1. INTRODUCTION AND SCOPE OF WORK 1.1. Objectives of the Project

The development objectives of the proposed Rural Energy II Project are to assist the Government of Vietnam to alleviate poverty in the rural areas by providing basic infrastructure service such as electricity and access to general services, for improving living conditions and productivity. The Project will assist the Government of Vietnam to implement its national objective of providing electlicity to about 12 million rural households through:

- An effective strategy for rural electrification with special focus on provision of energy to the remote mountainous areas;

- Rehabilitating, upgrading and expanding the rural power system in order to meet the demand for power supply for future socio-economic development;

- Strengthening reliability and quality of power networks, reduce voltage and electricity losses on the grid, lower rural consumption price, improve businesses efficiency and rural power management ability of local power management boards;

- Refurbishment of the existing rural power network to increase reliability and quality of supply, including reduction of technical and non-technical losses; this Project incorporates 33 communes in 9 districts of Hoa Binh province.

- Extension of existing power networks to supply additional households; - Assisting local District and Commune committees to improve power system

management processes and improve business efficiency, to provide electricity reliably, safely and at reasonably cost;

- Review rural power management models, to establish power management units of legal standing, with economic independence and the managerial/technical skills to operate effectively and profitably, repaying loaned funds;

- Expanding the use of renewable energy for the off-grid systems to serve the rural load in the remote a nd isolated areas, where feasible and economically practicable;

1.2. NEED FOR PROJECT INVESTMENT

Based on the forecast data on economic development, power demand and the current situation of the existing power distribution network of the Project's commune. The existing distribution network is degraded, not synchronous. Power losses are very high. The alignment of power lines is not well designed. Many types of poles are existed in the network. There are also many types of electricity meters. In the past in order to save money, the distribution lies were created to go across gardens, ponds etc. The conductor is overhead type and not covered by any insulating materials, so it cause a lot of risk on safety to local people. The Project is planned to implement in order to:

- Improve the quality of the existing distribution network in the Project's communes. - Increase the safety management of the distribution network; - Reduce power losses; - Increase electricity supply for the Project's communes; - Change the form for managem ent model of rural power network;

- Gradually modernize the distribution power network.

1.2. Commune selection criteria 1.2.1. General criteria

• To be voluntary participants in the Project and understand requirements and regulations of World Bank and the Government of Vietnam to carry out RE II Project and RE II Project Extension;

• To be willing to convert the communes power management model to legal local distribution units to control LV networks;

• To have potential for economic development; • To have an acceptable capital recovery rate; • Revenue from power business can cover management, operation and funding

costs.

1.2.2. Criteria for selection of communes for rehabilitation • Power losses exceeds 20%; aged power networks degraded and require

refurbish me nt; • Power demand is substantial (over 500 households); • Power demand for industrial production is substantial (over 20%); • Number of electrified communes over 80%; • Average power consumption rate power household in substantial; estimated

annually 500 kWh/household.

1.2.3. Criteria for communes to be connected • Number of households connected to power network is Provincial communes is

bellow the average (60%); • Customers are able to pay cost of connection and subsequent power bills; • Communes have potential for development in agriculture, forestry and handicraft,

which would be enhanced if electrified; • Communes in the poorest communes list; • Communes in the assistance program of World Bank. • Communes are ready to adopt the management model of power network.

2. PROJECT DESCRIPTION 2.1. PROJECT SCALE

Low voltage part of the Project is consisted of 703.3 70lon km low voltage transmission line, from which

- New : 533.B03km - Rehabilitation : 12.772km - Re-using : 156.795km

- Total number of energy meters is 33,767 sets. Provincial People committee will be the Project Owner for low voltage part of the Project.

2.4. BRIEF DESTCRIPTION OF NATURAL AND SOCIAL CONDISTION OF THE PROJECT'S PROVINCES Geographical position and topography

Hoa Sinh is a mountainous province the northwest, with an area of 4662.5 km2 with a population of 820,000 people. Northern Phu Tho province borders, borders the southern provinces Thanh Hoa, Ninh Sinh, the east borders of Hanoi, Ha Tay and the Son La borders. The topography is combined by mountains and narrow valleys

Hoa Sinh province have is Hoa Sinh city center Hanoi capital 73 km, airport Noi Sai International 93 km, and Hai Phong port, 170 km. This position is the gateway of North West region is favorable for the economic trade.

