Explanatory Note

This section of the 1996 SOCRATES Compendium contains projects supported through SOCRATES, Openand Distance Learning (ODL). These projects were selected as a result of the September 1995 andFebruary 1996 calls for applications.

The projects are listed by coordinating country, round (1996 round first) and project number in ascendingorder.

For each project the Compendium contains the following information:

TITLE: GABRIEL - Global Access by Bridging Resource Centres for InteractiveEducation and Learning

DESCRIPTION: Gabriel proposes to disseminate the EuroPACE 2000 model of European Ph.Dprogrammes (post-graduate level), based on advanced but sustainabletelematics, focusing on video-conferencing and computer-based telematicsmedia. This will be done by means of a handbook which will describe all thestages required to implement the model, from conception to evaluation of thecourse, and will include the role at each level of the actors involved. Theobjective of Gabriel is thus to support the research of Ph.D. students byproviding a model by which research communication and access to expertise isimproved on a trans-European scale. The outcomes of the project will include - a handbook in 5 European languages which describes the EuroPACE 2000 modelof European Virtual Ph.d. Seminars, guidelines which describe good practiceand suggestions and recommendations on the integrated use of video andcomputer conferencing. A template for setting up, developing, promoting andevaluating courses of this nature will also be produced.

TITLE: MEDIATRAINER: Training of trainers in the use of digital media by the use ofODL Techniques

DESCRIPTION: One of the most important challenges linked to the rapid evolution of ODL andnew digital media is to integrate them in the daily educational practice ofteaching staff, especially for teaching staff who are not directly involvedwith new digital media via their subject discipline. For this reason MediaTrainer aims at developing a training package which is interdisciplinary, andwhich can be consulted and followed by users in a flexible and self managedway. The objectives are to improve the synergy and networking betweeninstitutions in the area of ODL, by exchanges of experience, know-how andmethodologies to develop guaranteed quality, and quality assurance systems toensure the validity of the products resulting from the project and tocooperage with the ODL institutions in the consortium to encourage theacademic recognition of ODL training. The proposed outcomes are a CD-Romwhich will contain practice materials in the form of files and applications,simulation programmes, product demonstrations and easily applicable examples.A handbook of guidelines for the self-study activities, accompanying theCD-Rom and training modules will also be produced

TITLE: HUMANITIES II - Historic Universities Multimedia A Network for InnovaTIon inEducation Systems

DESCRIPTION: Humanities is a European Project which aims to introduce and develop astructure of virtual mobility, using telematics-based distance learning, forstudents in human science faculties. Humanities is not concerned with thequestion of access so much as the benefits and improvements available totraditional universities through the use of multi-media and ODL. Theobjectives are to introduce ODL in top level European Universities in orderto enhance the way ODL is viewed and to explore the benefits related to theinternationalisation of curricula and of international study experiences. Theproject aims to prove that virtual mobility can work effectively on aEuropean scale and will create a usable model for a “Virtual Classroom”. Inaddition, it aims to introduce Humanities in an academic area which in thepast has been reluctant to use new technologies and ODL or has experiencedproblems with the employment of its students and would benefit fromcurricular innovation with a European direction. The proposed objectives area handbook for traditional universities on the implementation of ODL andvirtual mobility, available in English, French, German, Spanish and Italian,a teachers, tutors and learners guides and the development of commontechnology for configurations.

TITLE: EuroSymbiose

DESCRIPTION: Following a constant increase in the demand for information on environmentalissues the project partners will set-up a telematic network on environmentalissues for use and consultation by schools. The objectives are to create anetwork of individuals, associations and organisations at the European levelto exchange information, expertise and pedagogical materials in the domain ofenvironmental education and to create a telenetworking tool for the trainingof teachers and facilitators of environmental education, as well as toverify the importance and relevance of ODL via the Internet for environmentaleducation. The proposed outcomes are the publication of the results of theinquiry, including presentation of pedagogic experiences using electronictools and the Internet to enrich reflection on the interest and feasibilityof the outcomes, a set-up of the Eurosymbioses web-site, the opening ofenvironmental education sites in all the EU countries and the production ofand diffusion of worksheets through Eurosymbioses.

