REGULAR COUNCIL MEETING CITY OF UDALL Monday, March 11, 2019 The Udall City Council met for the Regular Council Meeting on Monday, March 11, 2019, at 6:30 p.m., at the city building. Stephen R. Brown, Mayor, called the meeting to order. Janette Adams, Michael Grahem, Jason Tharp, and Damon Wilson were present. Quorum established. Also present were Kristen McReynolds, Norma Ciskowski, Michael Mosqueda, Taylor Hopper, Corbin Goodson, Andrew Marino, Eric Allen, and Lulita Hopkins. MODIFICATION OF AGENDA: Add Executive Session for 25 minutes as New Business Item #5. MOTION: by Tharp, second by Wilson, to amend agenda with new business item #5. GENERAL DISCUSSION: 1. RISE Cowley discussion group, held prior to Wednesday’s work session. Attended by members of the RISE Cowley

group including Becky Reid, Extension Agent, Thomas Langer, Cowley Co Health Department, and Kerri Falletti of Cowley First. They reviewed both the Udall Public Library and Wellness Center project plans and a summary of plans for the walking path around the city park. Mr. Langer expressed enthusiasm on the Wellness Clinic and had been looking forward to a location such as this in our community. They are going to be in the process of distributing $400,000 received from a grant awarded by Blue Cross and Blue Shield toward projects promoting health and well-being.

CONSENT AGENDA: MOTION: by Wilson, second by Tharp, to approve the consent agenda including the Clerks and Treasurer’s Reports for February 2019, the minutes of February 11, 2019, Expenditure Report of $88,665.54 and Payroll Account Report Totals of $16,638.75. Motion passed.

OLD BUSINESS: 1. Library – Wellness Center – Rose Mary summarized briefly on Wednesday that she is completing the Environmental

Review to be submitted to the Community Development Block Grant as part of our application process. 2. James Ging and Brooke Carroll of Kansas Power Pool attended the work session regarding the Solar Array option.

The City may purchase solar equipment 150 x 40 feet at an initial cost of $20,000 to place on the property along south Clark Street. It would provide 25 gigawatts and the return on investment would take 17 years to pay back. The life of the asset is expected to be 30 years. It is unsure whether KPP will allow the city to expand it’s capacity in the future.

MOTION: by Wilson, second by Adams, to table this time until there is more information obtained from Kansas Power Pool. All voted aye, motion carried.

3. City Park Walking Path – Wilson reported the SUN Club group had not had their meeting or further defined their project.

NEW BUSINESS: 1. USD 463 request for reimbursement of $3,000 deductible on storage tank at 105 S Main. The Mayor has had

conversations with Dale Adams, School Superintendent, since the work session on Wednesday, and they have an extension past their previous deadline of March 30

th.

MOTION: by Wilson, second by Grahem, to table this item until a Special Meeting scheduled for this item on March 25, 2019 at 6:30 p.m. All voted aye, motion carried.

2. Ordinance #682 amending Chapter III Beverages of the Udall City Code. This allows the sale of Cereal Malt Beverages up to 6% in local convenience stores in line with state statutes.

MOTION: by Wilson, second by Grahem, to approve Ordinance #682 amending the sale of Cereal Malt Beverages up to 6%. All voted aye, motion carried.

3. Senior Citizens Building – Floor repairs. The group is concerned the repairs will completely liquidate their funds. They have revised their repair plan and have an individual to remove the existing tiles, fill cracks and retile. It was requested the City donate toward the repairs. Repairs are also needed for the north and south foundations and the sidewalk around the building, those may be done at a later date.

MOTION: by Grahem, second by Wilson, to table the request for funds until the repair process is completed. All voted aye, motion carried.

4. Renewal – insurance with Insurance Center, Inc. – There was a slight increase, $364.00, over last year’s package total.

MOTION: by Wilson, second by Grahem, to approve the Insurance Center, Inc. renewal of $37,340.00. All voted aye, motion carried.

5. Executive Session – for 30 minutes with city attorney to discuss legal issues MOTION: by Tharp, second by Wilson, to go into Executive Session for 30 minutes to discuss legal issues. All voted aye, motion carried.

Meeting resumed at the proper place and time. No action taken. COUNCIL MEMBER REPORTS: Grahem – Commended the maintenance crew on their ongoing efforts trimming back limbs from lines.

Wilson – Agreed with “atta boy” for the maintenance crew on their good job eliminating problems with limbs and lines. Asked about Asst. Clerk’s progress with KPP’s Cyber Security training in McPherson. Two more weeks before completion. Brown – Cowley RISE will be attending the next work session on March 6 at 6:00 p.m. This will be a community discussion about community needs and explore ideas for collaboration. STAFF REPORTS: Hopkins – Auditors from BKD will be arriving in mid- April for their annual site visit. Brown – Announced he will be judging at the court house and Brown Center with members of Cowley First on March 18-20

th.

On March 28th there will be a Cowley County Emergency Management round table and invited those interested to attend.