Natural area of the province is 4,577.5 km2.

Population is 791,400 people. , Muong is 63.3%, Kinh is 27.73%, Dao is 1.7%, Thai is 3.9% and Tay is 2.7%, H'Mong is 0.52% and Other is 1.18%.

Hoa Sinh is consisted of 10 districts, 1 city (Hoa Sinh) within 210communes, small towns and wards. Average people density is 173 persons/km2, Hoa Sinh city is the economic and CUltural-social center of province

Climate Hoa Sinh has typical monsoon climate. There are two different seasons in the years Hot season from April to November; Cool season from December to March of the next year. Average rainfall: 1,600 mm to 2,000 mm, there are about 90-130 rainydays per year Average humidity: 84%. Average temperature: 24 °C. Hoa Sinh climate often appears the phenomena special such as storms, floods, tropical low pressure of the rainy season and drought, the heat of the dry season are negatively impacting production and human life. So when execute the project tries to avoid the time rain flood impacted slow pace.

Land resource Generally, the agricultural land in Hoa Sinh is not fertile. Agricultural land occupies 21 % natural

land. Forest land occupies 36%. Hilly areas is about 27%. Agricultural production is low.

Water resource There are four big river crossing Hoa Sinh province, they are Da river, Soi river, Suoi river and

Sui river. Water resource is evenly distributed in the Province, so it enables good base for development of irrigation system for agricultural activities in Hoa Sinh.

Resources and opportunities to develop Agriculture

Hoa Sinh has an area of natural land 466252.85 hectares, of which agricultural land accounts for 14.32%. Conditional rule in those land and climate suitable for a variety of crops and livestock quality and high economic efficiency, such as maize, rice, sugarcane, tea, ... and types of cattle buffaloes, cows, .. , The development of the sector in 2010 in the province for some plants such as maize (32,500 ha), tea (5,000 ha), fruit trees (15,OOO ha) .. , Forestry

Area of forestry land occupies 41.67% and natural forest of peace can provide raw materials for processing of products such as pulp, vim flooring, plywood ... There are also many trees as you medicine Binh lime, Based wild, black XG ... This is an advantage to develop industrial plants and forest production with high economic effICiency, facilitate protection water, environment, tourism development and provide materials for industrial processing. River systems flowing through the largest Hoa Binh is Song Da with total length of 151km, with a total saving of 51,800 km2. Besides the river By the river, river Buoi, Bui River and river systems, streams, ponds will be suitable for the development of aquaculture. Orientation 2010 brought farming area up to 1860 hectares develop farms and fish seed set following the fish specialties. Industry

Industrial products, mainly the diameter, cement, building stones, burning coal, garments. Mineral resources rich granite stone, limestone, coal, clay, kaolin, gold, iron, mineral water, materials cement ... meet the needs of industrial development construction. With the strength and potential industrial development, Hoa Binh Province priority development industry in manufacturing and assembling cars; manufacture all kinds of production equipment, production of computers, processing of farm forestry products, fisheries, manufacturing cosmetics, textile export, production, office products, exploiting and building materials ...

Hoa Binh priorities calling for investment in tourism projects in Hoa Binh town, By Kim, Luong Son district and Mai Chau district Protected areas

Cuc Phuong National Park is Established in 1962, Cuc Phuong is the oldest national park in Vietnam and nestled between the provinces of Ninh Binh, Hoa Binh and Thanh Hoa. There are Yen Tri, Phu Lai and Yen Lac of Yen Thuy ditrict located in Cuc Phuong Natinal Park.

Thuong Tien Nature Reserve is located in Thuong Tien commune, Kim Boi district. Non of the Project commune is located in this Nature Reserve.

2.4. SOME OF MAIN TECHNICAL SPECIFICATIONS FOR THE PROJECT Electricity pole Concrete poles for most lines are H-section type, cast in workshops. For 3 phase lines and branches along inter-District, inter-commune roads: 7.5m, 8.5m pole sizes. For two wire branches to communes: 6.5m, 7.5m pole sizes. For 1 phase lines into household groups: 6.5m pole size. A-8-C type poles according to bearing requirements of each position; manufactured to the standard DNT -QDKT -44/2006. For poles near vehicle transport areas: use 10m, 12m centrifugal concrete poles to ensure safe clearances. For MV, LV line co-sharing positions: use MV line concrete poles. Most concrete poles are A and B-type poles, manufactured to standard DNT-QDKT-44/2006. Square concrete poles and circular concrete poles are used at the following positions:

• Straight, comer positions of 3 phase trunk lines: single poles; and

• Corner anchor, straight anchor, end anchor: double poles.

