Message from the Chairman of the Board

Pinasasalamatan natin ang lahat ng myembro ng SOCSKSARGEN Area Development Project (ADP) Board, SOCSKSARGEN Technical Team, Project Monitoring Team at Project Management Unit sa kanilang naging kontribusyon at masigasig na pagtugon sa adhikain at mga isyu sa ilalim ng SOCSKSARGEN ADP - Integrated Food Security Program (IFSP).

Nitong nakaraang taon ay ating nasilayan ang mga konkretong proyekto tulad ng farm-to-market roads dito sa SOCSKSARGEN. Sinimulan natin ang pagkonkreto ng daan noong 2011 alinsunod sa utos ng gobyerno na gawing matibay at climate-resilient ang mga kalsada upang maging kapaki-pakinabang sa anumang oras at panahon. Mas mapapabilis nito ang daloy ng mga produkto sa pamilihan at pasisiglahin nito ang ekonomiya ng rural areas. Kung kaya’t sa susunod pang mga taon ay maasahan natin ang pagiging produktibo ng mga lugar na pinaglaanan natin ng mga proyekto.

Hangad din natin na maisaayos ang mga kakulangan sa mga paliparan at pantalan ng Lungsod Heneral Santos para sa lumalaking supply ng produkto at export volume na nanggagaling pa sa iba’t – ibang probinsya ng SOCSKSARGEN. Masaya tayo sa positibong pagtugon ng Department of Transportation and Communications sa pangangailangan ng mga port users sa rehiyon at sa patuloy nitong aktibong pakikipag-ugnayan sa atin sa pamamagitan ng SOCSKSARGEN ADP Board.

Ang operasyon ng SOCSKSARGEN ADP sa susunod pang tatlong taon ay atin ding pinagtibay upang maipagpatuloy natin ang magandang pakikipag-ugnayan sa mga lokal na pamahalaan at pribadong sektor at mas mapapabilis natin ang pagpapatupad ng mga proyekto at paglago ng sektor ng agrikultura sa rehiyon.

Maraming salamat sa tiwala ninyo sa ating gobyerno at sa inyong patuloy na aktibong pakikipagtulungan sa ating kagawaran.

My greetings of peace and food security to everyone!

Ating pinasasalamatan ang bawat local government unit, iba’t ibang ahensya ng gobyerno at pribadong sektor sa rehiyon na kumakatawan sa SOCSKSARGEN Area Development Project Office sa magandang samahan at kooperasyon habang ating itanataguyod ang mga plano at proyekto sa ilalim ng SOCSKSARGEN Integrated Food Security Program (IFSP).

Malaking bahagi ng ating napondohan sa SOCSKSARGEN IFSP ay para sa pagsasaayos ng mga daan sa kanayunan kung saan may malaking bahagi ng produksyon. Malaki ang naitulong ng mga farm-to-market roads sa mabilis at maayos na daloy ng mga produkto patungo sa merkado at maging ng mga pangangailangan ng ating mga magsasaka upang mapalago ang kanilang ani. Nitong 2013, ilang postharvest facilities din ang ating initayo upang matulungan ang ating mga magsasaka na tumaas ang kalidad ng kanilang mga produkto at magkaroon ng dagdag kita.

Sa pamamagitan ng report na ito ay masaya naming maipamamahagi ang naging kontribusyon ng SOCSKSARGEN IFSP sa sektor ng agrikultura dito sa ating rehiyon, at ang mga magagandang bagay na naidulot ng programa sa ating komunidad. Nawa’y magbigay inspirasyon ito sa lahat, lalo na sa mga lokal na pamahalaan, upang pag-ibayuhin pa ang mga programa at pakikipagtulungan para sa masaganang agrikultura.

Message from the Project Manager

It has been three years since we got the approval of the Department of Agriculture (DA) and His Excellency President Benigno Simeon Aquino III for the continued coordinative efforts of the SOCSKSARGEN Area Development Project Office under the DA – Locally Funded Projects and vibrant leadership of Secretary Proceso J. Alcala.

CY 2013 has been a rewarding and challenging journey for the SOCSKSARGEN Integrated Food Security Program. Firstly, we have attained significant accomplishments on farm-to-market (FMR) and techno-demonstration projects, and smooth coordination on major infrastructure projects. The implementation of agricultural equipment and facilities has been coping considering the various project components. Secondly, there have been changes in the prioritization of projects since this office is encouraged to implement FMR network services to give focus on much needed services. The good news is we will have more better roads in SOCSKSARGEN in the years to come. Lastly, the agency was given PhP 325.131 M in 2014 GAA – the highest budget this office has ever received from the government in a decade.

executive summaryThe SOCSKSARGEN Integrated Food Security

Program (IFSP) of the SOCSKSARGEN Area Development Project Office (ADPO) is one with the government in achieving the goal for sustainable agrcultural development and inclusive growth. Building sufficient and effective infrastructure and agri-support system to expedite product delivery, reduce handling cost, and stimulate production to optimize utilization of agricultural areas is where the SOCSKSARGEN IFSP contributes. For CY 2013, the agency prioritizes the concreting of farm-to-market roads (FMR) that will stand amidst climate uncertainties and construction of 5 agricultural facilities with equipment that would help increase production and enhance product quality. The program also covers the continued support for the improvement of major infrastructure in the area such as the airport and sea port.

