前言

社会工作专业的使命是要敏锐地回应社会的需要，并探索新的服务模式，并同时铭记

在组织体系的稳定发展和建设。为应对变化中的社会工作服务组织形式，社会工作管

理理念和方法都趋于多样化和复杂化，加上全球性的生态环境和冲突在人类社会的不

断升级恶化，社会服务面临着更大和不可避免的挑战。我们需要提升对环境的变化和

风险的认识，并学会于常态及危机情况下更有效地整合、利用资源和信息，加强服务，

决策，计划，组织，监督，评价和创新。

此次研修班邀请来自美国、欧洲、亚太区、中国香港、台湾及内地的学者，以专题分

享及研习工作坊的形式，介绍社会服务管理课程的建设背景、理论概念及相关的社会

工作课程设置。藉以探讨有关社会环境变化及服务政策的应变，社会工作专业在常态

及应急环境下的服务管理意识，应对技术及与社会工作课程的整合等前沿问题，进行

国际与本土社会工作服务管理课程设计及经验对话。

Forewords

The mission of the social work profession is keenly to respond to society’s needs and to

explore new service models, bearing in mind at the same time of the stable development

and construction of the organization system. In response to the changes in the form of

social work service organization, social work management ideals and methodology have

tended to diversify and complicate. Together with the worsening of global ecological

environment and the escalation of conflict in human society, social service faces bigger and

inevitable challenges. We need to upgrade our knowledge of changes and risk in the

environment, and learn to more effectively integrate and utilize resources and information,

strengthening the service decision-making, planning, organizing, supervision, evaluating and

innovating activities of the profession under both normal and emergency situations.

The titled conference has invited speakers from United States, Europe, Asia Pacific, China, Taiwan and Hong Kong to share in the form of plenary sessions and study workshops to introduce the organizing background and theoretical concepts of the social service administration course and relevant social work education programme settings and training materials.

阮曾媛琪教授 Prof YUEN Angelina

香港理工大学副校长

阮曾媛琪教授现任香港理工大学副校长（学院发展及合作）。阮教授 1975 年获香港大

学社会科学（社会工作）荣誉学士学位，1978 年获多伦多大学社会工作荣誉硕士学

位，1983 年取得曼彻斯特大学教育硕士学位，1995 年于香港大学取得哲学博士学位。

阮教授积极参与香港社会服务，现为大学教育资助委员会委员。此外，阮教授曾担任

香港社会工作人员协会主席，现为该会荣誉会长，并曾任或现任多个政府咨询委员

会、社会服务机构及基金会成员，包括社会工作者注册局、香港社会服务联会、香港

基督教女青年会、香港圣公会福利协会、社会工作训练及人力策划咨询委员会、香港

报业评议会、凯瑟克基金会、小区投资共享基金、平和基金及香港公共行政学院等。

自 1980 年代开始，阮教授积极参与内地社会工作专业化及持续发展，并成功促成香港

理工大学与北京大学共同举办内地首项社会工作硕士课程。阮教授亦为 China Journal of

Social Work(中国社会工作期刊) 的创刊主编，该期刊为第一本以英语为沟通语言并针对

内地社会工作及社会发展领域的专业性学术期刊。

Professor Angelina Yuen is Vice President (Institutional Advancement and Partnership) of The Hong Kong Polytechnic University (PolyU). Professor Yuen graduated from the University of Hong Kong (HKU) with a Bachelor of Social Sciences in Social Work and Sociology in 1975, obtained a Master in Social Work from University of Toronto, Canada in 1978, a Master in Education from University of Manchester, England in 1983, and a Doctor of Philosophy (Social Work and Social Administration) from HKU in 1995.

Professor Yuen is a member of University Grants Committee. She was President of the Hong Kong Social Workers Association from 2000 to 2004 and is now the Honorary President of the Association. She has served as a board member of numerous Government commissions, NGOs and charitable foundations which include the Social Workers Registration Board, Hong Kong Council of Social Service, Hong Kong Young Women’s Christian Association, the Sheng Kung Hui Welfare Council, Advisory Committee on Social Work Training and Manpower Planning, Hong Kong Press Council, Keswick Foundation, Community Investment and Inclusion Fund, the Ping Wo Fund and the Hong Kong Institute for Public Administration.

Professor Yuen has been actively involved in the development of the social work profession in the Chinese mainland since the late 1980s and has played a leading role in developing the first Master in Social Work programme in the Chinese mainland in collaboration with Peking University and in facilitating the professionalization of social work in the Chinese mainland. She is also the Founding Editor of the China Journal of Social Work published by Routledge, which is the first English language international refereed journal focusing on social work and social development in Chinese societies.