If poles are installed near households, trafficable roads, double poles should be used at corner anchoring, straight anchoring, end anchoring positions; stayed tension poles are used only at such high bearing positions that double poles could not solve and tension poles are conveniently placed; Utilize existing poles which are of good quality and satisfy the standard when installing new conductors. Poles under 7.5m size are not used for 3 phase trunk lines. Poles recovered from lines are to be returned to localities to allow people to re-use poles to support supply lines to houses.

Pole foundation To support line poles, cast in-situ M100 concrete block foundations are used:

• For single poles: use MVl, MV2

• H double poles: use MV3.

The depth of foundations is in proportion to pole heights and is shown in the overall layout of LV pole, cross-arm and foundation. If double poles cannot satisfy the high bearing req uirements and are in tension pole positions, it is required to use:

• 014 tension poles with foundation in proportion to pole height. Tension poles contain fE14 round hot dipped steel according to Vietnamese Standards;

• MN 15-5 anchors buried 1.5-2.0m according to bearing requirements and site clearance;

• MN 10-10-7 stayed-on-the-spot anchors in sand areas.

For lines across sand areas (rivers, coastal), cast in-situ M100 concrete excavated foundations are used, in combination with pre-cast M200 reinforced concrete round pipes with fE1000, fE1200, fE1500 diameter. For reused pole positions, if conductor size increased by two or more sizes must increase concrete in the existing foundation to ensure bearing requirements are satisfied.

3. LEGAL FRAMEWORK FOR PROJECT'S ENVIRONMENTAL IMPACT ASSESSMENT 3.1. VIETNAM REGULATIONS AND LAWS

- Law on Protection of the Environment (LEP) was enacted in 2005.

- Decree 21/200B/ND-CP dated 2BI02/200B of Government on guidance for implementation of LEP.

- Circular No. OS/200BffT-BTNMT "Guidance on setting up and appraising environmental impact assessment reports for investment projects".

- Law on Forest Protection (29/2004/QH11 ). This law regulates forest management. protection, development, and exploitation, prevention of woodcutting, and forest destruction. It also encourages individuals and organizations to protect and develop forests.

- Decree 106/2005/ND-CP relating to the protection of high-voltage networks and specifies safety casements of high-voltage transmission lines.

- Decree 27/2003/ND-CP specifies the implementation on the Law on Foreign Investment in Vietnam (Article B2) concerning environmental protection.

- Decree 209/2004/ND-CP and Decree 4B/200B/ND-CP include environmental considerations for construction management.

- Vietnam National standards (TCVN) are national standards established by the Ministry of Science and Technology (MoST) and applied to all government agencies. They include engineering, construction, scientific, and environmental standards. TCVN environmental standards include acceptable limits of many air, noise, and water quality parameters.

11 TCN-19B4 sets the standard for minimum clearance between live parts of a line and trees.

4. ASSESSMENT OF ENVIRONMENTAL IMPACTS 4.1. CLASSIFICATION OF IMPACTS

The Environmental Impact Assessment focuses on the major environmental issues of the Project's Most Favoured Alternative. The potential impacts of the Project's pre-construction, construction, and operation phases were assessed as being in one of five categories:

i. NO IMPACT. The potential impact of the Project activity is assessed as NO IMPACT if the project activity is physically removed in space or time from the environmental component.

ii. MAJOR IMPACT. An impact is said to be MAJOR if the project activity has potential to affect an environmental component. Major impacts could be "Major Negative" or "Major Positive." The following criteria were used to determine whether a given impact is MAJOR:

a) Spatial scale of the impact (site, local, regional, or national! international);

b) Time horizon of the impact (short, medium, or long term);

c) Magnitude of the change in the environmental component brought about by the Project activities (small, moderate, large);

d) Importance to local human populations;

e) Compliance with national, provincial, or district environmental protection laws, standards, and regulations

n Compliance with Vietnam's international commitments. These include the Convention on Wetlands of Intemational Importance especially as Waterfowl Habitat (RAMSAR), the Convention Conceming the Protection of the World Cultural and Natural Heritage (World Heritage Convention), and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES); and

g) Compliance with World Bank guidelines, pOlicies, and regulations.

iii. MINOR IMPACT. If an impact occurs but does not meet the criteria for a Major Impact it is assigned the category MINOR. Minor impacts could be "Minor negative" or "Minor Positive."