At the end of CY 2013, the agency completed a total of 5.385 Kms of FMR out of the 7.283 Km-target; while the construction of production support and postproduction infrastructure are on-going which will be completed within the 1st semester of 2014 as per contract. Overall, the implementation of the projects this year have fared well despite some delays due to the midterm and barangay elections and tansition process at the Local Government Units (LGU), tedious government requirements and processes i.e. LGU counterpart, and the weather disturbance. On a brighter note, this year’s accomplishments brought the cumulative physical performance from 2003 to 2013 to 96% with the increased number of completed projects. Completed projects include the rehabilitation of 206.53 Kms, opening of 1.68 Kms, and concreting od 17.11 Kms of FMR and construction of 3 component bridges (85 lm total); rehabilitation of 34 irrigation facilities; establishment/installation of 62 agri-fishery facilities and equipment; implementaton of a regulatory-support project; and provision of

extension services in support to the local government units (LGUs) and farmers. These projects have served the component LGUs of SOCSKSARGEN and almost 307,000 populace and farmers region-wide.

Moreover, the coordinative efforts of the SOCSKSARGEN ADPO is integral in the implementation of the SOCSKSARGEN IFSP. Through a strong public-private coordinating mechanism and strengthened partnerships with the local and national government agencies and Civil Society Organizations, the major infrastructure projects and other priority programs and projects in support to food security and inclusive growth of the region have been undertaken. The stakeholders meetings and consultations have been slowly gaining results particularly on the development of the General Santos City (GSC) Airport. The resolutions passed and approved by the SOCSKSARGEN ADP Board and the General Santos City Aiport Task Force are gradually being addressed so that recommended policies and tangible projects would soon take place. The updating of the Strategic Agricultural and Fishery Development Zones (SAFDZ) per municipality has been started and would be consolidated for use in region-wide planning, managament of resources, and information database.

The approval of the yearly budget of SOCSKSARGEN ADPO for the SOCSKSARGEN Integrated Food Security Porgram is indeed significant in our quest for regional sustainable agri-development and inclusive growth. The active involvement of the LGUs, which commit a yearly allocation of 15% to fund agri-infrastructure projects in their respective areas under the IFSP is making the partnership more dynamic and progressive each year. Three years more and there would be significant impacts resulting from these projects, simultaneously as we plan for the remaining targets and activities under the agency’s medium term plan.

The SOCSKSARGEN Area Development Project Office (ADPO) was established through the efforts and initiatives of the multi-sector stakeholders and Local Chief Executives of the region in 1991. It was coordinated by the Coordinating Council of the Philippine Assistance Program (CCPAP) and the Regional Development Council XI, when SOCSKSARGEN (South Cotabato/Cotabato/Sultan Kudarat/Sarangani/General Santos City), formerly known as SOCGEN (South Cotabato/General Santos City), was identified as one of the Area Development Zones (ADZ) that would potentially contribute in the pump-priming and the integration of the economies of Mindanao.

From 1991 to 1999, the SOCSKSARGEN ADPO successfully facilitated the implementation of the largest single geographical concentration of infrastructural projects in the area, such as the construction of airport, fish port, sea port, road networks and installation of telecommunication system, funded through USAID and other foreign agencies under the Mindanao Development Plan of the Philippine Assistance Program.

The Office has been granted several term extensions by virtue of Executive Orders (EO) issued by the President, thereby expanding its coverage to include Sarangani, Sultan Kudarat and North Cotabato provinces. The latest Executive Order was signed by His Excellency Benigno Simeon C. Aquino III. The ADPO, through EO No. 16, Series of 2010 extended the coordinative function of the office term until December 31, 2016, in view of the continuing need to fast-track the construction and upgrading of vital infrastructures (e.g. airport, sea port, road networks) and to sustain regional efforts, particularly in the implementation of food security and key development plans and programs in support to peace and development in Mindanao.

Project Board - a policy-making body which provides the general direction and formulates appropriate policies for the development of SOCSKSARGEN’s agricultural and agro-industrial potentials in support to the national goal of promoting agri-business and increasing productivity and production efficiency.

For over two decades now, the ADP Board has been instrumental in fast-tracking the development of vital infrastructures and support services, speeding up decision-making process by linking the locals with national government agencies and instrumentalities.

At present, the Project Board is chaired by the DA Secretary and members include the Local Chief Executives of component areas, regional heads of selected national government agencies and representatives of the business sector and non-government organization. The Vice-Chairman of the Board is currently Governor Emmylou Taliño Mendoza.

The SOCSKSARGEN ADP Board and Executive Committee, chaired by the Honorable Secretary Proceso J. Alcala, have been instrumental in the completion and development progress of the major

infrastructure and food security programs and projects planned and implemented for the region.

For the reference period, the following Board and EXECOM resolutions were passed and endorsed to concerned bodies for appropriate actions, to wit.

1 ADP Board Resolution No. 1, Series of 2011: Resolution requesting the DOTC to prioritize the preparation of a masterplan for the general santos city airport and resolve issues on the on-going improvement of airport facilities

• The technical study for the GSC Aerotropolis Master Plan was funded by the DOTC in 2012 in the amount of PhP 12 M. The said study was conducted by EDCOP – a consultancy firm engaged by DOTC in 2013 and was was presented to the SOCSKSARGEN stakeholders: LGUs, NGAs, Private Sector and NGOs on October 29, 2013.

