EXECUTIVE SUMMARY
With funding from the Government of the Netherlands and the Government of Canada, the Ministry of Agriculture and Natural Resources (MoANR) has initiated the Small Scale and Micro Irrigation Support (SMIS) Project. With a five-year term (2014-2019), the SMIS project has three key components, namely: SSI capacity development (CD), CD of Agricultural Technical Vocational Education and Training (A-TVET) Colleges and promotion of Micro Irrigation (MI). Through its national office and four regional offices, the SMIS project is supporting the Small Scale Irrigation Directorate (SSID)-MoANR with the implementation of its small scale irrigation (SSI) Capacity Building Strategy. More detailed information about the SMIS project is available on the project’s website at www.smis-ethiopia.org. This is the second SMIS annual work plan (AWP) covering the period July 8, 2016 to July 7, 2017. It has been prepared in consultation with federal and regional partner institutions (PI). The AWP includes the work plan for the National Project Management Unit (NPMU) as well as a consolidation of the four work plans approved by the Regional Supervisory Boards (RSB) in the four regions: Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region (SNNPR). Despite initial challenges, project year (PY) 1 year activities have laid a solid foundation and achieved successes in key outputs. The planned activities are presented in the AWP as follows:
• NPMU work plan: includes all activities implemented at the federal level by NPMU. All support and CD activities coordinated and conducted for all regions are included in the NPMU plan. It includes support to NRMD – Watershed Case Team and SSID experts.
• Amhara regional work plan: includes all activities planned and conducted by the Amhara RPMU.
• Oromia regional work plan: includes all activities planned and conducted by the Oromia RPMU.
• SNNPR regional work plan: includes all activities planned and conducted by the SNNPR RPMU.
• Tigray regional work plan: includes all activities planned and conducted by the Tigray RPMU. This work plan builds upon the lessons learned and addresses the capacity gaps that were identified in PY1 of implementation. It also focuses on the priorities raised by our federal and regional PI. With a view to focus on sustainability of planned outputs, specific strategies have been identified for strengthening the project implementation teams (PIT) from related PI in achieving project results, namely:
• Strengthen the demand/response linkages at the regional, zonal and woreda/district levels. • Capture, document and disseminate lessons learned and best practices. • Institutionalize CD. • Strengthening women’s role in HHMI promotion. • Experience sharing tours to better-performing areas within or outside of the region as a way
of motivating woreda/district experts and farmers in adopting new or improved practices. • Engage Water User Organizations (WUO)/ Irrigation Water User Association (IWUAs) right
from the beginning of the development of SSI schemes.

• Promote the benefits of practical training and demonstrations. • Impact positively on the environment. • Mainstream gender. • Strengthen performance monitoring and reporting. • Strengthen job-embedded support (JES).
This AWP will strengthen the standardization of the watershed-based SSI development strategy as per the proposed Participatory Irrigation Development and Management (PIDM) approach. The PIDM approach has been fully accepted in all regions and PI have begun to implement the PIDM approach in all Agricultural Growth Production (AGP) or regionally supported SSI and HHMI schemes. At the federal level, SMIS will support SSID in establishing functional linkages with other SSI projects and programs. SMIS will support SSID in revitalizing the Agricultural Water Management platform to harmonize SSI development under various projects. SMIS has been actively involved in the technical committee of SSID/ATA in the development of a national smallholder irrigation and drainage strategy. SMIS will continue to support SSID in the implementation of various strategies, with the focus on strengthening the capacity of the SSID and a number of activities have been included in this AWP. On the suggestion of the Extension Directorate, MoANR, SMIS will support the Extension Directorate, with the focus on enhancing its capacity in the development of a national irrigation extension strategy that will be linked to regional strategies and support development of operational plans in all regions. In consultation with federal and regional agricultural research institutes, other public and private institutions involved in agricultural research and ongoing projects/programmes, SMIS will assist and support its PI to facilitate demand-driven applied/action research in various fields related to irrigated agriculture and OFWM, including new (cash) crops, water-saving technologies and practices, preferably with farmers in the pilot SSI schemes. During PY1 SMIS has completed a review of various guidelines, manuals and training resource materials in all regions. In consultation with SSID and AGP – Federal Coordinating Unit (FCU) and regional PI, a number of guidelines have been prioritized for development or updating. Finalization of priority guidelines in engineering design, irrigation agronomy, extension and irrigation technology packages have been planned to be completed as early as possible. With the approval of IWUA proclamations in all regions. A gender responsive IWUA manual has been developed. This manual will be finalized and implemented in all regions. The focus will be on developing simple training resource materials for woreda experts and farmers to strengthen IWUA on all pilot schemes and other schemes in the region. Development of national O&M guidelines, irrigation service fee guidelines and documentation of best practices has been prioritized. SMIS initiated irrigation extension activities and improved agronomic practices in PY1. The immediate outcomes (1400 and 3300 in the SMIS Logic Model) are designed to improve capacity of responsible public institutions to provide appropriate extension agronomic and support services for irrigated agriculture in pilot woredas. With the review and updating of technical guidelines on irrigation agronomy, irrigation extension and On-Farm Water Management (OFWM) technologies, the second AWP will focus on the intensive CD in each of the thematic areas. Practical training on on-farm water management and irrigation practices have been planned to enable PIs to improve agricultural productivity and water use efficiency. Improved practices will be demonstrated on pilot

