Deutsche Telekom firmly believes in the new era of increasingly smart, networked and interoperable city services. As a Europe-wide communication service provider, in addition to cities we also connect countries. Using the synergies of the existing and planned smart city solutions, we are in a very good position to quickly react and implement valuable, easy-to-use and cost effective “smart city” services.

However, smart city solutions are not only meant for “cities”. They can also be implemented in towns, rural communities or even in the fields to protect agriculture. We have implemented smart solutions in numerous European countries and received extensive feedback and obtained experience that can be used in other projects.

2. SMART CITY WITH INTELLIGENT SOLUTIONS As a result of fast paced and accelerating urbanization over half of the world’s total population lives in cities today. Co-habitation and environmental changes confront city dwellers and the management of cities equally with new challenges in several areas. City development and city management can only be realized increasingly with the help of more advanced tools that are more effective than previously. The info-communication solutions that are integrated to a growing extent in the life of cities contribute efficiently and at lower costs to achieving a perceptible improvement in the population’s quality of life, while enlivening, at the same time, the economy of the particular community both locally and at national level.

Advanced info-communication (ICT) technologies and services are capable of promoting a city’s life profoundly starting from public services through the city’s transport, health, education and commerce to the support of grassroots and self-organizing collectives.

With the proposed services and tools the efficiency of municipal services provided within the competence of local government can be improved, the costs of the city’s administration and operation reduced; moreover, even the city’s revenues can be increased directly or indirectly. The local government can establish new and interactive communication channels for keeping contact with the population, which will enable providing information quickly and cost efficiently or, for that matter, the expeditious handling of the inhabitants’ inquiries.

The complex security systems enable a substantial strengthening of the public security of the settlement, which also contributes to the creation of a more livable and loveable city.

Administration becomes fast and simple anywhere and at any time. The concept of the Smart City embraces technological innovation, improved competitiveness of the economy, sustainability and people-focused city management.

The well established info-communication infrastructure and the high-level digital competencies of the population may turn the settlement into being more attractive for investors coming from outside.

By means of infocommunication tools the local government becomes able to establish interactive and efficient communication channels, build a digitally mature community, create security and operate its institutions cost efficiently. All of the above require the existence of intelligent and efficient systems of city governance that are modularized and can be integrated.

2.1 SMART CITY SOLUTIONS OF MAGYAR TELEKOM GROUPIn its partnership agreement signed with the Hungarian government to cooperate in the establishment of Digital Hungary Magyar Telekom Plc. has committed to continuing its pioneering activity conducted so far in the expansion of the everyday use of IT and telecommunication technologies and in the enhancement of digital literacy.

The Smart City solutions of Telekom Group are mainly the results of cooperation between local government and citizens: Telekom and the local government of Szolnok, this city of county rank launched in 2009 the program called T-City Szolnok – the City of the Future. The aim of T-City is to provide the most advanced telecommunications, IT and content services to the management and community of the city and fine tune them on the basis of their opinion and experiences.

Magyar Telekom Group offers Smart City solutions in the following areas:

MOBILITY / TRANSPORTThe complex info-communication solutions, the intelligent community card system, the electronic ticket and pass system as well as the passenger information system contribute to improving the level of community transportation and passenger satisfaction while, at the same time, assist the establishment of the future Smart City. The passenger friendly electronic public transportation system offers immediate and tangible benefits to users of public transportation and transportation companies, and, therefore, to the cities operating or supporting such systems.

SECURITY Solutions that ensure the security of homes, institutions and the whole city area play a key role among Smart City solutions. The community card system is an excellent way to provide safe access to public and local government buildings and can be well used even for a broader pool of users, like larger companies and hotels. Complex settlement and traffic monitoring systems can be set up to enhance public and transport security using the intelligent traffic monitoring solutions. What is more, the intelligent functions of the video management system of T-Systems Hungary are suitable to globally monitor both public and private areas.

ENERGY EFFICIENCY AND SUSTAINABILITY The implementation of the various innovative ICT solutions helps to reduce in a short time spectacularly energy consumption, carbon-dioxide emission and the effects of climatic change while it also aims to spread energy awareness.

Globally and also in Hungary the development of intelligent public lighting in settlements is underway. Magyar Telekom executed a pilot project on the basis of the modernization of a city’s public lighting, succeeding in cutting considerably the costs of both direct energy consumption and maintenance.

The use of Optimal Energy Management System developed by our Group enables the assessment, optimization and control of the energy used for the operation of institutions and thus overhead costs can be reduced.

Intelligent passenger information and traffic management introduced in community transport reduces energy consumption and carbon-dioxide emission to a considerable extent.

As part of the concept on sustainable city operation, the package of solutions offered by T-Systems Hungary contributes to reducing significantly environmental loads by optimizing waste collection public utility services, as well as assessing and analyzing the composition and pollution of water and air, and other environmental effects.

COMMUNITY SERVICEST-Systems Hungary offers numerous solutions that support the organization of a community’s (city, institution, company) life. A lot of Smart City solutions are available electronically for the population. A good example is the community card system which has been introduced to establish up-to-date, high-reliability systems which allow citizens to use public services. Using electronic tools to contact the respective institutions of local governance provides for cost efficient, convenient, fast and smooth processes through which more than ever before people concerned can be involved in decision making, whereas the city’s management can obtain feedback at a low cost, quickly and efficiently about the opinion of the population concerning issues that affect a great part of the community.

DIGITALIZED LOCAL GOVERNMENTSWe have developed professional systems that satisfy the needs of local governments in all areas, can be expanded in multiple ways and respond to both current and future challenges. They can be perfectly tailored to the customer’s needs and are comprised of solutions that can be applied on the most varied platforms.

WAY OF LIFE The various informative mobile solutions, like the MobilVáros (Mobile City) application of Szolnok may offer a handy solution for enlivening local community life. The application provides information for citizens and tourists visiting the city; nevertheless it can be used as an interactive communication platform between people and the city’s management. The establishment of Wi-Fi services in public areas provides the preconditions for anyone and any time to access in excellent quality and free of charge the internet connection necessary for our work, pastime activities and information. By today the use of info-communication solutions has become unavoidable even in medical services. Tele-medicine services enable patients to meet their doctor only when justified. Doctors can define the conditions of the patient’s professional treatment and the guidance in the hospital or even remotely in the patent’s home.

THE DEVELOPMENT OF DIGITAL COMPETENCIES Hungary lags behind the EU average to a great extent in the use of digital skills and services. It is not only a cultural issue but it also refers to economic and social competitiveness. Today nearly 90% of the jobs available in the labor market require the indispensable skill of digital literacy and at least the basic ability to use digital devices. Having recognized this need Magyar Telekom Group has been launching for close to 10 years competency improvement and digital literacy enhancement programs (Digital Bridge, Internet Academy, MobileSchool, etc.) The development of digital competencies is indispensable for the elderly, as well as for families at a disadvantage and companies, naturally for different reasons, and using different methods. Intelligent city development calls for the advanced digital skills of the city’s inhabitants and companies irrespective of the fact that ICT solutions have become increasingly easy to handle by users.

In this respect also Szolnok’s T-City is a pioneer since Magyar Telekom Group provides regularly and free of charge competency building programs and opportunities for all social groups, from children through the elderly and businesses to unemployed people, aligned with the needs of the particular group of people.

2.2 T-CITY SZOLNOK – THE CITY OF THE FUTURET-City is the joint development and innovation program of Magyar Telekom and Szolnok with county powers running now for several years. It was launched in 2009 with the aim of developing and testing the most advanced telecommunication, IT and content services. The wide range of products and services simplify administration and drive the city’s economy. The city’s management and inhabitants help the developers with useful feedback during the program: the inhabitants, institutions and local government organizations involved in the program contribute their experiences to improve the services. The T-City project embraces, among others, the support of tourism, certain security services, optimization of the energy consumption of households and institutions, but there are also solutions that contribute to the preservation of health; we can mention an exceedingly popular solution, the intelligent City Card, which combines several functions in a single application.

„The aim of the local government in every area is to do its work at a level that complies with the spirit of our age. Therefore we have marked the use of info-communication services in the administration related to the population to be one of the areas to be improved. Magyar Telekom’s T-City program has been looking for solutions in the relationship of the population and the city that have become by now the part of everyday life, although so far no attempts have been made to apply them in the public sphere. The path offered for use has perfectly coincided with our intentions. The success of Szolnok T-City pilot project has been due to the fact that the population has supported the initiative and welcomed it with interest”- pointed out Szalay Ferenc, the city’s mayor.

3. MOBILITY / TRANSPORT

3.1 INTELLIGENT SOLUTIONS IN COMMUNITY TRANSPORTComplex infocommunication solutions, electronic ticket and pass system and passenger information systems can help to improve not only the level of transportation and the satisfaction of its users but, at the same time, the foundations of the future Smart City can also be created. The passenger friendly electronic transportation system brings us closer to the concept of the Smart City through one of the most widespread services affecting the highest number of people and offers immediate and tangible benefits to all users of transport as well as transport companies. T-Systems Hungary plays a key role in the widespread introduction of intelligent transportation systems in Hungary.