• The construction of a new passenger terminal building which can accommodate the projected 1.6 million passenger traffic by 2020, the conversion of the existing terminal building to cargo facility, and the expansion of apron were recommended in the said study.

2 ADP Board Resolution No. 2, Series of 2011: Resolution requesting the DPWH to conduct a feasibility study on the proposed T’boli-Banga-Tupi road and allocate funding for its construction

• The proposed road project was renamed to T’boli-Banga-Tupi-Polomolok road and included in the intra-regional road networks proposed for funding under DPWH and other sources, with further evaluation since it is still considered a “developmental road”.

• Portions of the road alignment are also considered under the SOCSKSARGEN Food Security Program IFSP under CYs 2015-2016 funding.

3 ADP Board Resolution No. 3, Series of 2011: Resolution supporting the approval of house bill 3832 – an act establishing Mt. Matutum as a protected area under the category of protected landscape, providing for its management and for other purposes

SOCSKSARGENintegrated Food security Program

The SOCSKSARGEN ADPO has been facilitating the implementation of the SOCSKSARGEN Integrated Food Security Program (IFSP) from 1999 up to present.

The SOCSKSARGEN IFSP is an integrated area development program aimed at increasing the volume of production and improving efficiency through rehabilitation and construction of rural infrastructure, and installation of agricultural support facilities and services.

During the SOCSKSARGEN ADPO – IFSP multi-sector planning workshop in 2006, the component – Local Government Units (LGUs), partners National Government Agencies, Non-Government Organizations and Private Sector formulated the vision and missions for the area, to wit:

TECHNICAL TEAM

TECHNICAL TEAM is a composite group composed of representatives from the LGUs, DA RFU XI, concerned NGAs, and ADP-PMU, which reviews proposals and program of works submitted by the Local Technical Team in terms of technical feasibility, economic viability, environment safety, social acceptability and sustainability as a whole. It formulates guidelines and set standards for the proper implementation of projects, and recommends priorities and areas of improvement when necessary.

S O C S K S A R G E N A r e a D e v e l o p m e n t P r o g r a m

PROJECT MONITORING TEAM is a composite group composed of representatives from the LGUs, non-government organizations or beneficiary community, and ADP-PMU, which conducts regular inspection and documentation of projects during implementation, and together with the Technical Team, evaluates the project upon completion and recommend for its eventual turn-over to recipient organization/ community. It also provides technical and policy recommendation to the implementing LGUs.

In CY 2013, the Department of Agriculture (DA) allocated Php 110.968 M for the SOCSKSARGEN Integrated Food Security Program (IFSP) with 10 sub-projects and Program Management activities which include the coordinative and monitoring functions of the office in support to other development plans and programs within the region, as covered by Executive Order No. 16, series of 2010 (Chart 1).

As of December 31, 2013, overall accomplishment was posted at 78.68%. This includes concreting of 5.385 Kms of the 7.283 Km-target with a total of 1,621.40 l.m. drainage/concrete open lined canal, 68 l.m. retaining wall and other necessary structures for the road protection. The road proejcts covered 2,349 hectares of agri-areas predominantly planted with corn, rice, mango, coconut, banana, sugarcane and rubber and benefited 9,072 populace. The technology demonstration projects with training component were also implemented, which aimed to evaluate the yield performances of select crops in various sites. The techno-demo with trainings benefited a total of 271 farmers and extension personnel. On the other hand, the construction and improvement of 5 agri-infrastructure projects are on-going and will be completed by 2nd quarter of 2014, as programmed.

The implementation of CY 2013 projects fared well despite some delays resulting from the local and barangay elections in May 2013, transition period for the newly elected Local Chief Executives, re-organization of the Bids and Awards Committee at DA RFU – XI, and necessary changes in the technical designs of the projects due to actual physical and environmental conditions. Table 1 shows the status per project.

In addition, a total of 8.37 Kms was completed from the CYs 2011-2012 funded projects. However, two FMR projects located in Sultan Kudarat are still on-going which were hampered by incessant rainfall causing damage on the road projects and on the access road going to the project area. The construction schedule for these projects will be extended as a result of the suspension order and proposed variation order. Meanwhile, 15 mini corn mills and 3 additional mini corn shellers were turned-over to the Provincial Government of Sarangani in march 2013, for distribution to 15 upland farmer-organizations. Accomplishments from carry-over projects are shown in Table 2.

Bulk of the budget for CYs 2012-2013 SOCSKSARGEN Integrated Food Security Program was alloted to farm-to-market roads (FMR). In 2013, 11 farm to market road concreting projects with a total target road length of 16.15 kms under the CYs 2012-2013 funds were carried-out, through the 85% DA – 15% LGU counterparting scheme. These FMR projects once completed will benefit 28,699 populace and improved a production area of 4,788 hectares for rice, corn, high value crops and vegetables.

As of December 31, 2013, overall cumulative physical accomplishment under CY 2012 funding was assessed at 91.62% comprising the completion of 8 kms road concreting projects (5 completed and 1 on-going). Additional structures as per approved program were also undertaken including 1,621.40 l.m. concrete/CHB open lined canal, 68 l.m. retaining wall and 35 l.m. RCP cross drainage structures with concrete headwalls on both sides. The implementation of Basak-Bulalawan FMR concreting project in Lebak, Sultan Kudarat was recommended for termination by the implementing due to its delayed implementation and the pulling out of the contractor’s equipment and personnel from the project site.