华东师范大学，获经济学学士学位

香港理工大学应用社会科学学系中国社会工作专业获文学硕士学位

曾任：中国青年政治学院社会工作与管理系主任、研究生处处长

现任：中国青年政治学院北京青少年生命教育基地主任教授

兼任：中国社会工作教育协会秘书长民政部社会工作人才队伍建设专家委员会副主任

委员

研究方向主要在社会工作及社会保障。

Professor Shi Bo Nian was born in October 1949 in Ningbo, Zhejian, and nationality in Han.

He awarded his Bachelor of Economics at East China Normal University, Master of Social

Work (China Program) and Master of Arts in Department of Applied Social Sciences at the

Hong Kong Polytechnic University.

Prof. Shi was the Head of Department in the Social Work and Management, Director of

Graduate School at China Youth University of Political Studies. Prof. Shi is now teaching in

Beijing Youth Director of Life Education Base at China Youth University of Political Studies.

Shi is also the Chief Secretary of China Association for Social Work Education and the Duty

Director in the Ministry of Civil Affairs Committee of Social Work Talent Processional

Construction Expert. His major research direction has been focused on Social Work and

Social Security.


顾林生教授 Prof GU Linsheng

四川大学香港理工大学灾后重建与管理学院执行院长・研究员

Executive Director, Sichuan University-The Hong Kong Polytechnic

University Institute for Disaster Management and Reconstruction

中国出身。 1997 年在日本名古屋大学国际开发研究科博士毕业。 1998 年开始 4 年间

任联合国区域发展中心ー(名古屋)的联合国研究员。 2002 年开始中国科学院地理科学

与资源研究所、清华大学公共管理学院的高级访问学者和客座教授。 2005 年起任中国

清华大学城市规划设计研究院院公共安全研究所所长。 2013 年 7 月任中国四川大学-

香港理工大学灾后重建与管理学院执行院长、香港马会灾害科学研究中心执行主任。

从事应急管理、重建规划、国际减灾、防灾教育等规划编制和政策研究。

Born in the People’s Republic of China, completed a Doctoral degree from the Graduate

School for International Development, Nagoya University, Japan. 1998-2001 UN Researcher

at the United Nations Center for Regional Development (Nagoya Office). 2002,Visiting

Professor, Institute of Geographic Sciences and Natural Resources Research and the School

for Public policy management, Tsinghua University. Since 2005, Director, Center for Public

Safety Planning and Research, Urban Planning and Design Institute, Tsinghua University.

2012, Professor in newly established Institute for Disaster Management and

Reconstruction(IDMR) by Sichuan University - Hong Kong Polytechnic University (present

position). June 2013, Executive Director of IDMR. Engaged in planning and policy

suggestions, such as emergency response, reconstruction planning, international disaster

cooperation, regional development, disaster education.


槟城坑女士 Ms. PHAM Thanh Hang

范槟城杭女士，联合国”减灾战略区域”( 亚洲及太平洋)代表，杭

女士负责协调联合国国际减灾战略在东南亚国家的工作，并与东南亚国家协会（东

协）合作。她还带领区域实施全球使城市永续活动。在此之前加入 UNIDR，杭女士是

湄公河委员会（2007-2010 年）的流域开发规划的协调员。她带领一个国际和区域专家

的团队负责分析各种流域开发方案，促进对话沿岸国家和利益相关者和开发基于水资

源综合管理的原则基础发展战略。其中危机预防和联合国发展计划署（UNDP）在越南

（1999-2007）的项目是她重点的任务。她目前亦承担管理一些开发计划署减贫和社会

发展项目。 Ms. Pham Thanh Hang, Programme Officer at the United Nations Office for Disaster Risk Reduction (UNISDR) Regional Office for Asia and the Pacific. Ms. Hang coordinates UNISDR’s work in South East Asian countries and cooperation with the Association of South East Asian Nations (ASEAN). She also leads the regional implementation of the global Making Cities Resilient Campaign and engagement with Members of Parliaments. Prior joining UNIDR, Ms. Hang was the coordinator of the Basin Development Planning of the Mekong River Commission (2007-2010). She led a team of international and regional experts to analyze various basin development scenarios, facilitate dialogues among riparian countries and stakeholders and develop the Basis Development Strategy based on the principles of Integrated Water Resources Management. Ms Hang was the focal point for crisis prevention and recovery of the United Nations Development Programme (UNDP) in Viet Nam (1999-2007). She also managed a number of poverty reduction and social development projects of UNDP.