TITLE: CULA - HYPER MEDIA PROJECT

DESCRIPTION: Schools and colleges need to develop good educational software which enablesstudents to test and use ODL approaches. The general objective of CULA is topromote the use of new methods to improve the flexibility of learning interms of space, time and choice of content. This will be achieved through theintegration of multi-media vehicles and methods into more traditionalpatterns of education together with information from the Internet andelectronic mail. The project will use the theme of living and workingconditions in the age of industrialisation as a focus for aninterdisciplinary project within which such technologies and new pedagogicalapproaches can be designed and renewed. The objectives are to developcollaborative working links between Colleges and Heritage Service providerson the use of ODL techniques, to use ODL as a means of facilitatingcommunication between the participating schools (Internet/E-mail), to developnew skills in Hypermedia production techniques for staff, students andservice providers, to develop knowledge of multi-media and design issues andto review, assess and formulate new pedagogical approaches, to examine therole changes required of teachers and students when using new information andcommunication technologies and with ODL approaches in general and to developa European module in multi-media skills in two Community languages(English/German). The proposed outcomes are an electronic book on the themeof Living and Working Conditions in the Age of Industrialisation: CommonEuropean and Regional Perspective and a report on how to provide multi-mediasoftware as well as how to use the Internet and E-mail access to support ODL.

TITLE: Telematics for Autonomous and Intercultural Tandem Learning

DESCRIPTION: This project aims to develop tandem learning, especially synchronous tandemlearning,i.e. that which uses virtual reality and video-conferencing. Thepurpose is to develop an existing International E-Mail Tandem Network bycreating a database for materials and by introducing both new partners andnew language tandems. A pilot experience should test the possibilities tointroduce virtual reality and to integrate the qualification into localcurricula. The objectives are to develop the International E-Mail TandemNetwork, to create a database of learning materials and reports and tointegrate tandem learning into local curricula. The proposed outputs are adatabase on Internet of learning materials and reports on tandem learning, anexperience of the integration of tandem learning in local curricula and anintegration of virtual reality through video-conferencing.

TITLE: EDUVINET - EDUcation VIa NETworks

DESCRIPTION: The Purpose of the EDUVINET project is to raise awareness of the use of newinformation technology (IT) and electronic networks among teachers inEuropean schools and to improve the concrete use of IT and electronicnetworks in classrooms for teaching and learning purposes. FurthermoreEDUVINET wants to stimulate the discussion and exchange of experiences andideas with regard to the use of IT and electronic networks in schoolsthroughout Europe. The objectives are to develop IT training methods andguidelines for teachers at the European level which emphasise the educationalrather than technological issues teachers need to understand, to establishan IT-information service for teachers and students on the Internet and torun a pilot demonstration project. The proposed outcomes are a EDUVINETService on the Internet (WWW), a handbook which will include the IT trainingmethods and guidelines developed by the partners and a network of experts andadvisory teachers.

TITLE: EVA Europäische Virtuelle Arbeitsschule

DESCRIPTION: The project aims to develop the use of multi-media ODL for sociallydisadvantaged young people by creating a European virtual classroomcorresponding to the needs, possibilities and willingness to learn of thetarget group. It will, in addition, seek to enhance transnational andmulticultural co-operative group work. The objectives are to design alearning environment oriented towards groupwork based on resource basedlearning process (RBL) and a software design by learners (SDL), to develop apedagogical methodology for use in the virtual classroom, to experiment andevaluate three transnational teaching projects which include cultural andlinguistic perspectives as well as content ones and to incorporate a pedagogythat enables the target group to use self learning media and to design mediaof their own. The proposed outcomes are a practice-oriented handbook ontraining concepts for trainers and teachers all over Europe which introducesand familiarises them with the Software-design approach and Resource basedlearning approach, a collection of exemplifying teaching units and projectproposals for the integration of ODL into various phases of vocationaltraining of disadvantaged young people (school, job preparation, vocationaltraining), a handbook and technical support (hotline) for the set-up,operation and maintenance of the technical components (Multi-mediastudio-project year 1, WAN-project year 2), interim and final reports in theform of publications also directed to experts in the field of the support andeducation of the disadvantaged.