For CY 2013, a total of 4 FMR concreting projects covering 7.283 kms is being implemented. Of this total target, 5.385 kms have been completed. Totall FMR accomplishment under the CY 2013 funding stands at 66.18%, which covers additional structures like 67 l.m. RCPC cross drainage structures and 3 units Reinforced Concrete Box Culvert to protect the road projects.

Techno-demonstration for Crop Production, CY 2013

In support to LGU extension service and organic crop production, the office allotted PhP 1.0 million for the techno-demonstration for hybrid and inbred rice seeds, abaca, coffee, garlic and organic vegetables production per LGU (South Cotabato, N. Cotabato, Sultan Kudarat, Sarangani and General Santos City).

The techno-demo projects are aimed at evaluating the yield performance and adaptability of said potential crops given the agro-climatic conditions of the respective areas.

Below are the techno-demo projects and their status:

1. Hybrid Rice Techno-demonstration

Establishment of hybrid seeds to assess the seeds adaptability and determine the factors affecting its yield performance. High yielding rice seeds will help government attain food security. The project assisted 20 farmers.

The demonstration was established in SOCSKSARGEN area on May of 2013 for 20 farmer-beneficiaries. The production average yield per hectare for the region is 5.5 metric tons, North Cotabato has the highest production yield of 6.59 MT per hectare.

Hybrid rice shown remarkable performance in areas of North Cotabato and General Santos City with favorable condition. While Sultan Kudarat has not reached the minimum average yield of 5.0 MT due to pest infestation.

Farm walks were conducted to demonstration sites in close coordination with the concerned LGUs, to respond to the actual crop problems of the farmers. The concerned LGUs continuously provide technical assistance to farmer-beneficiaries during land preparation to harvesting phase. The office conducted a 3-day training on Commercial Hybrid Rice Basic Cultivation to capacitate the farmers in hybrid technology last April 2013 to 22 farmers and 8 facilitators in region 12, facilitated by PhilRice and ATI XII. The participants were also exposed to hybrid demonstration areas in Barangay Ligaya, General Santos City.

2. Inbred Rice Seeds Production Techno-demo

The Rice Techno-demo (varietal trial) aims to efficiently showcase the adaptability and stability of new released rice varieties (inbred) recommended in the area. Moreover, the program supports the Department of Agriculture’s initiative of improving rice production through the use of quality seeds (certified seeds) along with proven rice farming technologies. The planting materials (foundation seeds) and farm inputs were provided by SOCSKSARGEN ADPO through its R & D Program. Partner agencies like Philrice, Bureau of Plant and Industry and Agricultural Training Institute provided the technical assistance and training. LGUs were involved to supervise the farmers in the program implementation.

To enhance the technical abilities of abaca growers in the area and extend their knowledge and skills to their neighborhood, a 2-day on-site Training on Abaca production and technology enhancement was conducted in June 27-28, 2013, facilitated by FIDA and LGU-Sarangani Province. Land and site preparation was undertaken by the recipient cooperative and 5,000 seed pieces of Abaca and agricultural inputs were provided to the organization.

4.Organic Vegetable production Techno-demo

Conduct of techno-verification and demonstration for organic vegetables. Objectives: 1) Showcase production technology and determine economic viability of organic production in the province; 2) Promote production of safe and nutritious veggies for human consumption; 3) Promote environmentally sound vegetable production technology.

The demonstration was established in the municipalities of Tantangan, Koronadal and Banga of South Cotabato. Three different high yielding HVC varieties (tomato, cauliflower & eggplant) were given to MLGUs. Organic agricultural inputs were provided, together with training on Organic Vegetable Farming on December 28-29, 2013 held in Koronadal City.

In support to the potential farmers willing to venture into seed production, the office conducted a Training on Inbred Rice Production & Certification in July 2013, facilitated by PhilRice, BPI-NSQCS and ATI, participated by 23 farmers and 7 facilitators.

3. Abaca Production Techno-demo

South Cotabato boosted an average yield of 7.3 MT per hectare for promising inbred rice production. It shows that new varieties of inbred rice are favorable and suitable in most areas of the province coupled with good farming practices applied by the progressive seed growers. While areas in Sarangani and Sultan Kudarat were affected by occasional pests infestation. Despite of the farming constraints, the project attained 5% increase from its target yield of 6.0 MT/ha in seed production.

For the funding years 2011-2013, 48 out of 55 agri-infrastructure and support projects were completed which accounts to 87% accomplishment for the period (Table 3). The completed projects benefited a total of 45,002 farmers and populace and served approximately 32,000 hectares agri-production areas region-wide. The projects also generated 968 jobs during implementation/construction (Table 4)

Geo-tagging is the process of adding geographical

information to various media in the form of metadata. The data usually consists of coordinates like latitude and longitude, but may even include bearing, altitude, distance and place names. Geo-tagging represents a revolutionary ICT tool given that it can provide geographically precise information in a user-friendly and cost-effective manner.

In 2011, the Philippines’ Second Mindanao Rural Development Program (MRDP 2) incorporated the use of geo-tagging into its project operations in order to enhance the transparency, oversight and coordination of the program’s development activities. Their application of geo-tagging technology was a recipient of a ‘Good Practice Award” from the National Economic Development Authority.

