5 agencies in pork scam to be abolished
Malacaang is moving to abolish Philippine Forest Corp., the
agro-forestry arm of the Department of Environment and
Natural Resources (DENR) and one of the many spigots that
fake NGOs used to access pork barrel funds, according to
Environment Secretary Ramon Paje.
The environment secretary said Philforest president Erwin
Krishna N. Santos had been suspended indefinitely while the
DENR was investigating the questionable deals the company
had entered into with the bogus NGOs and members of
Congress.Some of the Philforests functions might go to the Bureau of
Forest Management. The immediate goal is to stop the source of
pork leaks, Paje said.
Paje said President Aquino had asked the Office of the
Government Corporate Counsel to study the abolition not only
of Philforest but also of National Agribusiness Corp. (Nabcor)
and Zamboanga del Norte College Rubber Estates Corp.
(ZREC) of the Department of Agriculture; TechnologyResources Center (TRC) of the Department of Science and
Technology (DOST); and, National Livelihood Development
Corp. (NLDC) of Land Bank of the Philippines.
Paje said the President was extremely disappointed with how
the pork barrel scam continued into his administration,
specifically the release of P428.5 million in Priority
Development Assistance Fund (PDAF), the official name of
pork barrel or funds that finance pet projects of lawmakers,through the five state companies.
The P428.5-million PDAF, which came from two senators
(Gregorio Honasan II and Manuel Lapid) and 24 members of the
House of Representatives, was released from October 2010 to
December 2011 to nine NGOs with dubious records.

Napoles has new bank accounts, says ex-aide
Sensing the law was closing in on her, Janet Lim-Napoles
withdrew an undisclosed amount of money before the Court of
Appeals could order her bank accounts frozen amid a
government investigation of allegations that she pocketed P10
billion in lawmakers pork barrel allocations, the Inquirer has
learned.
Napoles reportedly closed the bank accounts, but also opened
new ones.
The latest revelations were made by a president of one of
several dozen nongovernment organizations (NGOs) thatNapoles had formed over the last 10 years allegedly to defraud
the government of billions of pesos in lawmakers allocations
from the Priority Development Assistance Fund (PDAF).
She closed the accounts, but she also opened new ones. She
was afraid that Benhur knew about her bank accounts, said the
11th whistle-blower. She could not give an estimate of the
transferred accounts, but she said she had evidence showing that
P320,154.48 was remitted to Napoles from 11 NGO accounts inMetrobanks Magdalena and Abad Santos branches.
The Court of Appeals has ordered the freezing of all of the bank
accounts of Napoles and her NGOs. The Anti-Money
Laundering Council (AMLC) had announced it would look into
at least 400 bank accounts linked to Napoles. The process is
likely to take at least six months.

NCCA helps preserve heritage of Laoang and Capul,
Northern Samar
Islands are unique because of their biodiversity and their
peoples ethnicity, culture and history. But without proper care,
it may be difficult to help these communities retain their
heritage and identity amid a sea of change.
Celebrating Taoid (heritage, in Ilocano), the National
Commission for Culture and the Arts (NCCA) paid a visit to
Capul Island and Laoang in Northern Samar to hold heritage
clinics and help preserve local heritage.
The SCH identified five key locations in Laoang that need
heritage conservation: Saint Michael the Archangel Parish;
Almuraya Fortress Ruins; the Muralla (wall); the Grand Canyon
and the Pergola.
Saint Michael the Archangel Parish was established in the 18th
century by Franciscan friars. The Muralla and the Almuraya
Fortress Ruins, which defended the rear and flanks of the churchfrom Moro invasions, were later built in 1814. Another notable
spot on the island is the Grand Canyon, known as Inogkahan to
the locals. It was carved out of Tumagingting Hill in 1913.
Beside the church are the municipal hall and the Laoang police
station. Between the two modern structures lies the Pergola, a
cobblestone arch built in 1894 as part of the old Casa Tribunal
(Justice Hall). Two Spanish-era cannons sit beside the arch.