schemes on selected farmer training centers (FTCs) for training of farmers by the woreda/district experts. Building on their work during the inception phase, SMIS Subject Matter Specialists (SMS) will work with key stakeholders to reach agreement on CD priorities, results, approaches and strategies and develop specific interventions based on stakeholder needs and collective agreements. Job-embedded support and on-the-job mentoring in all aspects of the CD interventions is the emphasis of the AWP for PY2 implementation approach. The planning, design and tendering of all infrastructure for CoEIWM Alage and four selected A-TVETs has been completed. SMIS will focus on supporting these PI in completing the renovation and field layout with a view to operationalize all facilities before the start of next training season. Rigorous procurement procedures will be used for the procurement of tools, equipment and materials in collaboration with the relevant PI thereby enhancing capacity in procurement functions within these stakeholders. With the approval of an A-TVET strategic plan, occupational mapping and competencies by MoANR, capacity building support to A-TVET Colleges and the CoEIWM Alage has been planned in curriculum and TTLM development, pedagogy, operation of demonstration farms for practical training and extensive CD of instructors on each of the thematic areas based on need assessment. It is expected that the CoEIWM and A-TVETs will be fully-functional by the end of PY2 to support instructions on the updated competencies. The development of the SMIS monitoring and evaluation (M&E) system and the performance measurement framework (PMF) has been completed and the SMIS database MIS is operational. All future reporting will focus on achievement of results based on approved indicators. The SMIS project is committed to mainstreaming gender and nutrition in all project activities. This will ensure that SSI scheme development, WUO and A-TVET small-scale and micro irrigation (SSMI) training programs are gender-responsive. The SMIS gender team will continue to collaborate with relevant PI such as Agricultural Transformation Agency (ATA), Women Affairs Directorate (WAD) at MoA and regional institutions in undertaking all gender activities and special studies. For planning purposes, this AWP assumes an inflation rate of 7.4% and an average exchange rate of € 1 = ETB 24.64 for estimating project expenses. The total budget for this AWP is € 5,062,599. Details of the budget are presented by output and by region in section 7.3 of this AWP.

1 INTRODUCTION
This document presents the second AWP and budget for the SMIS project covering the period July 8, 2016 to July 7, 2017. The AWP corresponds to the Ethiopian fiscal year (EFY) for ease of integration of the SMIS work plan into the regional work plans and coordinated activities relevant to the federal and regional priorities. Consistent with the results-based management (RBM) strategy adopted by SMIS, the AWP is prepared considering the following:
• Defining realistic expected results, based on appropriate analysis. • Clearly identifying program beneficiaries and designing programs to meet their needs. • Monitoring progress towards results with the use of appropriate indicators. • Identifying and managing risks. • Increasing knowledge by learning lessons and integrating them into programming. • Reporting on results achieved and the resources involved.

