Supplemental Security Income (SSI)

This booklet explains what Supplemental SecurityIncome (SSI) is, who can get it and how to apply.

It provides basic inormation and is not intendedto answer all questions. For speciic inormationabout your situation, you should talk with a SocialSecurity representative.

The SSI program makes payments to people withlow income who are age 65 or older or are blind orhave a disability.

The Social Security Administration manages theSSI program. Even though Social Security managesthe program, SSI is not paid or by Social Securitytaxes. SSI is paid or by U.S. Treasury general unds,not the Social Security trust unds.

What is SSI?

SSI makes monthly payments to people who havelow income and ew resources and are:

Age 65 or older;•

Blind; or•

Disabled.•

I you are applying or SSI, you also should

Disabled or blind children also can receive SSI. Youcan get more inormation in Benefts For ChildrenWith Disabilities (Publication No. 05-10026).

The basic SSI amount is the same nationwide.

However, many states add money to the basic beneit.You can call us to ind out the amounts or your state.

Rules for getting SSI

Your income and resources

Whether you can get SSI depends on your incomeand resources (the things you own).

IncomeIncome is money you receive such as wages, Social

Security benefts and pensions. Income also includessuch things as ood and shelter. The amount o

income you can receive each month and still get SSIdepends partly on where you live. You can call us tofnd out the income limits in your state.

Social Security does not count all o your incomewhen we decide whether you qualiy or SSI. Forexample, we do not count:

The frst $20 a month o most income you receive;•

The frst $65 a month you earn rom working and•

hal the amount over $65;

Food stamps;•

Shelter you get rom private nonproft organizations;•

and

Most home energy assistance.•

I you are married, we also include part o yourspouse’s income and resources when deciding whetheryou qualiy or SSI. I you are younger than age 18, weinclude part o your parents’ income and resources.And, i you are a sponsored noncitizen, we mayinclude your sponsor’s income and resources.

I you are a student, some o the wages or

scholarships you receive may not count.I you are disabled but work, Social Securitydoes not count wages you use to pay or items orservices that help you to work. For example, i you

need a wheelchair, the wages you use to pay or thewheelchair do not count as income when we decidewhether you qualiy or SSI.

Also, Social Security does not count any wages a

blind person uses or work expenses. For example, ia blind person uses wages to pay or transportationto and rom work, the wages used to pay thetransportation cost are not counted as income.

I you are disabled or blind, some o the income youuse (or save) or training or to buy things you need towork may not count.

Resources (things you own)Resources that we count in deciding whether you

qualiy or SSI include real estate, bank accounts,cash, stocks and bonds.

You may be able to get SSI i your resources areworth no more than $2,000. A couple may be able toget SSI i they have resources worth no more than$3,000. I you own property that you are trying to sell,you may be able to get SSI while trying to sell it.

Social Security does not count everything you ownin deciding whether you have too many resources toqualiy or SSI. For example, we do not count:

The home you live in and the land it is on;•

Lie insurance policies with a ace value o $1,500•

or less;

Your car (usually);•

Burial plots or you and members o your immediate•

amily; and

Up to $1,500 in burial unds or you and up to $1,500•

in burial unds or your spouse.

Other rules you must meetTo get SSI, you must live in the U.S. or the

Northern Mariana Islands and be a U.S. citizen ornational. In some cases, noncitizen residents canqualiy or SSI. For more inormation, ask orSupplemental Security Income (SSI) For Noncitizens (Publication No. 05-11051).

I you are eligible or Social Security or otherbenefts, you should apply or them. You can get SSIand other benefts i you are eligible or both.

I you live in certain types o institutions, you mayget SSI.

I you live in a city or county rest home, halwayhouse or other public institution, you usually cannotget SSI. But there are some exceptions.

I you live in a publicly operated communityresidence that serves no more than 16 people, you mayget SSI.

I you live in a public institution mainly to attendapproved educational or job training to help you get ajob, you may get SSI.

I you live in a public emergency shelter or thehomeless, you may get SSI.

I you live in a public or private institution and

Medicaid is paying more than hal the cost o yourcare, you may get a small SSI beneft.