MITIGABlE IMPACT. The potential impact of a project activity on an environmental component is said to be MITIGABLE if there is potential for a major negative impact and the proposed mitigation measure will prevent the impact or reduce the impact to acceptable levels.

4.2. IDENTIFICATION OF POTENTIAL IMPACTS OF THE PROJECT

The Project will play an important role in the electrification program and in implementation of the policy of poverty alleviation of 33 communes within 9 districts of Hoa Binh province. It will also promote the policy of industrialization and modernization of the Government of Vietnam as well as create a great opportunity for overall socio-economic development of the poor area.

When the distribution lines are constructed, there is a trend of local people to move to live near the lines. The local people committee will have a proper planning accordingly to support the development of the areas. These planning are included: road, residential area, industrial development and farming etc. The communes/districts will move toward its planning.

Beside the significant beneficial impacts, the project may cause different adverse impacts on the environment and local socia-economy. By using Environmental Screening Data Checklist and Environmental baseline Checklist as guided in Framework for Applying Environment Safeguards to Rural Energy II Project, The potential impacts of the Project are described in Table 4.1.

- Cable pulling crossing the roads can cause disturbance to transportation also. But scaffolds are required in these crossing sections and will reduce the traffic disturbance.

- Heavy loaded vehicles might degrade the existing roads, which usually are not very good in rural areas.

4.3. ASSESSMENT OF PROJECT IMPACT ON PROTECTED AREAS IN CUC PHUONG NATIONAL PARK As it was identified in Section 2.5. there is three Project's communes - Yen Tri, Phu Lai, Yen Lac communes is located in Cuc Phuong National Parlt In order to assess potential impact of Project to these protected areas, information about Cuc Phuong National Park values of this protected area and Project's activities in those communes are described in more details.

4.3.1 SOME INFORMATION ABOUT CUC PHUONG NATIONAL PARK

Management history

Cuc Phuong was the first protected area to be established in the Socialist Republic of Vietnam. Consequently, there are a large number of official documents relating to the site, of which this section only provides a selective review. Cuc Phuong was first decreed as a protected area by Decision 72ITTg of the Prime Minister, dated 7 July 1962. This decision decreed the establishment of a 25,000 ha protected forest (MARD 1997). Based upon this decision, the Directorate General of Forests issued Decision No. 18/QD-LN, dated 8 January 1966, which changed the status of Cuc Phuong Forest Enterprise to Cuc Phuong National Park, and established a national park management board. Because of difficulties encountered in implementing Decision No. 18/QD-LN, the Directorate General of Forests issued Decision No. 333/QD-LN, dated 23 May 1966, which clarified the responsibilities of the management board, one of which was to clearly delineate the national park boundary (Anon. 1991).

On 9 August 1986, national park status for Cuc Phuong was approved by the government, when the site was included on Decision No. 194/CT of the Chairman of the Council of Ministers, with an area of 25,000 ha (MARD 1997).

An investment plan for the national park was prepared by the Forest Inventory and Planning Institute in October 1985 (Anon. 1985). This was approved by Decision No. 139/CT of the Chairman of the Council of Ministers in May 1988 (Anon. 1991). In the investment plan, the national park boundary was redefined, and the total area was given as 22,200 ha, . comprising 11,350 ha in present day Ninh Binh province, 5,850 ha in present day Hoa Binh

province and 5,000 ha in present day Thanh Hoa province (Anon. 1985). Ten years later, in 1998, a second 10-year management plan was prepared for the period up to 2008.

Cuc Phuong is included on a list of Special-use Forests to be established by the year 2010, prepared by the FPD of MARD, as a 22,200 ha national park (FPD 2003); this list has not yet been approved by the government.

Topography and hydrology

Cuc Phuong National Park lies at the south-eastern extent of a limestone range that runs north-west to Son La province. This limestone range predominantly comprises karst, marine in origin and perhaps 200 million years old. The section of the limestone range encompassed by the national park rises sharply out of the surrounding plain, to elevations of up to 636 m. This section is around 10 km wide and 25 km long, and has a central valley running along almost the entire length.