大岛隆代博士 Dr. OSHIMA Takayo

日本浦和大学

大岛隆代博士(Dr. Takayo Oshima)出生于日本福岛县，毕业于明治学院大学(Meijigakuin

University ) 。于 2014 年获日本社会事业大学(Japan College of Social Work) 颁发社会福

利哲学博士。

Dr. Takayo Oshima was born at Fukushima Prefecture in Japan, graduated from Meijigakuin

University. A degree of Doctor of Philosophy in Social Welfare was conferred on Dr. Oshima

by Japan college of Social Work in 2014.


丽娜.多米内利教授 Professor DOMINELLI Lena

英国达拉谟大学 Durham University

Dominelli 教授是达拉谟大学应用社会科学系讲座教授和灾害、风险和回复研究所

（Institute of Hazards, Risk and Resilience）的联席主任，她同时担任研究所的脆弱性和

复原力课程主管。Dominelli 教授负责一个由英国经济和社会研究评议会（Economic

and Social Research Council）拨款，名为「将机构和专业操守国际化（Internationalising

Institutional and Professional Practices）」的重点计划；和担任由英国工程和物理科学研

Professor Lena Dominelli holds a Chair in Applied Social Sciences in the School of Applied

Social Sciences and is Co-Director at the Institute of Hazards, Risk and Resilience Research at

Durham University where she Heads the Programme on Vulnerability and Resilience.

Professor Dominelli headed a Major ESRC funded project entitled ‘Internationalising

Institutional and Professional Practices’; and worked as CI on a significant EPSRC funded

project entitled, ‘Climate Change, the Built Infrastructure and Health and Social Care

Provisions for Older People’; and on a major NERC funded project, ‘Earthquake Without

Frontiers’. Alongside the wealth of experience Professor Dominelli has had as a university

educator and researcher, she has worked in social services, probation and community

development. Professor Dominelli has published widely in social work, social policy and

sociology.

He also got his PhD from the department of anthropology and sociology at SOAS, University of London in 1999. He has been visiting professor at the Yunnan University and Sun Yat-sen University in China. In 2001, he jointed the Hong Kong Polytechnic University and began to advocate the participatory research methodology. He

has been involved in China’s rural development for about 15 years and has written

extensively on topics related to rural development, cultural politics, participatory design, social exclusion and marginality, and social work education. His most recent English book is called Moral Politics in a South Chinese Village: Responsibility, Reciprocity and Resistance (2003). His Chinese books include Fe/male Voices: a Practice of Feminist Writing (2008); The Stories of Pingzhai Village: The Practice of Culture and Development (2007); Practice-Based Social Work Research in Local Chinese Context (2007); Rethinking and Recasting Citizenship: Social Exclusion and Marginality in Chinese Society (2005); Research, Practice and Reflection of Social Work in Indigenous Chinese Context (2004); Social Exclusion and Marginality in Chinese Societies, (2003). Now he is associate professor in the Department of Applied Social Sciences at the Hong Kong Polytechnic University and program leader of MSW (China). He is deputy director of the China Research and Development Network and executive editor of China Journal of Social Work.

Prof. Potter, who earned her PhD from the University of Denver and her MSW from the University of Washington, previously served as Associate Provost for Research at the University of Denver, overseeing research policy and strategic planning for research. She also holds a BA from the University of Georgia, where she was a member of Phi Beta Kappa.A proven leader in social work education and research, Prof. Potter also served as executive director of the Butler Institute for Families and was a professor in the Graduate School of Social Work at the University of Denver. Over the past two decades, Prof. Potter has led the Butler Institute’s growth from a small training project into a large, diverse technical assistance and research group with a strong national reputation in child welfare. As an administrator, she is guided by her recent scholarly work on organizational culture and climate.Her areas of research focus on children and families at risk, especially those served in the child welfare, children's mental health and juvenile justice systems. Prof. Potter has a particular interest in minority over-representation and service disparity in child and family serving systems.

Dr. Chan is now the researcher of social work in the Research Centre of Chinese Ministry of Civil Affairs, the social work professional level expertise consultants and the researcher public policy and administration Social Research Centre of Shanghai University, the third door Research Centre researcher at National Chengchi University in Taiwan, social and governance research centre researcher at the University of Hong Kong citizens, special guest researcher Chinese Ministry of Civil Affairs Social Work Research Centre, and the Macao SAR Government Social Work Bureau adviser. In 2005 was appointed by the Ministry of Civil Affairs to do the international comparative study in the specialization and the positioning research in Social Service Members and social worker registration system. In 2007-2010 was appointed by the Macao SAR Government Social Work Bureau to do the researches in capacity building of social services members, performance evaluation and registered consultant of social work. In 2009, Dr. Chan was also appointed by the Ministry of Civil Affairs to review the mechanism and the senior social worker scheme evaluation in 512 Sichuan Earthquake. In 2013 was selected as China's top ten social figure.