How to apply for SSI

I you are applying or SSI, you can complete a largepart o your application by visiting our website at

www.socialsecurity.gov . You also can call us toll-reeat 1-800-772-1213 to ask or an appointment with aSocial Security representative.

Parents or guardians usually can apply or blind ordisabled children under age 18. In some cases, otherthird parties can apply or children.

You should bring certain items when you apply.

Even i you do not have all o the things listed below,apply anyway. The people in the Social Security oicecan help you get whatever is needed. Please bring:

• Your Social Security card or a record o your SocialSecurity number;

• Your birth certifcate or other proo o your age;

• Inormation about the home where you live, such as

your mortgage or your lease and landlord’s name;• Payroll slips, bank books, insurance policies, burial

und records and other inormation about yourincome and the things you own;

• The names, addresses and telephone numbers odoctors, hospitals and clinics that you have been to,i you are applying or SSI because you are disabled

or blind;• Proof of U.S. citizenship or eligible noncitizen status.

You also should bring your checkbook or otherpapers that show your bank, credit union or sav-ings and loan account number so we can have yourbeneits deposited directly into your account. Directdeposit protects beneits rom loss, thet and maildelay. The money is always on time and ready to usewithout making a trip to the bank.

A note for people who are blind or disabledI you work, there are special rules to help you. You

may be able to keep getting SSI payments while youwork. As you earn more money, your SSI paymentsmay be reduced or stopped, but you may be able tokeep your Medicaid coverage.

You also may be able to set aside some moneyor a work goal or to go to school. In this case, themoney you set aside will not reduce the amount oyour SSI.

Blind or disabled people who apply or SSI may getree special services to help them work. These servicesmay include counseling, job training and help ininding work.

Right to appealI you disagree with a decision made on your

You have the right to be represented by anattorney or other qualiied person o your choice.More inormation is in Your Right To Representation (Publication No. 05-10075).

You may be able to get other help

I you get SSI, you also may be able to get help rom

your state or county. For example, you may be ableto get Medicaid, ood stamps or other social services.Call your local social services department or publicwelare ofce or inormation about the servicesavailable in your community.

Food stampsI everyone in your home signs up or SSI or gets

SSI, Social Security will help you ill out the oodstamp application.

I you do not live in a home where everyone signsup or SSI or gets SSI, you must go to your local oodstamp oice to get ood stamps. You can get moreinormation about ood stamps by visiting our websiteor calling us to get Food Stamps And Other NutritionPrograms (Publication No. 05-10100).

MedicaidWhen you get SSI, you also may get Medicaid which

helps pay doctor and hospital bills. Your local welareor medical assistance ofce can give you inormationabout Medicaid.

Help paying for MedicareI you get Medicare and have low income andew resources, your state may pay your Medicarepremiums and, in some cases, other Medicareexpenses such as deductibles and coinsurance. Onlyyour state can decide i you qualiy. To ind out iyou do, contact your state or local welare oice or

Medicaid agency. You can get moreinormation about these programs romthe Centers or Medicare & MedicaidServices (CMS) by calling the Medicaretoll-ree number, 1-800-MEDICARE(1-800-633-4227). I you are dea orhard of hearing, you may call TTY 1-877-486-2048.

You also may be able to get extra help payingor the annual deductibles, monthly premiums andprescription co-payments related to the Medicareprescription drug program (Part D). You may qualiyfor extra help if you have limited income (tied to the

federal poverty level) and limited resources. Theseincome and resource limits change each year and arenot the same as the SSI income and resource limits. Youcan contact Social Security for the current numbers.

If you have both Medicaid with prescription drugcoverage and Medicare, Medicare and SSI, or ifyour state pays for your Medicare premiums, youautomatically will get this extra help and you don’tneed to apply.

You may be able to get Social Security

I you have worked and paid into Social Securitylong enough, you also may be eligible or SocialSecurity benefts while you are receiving SSI.Retirement benefts can be paid to people age 62or older and their amilies. Disability benefts go topeople with disabilities and their amilies. Survivorsbenefts are paid to the amilies o workers who

have died. I you think you may qualiy or SocialSecurity benefts, call us to make an appointmentto talk with a Social Security representative.