In the competition of individual and public transportation the use of the latter can become an attractive alternative for passengers only if service providers are able to enhance the experience of travelling while, at the same time, reducing its costs. On the one hand, therefore, passengers have to be enabled to readily access precise and transparent data so that they can plan their travels in a comfortable manner. At the same time the ability to plan is also important for transportation companies because to provide their services with the necessary efficiency they must have the most important data for process organizing at their disposal; what is more, such data should be updated and accessible in an integrated and easily accessible manner.

THE VECTOR SYSTEMThe integrated telematic product of T-Systems Hungary, VECTOR, offers a complex solution for both the clients and providers of community transport. Through Vector passengers can directly experience the tangible benefits in the course of planning and making their journey.

STRUCTURE The VECTOR system has the ability to provide comprehensive IT support for the core operation and traffic processes of community transport providers from planning through implementation to processing and analyzing actual data; moreover, it can provide information for passengers even on the basis of real time data. Its modularized structure enables the system to be tailored to the individual needs of the customer; what is more, the individual components can be parameterized separately, and upgraded, if necessary.

3.2 INTELLIGENT COMMUNITY CARD SYSTEM – TRANSPORT MODULEThe solution, which belongs to the intelligent community card system, is an advanced, highly reliable, distributed, highly fault resistant electronic ticket and pass system, which complies with the Elektra recommendations and enables the use of community services. It:

§ facilitates the use of mass transport applications, § is furnished with other city-card based services and can be supplemented with further ones, § is open to the integration of PKI (public key infrastructure) based electronic public administration services.

All services are used with the help of a single chip card.

The figure below demonstrates the players of the transport card ecological system, their roles as well as their relationship with the underlying system supporting the operation of the card:

The system of planning and preparation is a GIS supported application supplied with optimizing routines, which, depending on the model used in the client’s environment, supports the transport company in planning its services (network, time table, traffic calendar, circulation, performance), and the allocation of resource requirements (roster, command).

Plan data derived from the planning system or some other professional application available at the client are taken over by the VECTOR traffic control module. The GPS based on-board devices that constitute a part of the application, incessantly collect and forward the data related to the position of vehicles. Plan and position data are compared by the system continuously and are displayed in various views to dispatchers. The integrated communication sub-system enables contact in writing (text messaging) and speaking (radio) between dispatchers and drivers of the vehicles. The dispatcher can intervene in the implementation via the traffic control module and is able also to log the events.

The ticket and pass vending sub-system embraces the support of selling ticket on board, at cash-desks, via the internet and mobile phone as well as from the vending machines at the stops. The application developed for vending tickets and passes constitutes an element of the central on-board equipment on long-distance routes; the cash machine does not represent a stand-alone unit, therefore the solution performs traffic control and passenger information tasks alike as well as commands and monitors the on-board components. The module is also recommended for use at ticket offices and the implementation of the advance booking sub-system based on the internet may offer an obvious option for exempting the vehicle driver from the job of on-board sales. This function, if furnished with the suitable software and hardware components, may even be used as a smart-card based electronic ticket system.

The passenger information module is connected to the traffic control system. The module evaluates the information derived from the GPS based monitoring of vehicles and then, on its basis, it controls various components (on-board and stop displays, boards and monitors). Finally it also provides data for the internet, mobile or text message based systems. All this enables providing real-time information aligned with the actual traffic situation before and during the journey.

The ”green light request” sub-system provides benefits for both passengers and operators mainly in city transport but, of course, the regularity of the service is considerably improved, the time of travel reduced and speed of circulation enhanced also in other environments; moreover, by eliminating the need of waiting unnecessarily with the engine turned on it also reduces the vehicle’s hazardous emissions. The module, integrated in the on-board equipment, controls - depending on the vehicle’s time-table status - the traffic light junctions involved in the system and provides as necessary green path for vehicles or even extends the green signal period.

Technology vehicle inspection functions enable the collection of technical data on board of the vehicle and the generation of statistics. The module monitors, with the help of data processing, the actual technical status of the vehicles, the fuel level and operating conditions, helps to plan maintenance activities and, if the vehicle is enabled for it, send alarm when experiencing disorder in operation to the personnel in charge of vehicle maintenance. The functions enable optimizing the maintenance process; increase the availability of the vehicles for service and fuel consumption (even over-consumption) can be continuously monitoremonitored.

The passenger counting module constitutes an optional part of the system and processes data generated by the passenger counting equipment installed on board of the vehicles. The database provides a precise picture on the usage of each service, therefore, by optimizing its local and long-distance services both the client and the service provider will be enabled to reduce their operating costs, while improving travel experience.

Finally, the processing and analytic modules support the processing of actual data, the settlement of plan and actual data, consolidation of wage and performance data, settlement of sales data and, if necessary, their forwarding to the ERP system.

TICKET VENDING MACHINES (TVM)Presentation of most advanced technologies that enable the sale of a whole supply of tickets and passes from machines in 7/24 with the use of existing payment methods like cash, credit cards, paypass, etc. These TVM facilities provide the possibility of purchasing valid tickets and passes for city passengers. T-Systems Hungary became the biggest TVM implementation partner and operator in Hungary.

WI-FI ON BOARD OF VEHICLESIn order to make public transportation a real alternative, it is essential to increase the travel experience. In the age of mobile phones the on-board Wi-Fi service on long-distance transport vehicles is no longer a comfort service but an expectation. T-Systems Hungary implements Wi-Fi systems based on mobile phone services on trains and also on long-distance, international buses.The largest Wi-Fi project on trains in Hungary was executed by T-Systems Hungary where more than 700 railway passenger cars were equipped with a wireless solution.

THE ESTABLISHMENT OF A PUBLIC BIKE SYSTEM REQUIRES THE FOLLOWING ASSETS: § depositories, including

§ docking stations: bikes can be connected through various technologies, e.g. RFID (radio-frequency identification)/electro-magnetic locking system or code lock/mobile phone;

§ information terminal: bank card/magnet card/chip card reader, printer, pin pad, touch screen computer;

§ security system: the DCRI system can be a camera (the images provided by the cameras do not offer real time information - image is stored on a data registration device for the purpose of analysis, but the camera can be a deterrent against thieves), and a chip (the chip card built into the body of the bicycle serves as an anti-theft device);

§ bicycles, § IT systems that ensure operation (logistics, maintenance, customer service, pay).

In terms of the logics applied various solutions are in operation, so they can serve as an example for Hungarian settlements and regions, and provide various alternatives.

B+R solution A station storing several bicycles at the same time situated at a couple of frequented locations, mostly close to railway stations and P+R parking lots. This enables commuters arriving in the city to change for the bicycle simply and quickly. In this solution the bicycle can be kept by the user for even the whole day; however, it has to be returned to the initial station by the end of the day. In addition, this solution may even supplement railway transport and long-distance bus transport by locating bicycle stations at the railway stations and bus stops.

Multi-docking solution In this concept several minor docking stations are set up at various points of the city. So, supplementing public transport, they can be used even for purposes of tourism, as the user can take and return the bicycle at any station where there is a vacant lot. (Therefore the bike can be used for one-way travels also).

The essence of this type of operation is that the user of the service can rent and return the bike at several places, use it for short distances and time, e.g. to get from work to the place where they have lunch or a café for a meeting or a public transport node, stop and back.

THE CAPITAL CITY PUBLIC BIKE SHARING SYSTEM (MOL BUBI)MOL Bubi is a recent kind of community transport service, which offers the population an individual public option within a specific regional environment. In the implemented project T-Systems Hungary ensures systems integration, data communication and the various software needs, while Csepel Zrt. manufactures and supplies, as well as installs the bicycles suitable for use. In the first five years of operation MOL Bubi operating tasks are performed jointly by the two consortium members with the control and professional supervision of Csepel Zrt.

31 terminals out of the 76 are furnished with the possibility of credit card payment and touch screen. A total of 1100 bicycles can be rented at the 1521 docking stations of the system. Renting and returning of the bicycles is provided on a self-service basis at the automatic collecting stations. Place of return is optional at any collecting station within the network, and the system takes care of the even loading of the stations.

Credit card payment is available both at the terminals and on the web site of the system, which is also available through a high standard mobile application developed for iOS, Android and Windows Mobile platforms, providing, among others, information about the location of the nearest Bubi station, the number of available vacant lots and bicycles and the actual balance of our credits for use.

The solution contains a complete underlying system and a front-end system that can be expanded.

The underlying system is capable of any operation that may emerge in relation to the use of the ticket system: card registration, sale of tariff products, control of tariff products, settlement of transactions, generation of business and operative reports, system management, security functions, etc. The front-end system contains the on-board ticket validating equipment. The tariff products available on the transport cards have to be validated on them. Furthermore we provide electronic devices for ticket controllers to verify tariff products; with these devices they can check the travel entitlements.

Travel information reaches the centre through the ticket validating devices.