The geo-tagging tool is particularly valuable in the context of the MRDP

2 given the challenges to project oversight and implementation in this setting. Several sub-projects are widely dispersed across Mindanao, and accessibility to remote or conflict-affected project sites is often limited. Geo-tagging can address these challenges by enabling implementing agents to better validate and monitor project activities without having to visit the sites that are difficult and costly to access. Moreover, geo-tagging is used by the MRDP 2 as an anti-corruption tool that enables bidders, administrators and citizens to better monitor the project procurement process by linking projects to their bidding and contract information online.

Given the demonstrated value of geo-tagging, the SOCSKSARGEN Area Development Project Board adopted the application of geo-tagging technology through a Board Resolution No. 1 approved last November 20, 2012 to further complement the SOCSKSARGEN Food Security

Program Implementation Mechanism. For this reason, a 3-day geo-tagging training was conducted last April 10-12, 2013 at Sun City Suites, General Santos City, with Engr. Samuel J. Belamide, MRDP 2 Geo-Mapping Specialist, as the guest speaker. The training aims to enhance the execution of applied geo-tagging technology for personnel from partner LGUs directly involve in the implementation of SOCSKSARGEN Food Security Program.

Moreover, to further update the personnel with the new mechanisms and to be precisely knowledgeable on the guidelines and procedures of SOCSKSARGEN FSP in the application of geo-tagging technology, a 2-day refresher training workshop was successfully conducted last October 24-25, 2013. LGUs are then required to submit geo-tag data as an acquired procedure for project validation for their proposed FSP CY 2014-2016 projects.

OTHER PROJECTSiN tO suPPOrt FOOD security aND REGIONAL DEVELOPMENTThe SOCSKSARGEN ADP Office has been closely coordinating and monitoring with the concerned agencies the implementation of the following major infrastructure and development initiatives in the growth area:

The General Santos City airport was formerly known as Rajah

Buayan airport situated at a 62 has. area at Brgy, Buayan, GSC. In 1993, the Buayan airport showed tremendous increase in traffic passengers and cargo freight volume, heading clamors for a wider and efficient cargo holding airport that would accommodate various types of aircraft in the area.

With significant upsurge of economy in General Santos City and adjacent provinces, establishment and improvement of vital support infrastructures such as

the airport, fish port, and seaports were conceptualized. From 1991-1996, various development initiatives in SOCGEN corridor were implemented under the SOCGEN Integrated Development Program, which then includes the construction of the new GSC airport.

The construction of new GSC Airport was constructed under the SOCSKSARGEN-Area Development Plan jointly funded by the Philippine government and the United States Agency for International Development

(USAID) amounting to US $47.6 million. Situated at Brgy. Fatima General Santos City, the initiative aimed to upgrade air services in SOCSKSARGEN for its growing cargo and passenger requirements. The GSC airport construction was completed and started its commercial operation in July 1996 under the management of then Air Transportation Office (ATO) presently known as Civil Aviation Authority of the Philippines (CAAP).At present, rapid development of economy in SOCSKSARGEN region brought increase of operational activities of the airport such as

boost of passengers and cargo volume passing the facilities over the years, and numerous airline companies are now offering services to the locality. With this, improvements of airport facilities and operation is needed.

With the support of the ADP Board through approved resolution, DOTC commissioned the conduct of the study entitled “Study on the development of GSC Aerotropolis”

amounting to PhP 12 million. The conduct of the study was awarded to Engineering and Development Corporation of the Philippines (EDCOP) which commenced on May 2014 and lasted for 4 months.

In the completion of the study, the consultant highly recommended the construction of a New Passenger Airport Terminal Building of approximately 6,000 sq. m. with provision of additional apron space

and conversion of the existing Passenger Airport Terminal Building to a Cargo Terminal. The said initiative will adequately cater the projected passenger traffic demand of about 1.6 Million by the year 2020. The total project cost to meet all the capital requirements for the said proposal is PhP 1.7 Billion and target implementation is by 2016 upon approval of project and availability of funding.

Glan Port development is in support of the formalization

of cross-border trade and mobility between Jose Abad Santos-Glan-Sarangani Cooperation Triangle (JAGS-CT) member municipalities and Tahuna Indonesia. The cooperation triangle was

established to develop the area as an alternative economic and trading hub in BIMP-EAGA. A new BIMP-EAGA route is being explored to include the Port of Tahuna in Indonesia presenting shorter route to Mindanao, its newest point being the Port of Glan.

The construction of RoRo ramp, RC landing and maneuvering area for the port of Glan was completed in November 2012. Widening of rock causeway, construction of security fence, main gate and guard house as well as the passenger terminal building are among proposed projects under CY 2014.

The Port of General Santos or known as Makar Wharf, lies at the head of Sarangani bay in the southern

coast of Mindanao. It is one of the base ports in Southern Philippines that serve as the gateway of agricultural and marine products of SOCSKSARGEN area to the national and international market.

In 1994, the development of the port was initiated through a collaborative effort of the Philippine Government and United States Agency for International Development (USAID) under the Mindanao Development Project amounting to US$ 10,175,388. The project was designed to improve port services and provide adequate cargo handling capacity to meet the expected demand up to year 2010. The expansion

also facilitates product and passenger’s mobility through sea routes thereby adding opportunities for more investments. However, the Makar port has been confronted with various issues and concerns relative to its operation and management that hinder efficient utilization of the facilities such as transportation of agri products and mobilization of people.

