(1) Local markets were absent
(2) government policy towards private enterprisewas hostile (disfavored large domestic firms anddiscouraged transnational corprorations (TNCs)and small firms but was least hostile to large,domestic firms = protectionist policy)
Foreign Exchange Regulation Act of 1973 -> aforeign firm could operate in India only with aminority interest (closed the door to productsoftware development in India by TNCs)