Furthermore the system has the ability to manage NFC based smartphones, in which case tariff products can be downloaded to the passenger’s NFC capable phones even through OTA access. The main point of this solution is to equip stations, bus stops with vandalism- and fail-safe, intelligent, secure passive NFC tags. Due to the rapid technological development of recent years, smart phones with NFC technology are becoming more and more widespread. This allows us to let the passengers have the relatively expensive (intelligent) active device in their hand so it is no longer necessary for the Transportation Company to procure high-cost validation devices.

3.3 PUBLIC BIKE SHARING SYSTEMThe public bike sharing system is a recent and alternative mode of community transport through which a settlement operates bicycles that are readily accessible to anybody, are easy to rent and are located on spots relatively close to each other at major commuting centers of the locality.

Tied to the Smart City concept info-communication solutions play a major role in the public bike sharing system as well: those who use the system can find the nearest docking spot with the help of the internet or the mobile application and obtain real-time information about the availability of bikes at the respective spots. Usage fees can also be uploaded and tracked through the internet or mobile devices.

In terms of the purpose of using bicycle two main groups of users can be differentiated:

Users in the first group are those who use the bicycle for the purpose of travel, i.e. going to work or school, getting about their business and shopping. Here we have in mind city dwellers, who would like to cover short distances to reach their destination and the commuters, who opt for combined modes of transport. Riding between stops of public means of transport also belongs to this group, which is connected to the idea of multi-modality. Multimodality is one of the most important vertical trends supporting the enhancement of the significance of community transport, the essence of which is that passengers should be enabled to select the suitable transport means for the various travel phases. The same requires the establishment of integrated traffic control and passenger information systems the time table of which is coordinated.

The second group is made up of leisure riders. Those belonging to this group ride the bicycle for tourism, to view natural attractions, cultural and artistic treasures or to have fun.

The establishment of public bike systems has benefits in protecting the environment and health. It is also a cost efficient and time saving solution for those who want to cover short distances.

4. SECURITY

4.1 INTELLIGENT COMMUNITY CARD SYSTEM—ACCESS CONTROL AND SAFE PLACES TO GO

ACCESS CONTROL SYSTEMSAdmission to buildings of public institutions and local governments can be made more efficient with the help of the intelligent community card system, but it can be well used in a broader range of applications, for example at major hotels. The system allows management of various authorization levels; therefore security can be further enhanced by limiting and logging the movement of users. The solution facilitates at workplaces the registration of the hours of work and patrol control. It is more than the traditional and simple access control system.

INTEGRATED SCHOOL INFORMATION SYSTEM – SCHOOL CARD In the framework of T-City Home Lab RFID (radio frequency identification) technology based student identifying access control system was introduced at the primary school of Szolnok’s Szandaszőlős district in the 2009/10 school year.

Every student of the school joining the testing of the system received a School Card, which is a plastic identification card operating with RFID technology. The school can be entered and left with the help of the card through the turnstile gates at the entrance of the school, with which the risk of unauthorized access can be reduced to a considerable extent and security of students and the school’s assets can be improved significantly.

The system continuously logs entries and exits and those who are authorized and registered, like the students’ parents, can retrieve the related data at any time even through the internet. If they so request, parents can be notified in a text message when their child arrives at school as well as about the time of leaving the school. The system also contains an LCD information display, which greets those who enter the school and also displays school edited messages of public interest.

The experiences obtained during the test operation in Szolnok had been used to improve and enhance the system and, by the end of 2010, a global concept developed for schools, called the integrated school information system, came into being.With the integrated school information system a unique development sprang into life in Hungary, which simultaneously serves children’s security, may help education and offer cost efficient solutions in the area of school administration as well (e.g. integration of the library or lunch ticket system).

4.2 CITY AND TRANSPORT SAFETYThe aim of the city and transport safety solutions T-Systems Hungary offers is to help improving the public security of settlements as well as to prevent and track criminal activities committed in public areas and to reduce the number of traffic accidents. In addition, supplemented by several useful functions, complex and intelligent traffic and space monitoring systems may help the work of the city’s management and transport organizing professionals.

SPACE MONITORING SOLUTIONS T-Systems Hungary has a number of international references with its video management (VMS) solution. Systems with thousands of cameras were frequently used in earlier projects, but the number of cameras operating within one system can be as high as 10 thousand. The VMS system of T-Systems Hungary can be extended by cameras, intelligent function clusters and users, so a system of practically unlimited size can be installed in response to the actual needs and tasks. As far as its intelligent functions are concerned, it is well suited for monitoring both public and private areas.

TRAFFIC MONITORING SOLUTIONS The intelligent traffic monitoring solution of T-Systems Hungary enables the establishment of a complex settlement and traffic monitoring system. The system has unlimited user authorization levels and a ten-grade approval level management. This way it can be ensured that only those authorized can access and approve the respective functions and alarms. The system logs every event, thus any event can be retrieved subsequently.

TRAFFIC COUNTING AND CATEGORIZING The system has the ability to recognize three different car categories on the basis of the change in pixels (passenger car, van, and lorry). The categories enable statistical statements and counting the traffic by categories. If required, the system can be furnished with even more precise categorizing solutions, with which the precise load and the number of axles can be determined.

SPEED METERING FOR COLLECTING INFORMATION AND ANNOUNCEMENT BOARD MANAGEMENT Speed metering for collecting information can be achieved from images of the camera on the basis of pixel change. The same facilitates even the installation of local speed displays or displays warning the drivers to slow down. If there are several end points, the distance between the various end points and, on the basis of the time having passed, the average speed of the vehicles can be established, with the help of which we can obtain information in the course of the planning of periodical speed measurements.

COMPLIANCE WITH THE RULES OF TURNING The software constantly monitors the movement of vehicles in its area of sight and makes it visible if a participant in traffic e.g. drives through the dividing line or infringes some other rule of turning.

TRAFFIC LIGHT MONITORINGThe system can be connected with traffic light control and it will thus have precise information about light signals. When the lamp turns red, it automatically senses the vehicles crossing the junction and reads their number plate.

NUMBER PLATE READING In an ideal case the integrated ANPR engine has the ability to read number plates with an efficiency of even 100% precision (the manufacturer warrants 98%). In addition to European number plates it has the ability to recognize Arab and Chinese characters also and establish the nationality of the vehicle within the EU.

WORKPLACE ACCESS CONTROL, REGISTRATION OF WORKING HOURSThe basic aim of the system implemented in Szolnok has been to ensure for the employees of the Mayor’s Office a service for the registration of working hours, approval of request for leave, and logical access control in an integrated manner, with the use of the intelligent community card system and the installation of touch-screen terminals. It is not absolutely necessary that physical access be connected to an access control system, if the focus is rather on administration and other purposes instead of security. An excellent example is the system in operation in Szolnok, where the interactive access control and working hours registration system built on the community card system relies on this basis.

SAFE PLACES TO GOThe aim of the Safe Places to Go concept is to make the time spent at places to go more transparent and safer for the youth. This requirement has been articulated by the interested social groups of Szolnok: the businesses operating places to go, young people, parents, doctors, civil guard, police and last, but not least, the city management and all of them supported the implementation of the concept.

FUNCTIONS:

Admission to places to goThe system can be used by users with their touch free card, like the RFID-based card, which constitutes the basis of the intelligent community card system. Admission to places to go that take part in the program is realized with the help of NFC enabled mobile devices. The person in charge of admission holds the card close to the device to check data. In this way it is possible to establish whether the person who intends to enter has the right to do so.

Card payment The card enables touch free payment at places of acceptance. Connection to this payment solution can mainly be attractive for places to go and local taxi companies. The balance of users (students, festival attendees, tourists) can be topped up through various means and the system supports the following payment channels:

§ online debit/credit card purchase through the web-based interface of the Information portal attached to the card system,

§ bank transfer to the bank account that belongs to the card system and § cash payment at the customer service offices of the card system.

Civil guard identification A key aim of the system is to provide the authorities with a wide range of information about the card’s owner when identified by the civil guard or police or, for that matter, some medical intervention becomes necessary so as to accelerate and facilitate the procedure. Representatives of the concerned authority taking action may access personal data upon adequate and safe identification with the help of their NFC enabled telephones (e.g. who is to be notified, address, sensitivity to medication, etc.) so as to be able to notify a close relative of the young person identified or even take him/her home.

Information portal The system also contains an information portal, which manages various types of users (places to go, parent, underage user, etc.). The history and balance of the account, times of entry and leaving can be tracked and balance can be topped up here. The Safe Place to Go helps to avoid the over crowdedness of the places to go, which may become dangerous, because the system allows real-time tracking of the number of entries and exits and the capacity of the place of interest.

CHECKING DRIVE-IN AUTHORIZATIONS The system can be enabled to check drive-in authorizations with or without interrupting continuous traffic. Checking can be performed on the basis of the car plate, in which case permanent or interim permissions can be allocated to the number plates in the database, or the same can also be done on the basis of maximum weight. Accordingly drive-in zones marked on the basis of maximum weight or car plate number can be checked or entry to a zone equipped with some traffic controlling device can be managed.

