esteem, depression, anger, and, in extreme cases, violence or suicide; and
WHEREAS, the most effective approach to creating safe school environments requires a comprehensive, coordinated effort including school-, district-, and community-wide strategies where all institutions, organizations, and individuals must accept responsibility for their crucial roles and collaborate to establish a positive environment for teaching, learning, and working; and
WHEREAS, SCOE supports local schools, districts, and communities in developing, implementing, and monitoring policies and programs to address the prevention, intervention, and elimination of bullying, intimidation, harassment, and discrimination; and
WHEREAS, more than 160,000 students in the U.S. stay home from school each day because they are scared of being bullied; thus, the month of October has been declared National Bullying Prevention Month, a campaign in response to the need to raise awareness about bullying that provides schools and communities with an opportunity to educate students, parents, and others about the different forms of bullying, their role in bullying prevention, and the importance of lifting others up rather than tearing them down.
NOW, THEREFORE, BE IT RESOLVED that SCOE supports the goals of National Bullying Prevention Month and will work with a broad spectrum of local community stakeholders, parents, students, teachers, and staff to develop, implement, and monitor policies and programs that foster and support a positive school climate free from bullying, intimidation, harassment, discrimination, and violence; and
BE IT FURTHER RESOLVED that the Board encourages all students, teachers, staff, and community members to value diversity; engage in respectful interactions and responsive problem solving; never tolerate cruelty; stand up for others; speak out against bullying behavior; and urge our lawmakers to invest in and promote comprehensive, coordinated, and collaborative strategies to prevent bullying, intimidation, harassment, discrimination, and violence in our schools so that all students have the opportunity to attend school, engage in classroom activities, and achieve academic success.

RESOLUTION NO. B19-20-08 CALIFORNIA SCHOOL BUS SAFETY AWARENESS MONTH
WHEREAS, each day there are about 480,000 public school buses on our Nation’s roads transporting approximately 26 million K-12 students (53% of total students), twice a day (52 million student trips), with an additional estimated 5 million daily roundtrips for extracurricular activities, and close to one million of these children are being transported to and from school and school-related activities by school buses in California; and
WHEREAS, it would take approximately 17 million cars to transport the students currently riding on all school buses in the U.S. making and yet school buses boast outstanding safety records over any other form of transportation including personal automobiles, railroad passenger trains, public transit or intercity buses, and scheduled airlines in spite of travelling every day on urban and rural roadways and being subjected to countless obstacles posing potential danger to precious passengers; and
WHEREAS, the U.S. Department of Transportation requires every school bus to have six additional safety features that are not found on any other public or private vehicle; and
WHEREAS, the Solano County Office of Education’s transportation professionals are dedicated to protecting our students and take measures to ensure the safety of children, drivers, and others on the road including annual mandated training, adherence to strict federal drug testing policies, performing regularly scheduled inspections of all buses, and promptly reporting when maintenance is needed; and
WHEREAS, California recognizes October as School Bus Safety Awareness Month with this year’s theme being “Red Lights Mean Stop!”, and our Nation identifies the third full week of October as National School Bus Safety Week whose theme this year is “My School Bus, The Safest Form of Student Transportation!” to call attention to the school bus drivers across the U.S. who annually log over 4.4 billion miles behind the wheel and provide over 10 billion individual pupil rides for our Nation’s children making these vehicles the largest form of public transit in the United States.
NOW, THEREFORE, BE IT RESOLVED that the Solano County Board of Education realizes the importance of school bus safety; acknowledges October as California School Bus Safety Awareness Month and October 21-25, 2019, as National School Bus Safety Week; and encourages all citizens to drive safely near school zones, avoid distractions, be mindful of school bus signals, and remind our children to use caution when waiting for or entering and exiting the bus in order to avoid school bus accidents and protect the cherished riders on board.

RESOLUTION NO. B19-20-09 CALIFORNIA WEEK OF THE SCHOOL ADMINISTRATOR
WHEREAS, leadership matters for California’s public education system and the more than 6 million students it serves, and research repeatedly shows that quality school leadership is essential to student success; and
WHEREAS, great schools are led by great administrators, and great school districts and county offices of education are led by great superintendents, who are, in turn, supported by an extensive network of dedicated administrative professionals including assistant superintendents, assistant principals, teachers, special education and adult education leaders, curriculum and assessment experts, school business officials, classified educational leaders, and many other administrative associates, all of whom fall under the broad term of “school administrator;” and
WHEREAS, the average administrator has served in public education for more than a decade, and most of California’s superintendents have served in education for more than 20 years, bringing with them skill and knowledge that helps them provide effective and efficient leadership to our public education system and improve student achievement; and
WHEREAS, many school administrators began their careers as teachers, and, in addition to their many years of valuable experience in a classroom, they remain passionate, lifelong learners who believe in the value of public education and truly understand that providing proficient and effective leadership and quality service is paramount for improving student achievement and ensuring student success; and
WHEREAS, public schools must often find ways to do more with less such as operating with fewer managers and supervisors than most public and private sector industries including transportation, manufacturing, food service, utilities, construction, publishing, and public administration; and
WHEREAS, school leaders depend on a network of support from school communities – fellow administrators, teachers, parents, students, businesses, community members, board trustees, colleges and universities, community and faith-based organizations, elected officials, and district and county staff and resources – to promote ongoing student achievement and school success.
NOW, THEREFORE, BE IT RESOLVED that the Solano County Board of Education recognizes that the future of California’s public education system depends upon the quality of its leadership and supports California Education Code section 44015.1 declaring the second full week of October, this year October 13-19, 2019, as the “Week of the School Administrator” and commends all school leaders for the contributions they make toward successful student achievement.