TITLE: Production Workshop of Learning Materials for Mathematics using EducationalSoftware

DESCRIPTION: The project intends to invite 2 Mathematics teachers from all the MemberStates and associated statesto a one week production workshop where participants will begin to developcourse materials for Mathematics which involve the use of educationalsoftware . The objectives are to give experienced teachers from Europe anopportunity to exchange experiences on using ODL techniques in the teachingof Mathematics, to improve the conventional teaching of mathematics inprimary and lower secondary schools by publishing a book with a series ofpragmatic guidelines of good teaching practice (created during the productionworkshop) using ODL techniques and multi-media educational software and toestablish an electronic network between the participating teachers, forexchanging results on the testing of the guidelines. The main outcomes of theproject will be the production of guidelines for good teaching practice andmaterials for learning Mathematics, published as WWW documents on theInternet and distributed on a CD-Rom.

TITLE: NEPTUNO - Network of Entities Promoting Training in University with ODL

DESCRIPTION: The purpose of the project is to establish a co-operative network that willseek to improve familiarisation with ODL products and methodologies. To thisend they intend to both distribute didactic materials on the Internet andcreate work group to analyse and establish what are effective educationalmethodologies for ODL. The objectives are to establish an electronic forum onthe pedagogical and technical aspects of using ODL, to improve teachertrainers knowledge in the use of ODL and to contribute to the understandingof effective approaches to ODL. The proposed outcomes are a state of the artof the ODL environment, the production and dissemination of pedagogicalmaterials on Internet and the set-up of courses on Internet.

TITLE: TEEODE - Technology Enhanced Evaluation in Open and Distance Education

DESCRIPTION: The project will conduct a study of both the assessment and evaluationprocedures used by ODL teachers and the assessment strategies and regulationsadapted by ODL institutions in Europe. The overall aim is to design anddevelop software tools and methods for the assessment and evaluation oflearning in ODL programmes. The objectives are to survey the ODL sector inorder to produce an exhaustive report on the state-of-the art, to producesoftware applications in order to help distance course teachers evaluatetheir students and to prepare an inventory of assessment tools (ATI). Theproposed outcomes are a book and a CD-Rom in five languages presentingproposals for student assessment and an assessment tools inventory.

TITLE: SVM - Student Virtual Mobility

DESCRIPTION: The project intends to examine what are the real possibilities of virtualmobility by undertaking a feasibility study which will investigate howservices available in a physical environment can be made available in anelectronic environment. The objectives are to offer the opportunity to allstudents, particularly to those with personal, economical and socialproblems, to benefit from mobility programmes, to set-up the organisational,procedural and technical arrangements for the virtual exchange of studentsbetween universities, to develop a framework, based on ECTS, for mutualrecognition of virtually delivered subjects. In addition, to encouragecontacts among students in the European Unionand co-operation among teachersand to improve knowledge of the Educational systems in the Member States. Theproposed outcomes are an exploitation plan, the specialisation of a virtualexchange system platform, an EU-wide multi-disciplinary qualificationconcerning the theory and practice of tutoring and collaborating in ODL usingnew technology, a database of experts in ODL and projects in ODL andtelematically-based courses on effective ways to use new technologies in ODL.

TITLE: TEN in ODL: Training European Network in Open and Distance Learning

DESCRIPTION: The project is the result of several studies which suggest that there is aneed to offer ODL alongside traditional/conventional methods. It consists oftraining European university professors in all the psychological, culturaland technical aspects of ODL. The teachers will then be able to use thisknowledge to broaden their own knowledge as well as to pass it on to theirstudents. The main objective of the project is to enhance the skills ofteachers at university level and higher education level in the field of ODL,to improve the quality and diversity of European education by the use of ODL,to develop some training tools and materials tailored to the needs ofuniversity teachers and students to overcome the problems of physicalmobility and of disadvantaged people, to provide the necessary methodologyand materials for ODL, to achieve the maximum multiplying effect with theactivities planned and train the trainers in all aspects related tomulti-media technology and advanced communication. The proposed outcomes arethe creation of three multi-media training kits - one on ODL containing amulti-media training module, a paper manual-guide and a video, the other twoon Foreign Trade and Human Resources, all done in English and translated intoFrench, Greek and Spanish -, dissemination brochures in English, French,Greek and Spanish, an improved model of best practice for implementing an ODLtraining system and the creation of a European Transnational working Networkfor exchanging information, materials and experiences.