DATABASE OF ARREST WARRANTSThe system has the ability to spot the vehicles mentioned in the national (international) database of arrest warrants and automatically notify the competent person by sending a text-message or even an e-mail. The requirement of compulsory approval can also be tied to the event in a manner to be specified in advance.

ZEBRA CROSSING MONITORING The system has the ability to monitor the zebra crossing that has already been included in the database either on a continuous basis or in a manner regulated by the traffic lights. It is also possible to warn the passer-by when the approaching vehicle is already within stopping distance.

COMMUNITY TRANSPORT - MOBILE MONITORING SOLUTIONS The aim of mobile monitoring solutions in community transport is to contribute to reducing crime and misconduct on board of vehicles and identify eventual perpetrators. Another benefit is the screening of travel ticket abuses by drivers.

The space monitoring software is also suitable for mobile observation. Cameras record the image on board of the bus, locally, and the same can be viewed in the centre in a reduced resolution, through HSDPA connection. Reduced resolution is sufficient for the dispatchers in the centre to obtain a valid image about what happened. The evaluation of suspicious events is helped by the shots prepared by the on-board unit installed within the vehicle, which can be recorded with even full HD definition, at a speed of 30 images/second. The precise location of the vehicles is shown on a map as well; moreover we can be given an alarm when the vehicle deviates from the scheduled route.

5. SUSTAINABILITY

5.1 PUBLIC LIGHTING OPTIMIZATIONAccording to experience public lighting accounts for a major cost item in any local government’s budget and the financing of this public service may occasionally turn into a major challenge. Modernizing, however, will not only help achieve a considerable cost reduction, but it will also help to convert into actions the commitment to sustainable development, which has become a similarly important consideration by today. Modernizing cities’ public lighting can occur in various ways. Through the T-City program Magyar Telekom has entered in Szolnok the path to modernizing urban public lighting, which has turned into an exemplary solution. The modernization results in a complex and intelligent system instead of the earlier, unidirectional approach (replacement with LED technology).

INTELLIGENT PUBLIC LIGHTING CONTROL SYSTEM The control system helps utilization of the unexploited possibilities of the public lighting network in such a manner that it embraces the elements of economizing and development in a single harmonized unit. The system equally ensures cost saving in the areas of energy consumption and operation, as well as it supports, through monitoring local consumer needs, the intelligent control of operation.

IMMEDIATE COST SAVING: ENERGY CONSUMPTION AND MAINTENANCE Exploiting the possibilities inherent in intelligent control every network element either separately or as a part of a group can operate according to a set of rules formulated on an as needed basis. Major savings can be achieved through the intelligent operation of the lighting of side roads by night and through the regulation of the intensity of light. Depending on the capabilities considerable immediate saving of 25-30% can be ensured so that the population of the settlement do not sense any drop of comfort. The system is suitable for controlling lamps furnished with both traditional and electronic ignition. The measurement and communication options built into them ensure that the actual status of each system element is known and the losses and wattless powers that occur in the public lighting system can be localized and repaired (e.g. by the replacement of the condensers that are out of order according to the signals of the system); by doing so further considerable savings can be achieved. Data can be presented in an interactive map and a surveillance and alarm system can be adapted to their values. For all this a targeted maintenance strategy can be designed, through which the life-span of the elements can be increased while other operating costs reduced.

INTELLIGENT CONTROL The system provides the possibility for intelligent and digital control within the public lighting network in alignment with 21st century requirements. The network manages separately every public, decorative and building lighting element, grouping them in the preferred manner and regulating their energy consumption and lighting power even on a stand-alone basis (dimming). It provides the user with precise and real time consumption data as well as detailed information regarding each individual lamp. The user can review and control the whole public lighting network while sitting in front of a screen and, if necessary, immediate intervention can be ordered through organizing and controlling maintenance.

The system may provide the basis for a smart network concept. It enables keeping the public lighting network live in 24 hours and thus the installation of additional services with the infrastructure, like:

5.3 WASTE COLLECTION SUPPORTInfo communication solutions may render more efficient the organization of several public community services. The solution of T-Systems Hungary supporting waste collection not only renders work processes more transparent and quicker, but, at the same time, it also contributes to improving service levels and enables a considerable cost reduction (and, in certain cases, revenue increase).

The solution enables efficient job control, embracing the whole process of waste collection and helps waste removing personnel differentiate between waste to be removed and waste not to be removed. An example for the latter is the case when service is suspended due to arrears in the payment for service; all the related information is displayed in a navigational map interface.

The application provides the driver of the collecting vehicle precise, map-based and updated information regarding the number of waste collecting bins to be emptied that day, their size and location and, to the extent necessary and on the basis of information retrieved from the corporate management system, the contractual relationship, as well as records extraordinary events on-line. Such extraordinary events become immediately accessible for customer service to support customer management.

The solution supports mainly day-to-day operative work, and, by collecting the proper information in the course of field work it helps reduce non-payment of fees, the elimination of frequent customer complaints and their expeditious management.

THE SOLUTION CONSISTS OF TWO MODULES: § a map based module supporting field work and § a central dispatcher module

5.2 OPTIMAL ENERGY MANAGEMENTGrowth in energy prices, the need to operate institutions more efficiently, and the environmental protection rules becoming increasingly strict force the heads of institutions to spectacularly reduce their energy consumption as well as the resultant waste emissions and costs.

To achieve all these targets the following must be realized: § elaboration of a complex energy policy and the conscious planning of energy consumption, § continuous control of energy consumption and creation of the possibility of immediate intervention, § generation of adequate and precise information necessary for the purchasing of energy, § identification of the devices and control processes that result in excessive consumption

then the design of correct regulation in order to achieve savings.

The Optimal Energy Management solution and service offered by T-Systems Hungary provides a global response to all the above issues. The info-graphics below depicts the process of the project as well as the structure of the service:

5.4 RECYCLING WITH DIGITALIZED REVERSE VENDING MACHINESRecycling via ReverseVendingMachine (RVM) is an important environment friendly approach, which can be highly supported by the citizens and can be utilized by enterprises.

The modern and automated RVM facilities are located in the entrance of big malls, where people can access them easily. This opens you an opportunity to equip them with a Digital Media Signage (DMS) Solution which gives the citizens a huge touch panel enabling them to consume different sources of targeted information. All the components are run remotely from T-Systems Hungary’s cloud center, in an automated and monitored way.

These RVM machines are specially invented and built, equipped with up-to-date ICT technology. They can automatically measure the content, sending information via wireless or wired lines to the monitoring and delivery centers. They could accept all kind of aluminium cans giving you vouchers, which can be used in the mall during shopping. Using the built-in camera module, it is examined who is using the machine and based on this information, the targeted campaign or information flow starts with the help of the DMS.

T-Systems Hungary service: § We offer hardware components and software licenses as investments, or as a purely monthly fee service. § It is provided as a high-reliability cloud service. § We provide 24/7 continuous remote management and customer service to digital media signage as per the

THE MAP BASED MODULE SUPPORTING FIELD WORK The users engaged in field work collect data for the system regarding the waste disposal habits of customers and they are also enabled to register problem cases. The system, in turn, informs them on data of bins to be emptied.

The map based module supporting data collection and field work runs on WIFI, 3G and GPS enabled mobile devices (tablets) used by vehicle drivers.

The system records various data relevant to the bins that are assigned to the respective addresses: bin size, type and space co-ordinates (the place where it is usually kept). The data aligned in this manner help the service provider control whether the customer acts according to the service contract executed, i.e. the amount of waste disposed of is adequate, waste is collected in waste bins of the proper size and number and whether it can be established if the particular waste bin can be removed. In the event the invoicing data of the subscriptions assigned to the collecting bins reveal that non-payment is constant, the user in the centre may decide whether or not to suspend the removal of the collecting bins. The system will be able to tell on the basis of the results thus obtained which bins are not to be removed and notifies the users doing the field work. The system enables the vehicle driver to simply provide through the map based interface displayed by the mobile field device the location of the respective collecting bins, as well as other information like their size and content. In addition the module also facilitates the on-line management of eventual problematic cases.

THE CENTRAL DISPATCHER MODULE Connected with the map based module supporting field work, the central dispatcher module carries out the administration of users and storing bins and it also receives the reports made by the drivers of waste collecting vehicles. If a vehicle is full, a supporting vehicle can be sent to the particular area after the notification is received through the system. In addition to using the own, internal map, the dispatcher is enabled to display the desired address also on external map based sources, if necessary. The function supports the use of Google Maps and Google Street View as well.

What is the benefit of using such system? § Through substantiated planning the individual items of the annual delivery costs can be forecast, with special regard to fuel consumption. § With the help of up-to-date registration the payment discipline can be improved and the amount of outstanding receivables

can be reduced. § Through appropriate work organization better service can be offered to the population and human resource costs can be kept lower. § The system also supports the possibility of selective waste collection.