In recent development, the Board through resolution no. 04, series of 2013 requested DOTC to conduct the study on the modernization and privatization of the General Santos City Seaport. PPA has already committed to undertake the procurement of consultancy service for the conduct of the study.

The Central Mindanao Airport, formerly known as the M’lang Secondary airport was initiated to

improve socio-economic condition in the area and provide more economic enterprises generating more revenues for both local and national government. The project is expected to increase income of agri producers/farmers in the area by providing additional facility to market their products with reduced travel cost and time and would also aid to boost employment and eco-tourism of the area.

The airport is comprised of 60 m x 2,300 m runway,

1,500 square meter parking lot, Apron, Perimeter fence, Access road, Terminal and Administration Building with communication facilities, acquisition of fire rescue vehicle and 64 hectares land.

DOTC has commissioned the expansion of the Central Mindanao airport amounting to PhP 160 million under CY 2012 budget. The project was awarded to VT Lao Construction amounting to PhP 110,290,575.70 with construction duration of 360 days. As of December 2013, the project has 28.05% accomplishment.

A Technical Working Group (TWG) was created by the Board chaired by the DPWH-Central Office

representative. Several road projects were proposed by the LGU’s for development which will facilitate faster movement of goods and people. Initial evaluation on the proposed projects by DPWH was completed and conduct of a full blown feasibility study (FS) is

recommended. DPWH committed to assist the LGUs in the preparation of FS for their priority road and bridge projects. A seminar-workshop on FS preparation was conducted last February 19-21, 2013 with resource speakers from DPWH-CO. The output of the workshop were project proposals and draft FS of priority road projects by the LGUs for ready reference and for future funding.

As part of the mandate of SOCSKSARGEN ADPO, coordination and monitoring of various road development projects in the growth region with intra-regional impact are being undertaken.

The construction of the GSC Circumferential Road is on-going and funds for its full completion were included by DPWH in CY 2014 and it is targeted to complete by 2016. The South Cotabato-Sarangani Eco-tourism road located in Lake Sebu and Maitum is being implemented phase by phase by DPWH. On-going road construction are also being implemented by DPWH on Awang-Upi-Lebak-Kalamansig-Palimbang-Sarangani road and Isulan-Bagumbayan-SNA-Kalamansig road.

The Integrated Economic Development for Regional Trade (IEDRT) is one of the investment areas that the City Government of General Santos has offer to the private sector through Private-Public Partnership (PPP)

arrangement. Once IEDRT is established, it will spur economic growth and expansion in the SOCCSKSARGEN region with General Santos City as the major food supplier and trading hub particularly for export of agricultural products from the region and other nearby provinces. Generally, it will provide better opportunities to people and commodities within the region.

With its modern facilities, agricultural production and marketing, and food processing and packaging will be improved and enhanced and will eventually, provide better income to the people. This proposed project is composed of an Integrated Food Terminal (IFT), redevelopment of Central Public Market with and Support Infrastructure.

• The IFT is envisioned to be a wholesale agricultural produce marketing facility with abattoirs and food processing center aimed at improving the forward and backward linkages between the producers and consumers as well as the users of the facilities. It will provide the infrastructure to streamline the food supply chain from the farm to the market, and provide value-adding services to the supply chain stakeholders.

• The Central Public Market is proposed to be the anchor of a modern shopping center that has a distinctive section for Muslim products including “halal food”, a modern fish and seafood section together with fruit and vegetable section, entertainment facilities, dry goods section, restaurants, community event area and sufficient off-street parking.

• Support Infrastructure to be provided include the improved road transport, transport terminal/station in the IFT area, solid waste management and wastewater treatment facilities for IFT and CPM.

The Strategic Agricultural and Fisheries Development Zones (SAFDZ) were being

identified for production, agro-processing and marketing activities to help develop and modernize the agriculture and fisheries sectors of an area. Significantly, this will help rationalize the allocation and use of the remaining and available lands in the country and set aside strategically-located prime agriculture lands for future development. However, due to rapid urban and rural development in SOCCSKSARGEN due to population growth, climate change, high risk disasters, enhancement of resources within the current identified SAFDZs can hardly be achieved. Moreover, current SAFDZ information of LGUs was based on old data (1998-2000 data), thus, not reliable reference for present land-use planning.

Hence, in an effort to update the SAFDZ map of SOCSKSARGEN, DA-RFO 12, ADP-PMU and the PLGUs joined forces to conduct 3-day provincial workshops per province during the last quarter of 2013. Key personnel from each LGU were invited along with concerned National Government Agencies. Precise and methodical re-focused SAFDZ maps with aid from BSWM (Bureau of Soils

and Water Management) were prepared and already consolidated for final review and adoption. Updated SAFDZ maps were expected to be released on the 3rd quarter of 2014.

“Work hard for your food, until your face is covered with sweat” - a passage from the Bible says. Literally, corn consuming villagers in the far flung areas of Sarangani Province have to sweat it out first pounding and grinding their corn to pieces with a millstone before anyone can cook and eat a decent meal. Due to unavailabilty of post-harvest facilities like corn mills and corn shellers, remote villagers have to deal with these time-consuming and laborious means of processing their maize both for consumption and for trade.