Dr. Patricia Findley was born and educated in United States. Dr. Findley has accomplished a Bachelor Degree in Human Services at National College of Education, a Master Degree in Clinical Social Work, Emphasis in Gerontology at Loyola University of Chicago and a DrPH in Public Health, Emphasis in Health Policy Administration at University of Illinois. Dr. Findley is currently a Research Affiliate in Center on Violence against Women and Children, also an Associate Professor, tenured in Rutgers University. Over the past two decades, Dr. Findley has gained a very strong experience in clinical social work. Her academic experience and professional accomplishments shared her teaching philosophy in the fields of Public Health, Clinical Social Work and Human Services.

Prof. Andy Germak is the executive director of the Center for Leadership and Management and Professor of the Professional Practice at Rutgers University School of Social Work. Andy Germak is also the executive director of the Institute for Families (IFF) at Rutgers University School of Social Work (New Jersey – USA) where he leads a team of over 150 staff, faculty, and consultants, and oversees an annual budget of approximately USD 12 million. He collaborates with leadership across sectors for the purposes of raising funds, disseminating knowledge, and building partnerships to achieve the mission of IFF – to support and strengthen individuals, families, and communities in New Jersey and beyond by building the capacity of human service professionals and organizations. Germak is also a member of the School’s faculty and teaches MSW students in the Nonprofit and Public Management concentration. Prior to joining Rutgers University, Germak was president and CEO of the Mental Health Association of Morris County, Inc. headquartered in Mountain Lakes, New Jersey. He also worked for several years at Fedcap Rehabilitation Services, Inc., a large nonprofit organization in New York, as a job developer and as a program manager. Germak began his career by providing case management and mental health counseling to adults at a treatment center, part of F.E.G.S. Health and Human Services System, Inc., in Coney Island, Brooklyn. Germak is the author of various op-ed columns and letters that have appeared in publications such as The Wall Street Journal, The Economist, The Star-Ledger, and the Financial Times. One of Andy’s academic articles, “Social Entrepreneurship: Changing the Way Social Workers Do Business,” appeared in the journal, Administration in Social Work, in 2010, and is the third most downloaded article of all-time for the journal with over 3,000 downloads to date. He received his MBA in 2009 from NYU Stern School of Business with specializations in Finance; Accounting, Taxation and Business Law; and Social Innovation. Yotam Polizer 先生从事人道主义援助和国际发展工作超过 12 年。他目前是 IsraAID 的

亚洲区域总监- 以色列最大的人道主义援助组织。 Polizer 先生一直带领着韩国 IsraAID,

为韩国海难之受害者, 以及事件中其他高危的社群提供心理社会支持服务。Polizer 先生

开拓了“创伤护理模式-培训师课程”，以支持菲律宾海燕台风中受害者，目前他正担任

督导及监控该组织之前线实务工作。在过去的 3 年，Polizer 先生带领 IsraAID, 为日本

东北地区受海啸影响之灾民提供全面的支持计划。他带领该组织提供前线实务工作，

Mr. Yotam Polizer has over 12 years experience in humanitarian aid and international development. He is currently the Asia Regional Director of IsraAID - Israel's Biggest Humanitarian Aid Organization.Mr. Polizer has led IsraAID initiatives in South Korea providing Psycho-Social support for the victims of the Ferry Disaster as well as other communities in risk. Mr. Polizer established IsraAID's TOT (Training of Trainers) Trauma care model to support the victims of Typhoon Haiyan in the Philippines, and currently he is supervising & monitoring the organization's activities on the ground.

Over the last 3 years, Mr. Polizer has led IsraAID holistic support program for the Tsunami victims in Japan's Tohoku region. Mr. Polizer has led the organization's efforts on the ground, from cleaning and relief operations, to the current post-trauma professional capacity -building program in 7 cities of Miyagi and Fukushima prefectures. Hailing from a small village in Northern Israel, Mr. Polizer began his social activism working with juvenile delinquents in a rehabilitation center.

Mr. Polizer's achievements include launching a ground-breaking program to pair Israeli army volunteers with special-needs children, as well as a youth leadership and community development project in Bedouin villages of Israel's Negev desert.

from trauma. Ms. Abrahamov has a comprehensive education background in her academic
