•CSO “Samopomich” (“Self-Help”) in Lviv

• 15 Selected Municipalities of Ukraine

•National Associations of the Local Self-government Bodies

•Coordination Committee on Economic Reforms under the President of Ukraine

• Parliamentary Committee on State Construction and Local Self-Government

Why is the Project Needed?• About 2/3 of Ukrainians --- Unsatisfied with Quality of Administrative Service Provision.

• Lack of Proper Mechanisms of Citizens’ Feedback and Transparent Follow-up Procedures

• Not too Many Citizens > Believe in Efficiency of the CSOs, > Participate in their Activities.

What are Our Goals?

•Overall Goal: Improving Local Public Administrative Services through Better Public Monitoring and Creation of Effective Feedback Loops

with the Civil Society

Specific Objectives: Strengthening Capacities of CSOs to Monitor and Oversee Provision of Administrative Services

•Promoting Smart Practices of Public Monitoring through Reference Centre of Samopomich and Networking among CSOs

•Transferring Knowledge and Expertise on Local Service Provision into Local Decision-making Processes

•Supporting Raising Transparency and Accountability of Local Governments by Innovative Models of Citizens’ Engagement

• Integrating Smart Practices of Civil Society Participation for Better Local Service Provision.

•Customer Satisfaction Survey in One-Stop-Shop Public Service Hall - in Ivano-Frankivsk Municipality.

⇒ Various Public Administrative Services are done at Only One Place ⇒ Citizen can Save Time by 15% and are Satisfied with Quality of Service, According to the Survey Results

⇒ Trained People Visit or Call Public Office as if they are Ordinary Customers.

•Reporting System through Smartphone and Applications - in Ivano-Frankivsk

⇒Once Citizens Face Situations of Corruption, they can Immediately Report it by Smartphone with Apps

⇒ Raising Awareness on Corruption, Promoting Innovation for Transparency and Accountability of Public Sector

• (A) Established Reference Center for CSOs Based on “Samopomich” March this year⇒ First Training on the best Practices 　 will Take Place at the End of September.

• (B) Experts Conducted Capacity Assessment of Samopomich to Maximize our Support⇒ Capacity Development Plan will be 　 Implemented Based on Recommendations from Experts later this year.

What we did and will do? --- ①

• (C) Finalized our Study of Existing Practices of CSOs in Ukrainian and European Countries⇒ Plan to Present Final Study of Existing 　 Smart Practices in early October.

• (D) Announced Call for Proposals of CSOs willing to Conduct Public Monitoring.⇒ Received 44 Proposals from CSOs . At last, 15 CSOs will be Granted for Monitoring Initiatives in early 2014