5.5 MEASUREMENT AND ANALYSIS OF WATER, AIR, NOISE AND OTHER ENVIRONMENTAL IMPACTSThe Smart City concept attaches a key role to the idea of sustainability, as, for example, the extent of air, water and noise pollution has both short- and long-term effect on the citizens’ quality of life. Monitoring, analysis and rendering accessible in a user-friendly manner environmental features is a complex info-communication task. The package of T-Systems Hungary solutions offers this multi-component and integrated system.

The systematized and updated information collected in the course of monitoring the composition and pollution of water and air as well as the city’s noise levels and other environmental impacts will help the management of a city to make better founded environment-related decisions and to take timely measures where quick intervention is called for. On the other hand data disclosed on a public interface accessible for the broader audience may motivate the population to live their life in a more environment conscious manner.

The three-fold target of the package of solutions that enable monitoring of environmental impacts is: § to monitor the composition and pollution of water and air as well as to monitor the city’s noise level; § to reduce environmental loads; § to inform the population and to shape its attitude.

The solution of T-Systems Hungary consists of two parts: an expert and a residential module.

The expert module is a geographic information technology system based on a relational database, which enables the user to control the composition and pollution of the water base and air, as well as to monitor a city’s noise level. The updated data of the system provide information on the status of environmental features, substantiating environmental protection measures for the city’s management. The data also help to set up models of various approaches with respect to the city’s noise level. The results of modeling help to perform impact analyses for the planned investments. The solution facilitating the expert level processing of data generated in the course of environmental control can efficiently support the work of authorities. Data derived from the system can also be used by local governments in preparing their environmental protection plans, programs and tests.

The residential module is a web-based publication interface which provides information for residents regarding the state of the environment. With the graphic, map-based and easy-to-understand display of the measurement data provided by the monitoring system the citizens may receive detailed information about the prevailing indicators of environmental loading and the same may motivate them to live in a more environment conscious manner.

The residential information module shows the measurement and modeling data of the monitoring system to the citizens in a compact and clear way, on the basis of maps. With the use of the geographical information technology system to be implemented and via the general Internet access tools the local population will be able to access on an ongoing basis the distribution maps and graphic timelines prepared on the basis of results obtained from the environment monitoring system as well as information characterizing the status of the environment.

6. COMMUNITY SERVICES6.1 INTELLIGENT COMMUNITY CARD SYSTEM Multiple services available electronically are at the disposal of the population in the Smart City. The intelligent community card system based on the CityPass solution, which includes several services, renders the management of such services comfortable, transparent and universal. So it can be stated at last that the time of plastic cards, bank notes and coins packed into purses is gone.

Magyar Telekom’s intelligent community card system is a versatile and safe data medium considered as up-to-date in the long run as well. The system enables through an intelligent device the local population, tourists or even students who happen to study in the city to use in a simple and practical way the various community services (e.g. transport, public administration, access, fan card, etc.). The device can be a plastic card with a chip (RFID) or even a chip integrated in the mobile phone (NFC).

The intelligent chip card enables data storing, the execution of various operations and safe communication with connected car readers. We can perform transactions for example on the on-board ticket validating device and the tariff product top up device located at stops (ticket or pass top up), the cash machine of the ticket office or the mobile ticket controlling device.

The card is also suitable for the identification of the person presenting it. If visual identification is not unequivocal, the identification of the person can be confirmed using the „Associated card number” while the card concerned is presented simultaneously.

The system is modularized; every module is served by the same infrastructure, reducing the costs allocated to the respective functions. The individual sub-systems used to exist separately earlier, but their complex integration is a unique solution in global terms. Due to its design the system can be adapted to any system operating currently and related to safe identification and data storing.

LOYALTY POINT CARD SYSTEM The solution is suitable for topping up and exchanging at contract partners loyalty points. The management of loyalty point inventories takes place separately for each partner. The service also contains the keeping of records established for the partner granting loyalty points as well as the display of updated information and transaction history. The system is suitable for supporting various operating models. In this way volume-based threshold discounts, point collecting campaigns and catalogue based loyalty discounts can also be implemented within the community card system.

SCHOOL CARD The School Card is a comprehensive module based sub-system encompassing every area of school life. It covers school portal applications (e.g. mailing, bulletin, e-logging, group work support, time-table management, etc.) as well as it facilitates and diverts to electronic routes school administration, and, with the help of the school access control system it enhances to a great extent the security of school life. The sub-system is fully compatible with the new NEK (National Unified Card System) student cards. The School Card has even the ability to function as a meal ticket or reader’s ticket at libraries.

eCAFETERIAFor local governments and their firms as employers the management of the budget earmarked for workplace meals often constitutes a considerable administrative burden and, besides, employees often find the use of the funds cumbersome. The aim of our solution therefore is to reduce the administrative difficulties related to this. The eCafeteria welfare card system enables employers joining it to administer their workplace meals budgets that belong to the category of fringe benefits and the complex process management of the same, beginning from the registration of authorized persons through the distribution of the monthly amount to be allocated to settlement with places accepting the coupons. The whole process operates electronically, employees may use the amount allocated to them after identifying themselves with their intelligent card, at the contracted places of acceptance. The system is built on the general functions of a clearing house and established with the prefix logics being fully compliant with the provisions of the legal regulations in force.

CITY CARD We implemented in the framework of the T-City program the Szolnok City Card in May 2011, enabling city dwellers to use innovative services and discounts. Test operation of the Szolnok City Card took place from May 1 to December 31, 2011. Szolnok citizens involved in the test operation received an intelligent card to use, with the help of the CityPass system, the advanced community services. During test operation Magyar Telekom improved the card system and the services related to it according to feedback received from users and it established jointly with the participating institutions and partners the future portfolio of the city card service, performed profitability calculations and designed a sustainable city card model.

One of the most useful services of the Szolnok City Card is that it can be used as a ticket or a pass in local transportation. Tariff products of the local services of JászkunVolán can be topped on either in person at the ticket offices at Jubileum square or even remotely through the Internet or mobile phone. The electronic general pass or time based tickets have to be validated after getting on the bus using the equipment installed on board.

Card users taking part in the T-City program can use the services offered by the card also for leisure time activities, purchases, culture and sports. The local small and medium sized businesses that join the project are also given an efficient marketing tool using which they are helped to enhance the level of serving the needs of the population. Consumers may collect loyalty points on their cards exchanging which the card owner is granted discounts.

7. E-GOVERNMENT SYSTEMS

7.1 LOGO – INTEGRATED IT SOLUTION FOR LOCAL GOVERNMENTSWe have developed professional systems that satisfy the needs of local governments in all areas, can be expanded in multiple ways and respond to both current and future challenges. They can be perfectly tailored to the customer’s needs and are comprised of solutions that can be applied on the most varied platforms.

LoGo – Integrated IT solution for local governments The system, integrated with the internal administrative processes of local governments, supports rendering administration and communication quicker and more efficient between the local government and the population as well as the local government and the business sphere or, for that matter, the partner institutions and authorities. Being modularly structured it adapts perfectly to the needs of the local government and its existing IT solutions, plus it also harbors further possibilities for development and enhancement.

LoGo-DW – A data warehouse solution for local governments The system organizes the information a local government has in various sources (databases of stand-alone local government systems, files and paper-based documents) into a central database, from which it is possible to serve, through a public portal interface, the internal needs of the local government as well as those of partner institutions and SMBs.

7.1.1 LOGO – INTEGRATED IT SYSTEM FOR LOCAL GOVERNMENTSOne of the major benefits of the LoGo system is its flexible and modular structure, which enables, on the one hand, the perfect alignment of the system with customer needs and the IT systems available already, and, on the other hand, the future enhancement of the system.

The European Union articulated, in the form of a recommendation, certain requirements for member states with respect to the range of public services to be provided electronically to citizens and the players of the business sphere, as well as the level of their availability via the Internet. The recommendation differentiates four levels of the development of electronic services.

Our system has the ability to attain the most advanced, fourth level in providing electronic services without the need for the customer to personally contact the office. There are, however, services and, respectively, matters (e.g. when various fees have to be paid in the form of duty stamps) that can be arranged due to the prevailing legal regulations only at the lower (second or third) service levels. Given its flexible design the LoGo system renders these matters available in the framework of level four services once the legal environment changes, thus contributing to improving the quality of the service activities of local governments.

MAIN SYSTEM COMPONENTS:

DOCUMENT MANAGEMENT (A CERTIFIED SOLUTION) One of the major tasks of the integrated IT system of local governments is to manage, store and register electronically all the documents and papers related to the work of local governments. The system contains as its inseparable part a filing module, which carries out the tasks of documentation related to the registration and management of documents.

The solution has been certified by the CERTOP Product and Systems Certification House Limited. According to the outcome of the certification procedure the system complies in an extended manner with the requirements (electronic signature and the support of customer portal identification) related to the document management software prescribed by the Joint BM-IHM-NKÖM Decree No. 24/2006 (IV.29) for software permitted to be used by organizations engaged in public services.