The SMIS project, supported by the Embassy of the Kingdom of the Netherlands (EKN) and the Government of Canada, aims to support the SSI Capacity Building Strategy of the Ministry of Agriculture and Natural Resource (MoANR). With a five-year term (2014 – 2019), the SMIS project has three key components: SSI CD, CD of A-TVET colleges and promotion of MI. The objective of the SMIS project is to ensure that all concerned public and private institutions within each of the four regional states (Amhara, Oromia, Tigray, SNNPR) have the institutional, human and technical capacity required for gender-responsive identification, planning, design construction and management support of sustainable SSI system and MI schemes in a coordinated manner and according to adopted integrated watershed-based approach. The SMIS results chain consists of the following outcomes: (i) Improved planning, design and construction of gender-equitable and sustainable small scale
and MI schemes by public and private institutions. (ii) Improved management of gender-equitable and sustainable small scale and MI schemes by
WUO and individual users respectively, with support from key public institutions.

(iii) Improved water, soil and crop management practices for irrigated crops adopted by (male and female) farmers.
Success in realizing these outcomes requires SMIS to deliver specific outputs by implementing the activities for achieving each immediate outcome that are described in this AWP (refer to the SMIS Logic Model (LM) presented in Appendix C).

2 PROJECT CONTEXT
2.1 Project Environment
Overall, the project environment remained stable during PY1 (July 2015 to June 2016). As reported in the July – December 2015 semi-annual progress report, few key PI in Amhara and SNNPR were reorganized to define accountability for SSI and MI development. The SSID in the MoANR became fully functional to harmonize and coordinate SSI development at the national level. These changes are considered positive and have been fully considered in the development of this AWP. 2.2 Economic Issues
Ethiopia’s economy has experienced strong and broad-based growth over the past decade, averaging 10.8%1 per year in 2003/04 - 2013/14 compared to the regional average of 5.0%. Expansion of the services and agricultural sectors account for most of this growth. The inflation rate in Ethiopia was recorded at 7.4%2 in April 2016 which is considerably lower than the inflation rate of 9.3% recorded in April 2015.

The declining value of the Euro is impacting the SMIS project. The value of the Euro to Ethiopian Birr (ETB) has declined by 14% since July 2014 when the SMIS project proposal was submitted. The rate of exchange was 26.38 in July 2014 and had declined to 22.69 as of June 1, 2015. The rate of exchange has improved somewhat during the previous year. The rate was € 1 = ETB 24.643 at the time of preparing this AWP. Therefore, for planning purposes, this AWP assumes an inflation rate of 7.4% and an average exchange rate of 24.64 for project expenses with the exception of national project staff salaries. Since the salary rates for national project staff are based in Euro, the lower value of the Euro resulted in lower ETB salary amounts for national staff positions than initially planned. This issue was addressed by Agriteam and EKN during the inception phase. It was agreed to use the exchange rate effective November 4, 2014 when the SMIS contract came into effect of €1 = ETB 25.452 as a fixed exchange rate for calculating ETB salary amounts for national staff positions and to make annual accounting of exchange rate losses (or gains). 2.3 Partners Participation in the Work Plan Development
The second AWP is prepared following intensive consultation with all PI and on the basis of a bottom-up planning process starting from selected woreda/districts, zones, and regional PIT and technical committees (TC). At MoANR, consultations were undertaken with SSID/AGP, A-TVET Bureau and Extension Directorate to define SMIS support to key outputs. Consultations were also undertaken with non-governmental PI: Agricultural Transformation Agency (ATA), MASHAV, Horti-LIFE, International Development Enterprise (IDE), International Water Management Institute (IWMI) and other institutions to explore synergy and to plan joint activities to avoid duplication of efforts. The second AWP consolidates regional activities/outputs which are reviewed and approved by the RSB. Summary activities are presented to the Project Supervisory Board (PSB) for ease of understanding. Federal and regional work plan activities are presented in Appendix A. The regional AWPs are approved by the RSB and recommended to the PSB for consideration. Amhara: 26 May 2016 Oromia: 4 June 2016 Tigray: 26 April 2016 SNNPR: 14 May 2016 This AWP also incorporates recommendations made at the PSB meeting held in March 2016, as stated in the minutes, as follows:
1. “SMIS support should be aligned with MoANR needs and we need pump test facility. This issue should not wait till the coming PSB meeting; we need to expedite the work within the approved budget.”

