1 General policies
There are many players, actors from different EU countries participating andcollaborating in this project, who are working in different national cultures. Toachieve the project aims we need common policy and agreements according theworking methods. Common quality procedures and quality standards should becreated to make sure that the quality of the finished products will meet therequirements of our target groups.
1.1 ISO 9001:2008
SME 2.0s Quality Management Handbook (QMH) is based on ISO 9001:2000standard which was adopted by Prompt Education in 2001. This QMS emphasizesthe importance of
understanding and meeting requirements,
the need to consider processes in term of added value,
obtaining results of process performance and effectiveness, and
continued improvement of processes based on objective measurement.

On the figure (cited from ISO 9001:2008 standard) is the model of a process-based quality management system. The model illustrates that costumers

play a significant role in defining requirements as inputs. Monitoring ofcostumers satisfaction requires the evaluation of information relating tocostumer perception as to whether the organization has met thecostumer requirements.
1.2 General principlesThe Consortium shall:
1. identify the processes needed for QMS and their application through theproject period
2. determine the sequence and interaction of these processes
3. determine the criteria and methods to ensure both the operation andcontrol of these processes are effective
4. ensure the availability of resources and information to support and
monitoring of these processes5. monitor, measure an analyze these processes
6. implement actions necessary to achieved planned results and continualimprovement of these processes
1.3 Methodology
The Consortium will use the methodology known as Plan-Do-Check-Act (PDCA)to all project processes, with the aim of to enhance the target groupsatisfaction through the effective application of QMS, includingprocesses for continual improvement and the assurance of conformity to
the target group and applicable regulatory methods.

The PDCA cycle (development, testing, feedback and correction) should be builtin every single activity. The systematic use of the PDCA cycle throughout theproject provides for the opportunity to continuously improve the productsdeveloped, the methodology applied, the process implemented as well as the
quality assurance procedures themselves.

1.4 Product realization
The Consortium plans all of the product realization. Planning of the productrealization should be consistent with the requirements of other processes ofQMS. The plan should include
7. quality objectives and requirements for the product,
8. the need to establish processes, documents, and provide resources for theproduction,
9. required validation, verification, monitoring, inspection and testactivities specific to the product and criteria for product acceptance,
10.records needed to provide evidence that the realization processes andresulting product meet the requirements.
2 QMS
With signing the contract between Hungarian Leonardo Agency and PROMPT andbetween the partners and Prompt we undertake to do our best in order toachieve the project aims and objectives. In the proposal we clearly defined thetarget group, we carried on a prior need analysis, and on this basis of theanalysis we elaborated the work program for the two years long project period.
The target groups of the project are: managers, employees, owners of EuropeanSMEs, teachers and trainers of VET, e-learning providers and policy makers.
2.1 Responsibilities
2.1.1 Management responsibilities
The Coordinator shall provide evidence of its commitments to the developmentand implementation of QMS by
1. communicating to the partnership the importance of meeting target grouprequirements
2. establishing the quality policy,
3. ensuring that quality objectives are established,
4. conducting management reviews.
The quality management and quality assurance activities belongs underthe control of the Coordinator all over the WPs, but the partners agreedto follow all regulatory defined in SME2.0 QMS.
2.1.2 WP leaders responsibilities
The WP leaders are responsible to conduct the activities in the WP, to control allactivities considering the planned outcomes. They should do their best to provideall products of the WP in time and in quality defined in the project plan.

2.1.3 Responsibilities, quality management in WPs
2.1.3.1WP1 Project Management
Start and finish: 10/2011 09/2013 (24 months)
Activities: Ensure an undisturbed collaboration and smooth communicationamong the partners; to create productive environment for project development;and to assure the appropriate quality of project outcomes.
Communication, collaboration in SME2.0 project portal. organization of projectmeetings. To progress and control the project activities, procedures and rulesfrom ISO 9001:2008 QMS standards will be applied. To ensure the successfuldevelopment strategy we will use PDCA-SDCA (Plan, Do, Control, Act,Standardize) cycle methods.
In the active period of the project we will monitor, control and evaluate all theactivities, and intervene in any case of deviation from the original project aims.Every product of the project must be controlled, verified and validated accordingthe rules of QMS.
WP leader: P0-Prompt-G Educational Centre for Informatics (HU)
P0 directs all ongoing processes, provides the partners with all informationneeded to carry on the actual tasks. Establishes the evaluation tools, summarizesand publishes the results of the feedback.

Activities: The aim of WP2: to define the work flow in SME 2.0, to consider allthe social, pedagogical, collaborative and networking points of view based on theneeds analysis of the target groups. The output of WP1 should serve as a reliableand usable basis for adaptation, covering the pedagogical, cognitive and culturalaspects of quality e-learning.

DEIS gives professional direction of all ongoing processes, communicates withthe developer partners, and provides the developer with information about theoutcomes of ??? project.

Activities: The aim of WP3: design the methodology for "SME 2.0 onlinecourses" based on SMELearning recommendation, TENEGEN experiences and onthe results of needs-analysis. The consortium will elaborate the syllabuses ofSME 2.0 modules according to an agreed competency framework. In this WPhave to provide with a consistent course design should be elaborated, with
strong dependency on defined learning objectives, the elements of theknowledge to deliver, the methods of the delivery and the methods of proactivenetworking designed to develop the required skills and competences. Theresponsibilities of the actors (participants, instructors, tutors, LMSadministrators) have to be also defined as a crucial element of the logistics ofthe training.
Outcomes
R8: SME 2.0 Curriculum
It contains the syllabuses of SME 2.0 modules and the methodology ofthe course (EN, HU). This document will cover the detailed description
of the modules (learning objectives, learning outcomes, responsibilitiesof the participants, units, etc. This will be the input for theimplementation. The product will use both of SMELearning andTenegen methodology.