RESOLUTION NO. B19-20-10 AMERICA’S SAFE SCHOOLS WEEK
WHEREAS, schools make substantial contributions to the future of America and the development of our Nation's young people as knowledgeable, responsible, and productive citizens; and
WHEREAS, excellence in education is dependent on the security and well-being of students, teachers, and school staff as well as on peaceful school settings safe from crime, violence, substance abuse, gangs, bullying, poor discipline, vandalism, and absenteeism in our schools; and
WHEREAS, it is the responsibility of the entire community to enhance the educational experiences of young people by helping to ensure fair and effective discipline, promote good citizenship, and generally make school a safe and secure place where students can gain the knowledge and skills necessary to become successful members of society; and
WHEREAS, all leaders, especially educators, law enforcement, government, and business, should eagerly collaborate with each other to focus public attention on school safety and identify, develop, and promote innovative answers to these critical issues; and
WHEREAS, numerous schools, districts, and youth organizations throughout the country are actively developing innovative answers to prevent the senseless loss of children’s lives due to violence. One such idea, “Say Something Week!” held each February, was created through a collaboration of the groups Students Against Violence Everywhere (SAVE) and Sandy Hook PROMISE, with the purpose of raising awareness; educating students and the community through training, advertising, organized public activities, media events, contests, and school awards; and reinforcing the power of young people to save lives by saying something to a trusted adult and stopping tragedies before they happen.

RESOLUTION NO. B19-20-11 RED RIBBON WEEK
WHEREAS, the use of alcohol, tobacco, and other drugs has reached staggering levels in California and throughout the United States, and the abuse of these substances creates immense societal costs and prevents millions of people from reaching their full potential at school, on the job, and in their communities, thus making prevention and treatment a national priority in order to improve the well-being of America and protect our Nation’s citizens; and
WHEREAS, the rate of abuse of drugs, alcohol, and tobacco by our Nation’s youth is cause for alarm, and research indicates that children of parents who talk to their teens regularly about the dangers of drugs are 42% less likely to use drugs than those who don’t, and yet only a quarter of teens report having these conversations with their parents or other caring adults, and studies further show that youth who avoid the early use of alcohol, tobacco, and marijuana are less likely to engage in other harmful behaviors that are dangerous and harmful to both their health and future such as crime, delinquency, and the use of other illegal drugs; and
WHEREAS, the most effective way to reduce the cycle of youth addiction and the crime it causes is to reduce demand beginning with the active participation of families, schools, and community organizations in visible prevention education efforts and outreach programs that clearly communicate to children the dangers inherent in tobacco use, as well as drug and alcohol abuse; and
WHEREAS, Red Ribbon Week highlights the importance of teaching good habits early to children, spreading awareness about dangerous behaviors, not being afraid to stand up for one’s self and others despite peer pressure, setting a good example, and being a positive influence in the lives of young people by promoting healthy lifestyle choices; and
WHEREAS, the Solano County Office of Education (SCOE) is committed to abolishing the destructive impact that substance abuse has had in our homes, schools, workplaces, and economy and is dedicated to an alcohol-, tobacco-, and drug-free lifestyle through activities such as prevention education services provided through SCOE’s Youth Development Department.
NOW, THEREFORE, BE IT RESOLVED that the Solano County Board of Education hereby supports Red Ribbon Week, October 23–31, and this year’s theme "Send A Message. Stay Drug Free.TM" which serves as a reminder that by staying drug free, we send a message to ourselves and others that we value ourselves, our overall health, our community, and our future.

WHEREAS, the Solano County Board of Education has adopted Board Policy 9250 providing for the remuneration, reimbursement, and other benefits for Board members; and
WHEREAS, California Education Code (EC) section 1090, and Board Policy 9250, gives the Board authority, by resolution duly adopted and included within its minutes, to pay a Board member for a missed meeting when the reason for the absence meets the terms stated in §1090(d).