2. “CoEIWM – the work so far done by SMIS is (updating of the Occupational Mapping (OM) and competencies, etc.) and documents produced are good but need to accelerate the development work in parallel to OM and curriculum development.”
3. “Irrigation extension and agronomy issues should be addressed especially with irrigation achievement starting with extension.”
2.4 Strategies for Achieving Results
The project implementation strategies are discussed in detail in the SMIS Project Inception Report (PIR) supplemented by detailed institutional assessments, gaps identification and stakeholder priorities in each of the thematic areas presented in “Situational Analysis and Capacity Needs Assessment Reports”, annexed to the PIR submitted and approved by PSB in June 2015. The detailed strategies are not repeated, however, modifications, if any, based on lessons learned during PY1 have been highlighted in the description of activities and expected results. Key strategies based on lessons learned during PY1 are discussed below for achieving sustainability of results. Strengthen the demand/response linkages at the regional, zonal and woreda/district levels: The demand/response linkages between PI and SMIS have continued to improve. SMIS job-embedded support and mentoring at the regional and zonal levels has shown positive results in implementing the PIDM approach in SSI development. SMIS will continue to put more efforts directly at both levels. While the TC have been proactive in the first AWP period, participation of PIT members in some regions is less than satisfactory, largely due to heavy workload and competing priorities. However, the engagement with Process Owners, in particular the Bureau of Agriculture (BoA), Bureau of Water Resources Development (BoWRD) and Oromia Irrigation Development Authority (OIDA) remained satisfactory. SMIS will continue to engage PIT/TC and processes in planning and implementation of project activities as per regional priorities to the extent they are able to be involved. Align SMIS work plan with AGP/SSID in support of AGP II implementation: The SMIS work plan follows the SMIS logic model and largely supports AGP implementation. However, PY1 observations are that few activities are not properly aligned and some duplication occurred. While the planning process is carried out in close consultation with PIs responsible for AGP implementation, joint planning at the regional level will further enhance synergy and coordinated implementation of SMIS and AGP work plans. Documentation and dissemination of lessons learned and best practices: The documentation of lessons learned in the second AWP will be expanded. SMIS will continue to identify successful lessons learned and best practices for SSI development and irrigated agriculture. Best practices from SMIS regions will be identified, documented and disseminated through SSID. In addition, best practices and lessons learned will be posted to the SMIS project website and up-dated on a regular basis (www.smis-ethiopia.org). Institutionalization of CD: With the extensive CD at the regional and zonal levels, SMIS used a training of trainers (ToT) concept in PY1. With the technical support of SMIS, regional experts have been able to do the designs and manage systems using the latest design software and practices. However, cascading ToT training to new pilot schemes and woreda/district levels by the TC/PIT team

has been less than satisfactory, partly due to competing priorities of reginal and zonal experts. SMIS will continue to support development of a systematic CD approach within PI in all regions. All guidelines, training resource materials, templates and checklists developed by SMIS in collaboration with PI in PY1 have been field tested, however, not widely used by regional experts. SMIS will work with SSID to standardize and formally handover all developed material and reports to PI for wider distribution at the regional level. Strengthening women’s role in Household Micro Irrigation (HHMI) promotion: In promoting water harvesting and use of the water for cultivation of crops women play a critical role. Training women in the households on proper management of the storage structure and effective use of stored water needs to be a priority for the irrigation extension services of BoA. In addition to training rural women in household water management, experience also strongly suggests that organizing women who have the interest to work in groups on a common water source, like an irrigation scheme and bigger ponds, is critical in empowering women economically. Studies show that this contributes to the well-being of the family and nutrition. Experience sharing tours to better-performing areas within or outside of the region plays a useful role in motivating woreda/district experts and farmers in adopting new or improved practices: Experience sharing tours of farmers to better-performing areas significantly changes the attitude of farmers and the experts to adopt improved irrigation practices, as well as in the implementation of watershed management, participatory planning and monitoring system. The established IWUA by-laws have created interest and sense of ownership among communities to manage irrigation schemes. Engage WUOs/IWUAs right from the beginning of development of a SSI project: The application of the PIDM approach demands the formation of democratically-formed WUOs/IWUAs right from the beginning. It strongly advises against the “engineering aspects first” approach and advocates both to be done alongside right from the beginning. This would enhance the sense of ownership of the scheme by the farmers and result in better-designed schemes that meet the actual needs of the farmers. Promote the benefits of practical demonstration: On-farm demonstrations, practical trainings and hands-on ToT have proven to be effective in building the capacity at all levels. PI and woreda/district staff have begun to adopt SMIS participatory approaches. While SMIS will expand demonstrations in selected pilot schemes, a systematic scaling-up strategy will need to be developed by PI. SMIS will continue to support the development of extension leaflets, bulletins and other tools to promote the application of the best practices and participatory approaches at the woreda/district level. Impact positively on the environment: SMIS has supported development of a number of simple user-friendly checklists and templates on environmental screening and Initial Environmental Examinations (IEE). SMIS will also support to ensure that environmental considerations are included in the new feasibility study manuals to be developed by an external consultant. However, a policy intervention will be required to ensure that IEE and Environment Management Plans (EMP) are implemented in the design of all new SSI and HHMI schemes.