This scenario in the remote villages of Sarangani Province is nothing new, though. Hence, under the CY 2013 SOCSKSARGEN Integrated Food Security Program, the Provincial Government of Sarangani proposed for the procurement of 15 corn shellers and 15 corn mills for the upland corn barangays of the province, specifically for the twenty three (23) registered farmer organizations with more than 700 corn farmer-members. “Shelling the corn with bare hands will take a

person two days to fill the 10 sacks. That’s exhausting!”, said Mr. Arthur Muyak, Chairman of Kyumad Micro Farmers Association in Maasim.“With these facilities, my people will be having more time tending their farm and goats”, he said further. Indeed, these post-harvest facilities are vital to farmers in order to reduce post-harvest losses, maintain the quality and even extend the shelf-life of their products, and thereby command higher market price.

Three more corn shellers were distributed to the province last year as there were savings from the procurement process. The 23 farmer-organizations have undergone the validation process of the SOCSKSARGEN Area Developemnt Project Office and the Provincial Agriculture Office of Sarangani, and have fully met the guidelines and requirements of the Department of Agriculture.

Smart farming through Techno-Demos

Farming is a risk! Local farmers definitely will agree as farming faces risks from climate change, pests and diseases, and rising production costs. A farmer needs to be smart to earn a profit.

Realizing the state, SOCSKSARGEN ADPO continues to provide local seed growers in the Region a

simple yet effective means of making profits while reducing risks- rice varietal techno- demonstrations.

The program was designed to guide farmers in the locality to choose rice varieties that demonstrate high yielding capabilities and good market value. Techno-demonstrations were conducted on accessible pilot-areas to also promote the latest and effective hybrid and inbred rice farming techniques to surrounding farmers. Demonstration area varies from 0.5- 1.0 hectare with planting materials and farm inputs provided by DA-SOCSKSARGEN ADPO.

Throughout the Region, ADPO in collaboration with PhilRice-Midsayap and the LGUs, had implemented fifty six (56) techno-demos. ” Choosing a poor variety to plant is a sure failure. A variety recommended in Sultan Kudarat may not grow well in GenSan. That’s why we need this guide and it’s very helpful”, Mr. Rogelio Rodrigo, a rice-farmer of General Santos City expressed.

Surely, a smart method that leads to higher yields and good financial returns.

River? No Problem! ‘Slamat Dwata, Ta-af ngu! (Thanks God, It’s already finish)’, were the words shouted by Pablo Mama, a Blaan farmer of Purok Fataldao, Brgy. San Jose in General Santos City as he recalls the completion of Fataldao Bridge back in 2009.

Years back, villagers of Prk. Fataldao, predominantly

occupied by a Blaan tribe, have to cross a river to avail services and trade their produce, mainly corn, banana and copra to nearest market. Yet, during rainy seasons, vehicles could not ply across the raging river and villagers have to take farther alternative routes that pass through another barangay. This means delay of services, added transport costs, undelivered products, and a season of exasperation.

With the construction of Fataldao Bridge , a project proposed by the Local Government of General Santos City through the DA-SOCSKSARGEN Food Security Program crossing the river is ‘ i’se problema (a problem no more), Pablo affirmed.

Moreover, volume of transport and marketing system had then improved as vehicles and other motorized means of transportation existed. Farmers also gained increased and easy availability of agricultural inputs, technology

and services were availed on time. This has lead to increased production, crop diversification and opening up of new production areas. Newly appointed Barangay Chairman Abdul Rahim Paidumama estimated that almost 200 hectares of idle lands is now being cultivated for production of agricultural crops.“The bridge is a great help. People can now trade our products any time, even on rainy days. Slowly, I have seen changes and prosperity from this village”, former Barangay Chairman Alfredo Belgica, Sr also attested.

From Marshy to Productivity

The Local Government Unit of Sultan Kudarat then proposed

for the opening and construction of Lutayan-President Quirino Phase 1 (1.7kms) and Phase 2 (2.0 kms) in 2005 and 2006, respectively, under the SOCSKSARGEN Food Security Program. Both projects were completed on April 2008.

With the opening of the roads, marshy lands along the lake once predominated with aquatic plants turned into a more productive source of income for the people

living in the area. During dry seasons, where water level is low and suitable for planting, the villagers take advantage of the situation by cultivating the area for rice production using lowland varieties. During wet seasons as the water raises and floods the area, villagers goes back to fishing to fill their needs. Both aqua and rice production are now traded to market with ease due to the availabiliy of transport services. Engagement with contact buyers is now also common in the area.

Asked how the road helped them, Mr. Pangawilan Buka, a resident in the area, thankfully replied “People tried to plant rice here before but has difficulties hauling their bags of palay to dry lands. There’s water anywhere until this road. It also serves as a docking point for our catch (fish) and access to us”.

Nearly sixty (60) hectares of rice fields was added to the existing rice production area of Lutayan Municipality.

Barangay Sampao in Lutayan, Sultan shares some portion of Lake Buluan (Buluan, Maguindanao) where people along the lake depends on fishing as their source of livelihood. On the other side of the lake lies the municipality of President Quirino known for its vast sugarcane production. Connecting the two municipalites will open up socio-economic opportunities and efficient exchange of services.

Road Provides booming broom Industry While farmers in the lowland are busy planting rice, highland farmers in Brgy. Panga-on in Magpet, North Cotabato prepares themselves to plant their hilly lands with grasses- especifically tiger grasses.