The system accommodates the establishment of a multi-level user structure and the allocation of various authorization levels to them. In this way various rights can be assigned to the personnel, administrators and superiors engaged in document registration.

The system cooperates with the WEB portal module, and receives in an automated manner the issues received from the WEB.

PREPARATION, INPUT AND CORRECTION OF DATA

The system collects and transfers data from stand-alone local government systems (primary databases) into a central database (secondary database) called Data Warehouse.

Data collection is rendered easier and more manageable by a graphic interface.

Automatic updating/input of data The module supports the manual and automatic updating of data stored in the data warehouse, according to a schedule or sequence that can be freely defined. The same enables the storing of the most recent data in the system and the elimination of the risk that data in the central warehouse do not coincide with those stored in the various systems of the local government.

Personal data The system has the ability to delete personal data in the course of transferring them from one system to the other (anonymizing). This possibility makes sure that no personal data can be obtained from the system. If personal data cannot be deleted, or they continue to be necessary for the purpose of identification in the data warehouse system, they must be stored by the system in an encrypted form.

Checking and repairing the faults of the data entered The system checks the correctness of data to be transferred and when a fault is detected, a log entry is generated. The log makes error detection easy.

Consistency of data, assurance of data integrity The system ensures the avoidance of discrepancies between databases or the mingling of data when they are transferred.

DATA MINING

Data mining helps quick retrieval, query and the preferred mode of analysis of the large amount of data and information stored in the data warehouse.

Data stored in the data warehouse can be retrieved and analyzed with the help of pre-determined queries and analytic functions the user can compile as preferred. The system supports the compilation and display of various types of “executive” reports as well as retrievals based on topic related maps.

The system makes easy to perform and manage the tasks of query and report compilation using a transparent graphic interface.

The system is located at local governments and organizes into a central database all the information derived from the various sources available at local governments (databases, files, paper based documents of stand-alone local government systems), from which it is possible to serve the internal needs of the local government, as well as those of its partner institutions and SMBs using a public portal interface.

The LoGo-DW enables selling the data asset of the local government for business and public purposes.

The system in this area is built on the products of the Oracle firm spearheading the market. Exploiting the benefits of the ultra-thin client multi-layer computer architecture the system has been designed so that users may access the services and functions their authorization permits from any computer with the help of an internet browser application. The same enables the user to access data stored in the system through a standard computer without any special computing skills and installation.

7.3 INTELLIGENT COMMUNITY CARD SYSTEM IN COMMUNITY DECISION MAKINGIn the course of organizing a community’s activities the everyday life of the population can be made easier not only through the possibility to use electronically local public services, but also through the various technologies that are available nowadays and encourage, as well as facilitate participation in public life. The eVoting and eMeeting solutions of Telekom Group create the possibility of participation in decision making concerning the life of any smaller or larger community—local government, business corporation, institution, etc. online, even among players physically at a distance from each other. Exercising electronically community decision-making rights enables cost-efficient, comfortable, fast and smooth processes through which stakeholders can be involved more than ever before in community decision-making.

E-VOTING The electronic voting solution based on the community card system enables members of various communities to vote and elect officials as well as to express their opinion electronically from a distance. The community can be a social organization, a business entity, local government or even the whole population of a city or a country authorized to vote.

eVoting embraces the total process of voting from registration through casting one’s vote to evaluation and the announcement of the outcome.

The eMeeting system ensures steady contact among members and the valid electronic recording and safe storing of the contributions given, as well as the decisions taken. In order to meet fully legal compliance requirements the electronic documents generated in the course of using the eMeeting also comply with the requirement of a fully evidenced private document.

The system records validly (i.e. with a time stamp and digital signature) the following events taking place in a meeting: entries to the meeting, exits from the meeting, request to speak, cutting off, returning the floor, withdrawal of the request to speak, role modification, contribution, activation of voting, casting votes, closure of voting, repeated voting, evaluation of votes, phase activation.

7.2 PRIVATE CITY CLOUDOne of the infocommunication megatrends that determine our days are cloud based services. The private city cloud solution of T-Systems Hungary may offer flexible and cost efficient background for the information technology and telecommunication infrastructure that support the operation of a settlement or even the federation of several settlements. In this way the IT applications of the institutions of cities can be operated significantly more cost-efficiently and, at the same time, the population can be offered a universal virtual environment even free of charge.

As the most varied applications are gaining ground, local governments and their companies try to meet the increased capacity requirements by the installation of an increasing number of servers, while they also have to maintain the existing ones. There are several disadvantages to this solution:

§ some equipment may be retired at the end of their life span without their full capacity having been used; § in total a considerable amount of calculation and/or storing capacity is available in the machine rooms, yet the system is still too slow; § the increasingly more complex solutions require the continuous employment of external and internal experts; § the maintenance of the high security level of the heterogeneous backup system constitutes a great challenge; § a considerable amount of “superfluous” license and support costs emerge in the course of operation.

The Private City Cloud service of T-Systems Hungary provides a flexible and cost-efficient solution to these problems. The community private cloud enables hosting internet portals, the creation of a mailing system or even the support of certain e-learning purposes. The infrastructure has the capability to serve the systems used in the course of the operation of the local government and even a city’s Wi-Fi services can be created with its help.

BUSINESS AND ENVIRONMENTAL BENEFITS The software components that are required for the system’s operation are mostly free of charge programs, which results in a considerable saving of costs. Hardware components have to be ensured, however their high availability is not always necessary, which allows keeping specific costs low. Economic efficiency means at the same time an environment friendly approach, as efficient operation requires less electricity and less will be the number of depreciating devices, thus the biological footprint can be reduced to a considerable extent.

VIRTUAL MACHINES FROM THE CLOUD The main barrier to several solutions that can be operated online is the heterogeneous character of the systems, so it is highly costly and time consuming to achieve that a development should operate in a reliable manner for everybody. However, the creation of universal systems may, in addition to saving costs, greatly enhance the level of IT security.

The system of virtual computers served from the private city cloud facilitates that unified applications be used by local government staff, vendors and even the citizens of a settlement or a group of settlements. 7.6 INTELLIGENT—MAP/GEOGRAPHICAL INFORMATION SYSTEM BASED--OPERATION OF THE CITYAn important element of a city’s efficient operation is a solution that supports optimization of the costs of the city’s operation through rationalizing and controlling the work processes of the city’s operation, and, in addition, helps communication between residents and city operation by providing updated information. Through the above mentioned functions the intelligent solution for the city’s operation offers the possibility to meet several topical requirements that affect various areas of the operation of local settlements.

The Intelligent solution for the city’s operation is a modularized and integrated system, which equally provides useful help for the population, the city’s management and the operative organizations engaged in the operation of the city. In the meantime it also promotes communication among partners. The solution also supports the everyday activity of several operating roles related to the operation of cities.Among others, the use of the system enables incident management, for example reporting infrastructural faults. Through the rationalization of the work processes of the city’s operation and the improvement of control it facilitates a major optimization of costs. The application also provides support for decision making and, furthermore, external map information services can be built on it.

THE THREE SUPPORTING PILLARS OF THE SOLUTION ARE:

§ database, used for the registration of city objects (assets, spaces, real estates, historic buildings, etc.) and incidents (supported by geographical information);

§ system for the city’s operation: the module is based on a work control application supporting work processes of the city’s operation, which helps efficient work on the basis of geographical information. Reports and queries available from the solution provide information for example for the development of transport, improvement of public security and touristic developments;

7.4 CITY BUSINESS PORTALThe City Business Portal is a CRM (Customer Relationship Management) based solution, which establishes the context enabling participating companies find their customers and partners more easily and, eventually work out, jointly with experts of the local government, their decisions aimed at boosting local business life.In order to enable the segmentation of businesses according to sector, size or some other traits, it is worthwhile to introduce a registration, implementing which it will be easier to launch business development programs, receive preliminary feedback concerning decrees or carry out some other impact analysis.

THE ELEMENTS OF THE SOLUTION FOR LOCAL GOVERNMENTS: § a registry of partners/contracts; § planning and implementation of local business enlivening program; § tracking and planning taxation; § registration of issues and process controlled administration; § supporting internal teamwork (task allocation, calendar, substitutions, etc.).

7.5 DOCUMENT AND WORKFLOW MANAGEMENT SYSTEMThe instantDoc service of T-Systems Hungary supports the administrative activity and workflow organization of local governments. The document and workflow management system is unified in both its methods and IT support, and aims at realizing a transparent order of the management of documents. InstantDoc can be aligned with the order of document management and administrative processes set forth in the organization’s document management rules; it is a flexible application, which supports the whole range of document management tasks: receipt, delivery and acceptance, registration, administration, issue, expedition, mailing, filing. It also has the ability to manage specific work processes.

The application offers a solution especially in response to the following administrative challenges: § a large number of documents no longer manageable on local devices/in local e-mail boxes/file servers/worksheets; § compulsory use of a document management system; § versions of documents need to be managed; § sophisticated management of access rights is justified in document management; § frequent need to retrieve documents quickly and simply; § a need to manage several unique and frequently changing work processes.