TITLE: CRE Universities and the Challenge of New Technologies

DESCRIPTION: The Association of European Universities (CRE) is looking at the responsesrequired by universities in the face of different internal and externalpressures for change. One such external pressure is the rapid development ofnew technologies and consequent implications for the provision of educationand training. The CRE member universities are particularly interested in Openand Distance Learning, as a tool to improve the quality of teaching andlearning. The main objective of the project is to support universities at thestrategic level in their efforts to respond to the challenge of newtechnologies and, at the organisational level, to promote improved quality inteaching by, in particular, looking at the responsiveness of theuniversities to new teaching tools. The main outcome will be a report raisingissues and identifying models of good practice, this will be disseminated toall CRE universities. In addition within the participating universities, thesenior university management should benefit from placing in context thestrategic challenge posed by rapidly-developing new technologies. DESCRIPTION: The TENSAL project revolves around an on-going media simulation activity tointroduce adult learners to the different historical, cultural and socialperspectives associated with each other countries. TITLE: OBSERVE - Observation in the Behavioural Sciences : A European Research +Valuation Exercise

DESCRIPTION: The project aims to improve the quality of training in behaviouralobservation in higher education in psychology, behavioural biology andrelated disciplines. They plan to take an existing video course, thetheoretical basis of which is derived from the work of ethnologist, andconvert it into a multi-media course which will also include methodological,analytical material. The objectives are to co-operate between teachers withrelevant research and teaching experience in a number of EU countries inorder to achieve a consensus on the key skills and concepts required, toincrease the interest and knowledge of ODL approaches amongst highereducation teachers and to test the multi-media programme by partnerinstitutions. The main final product of the first year will be theintroductory multimedia package (together with an explanatory handbook) and afinal report on the project. The introductory multi-media package will

consist of a CD-Rom which will contain or be associated with the necessarycomponents of the Observer software. It will include directions and textwhich will give background information about the observation of behaviour.

TITLE: VSM (Virtual Student Mobility) project.

DESCRIPTION: The VSM project aims to provide full-time and part-time students registeredat the six partner institutions (Arhus, Athens, Lancaster, Rome, Lyon, Porto)with the opportunity to become virtually mobile. This will be achieved bythe design of six modules, one at each institution, which will be offered tostudents abroad via computer conferencing (Lotus Notes) by local teachingstaff in their own language and in English. All the modules will be allocatedECTS credits and a major feature of the project will be to produce auser-guide to help staff to apply ECTS to this kind of ODL approach. Theobjectives are to provide learners in one Member State with accessopportunities to higher educational institutions in other Member States, toadopt ECTS in the ODL context, to examine the obstacles to virtual studentmobility and to produce a feasibility study on the possibility ofgeneralising this approach in European higher education. The proposedoutcomes are the production of a user-guide aimed at training staff to set upthe approach used in the project and to assist them to incorporate theprinciples of ECTS, a feasibility study on the possibility of generalisingthe ODL application within Business Administration and a dissemination planaimed at informing the wider education community about the benefits andproblems encountered during the project.

TITLE: Cost-effectiveness in open and distance learning

DESCRIPTION: The purpose of this project is to review European Experience on thecost-effectiveness of ODL and of models of costing. The intention is toproduce a handbook of good practice for policy makers and managers of, inparticular, bi-modal teaching institutions using both conventional and ODLeducational approaches. The specific objectives are to review data on thecomparative cost-effectiveness of ODL and on the variables associated withenhanced cost-effectiveness, to examine existing techniques and models usedfor the costing of ODL, especially in bi-modal institutions and to developguidelines for budget holders on costing, which incorporate proposals forincreasing the cost-effectiveness of ODL. The main outcome of the projectwill be a handbook on cost-effectiveness in open and distance learning,incorporating guidance on appropriate costing techniques.