The karst topography exerts a dominant influence on drainage patterns in Cuc Phuong. Most of the water that the national park receives is quickly absorbed by a complex underground drainage system common to mature karst landscapes, often emerging from springs on the lower slopes flanking the national park. For this reason, there are no natural ponds or other standing bodies of water within the national park, and there is only one permanent watercourse, the Buoi river. This river bisects the western end of the national park from north to south, and feeds the Ma river, the major river in Thanh Hoa province.

Biodiversity values

The vegetation of Cuc Phuong National Park is dominated by limestone forest. In some places, the forest is stratified into as many as five layers, including an emergent layer up to 40 m in height. Due to the steep topography, however, the canopy is often broken and stratification is unclear. Many individual trees show well developed buttress roots in response to the generally shallow soils (Anon. 1991). The national park contains particularly large specimens of certain tree species, including Terminalia myriocarpa, Shorea sinensis, and Tetrameles nudiflora (Nguyen Nghia Thin 1997), which have been developed as tourist attractions. There is an abundance of timber trees and medicinal plants.

Cuc Phuong National Park has an extremely rich flora. To date, 1,980 vascular plant species in 887 genera and 221 families have been recorded at the national park. In terms of number of species, the best-represented families in the flora of Cuc Phuong are the Euphorbiaceae, Poaceae, Fabaceae, Rubiaceae, Asteraceae, Moraceae, Lauraceae, Cyperaceae, Orchidaceae and Acanthaceae (Davis et al. 1995). The flora of Cue Phuong contains elements of the Sino-Himalayan, Indo-Burmese and Malesian floras (Nguyen Nghia Thin 1997). The high known floral diversity at Cuc Phuong can, however, be partly attributed to the high level of survey effort directed at the site.

Floral surveys have identified three vascular plant species known, to date, only from Cuc Phuong: Pistacia cucphuongensis, Melastoma trungii and Heritiera cucphuongensis (Phung Ngoc Lan et al. 1996). Cuc Phuong National Park is also considered to be one of seven globally significant Centres of Plant Diversity in Vietnam (Davis et al. eds. 1995).

Cuc Phuong supports populations of several mammal species of conservation importance, including the globally critically endangered Delacour's Leaf Monkey Trachypithecus delaeouri and the globa"y vulnerable Owston's Civet Hemigalus owstoni (CPCP 1999). In addition, the nationally threatened Leopard Panther a pardus has been recently recorded at the national park (Lao Dong [Labour] 2000). Furthermore, over 40 bat species have been recorded at the national park (N. Furey in lift. 2004), including 17 species from a single cave. Unfortunately, several large mammal species, including Tiger Panthera tigris and White-cheeked Crested Gibbon Hylobates leueogenys, are believed to have become extinct at Cuc Phuong in recent times, mainly due to high hunting pressure and the relatively small size of the national park.

To date, 313 species of bird have been recorded at Cuc Phuong National Park (C. Robson in lift. 2002). Cuc Phuong is situated at the northern end of the Annamese Lowlands Endemic Bird Area (EBA) (Stattersfield et al. 1998). However, only one of the restricted-range bird species characteristic of this EBA, Short-tailed Scimitar Babbler Jabouilleia danjoui, has been recorded at the national park (Robson 1995). Cuc Phuong qualifies as an Important Bird Area (T ordoff 2002).

Other taxa that have been studied at Cuc Phuong include snails, 111 species of which were recorded during a recent survey, including 27 species endemic to the national park and its immediate surroundings (Vermeulen and Whitten 1998). Subterranean cave-dwelling fish have also been studied, and at least one species recorded at Cuc Phuong is thought to be endemic to the limestone range: Cuc Phuong Cat Fish Pteroeryptis (=Parasilurus) cucphuongensis; this species has subsequently been recorded at Pu Luong proposed nature reserve (Mai Dinh Yen et al. 2003). There are currently 280 butterfly species known from the national park, seven of which were new records for Vietnam when they were first identified in 1998 (Hill et al. 1999).

Conservation issues

When Cuc Phuong National Park was established in the 1960s, several communities lived inside the boundary. On 6 October 1986, Decision No. 251/CT of the Chairman of the Council of Ministers ordered the relocation of these communities to areas outside of the national park. During the first phase of relocation, which was completed by the end of 1990, six hamlets with 650 people were relocated from the central valley of the national park and two villages were relocated from the Buoi river valley. However, there are still 2,000 people living inside the national park, along the Buoi river. These people have also been slated for relocation.