The user interface can be run without installation through any preferred browser supported. The architecture of the application is multi-layered, service-oriented and fully based on Microsoft NET.

MODULES: § In the administration module the administration of the whole system can be performed, including

parameterization, the management of central master data and other settings. § In the check-in module paper based documents or electronic messages received by the firm are registered and,

if necessary, high-capacity scanning of mails and the automatic check-in of e-mails can be arranged. § In the registration module documents and issues are set up, managed, administered and shifted among organizations.

Documents can be registered and document management processes tracked in the document management module. The mailing module enables the management of paper-based or electronic deliveries sent by the firm.

§ The filing module ensures the management and archiving of documents that are not necessary for day-to-day work or have been closed. § The invoice management module enables the management of special functions and processes required for the handling of invoices. § The workflow supporting module enables the management of specific processes and tasks, definition and

monitoring of administrative processes. The system also enables the design and parameterization of processes.

7.7 MANAGEMENT INFORMATION SYSTEMInformation a city’s management needs for taking their decisions is being stored till today mainly on paper or in various IT systems on a mixed platform, in isolation from each other. By implementing the Management Information System of the local government the administrative costs of supporting decision making will drop, the time necessary for it becomes shorter and the historic transparency and retrievability of data will be ensured.

The focus of our solution is an information system built on data derived from various information technology systems of local governments, which often operate in isolation from one other. The system supports managerial decision-making by queries and reports prepared on the basis of data derived from the systems of the local government. Its graphical solutions, on the other hand, provide information for decision makers in an easy-to-review form.

The Management Information System allows the fast display of the data necessary for planning and office work and ready access to information spanning almost each area of the operation of the local government, displayed in adequately processed, readily intelligible and adequately detailed or aggregated form. All this improves the efficiency of decision making and office work, budgeting and implementation as well as control. The use of the system promotes decision making on the basis of strategic planning. It also supports a higher level cooperation among the internal organizational units of the office and, respectively, the office and the supervised institutions.

In order to provide for the transparency of applications submitted by local governments to EU tenders the system also ensures the registration and monitoring of tenders.

7.8 INTERNAL TEAMWORK INTERFACE OF LOCAL GOVERNMENTSOne of the keys to the efficiency of a local governmental institution is the meaningful organization of work, for which flexible and customizable infocommunication solutions are used at an increasing number of locations. The aim of the internal teamwork interface offered by T-Systems Hungary is to improve the transparency and controllability of internal operation and to reduce administrative burdens by means of up-to-date applications.

Users of the internal teamwork interface of the local government use an internal portal (intranet), which can be accessed through a browser within the internal network. Documents can be managed through the intranet portal implemented on MS Office 365 platform. Employees may share the documents with each other; moreover, several people can work simultaneously on a particular document without having to worry about losing any of the interventions or modifications in the meantime. Access via the browser enables remote working as well with the help of mobile devices (e.g. tablet, smartphone).

TECHNOLOGY SYSTEM SUPPORTING PUBLIC UTILITY SERVICES The application efficiently supports the activity of public utility firms through the registration of technological establishments and the professional systems built on the registration. The solution helps public utility firms perform their obligations to provide a large amount of data externally and internally and it also enables the management and publication of a great number of constantly altering specialist drawings.

The OTMR application is an internally developed technological system of T-Systems Hungary based on thin client technology to support public utility services. The solution is based on the registration of technology establishments. The list of attributes can be parameterized by types of objects; and the object registration performs their registration and display on a map.

The technology system ensures the functionality of specialized systems on the basis of the registration of objects. The following specialized systems have been established:

§ production sub-system; § drawings sub-system; § laboratory sub-system; § work control sub-system; § energy sub-system; § for public water utilities: water safety sub-system.

The technology system can be connected to various external systems; the production sub-system may receive data from the SCADA-system, the laboratory sub-system directly from the metering instruments. The work control sub-system can work in complete integration with the company’s ERP system (e.g. the corresponding SAP modules).

The drawings sub-system has been realized through the expansion of the Autodesk Map product. Its function is to manage technical and specialist drawings, their publication for display in maps. The integrated workflow engine of work control helps mapping of the company’s real work control processes and enables at the same time the operation of the internal settlement system.

The energy sub-system manages basic, energy related data of places of energy consumption, e.g. maintains places of consumption, contracts, and invoices. The water safety sub-system established for public water utility firms supports the preparation of water safety plans.

The integrated and flexible reporting system of the application enables even users without major information technology skills to generate any number of reports by means of simple parameterization.

8.1 MOBILE CITYWith the rapid expansion of mobile devices we mostly obtain information about the possible modes of spending our free time via the Internet. It is therefore useful to render available through an easy-to-use and regularly updated mobile application a city’s touristic values, events and services. Such an application summarizing and orienting people about all the important touristic information may represent an attractive and comfortable solution and in the meantime the channel providing updated contents for the local population may turn into the engine of community life.

Mobile City is an application developed for Android, iOS and Windows Phone platforms, and has been fully tailored to the needs of city dwellers and tourists. Two corresponding main modules are available for the two target groups. The Virtual Guide offers help to the city’s visitors: it provides useful information about the city, its attractions and events. In order to enhance the informativeness and the enjoyability of the application it is furnished with audio guide and augmented reality (AR) capabilities. The other function is the Local Community module, which focuses on city dwellers and the organization of their everyday life. The application is NFC (Near Field Communication) and QR code enabled thus several new options open up for both touristic use (NFC and QR code boards, festival application, etc.) and the enlivening of community life locally (on-line community events, point collecting campaigns, etc.)

8.2 eHEALTH SOLUTIONS

INFOCOMMUNICATION SOLUTIONS IN HEALTH Using infocommunication tools has become unavoidable by today in the area of health as well. Not only the work of a particular health facility can be rendered more efficient to support the work of doctors, but communication itself within the facility can become tighter than ever before. On the patients’ side, on the other hand, in addition to improving the level of patient care such tangible benefits may emerge as remote access to patient records, or the possibility of home care and remote monitoring, which plays a key role already in prevention. Therefore, in alignment with the Smart City concept the possibility is there for on-line interactions between the facility and the customer (in this case the hospital and the patient). T-Systems Hungary offers to its domestic and international customers integrated health information technology systems with IT solutions and services that comply with EU standards, are reliable and represent a high level.

e-MEDSOLUTIONThe most important element of the company’s health care product portfolio is the internally developed web-based e-MedSolution integrated hospital information system (HIS), which helped T-Systems Hungary to gain the market leader position in health information technology in Hungary. T-Systems Hungary has developed a public portal especially for e-MedSolution, through which patients can arrange appointments to various examinations, download their documentation and even those of their relatives upon proper authorization.

INTER-INSTITUTIONAL COMMUNICATION PLATFORM (HISCOM)The system has been created for managing interactions and communication among state institutions by establishing the connection necessary for a structured data forwarding between players of the health care system (hospital, outpatient clinic, rehabilitation institute, general practitioner, private doctor, pharmacy, insurance company, health fund, patients, etc.) and to comply to the greatest possible extent with the applicable data and information security requirements.

TELEMEDICINEIn the area of medication one of the most dynamically developing trends, with several inherent advantages, is the increasing prevalence of telemedicine systems. These systems make it possible that the doctor and the patient meet only in justified cases and also create the conditions for administering treatment from a distance, even in the patient’s home. The reduction in the number of redundant examinations constitutes tangible efficiency improvement in everyday life and it reduces the loads of doctors and patients, while, in many cases, telemedicine becomes the most efficient tool of prevention.

VIRTUAL GUIDE

CAPABILITIES AND OPTIONS The service provides an excellent possibility for those arriving in the city to access the complete touristic offer of the city, the updated offer of local touristic firms and current programs of the city by simply holding their smart phone or tablet. The application can be downloaded and used free of charge by users with unlimited access to all the uploaded content. An innovative feature of the Virtual Guide is the Augmented Reality function, which relies on the capabilities of the smart phone (camera, localization). The augmented reality becomes activated immediately by holding the device in a vertical position in the map mode of operation, and all the relevant information related to the particular location is displayed. Then, by returning the device into the original position we return to the map view. Locals can also obtain useful information with the help of augmented reality, for example by focusing the camera of their device on a restaurant they can have that day’s menu displayed and, in the same way, find out what is interesting to know about some artistic attraction in a public area.

The application can be used as a real guide during sightseeing with the help of the audio guide function, which also tells aloud what can be seen actually.

LOCAL COMMUNITY

The Local Community module is enabled to accommodate several functions that make it easier for the dwellers of the place to find information about the (public) services available in the city and it also enables direct communication between the residents and the city’s management through functions like:

§ City services: enumerates and provides contact details and office hours of the services provided by the local government or some other institutions

§ Notifications: users of the application may report with the help of their smart phone various events and anomalies (e.g. pothole, public lighting out of order, tube breaking, etc.) in certain topics (that can be determined as preferred) by providing exact location, photo, contact details and request for feedback.