TITLE: EXPERT: Expertise exchange for the Embedding of ODL Transnationality

DESCRIPTION: The project seeks to transfer the ODL experiences, skills and approaches ofthe co-ordinator in the UK, to adult and vocational training organisations inGermany, Finland, Italy, Netherlands and Ireland. The objectives are toresearch in each partner institution the needs of students in relation to theODL - delivery of courses, identification of the availability andaccessibility of appropriate ODL materials and media, share of expertise inthe introduction of flexibility in learning programmes, to deliver twotraining seminars for trainers in the skills and skills required to developand implement ODL programmes, to develop systems and identify or develop ODLmaterials for supporting Open and Distance Learners on at least one programmein each partner organisation, and to pilot, evaluate, review andsubsequently implement fully at least one ODL programme in each partnerorganisation. The proposed outcomes are a transnational research report onthe appropriateness, accessibility and need for ODL in all partnerorganisations, to be distributed to all partners and for furtherdissemination within their organisation and region, one 3-days and one 2-daystrainers training seminar on the knowledge and skills of ODL practitionersplus the provision of on-going ODL experts support over a 2-year period, anaction plan for the implementation of ODL programme(s) in each partnerorganisation and an embedded system for the delivery of ODL programmes ineach organisation.

TITLE: PRELUDE (Preparation for Learning by Undergraduates in Distance Education

DESCRIPTION: PRELUDE is a feasibility study and demonstration platform for the transfer ofODL into traditional universities. The UK Open University co-ordinates theproject which currently involves the IT Group, TEIS (Trans EuropeanInformation Systems), three other established traditional Europeanuniversities as well as a Swiss partner who is assessing the potential of ODLfor the Swiss universities. The objectives are to evaluate the needs oftraditional universities in ODL: methodology, courses, impact, barriers andtraining and to draw up a business plan for the full scale implementation ofODL in the participating institutions. TITLE: ETP European Televersity Partnership

DESCRIPTION: Suffolk College is developing a Televersity model of higher educationdelivery in the county of Suffolk in collaboration with BT and, given itscommitments to the European dimension, it was keen to establish a Europeanpartnership of higher education institutions already engaged in theTeleversity concept to improve access to learning opportunities for theirisolated rural communities. Particular emphasis is being placed upon theutilisation of new information technologies in the teaching and learningenvironments and the pedagogic impact of delivering and supporting programmes via E-mail, conferencing and the WWW. TITLE: ELRA : Experience Based Learning for Remote Areas

DESCRIPTION: The project originated at an ESREA conference where a number of adulteducators were interested in ODL found they knew very little about thesituation in Europe. Sheffield University already runs a number of ODLcourses but none of them deal specifically with how effective ODL is as ameans of educating adult educators. The intention is to develop adulteducators via ODL who, in turn, should become confident in utilising ODLmethods themselves. The objective is to develop adult educators in neweraspects of continuing education by open/distance learning (ODL), especiallythose in remote and difficult areas for obtaining postgraduatequalifications. The proposed outcomes are a handbook on the development anduse of telematics to support adult educators and multiplication of expertisein ODL (20 adult educators trained per country per year who will pass ontheir experiences to others).

TITLE: Open to Europe

DESCRIPTION: The Open to Europe project arose as a response to the concern of theUniversity of Salford and its strategic partner institutions in other EUcountries about how to increase the European dimension for all studentsthrough the use of new communication technologies. This project bringstogether 19 European conventional universities from 10 countries. Theobjectives are to pilot interactive student Internet projects betweenconventional EU universities in 11 different subject areas and to produceguidelines to disseminate to other EU universities for this type of project.After this 2-year project the partner universities will have pilotedco-operation between students using E-mail and new communication technologiesin a variety of subject areas. DESCRIPTION: The ODLITE project is particularly concerned with providing an overview ofOpen and Distance Learning in Teacher Education. The project will analyse theways in which different strategies across ODL can be applied to differentfunctions and phases of teacher education and will, therefore, set out aframework within which strategies for creating new forms of ODL can beconsidered. The objective is to review, describe and analyse the presentapplications of open and distance learning including all aspects ofelectronic communication - to teacher education across the Member States ofthe European Union, to provide illustrative case studies in order to supportthe analysis and to identify from this review and analysis, areas forpotential development through varied forms of multinational partnerships. DESCRIPTION: The intention of this project is to promote the use of ODL in the field ofArchitecture by the introduction of ODL technologies into the educationalcurriculum of students at the participating institutions. TITLE: EONT: An Experiment in ODL using New Technologies