The buffer zone of the national park is home to around 50,000 people, many of whom depend upon the natural resources of the national park (CPCP 1999). The most widely exploited forest products are timber and fuelwood. The collection of snails, mushrooms, tubers

and bamboo shoots for food is common, as is the collection of banana stems for animal fodder (Dinh Trong Thu and Tran Hong Thu 1998). Hunting, both for subsistence and commercial purposes, takes place at unsustainable levels, and threatens to eradicate a number of mammal. bird and reptile species from the national park. Forest on the fringes of the national park is being heavily degraded by fuelwood collection and livestock grazing, and is being cleared for agriculture in places.

The large number of tourists who visit Cuc Phuong each year pose particular problems for the management of the national park. Waste disposal, collection of plants, and excessive noise created by large tour groups are all problems that the national park staff have yet to effectively control. More significantly, the management agenda of the national park is heavily focused on tourism development, at the expense of biodiversity conservation. This has resulted in the development of tourism infrastructure with negative environmental impacts. For example, upgrading the road through the central valley of the national park has increased disturbance. Similarly, construction of artificial lakes inside the national park has resulted in forest clearance and altered local hydrology.

Currently, one of the biggest threats to biodiversity at Cuc Phuong National Park is the construction of the Ho Chi Minh National Highway along the Buoi river valley, which bisects the national park. Apart from the direct impacts of construction, this road facilitates access to the forest and, hence, forest product extraction, and may, in the future, act as a focus for human settlement.

Other documented values

Cuc Phuong National Park is a popular tourist destination, and receives large numbers of visitors each year, mostly domestic tourists. Due to the large number of visitors, Cuc Phuong has high potential value for raising awareness of environmental issues among the general public. This potential has already been partly realised by, for example, the construction of a visitor centre at the national park, which opened in mid 2000.

Cuc Phuong National Park is an important site for biological research and for training scientists: many undergraduate and graduate students visit the national park on field courses. There is also a training centre at the national park for FPD staff.

Cuc Phuong has historical value as an archaeological site. Prehistoric human remains, up to 12,000 years old, have been found in caves in the national park. In addition, a fossilised marine reptile was recently found in the national park; this is the first discovery of its kind in Vietnam.

The forest at Cuc Phuong provides several essential hydrological services to local communities. For instance, the forest protects the watershed of the Yen Quang reservoir, which provides water for domestic and agricultural use.

Related projects

Frankfurt Zoological Society have established an Endangered Primate Rescue Centre (EPRC) at Cuc Phuong National Park, in order to conduct captive breeding and veterinary research on Vietnamese gibbons, lorises and leaf monkeys. The EPRC receives animals confiscated from illegal wildlife traders by government authorities (EPRC 1997).

Cuc Phuong National Park is also the location of the Owston's Civet Breeding and Ecology Project and the Turtle Ecology and Conservation Programme, two initiatives to study and establish captive breeding populations of globally threatened animal species threatened by wildlife trade.

With funding from BP and Statoil, the Cue Phuong Conservation Project (CPCP) was implemented at Cuc Phuong by Fauna & Flora International between 1996 and 2002. The CPCP had five focal areas: (i) socio-economic research to develop a better understanding of use of natural resources by local communities; (ii) a conservation awareness programme to enhance both local people's and visitor's understanding of nature and of the need to protect the national park; (iii) biological research to establish baseline information about Cuc Phuong's biodiversity that enables effective monitoring; (iv) institutional capacity building to develop strong professional skills among national park staff; and (v) species conservation programmes to conserve wildlife threatened by trade.

In collaboration with government partners, the FFI Vietnam Programme is currently implementing a medium-sized World Bank/GEF project entitled the Pu Luong-Cue Phuong Limestone Landscape Conservation Project. The objectives of this project are to protect the Pu Luong-Cuc Phuong limestone range and its wildlife through the establishment of a new protected area, strengthening the existing protected areas system and building the capacity of relevant stakeholders; to improve the conservation status of Delacour's Leaf Monkey; and to generate public support for karst conservation. The project, which will be implemented for three years from 2002, will include a variety of capacity building activities at Cuc Phuong National Park.

Conservation needs assessment

A conservation needs assessment has not been conducted for the site.

Operational management plan

An operational management plan has not been prepared for the site.