Locally known as Tahiti, it is the source of raw material for walis tambo (soft

broom) and staged as a fine source of income for the farmers in the Barangay.

Blessed with good weather throughout the year and abundant inland water source, different commodities are produce in the municipality which includes rubber, banana, corn, coconut, fruits and vegetables. Tiger grass industry is also a long time economic activity in Magpet, however, for most farmers in Brgy. Pangao-an and neighboring Barangays, tiger grass farming is not as appealing compared to other crops. Rough hilly roads, which becomes muddy and slippery during monsoons, also stands as a constraint to transport, services and

interventions from outside sources, thus, limits the economic development in the area.

Not until 2007, when Pangao-an – Palo 6 - Salab - Don Panaca Farm to Market Road (1.7 kms) was rehabilitated-

a project implemented through the SOCSKSARGEN Food Security Program. Socio-economic development has been observed as transport vehicles can now go in and out of the area in regular basis to convey passengers and farm products. More interventions, innovations and agri-developmental efforts were also introduced in the area by the government and private agencies inducing almost a half fold increase in the area’s total production area.

Tiger grass farming which was being disregarded by farmers before, now covers 10% of the total agriculture area and generates 15-20% of the Barangay’s gross profit according to Barangay Kagawad Alexander Robin. Tiger grass was often intercrop to rubber and fruit trees providing extra profit to villagers. “The road was really the key for these changes. Services from planting to harvesting to delivery were catered efficiently due to our improved roads”, attested by Pangao-an Barangay Chairman Hermana Talotalo.

In 2012, the Local Government Unit of Magpet with its road paving program, concreted some steep sections of the road (a 3-meter single concrete road) facilitating safer and faster transport of products to markets.

Water is indeed a highly precious resource for farmers, hence, Irrigators Associations

in South Cotabato were provided with irrigation structures and facilities by National Agencies, particularly NIA, to efficiently draw and distribute water from its source to irrigate fields. However, Engr. Restituto Rendaje, Head of Planning and Monitoring Team of NIA-SCIMO admitted that more facilities and structures are still needed to be constructed and repaired to fully irrigate all reproductive and potential areas. That makes a point. Making the most out of Inland water resources like rivers and streams for irrigation purposes could not be realized without proper amenities and planning.

To mention, the rehabilitation of Bo.7 CIS Dam funded under the 2007 Food Security Program guarantees excellent distribution of irrigation not only to Brgy. Topland but including other four adjacent barangays. The said facility supports almost 1,300 hectares of farmland covering 600 rice farmers. With sufficient irrigation to raise crops, Topland farmers now attain satisfactory

income from farming as attested by their increasing yields. Topland Communal Irrigators Association President Mr. Castulo D. Sulapas Jr claimed to have 42% increase in farmer’s yield with 5% rice cultivation growth in the area after the dam rehabilitation. “We can now practically define farming as a competent livelihood. With active government support, complete facilities and sufficient water resource, what can you ask for.”, Mr. Sulapas uttered.

• 18 meetings of the Protected Area Management Board (PAMB) and Technical Working Group (TWG) participated which discussed for various interventions and concerns on 3 protected areas, namely, Mt. Matutum Protected Landscape (MMPL), Allah Valley Protected Landscape (AVPL), Sarangani Protected Seascape (SBPS).

• 8 meetings participated for the preparation and conduct of the 15th National Tuna Congress (NTC) on September 6-7, 2013 in General Santos City. Assistance also include preparation of the NTC souvenir books and promotional materials (flyrs and tarpaulins) and audi-visual synchronization during the 2-day plenaries.

FINANCIAL REPORTThe issuance of Executive Order No. 16 dated December 21, 2010 by His Excellency President Benigno S. Aquino III extended the term of SOCSKSARGEN Area Development Project Office until December 31, 2016. A six-year development plan in support to agriculture was crafted by this office in partnership with the concerned local and national government agencies. The private and civil organizations were also represented in the preparation of the development plan.

The annual budget proposal of this office is based on the six-year plan which is revisited periodically to update the priorities and programs of the Local Government

Units comprising the SOCSKSARGEN Area Development Project. The Project Office submits the budget proposal and other supporting budgetary requirements to the Department of Budget and Management through the Department of Agriculture duly endorsed by the Regional Development Council.

The operational requirement of the SOCSKSARGEN Area Development Project Office is appropriated annually under the budget of the Department of Agriculture. This covers funds for infrastructure projects which are mostly farm-to-market roads, various agricultural support, and office operation.

For the past eleven years of operation, the infrastructure projects and other agricultural support shared an average of 79.75% of the total appropriation while program management is at 20.25%, The allocation for program management also covers funding requirement for project monitoring activities, technical support extended to the Local Government Units, coordinative functions for major infrastructure projects and those activities as directed by the SOCSKSARGEN ADP Board.

The SOCSKSARGEN Area Development Project Office has implemented a total of PhP668.12 million worth of infrastructure projects and other agricultural support from CY 2003 to CY 2013. These projects were distributed among the provinces of South Cotabato, Cotabato, Sultan Kudarat, and Sarangani, and the city of General Santos. Identification of projects is done and prioritized by the respective Local Government Units. Review of project proposal, designs and program of works is conducted by the SOCSKSARGEN Technical Team created for the purpose.

Utilization rate of NCA was at 76% or a total disbursement of PhP84.68M for current and continuing appropriations to include accounts payable.