§ Selective waste collecting islands: exact location with the precise time of when the containers are emptied, the option to make notifications if a container is becoming full.

§ Mobile parking: the text message can be sent by a click to commence mobile parking, specifying the adequate code on the basis of the GPS position. In addition to service details we can also provide information, rules and conditions regarding parking.

§ Facebook: we integrate the city’s Facebook site into the mobile application, thus the users may directly follow the news in the community site through their mobile device.

§ Notification management (push notification): there is a possibility to have a message sent by the local government to the individuals downloading the application. It means that thousands of people downloading the application can be notified even weekly on city events and programs.

§ Mobile Program Brochure: the complete program of city events, festivals of several days can be uploaded into the program and displayed as a separate menu item. In this way the application can be used as the program brochure of the particular event and will replace the paper-based version. The individual programs can be saved by just touching the screen into the calendar of the telephone and tablet, so it is possible to set a preliminary warning about the start of the program.

The downloading and use of the application is free of charge for the end user, and the access to the whole program uploaded is unlimited. The uploading and updating of the content of the application is in all cases the competence of the content owner, who by default is the local government. The content owner may provide access to the administration interface of the Mobile City in consideration of its own ideas and business model to local businesses and institutions. Thus the application can be not only a touristic and community building tool developed for Hungarian settlements, but also the basis for income generating activitie.

PATIENT DIRECTING: (REAL TIME PATIENT DIRECTING AND RESOURCE ALLOCATING SYSTEM BASED ON ADVANCED MOBILE TECHNOLOGY) The aim of the solution is to support to the greatest extent through advanced information technology solutions the process of patient care from the patient’s arrival at the institution to his/her departure from it. It continuously monitors and logs the events that take place during care and their precise resource requirements.

The operating efficiency of health care institutions can be radically improved by using the system.

§ Actual patient turnover, along with the capacity utilization of the respective units and facilities of care, the average waiting time and service time can be continuously tracked even from a distance, real time, with the help of the patient directing system.

§ The health care personnel may adapt the order of calling patients to the actual status of patients, continuously monitoring the time-slot available for commencing their treatment (urgent TRIAGE service).

§ If the patent has to be referred to the hospital, the function tracking free hospital bed capacities enables the personnel to immediately find out whether there is a free bed for the placement of the patient.

§ The health care tablet interfaces have stop watches on them and thus it can provide a point of reference to the health care personnel and, respectively, using the emergency button they can seek immediate help in a simple manner from the personnel of nearby care units.

§ In order to improve operating efficiency historic and real-time statistics are also available. § Traits of the system offered: § The system takes into consideration that the processes of the health care system

can be standardized through other means than patterns. § It has the ability to manage unexpected events. § It is an intelligent system, which learns continuously with the help of algorithms of learning and optimizes constantly. § It exploits to the greatest extent the possibilities offered by today’s advanced technology. § In addition to serving the medical personnel it also provides patients a tangible

solution informing and supporting them (smart phone applications).

SYSTEM ELEMENTS:

e-HEALTHCONNECTIn the health portfolio of T-Systems Hungary, the implementation of the integrated hospital information system (e-MedSolution) and the communication platform between institutions (HISCOM) has been logically followed by the development of the e-HealthConnect telemedicine software. The e-HealthConnect software is a system based on early warning, which supports all the typical functions of telemedicine.

§ Monitoring of vital data, § Management of medical forms, § Managing communication among telemedicine players, § Interfaces to telemedicine measuring devices.

The e-HealthConnect can be applied in the case of all groups of illnesses where home care and remote control is possible and justified, like diabetes patients, high-risk pregnancy, patients suffering from Alzheimer disease, diagnosed with circulatory conditions or living under stress and it even can serve athletes. The telemedicine project of T-Systems is an alternative for everybody to replace costly hospital treatment or even visiting the consulting rooms, which most of the time is costly, time and energy consuming for patients. Patients check, record and then forward their most important vital parameters (blood oxygen level, blood pressure, ECG values) every day as well as data related to, for example, weight gain or loss. For this purpose (wireless) devices can be connected to the e-HealthConnect system.The system prioritizes the events and interventions on the work lists of the personnel according to the local rules which enhances the efficacy of their work. With the help of a computer, notepad or even smart phone, or mobile transmitter the data measured in the course of continuous monitoring and, consequently, the deviations from the registered data or the daily list of the medications administered to the patient will be sent to the telemedicine centre, where a team of experts evaluates the results necessary for efficient treatment. If according to the measurements the patient is in a critical condition, the GP and the responsible specialist receive a notification immediately in the e-Health Connect system. If necessary, the set of rules mentioned before may generate an automatic alarm for the ambulance station connected to the system. Doctors have round-the-clock and direct access to data, which are stored by the telemedicine system in the electronic patient files.

HEALTHCARE MOBILE: (MOBILE PHONE HEALTH APPLICATION SUPPORTING THE INFORMATION OF THE POPULATION)The development implemented within the framework of Magyar Telekom’s HealthCare Mobile project provides the possibility to respond to the need of having to make information and data stored and available to the public in the health information technology system reach the patients using the system so that service quality is improved and the loads of health care personnel are reduced.

The result of the development is an Android and iOS based mobile and tablet application with the help of which patients are enabled to access the following services:

§ Query of laboratory evidence: retrieval and sharing of evidences by e-mail § Booking appointments: query of vacant time-slots and preliminary booking of the time-slot. § Check-in and number drawing: checking in for the examination and tracking the time necessary to wait. § Patient logistics: checking in at the health care facility and finding information within the facility. § Information about the examination: compiled and checked by professionals it provides

information to patients on how to prepare for the examination. § What to know about laboratory evidences: interpretation of blood and urinary score values. § Information about illnesses: compiled and checked by professionals some basic information about illnesses. § 24-hour call center: medical consulting.

TOUCH SCREEN KIOSKS IN PUBLIC AREAS The best tool to inform those dwelling in public areas is an interactive, attractive device installed at frequented places. Such touch-screen systems are called information kiosks.

POSSIBILITIES OF IMPLEMENTATION It can be an outdoor or indoor totem or the side of telephone booths can be replaced. The devices are vandal and weather proof ones, so there is no risk of freezing or overheating. A possible solution can be when users push a “button” by touching an image projected on a glass sheet, for example a screen displayed on a shop-window, which can be turned interactive by touching it. Of course we can manage the power supply and telecommunication support of the device as a part of the task. The installation of such a solution occasionally requires the involvement of several other parties.

DESCRIPTION OF OUR SOLUTION The interface of the application can be fully tailored to individual needs. Our solution relies on a back-end layer installed on an online web server, which is synchronized with touch screen clients several times a day (ensuring this way off-line operation as well). Use on the touch-screen device is enabled by a framework application run in Windows 8.1 OS environment and by the embedded flash application.

8.3 COMMUNITY DIGITAL SERVICESThe main requirement of the several services of the Smart City that are capable of improving the quality of life of the population is that as far as possible the given service has to be available on-line anywhere, from any place. The precondition of this is the availability of broad band internet access and adequate mobile device irrespective of the given location. The community digital services of T-Systems Hungary provide a meaningful help for users for example in the course of acquiring information, working or administration when no own device or internet access can be used for some reason.

COMMUNITY TABLETS Community tables facilitate on-line contact without restrictions for citizens at frequently visited institutions and places maintained by the local government (hospitals, community centers, sports facilities, etc.) For this purpose up-to-date tablets with a high level protection and internet access are installed, to be leased by residents for a short period of time.

The leasing may generate extra revenue for institutions maintained by the local government; in addition, such an innovative comfort service can favorably influence the prestige of the institution.

OPERATION

A range of devices selected from internet-enabled portable equipment is available in the framework of the solution. Visitors of the institution can rent the devices for an hourly charge. The devices are furnished with a security application to avoid malware, on the one hand, and to prevent theft on the other hand. The devices involved in the service are also insured so that no material loss is suffered by the organization. The institutions that make use of the service can purchase the devices on a monthly rate basis, even in 24 months’ installments, with an accompanying major data package (7 Gb/month). Every device is furnished with an application through which use and renting can be administered.

COMMUNITY WIFI SERVICE The basis of mobility is that as far as possible high bandwidth and good quality internet connection should be available for us anywhere and at any time. Let it be work, pastime, information or administration, unlimited access to the internet is obviously becoming a requirement for masses of the population. The Community Wi-Fi service is provided through covering public areas and other community spaces with a Wi-Fi network. It ensures permanent and secure internet access, free of charge, for both the residents and visitors of the city.

OPERATION

Users have free access to the network via a so called captive portal, through which information about the rules of use is given and the screening of certain contents can be managed.

The use of the captive portal enables the following: § user identification for statistical reasons § setting up advertising surfaces § offering mobile applications § integration of community web sites § sharing contents available only

locally (based on location)

Anybody can use the service as a user who has a Wi-Fi enabled device, while the Wi-Fi system also enables a range of M2M-applications.