Eligibility against VCF criteria

Cuc Phuong meets eligibility criteria A, Band C. However, as a centrally managed Special­use Forest, it will only be eligible for VCF support if the Investment Plan and Operational

Management Plan demonstrate a high proportion of government support directed towards conservation activities.

Description of Project in Cuc Phuong National Park Project communes are located inside protected site, but project activities are carried

outside of this protected site. Details of Project activities in the commune can be seen in Table 4.3.2 and Map in Appendix 7.

All of poles, distribution lines will be rehabilitation and new construction along the existing route, there is no new line will be extended in these communes. Almost project activities will be carried out along the roads (rural roads), near crowded population areas, in the unused lands or crossing agricultural fields, therefore no access road is required. Number of trees to be cut are around 496 trees. These trees are planted trees along the rural roads, in gardens or shrub trees. There is no structure of protected area to be damaged because of implemented project.

5. PUBLIC CONSULTATION AND DISCLOSURE Preparation stage of the Project started from earlier September 2009. All activities of

Public consultation has been done in the middle of September 2009. During project preparation stage, the following activities were carried out: Activity 1: Information & Discussion with Local Authorities on the Line Route Activity 2: Impact Survey and Statistics Activity 3: Inform the public about the Project.

When the survey was completed, Consulting company for the Project has started to inform the local people, affected communes about the Project. The form for announcement is public notice. Summary of comment from participants: - Local government and people are fully aware of the potential environmental impacts of the Project. They also think that environmental impacts will be not serious, manageable. Positive socio-economic benefits of the Project are very considerable. - Route alignments are suitable, appropriate, convenient for construction and are well selected. Environmental impacts are minimized by this route alignment.

- By implementing of the Project, power loss will substantially reduced. Power Service Cooperative can run well their business by having the Project. - Land acquisition and vegetation clearance are well considered and minimized. There will not be any long term environmental impact caused by the Project. - The Project will rehabilitate the existing lines and build new substations so land acquisition is inconsiderable. - Consultant and Contractor should select good time for construction in order to minimize impacts on agricultural production, avoid rural roads damages or degradation, avoid traffic jams. All of the concerns, comments of local people were recorded and considered by consultants and Project's owner during designing of the Project and development of EMP for the Project. Activity 4: Receiving Further Feedback from PAHs Activity 5: Public disclosure and Clearance on EMP The Project will receive an investment license only after appropriate modification of location, design, capacity and/or technology of the project to meet the requirement of environmental protection and resettlement. To address disclosure requirements of OP 4.01, PMU and consulting company will:

• Provide Vietnamese-language copies of the EMP report, RAP, and Project Summary to each commune-level and provincial-level People's Committee in the Project area.

• Advertise in major local newspapers several times over a two-month period. The advertisement will state the EMP, RAP, and Project Summary is available for public review for a two month period during normal working hours at the following locations: 1) the provincial-level People's Committees; and 2) The commune level Peoples' Committees.

• English and Vietnamese-language copies of the EMP report will also be sent to the Vietnam Information Development Centre at 63 Ly Thai To in Hanoi, for access by NGOs and public.

English language copies of the EMP report will be sent to World Bank for publication on World Bank Info Shop.

Responsible persons of Yen Tri, Phu Lai and Yen Lac Communes have agreed that Project activities will not cause any several impact to the Protected sites. See Appendix 5 and Appendix 6 for more details.

6.3. CAPACITY eUIDING

The following training has been conducted to date:

1) May 2002: Training Workshop on preparation of EIA reports for power transmission and distribution projects

2) August 2003: Hands-on learning-by doing training for improving environmental reports.

3) September 2003: Hands-on workshop for environmental assessment of transmission and distribution projects.

4) May 2004: Training on preparation of EMP according to newly environmental templates developed by we experts.

5) November 2004: Launch workshop for RE 2 projects. One important section of the workshop is implementation of EMP for Rural Energy projects.

6) April 2005: Training on social assessment and resettlement issue in transmission and distribution projects under the WB loans.

Future training includes the following:

1) Workshop on sharing experience of EIA preparation and EMP implementation for power transmission and distribution projects. This training is planned to carry out at the end of 2008.

2) Training on implementation of EMP for power projects according to WB requirement.

3) Regular training of PMU on safety issue for staff 4) Regular information dissemination for local people on electricity safety.