Activities: WP7 will formulate the next steps towards standardization by taking
all EU recommendations (e.g. ECVET, EQF) into consideration in a studyintegrating the experiences of the pilot.
Description of activities: The consortium will define the actions needed to createan EU standard for recognizing the competences developed by the course atEuropean level, and should elaborate a model of e-learning to unambiguouslydemonstrate principles of added value of the .e. for SMEs. Using the results ofthe analysis at the EU level, a proposal/blueprint for the Hungarian e-learningaccreditation system will be made in order to achieve the recognition of SME 2.0certificates at national level in Hungary.

3 Communication
To keep track of all the partners the project will be supported by many moderncommunication systems: e-mail, electronic messaging, web based collaborativetools, ftp server.
The Consortium decided to carry on all communication concerning thedevelopment mostly on the portal. We try to avoid the e-mail between thepartners as far as possible in order to share all the crucial information inside thepartnership. The implemented CMS (Content Management System) shouldprovide a comfortable technological background for the collaboration. Every
decision impacting the future of the project must be communicated to all theproject responsible. Permanently updated, the planning is dispatched to all thepartners at each change.

4 Reporting
The Coordinator prepares financial and general reporting, as the wholeadministrative management. Every partner has to contribute to this reporting,
and to the insurance quality policy, which defines its production (see part below).It includes at least a quarter general and financial account of the project; a day-to-day updated monthly work packages delivery check.
Partners should follow the progress reports published on the portal, and shouldreact to the questions concerning their tasks stated in the document.
5 Document management procedures, SME 2.0standards
5.1 Document folder on the SME 2.0 portal
All the documents created by the partners as working materials or final versionsof the results should be uploaded into the Documents folder established on theportal. The tree of the folder is illustrated as follows:
Almost each of WP subfolders (except the first two folders, WP0 and WP8) hasthe same structure:
results: the documents of the results (products) developed in the WP
This folder contains as many subfolders as many belongs to the WP:
template: SME 2.0 templates for the partners to use for document
work: any resources uploaded by the partners for the collaboration draftversions of the results.

5.2 StandardsFor the SME 2.0 documents the partners use unified document templates withcommon word styles. The templates are created parallel with the projectprogress. Common templates are used for:

7 Annexes
Annex 1. Terms
Quality management
Quality management includes all the activities that the Consortium use to direct,control, and coordinate quality. These activities include formulating a qualitypolicy and setting quality objectives. They also include quality planning, qualitycontrol, quality assurance, and quality improvement.
Quality assurance (QA)
Quality assurance is a set of activities intended to establish confidence thatquality requirements will be met. QA is one part of quality management.
Validation
Validation is the first phase of the control whether the product meet the definedrequirements or not. Whenever all requirements have been met, a validatedstatus is achieved. In terms of SME 2.0 the validation means that allproducts will be reviewed by internal or external expert.
Verification
The validated products should be undertaken a verification process too. Theverification will be carried on by involving the target group.
In SME 2.0 the developed courses will be validated by the internal and externalreviewer, who will control that the courses are elaborated correctly to reach the
aimed competencies. The verification process will be established as pilotcourse involving teachers and trainers. On the basis of the feedbacks the coursecan be verified or should be modified against the suggestions.
Valorization
Originally a French term, the concept of valorization is now widely accepted bythe European vocational training community. Valorization can be described asthe process ofdisseminating and exploiting projects outcomes with a view tooptimizing their value, enhancing their impact and integrating them into trainingsystems and practices at local/national as well as European level. Thevalorization activities must be spelled out in a single, coherent valorization planwhich must include a balanced description of activities for disseminating and
exploiting the project results.
The valorization plan should: identify the needs of interested sectors, domainsand end users; define clearly the end users of the projects results; ensure thatthese end users will be consulted during the life of the project; explain howduring and after the end of the project, the results will be disseminated andexploited; how they will reach these objectives both during and after thedevelopment of the project, and which outside players and bodies will beinvolved
Dissemination
Dissemination is A KEY TO VALORISATION. Information on how the projectis developing and dissemination of the results to target groups are the essential

tools for project valorization. Dissemination involves ongoing production of clear,targeted information on a projects achievements via appropriate means.
Risk Assessment
Risk assessment is a scientifically based process of evaluating hazards and thelikelihood of exposure to those hazards, and then estimating the resulting publichealth impact. It provides a scientific framework for understanding the impact ofa wide variety of variables by considering several key questions, such as: Whatare the factors that result in risk? What is the likelihood of harm? How muchharm could occur?

Small and Medium Enterprises are acknowledged all over the world as the driversof economic growth. The economic importance of SMEs is declared in theEuropean initiatives, but their limitations regarding the innovations are reportedin the related studies. The initiatives were followed by several actions and as aresult, we have a huge amount of valuable online and offline contents coveringthe knowledge required for powerful business management. In spite of this facteven the new generation of entrepreneurs (Net Generation) is not fully aware ofthe business potential of social networks, online collaboration, andcommunication tools.Aims
The aim of the project is to transfer the comprehensive methodology, theinnovation of the LdV project SMELearning into a proactive networking of
European SMEs, in which they will able to utilize the business potential of thenewest web 2.0 and networking technology offered by the digital age.