DESCRIPTION: The main objective of the project is to explore the effectiveness of ODLusing new information and communication technologies, namely computernetworks and hypermedia systems. The intention is to involve fiveconventional universities where ODL will be used as a complementaryinstruction delivery technique to lecture based instruction, and two distancelearning universities, where ODL will be used as an alternative instructiondelivery technique to printed material based instruction. TITLE: TODL - Telematics and Open Distance Learning

DESCRIPTION: The aim of this study is to provide information on successful distanceeducation programmes using telematic-networks that have moved beyond thepilot phase and have matured into on-going operational systems. TITLE: ODL Policy Seminar

DESCRIPTION: This project intends to organise a yearly seminar for policy makers in thefield of ODL, as a neutral and informal forum to exchange views and to getstructured information and knowledge from a group of experts in the field. Inconcrete terms, the seminar should create a common basis of understandingfor European policy makers involved in policy definition, implementation andassessment in the field of ODL. It will improve the effectiveness of suchpolicies through the acquisition of relevant competencies as a result of boththe exchange of experience and expert input and create an informalenvironment where new ideas and suggestions for working tools in this fieldmight be elaborated. A permanent network of interested policy makers andofficials interested in ODL will be established in the first year of theproject. A synthesis of the work done in the first year will be circulated tomembers of the network and they will be invited to express opinions,suggestions and requirements for future action (e.g. new seminars,publications, newsletter, conference, computer-based networks to animate,special interest groups).

TITLE: Open and Distance Learning Directory

DESCRIPTION: This project responds to the need to collect in a systematic way informationconcerning the educational multi-media producers and products in Portugal,Spain and Greece. The project works in collaboration with the BASE project (FR29) which intends to include producers from the rest of Europe. TITLE: DEMETER: Distance Education MEthods in Teacher Education and Research

DESCRIPTION: DEMETER will address two main issues for European partnership in ODL inTeacher Education: models of collaboration and exchanges between institutionsin higher education; the pedagogy, structure, distribution and developmentof course modules and learning material for ODL. The proposed topic for theproject is cross-cultural Education and Communication in Europe. Theobjective is to create co-operation between staff, faculty and educationalplanners in teacher training institutions in Europe, in particular betweenthose in the ITE network (Innovation in Teacher Education), for EuropeanTeacher Education, to facilitate the participation of students in bothvirtual and real exchange programmes and to develop ODL methods which makeuse of the INTERNET as a communication tool for reaching students living inlow populated areas or people with functional disabilities or personsfollowing part-time studies or studying at home. The most important outcomesof the project are increased skills and knowledge in design of interactivematerial for use in ODL, use of INTERNET as a tool for ODL and use of IT forstudies of Cross Cultural Education and Communication in Europe, particularlyin the localities of the participating institutions.

TITLE: Computer Network based Health and Safety ODL

DESCRIPTION: The project will focus on the pertinent use of new technologies combinedwith techniques for distance learning for new areas of teaching. The purposeof the study is to increase co-operation between organisations andinstitutions concerned with working environments and working life and seekingto use ODL and, secondly, to enhance the skills of teachers, trainers andmanagers in ODL techniques and methods. The objectives are to make aninventory of the actual ODL situation regarding health and safety educationin vocational training within Europe, to develop a number of interactivelessons with multimedia technology on Health and Safety at work and todevelop pedagogical methods and training materials to educate teachers. Theproposed outcomes are a network of institutions all over Europe using ODL forHealth and Safety Education, an inventory of relevant sources to be used inall partner countries and interactive multimedia lessons.

TITLE: IDEM - Internet-based Distance MSc in Food Science

DESCRIPTION: The main idea of this project is to make available for the European Communitythe score of courses in the area of food science and technology alreadyexisting in different European institutions of higher education. For this,the members of the network will develop versions of these courses in distancelearning format. These will be based on existing material from similarcourses in their normal curricula which are suitable for adaptation todistance education. The objectives are to create an European network for thepromotion and establishment of distance learning in the food sector, toco-ordinate individual efforts being made up to now, in this area, by thesingle Institutions, to normalise communication systems, to normalise theeducational distance learning system in terms of units of study, length ofstudies, grading, evaluation of student's performance and to obtain officialrecognition of the studies by the participating institutions. The outcomes ofthe project will be an European MSc. in Food Science The material and unitswhich will form the core of the MSc. programme will include textbooks writtenfor the programme, written guides, multi-media software and video sequences.
