    Colombian institutional experience in housing social interest dating from 1939 when itcreated the Institute of Credit Territorial (ICT), an organization that until 1991, wasresponsible for building and provide credit to purchase housing for the less favored. Withthis system the government subsidized rates interest loans and housing prices whichbuilt directly or by contract with private developers. The ICT isprimarily financed with resources from national budget investments forced the financial

    system, with recovery portfolio and occasionally received foreign loans in conditionssoft.

    Over time, the office added ICT support urban development, rehabilitation of substandardareas, provision of community services, improving housing and caredisasters. Historically, the pace of activity depended on ICT national budget allocations andthe importance given to social housing in development strategies. The periods of peakactivity is concentrated in the early sixties, when received funding from the Allianceprograms for Progress and the first half of the 80 when he made an intensive program ofconstruction of VIS.

    By the late eighties, in a process of reflection on social housing, the solutions to theproblem posed lands and questioned the financial scheme of ICT, while expressed concernabout the administrative efficiency of the entity.

    This discussion resulted in Act 3 of 1991, which shifted the policy, according tointernational trends towards a subsidy scheme based on market mechanisms. In this way,the State abandoned its role as financial intermediary and builder of housing andICT was replaced by the National Social Interest Housing and Urban Reform(INURBE), responsible for administering the system of grants and technical assistance .

    The government for more than ten years has implemented a program tosupport those families who do not have a home, or to improve if they do,adding that the improvement would be only to homes that are in a deplorablestate, this program has been called social housing (VIP), which recently hisname has been changed to low-income housing a priority.

    Unfortunately today, Colombia has many irregularities in its development as anation, issues such as violence, drug trafficking, corruption, directly affect thepopulation and therefore we can reveal the imbalance, however there are neworganizations, some of these non-governmental that support and try to helplow-income families.