Misuari-led MNLF fighters crept into Zamboanga City at
night
ZAMBOANGA CITY, PhilippinesAs early as Sunday night,Moro National Liberation Front forces were able to enter several
coastal villages using small sea vessels from Basilan. Some
entered the city as passengers of a commercial boat from Sulu.
Those from Zamboanga Sibugay arrived via passenger buses.
Zaldy Astam, a resident of Santa Catalina, said as early as
Sunday night, armed men knocked from house to house,humihingi ng mistang (lugaw) (asking for food).
They left after eating, Astam said.
Astam said they were shocked to see the armed men.
The presence of the armed men also prompted some residents toevacuate to the barangay (village) hall.
Santa Catalina barangay chairman Belman Malandi said he was
attending to the needs of the evacuees at the barangay hall whenthey heard the first bursts of gunfire at 3 a.m. Monday.

wont shoot us if they see us), Aukasa said when asked whythey took hostages.

want independence for Mindanao. We wont leave until we areallowed to march without the soldiers), he said.
Ustadz Ismael Dasta, commander of the MNLF from Basilan,
assured the public they would not harm the hostages.
General Rey Ardo, chief of the Western Mindanao Command,
said additional troops from Zamboanga Peninsula and Basilan
the 44th Infantry Battalion in Zamboanga Sibugay and two
companies from Basilanwhere dispatched to Zamboanga
City.

highway leaving and getting inside the city, Ardo told theInquirer by phone.
Ardo said for more than three days, weve been monitoring
their movements and apprehended some of them last (Sunday)
night but some managed to board commercial vessels and they
were able to secure firearms from their local allies and relatives
in Zamboanga City.
Ardo said he could not give actual number of the MNLF forces
who invaded Zamboanga City, but we know its Habier Malikwho is leading the group while Nur Misuari is in Talipao(Sulu).

Caritas Manila art series on exhibit at Chef Jessie
Caritas Manilas exhibit series Artworks at Paintings ng mga
Bilanggo is on view at Chef Jessie Rockwell Club until Sept.
30.
The exhibit showcases artworks done by maximum security
inmates at the New Bilibid Prison. Subjects include religious
icons, Mother and Child, portraits and slice of life. Medium is
either oil, wood burning or pyrography.
The series is under the Restorative Justice Ministry of Caritas
Manila which aims to help artist-prisoners earn a living for
themselves and their families. The ministry is one of the projects
of Caritas Margins for the poor and the disadvantaged by
helping them market and sell their products.
Proceeds will also benefit the Youth Servant Leadership and
Education Program (YSLEP), the scholarship program of
Caritas Manila.

Environmentalists, farmers' groups raise alarm on 'Golden
Rice'
MANILA, PhilippinesFarmers and environmentalist groups
on Tuesday vowed to do everything they could to stop the
release of genetically modified Golden Rice in farms and
markets owing to its purported health and environmental risks.
In a statement, Jaime Tadeo, spokesperson of the National Rice
Farmers Council, accused producers and developers of Golden
Rice of sugarcoating the Vitamin A-enriched product to give
a humanitarian face to GMOs, or genetically modified
organisms.
The first generation Golden Rice had low concentrations of betacarotene, the precursor of Vitamin A, and would have required
people to consume 12 times their normal rice intake of rice to
obtain the recommended dietary allowance of Vitamin A, based
on a Greenpeace study in 2001. In 2005, a second generation
Golden Rice was produced that supposedly had more beta
carotene.
I am warning my fellow farmers, once the government
approves the Golden Rice, this will undoubtedly mix with ourseeds and we will not be able to claim our farms as truly
organic. What will happen to our thrust of exporting specialty or
organic rice to other countries? Tadeo said.
The farmers appealed to Agriculture Secretary Proceso Alcala to
deny the entry and releases of GMOs into the country,
particularly Golden Rice because it will not only cost the
country its emerging niche in rice exports but also endanger the
countrys biodiversity and poses unknown risks to humanhealth.
We dont see any benefit in allowing GMOs into the country. It
will not increase our yield that will improve our income. Even
the Vitamin A component of Golden Rice cannot be ascertained
by its sponsors, said Tadeo.