Gender mainstreaming: SMIS has conducted extensive gender analysis and mainstreaming training at the PI in all regions. However, the commitment of PI and woreda/districts in gender mainstreaming is observed to be less than satisfactory. SMIS will develop practical modules and best practices for PI experts to mainstream gender in all aspects of irrigated agriculture. Targeted support to each PI and woreda/districts should be planned. Support to promote women participation in HHMI and irrigation development should remain a focus area of the work plan. Strengthen performance monitoring and reporting system: SMIS has started reporting on the performance measurement framework (PMF). Although the monitoring and evaluation (M&E) plan is designed for self-monitoring of SMIS activities at the regional levels in a gender-disaggregated manner, it is apparent that PI M&E and reporting system would require support in RBM reporting. Targeted support will be planned to PI in updating, collecting and results-based reporting. Strengthen job-embedded support: A key implementation approach is to provide practical and on-the-job support to PIT and key experts on PI using the selected pilot schemes as learning ground. This approach will be strengthened by moving a step ahead by including demonstrations of selected improved practices on male and female farmers’ fields. These selected farmers will be used for dissemination of improved practices and lessons learned/best practices will be documented.

3 LOGICAL FRAMEWORK ANALYSIS
No changes are proposed in the LFA approved by PSB on 14 March 2016. The Project Goal, Purpose and Outcomes remain the same as outlined in the Project Implementation Plan (PIP). As reported in the PSB meeting held on 14 March 2016, Outputs 1150 and 1220 in the LM and the PMF have been modified to reflect changes as a result of consultation and agreement with AGP/SSID. The revised PMF was approved by EKN and the PSB on 14 March 2016. SMIS prepared the semi-annual progress report covering the period July to December 2015 based on the revised PMF and the second AWP has been prepared using the approved PMF and indicators. SMIS will continue to report progress based on indicators in the approved PMF. There are no other changes in the Work Breakdown Structure.

4 DESCRIPTION OF ACTIVITIES AND EXPECTED RESULTS
Based on the lessons learned and gaps observed in implementing the AWP for PY1, the second AWP is prepared focusing on addressing the identified gaps. These gaps are corroborated with the respective Regional Technical Committees (RTC) and are more broadly defined to address regional priorities. The AWP PY2 is considered a more practical plan that can be easily implemented and managed by the PIT. The following sections highlight key activities undertaken in PY1, identifies observed gaps and provides a synopsis of activities planned and expected results to address the identified gaps and regional priorities. Detailed work plan activities and expected results are presented in Appendix A for each output.
4.1 Regional Priorities
Attempts have been made to address all federal and regional priorities in the second AWP. Where budgetary constraints were observed in any output/activities, a consensus was reached with the relevant PI to adjust the implementation within the available budget. Pilot schemes are practical training grounds for CD of PIT and key PI experts as well as demonstrating improved practices. The RTC have recommended the selection of 26 SSI and 15 HHMI schemes in existing and new woredas/districts. It should be noted that 24 SSI pilot schemes are supported by AGP. All of the recommended pilot schemes have been included in this AWP. Details of pilot schemes selected in PYs 1 and 2 are presented in Appendix B. 4.2 Management and Coordination (1100)
An initial assessment carried out at the regional, zonal and woreda/district levels to assess the status of management and coordination of SSI development suggested that key gaps exist in knowledge management, project management and skills in developing capacity at all levels (Figure 1). The PIDM approach, promoted by SMIS, required close inter-institutional interaction and among sectoral experts. Thus, strengthening stronger linkages and coordination mechanism and management capacity using advanced tools was undertaken on a priority basis. The following activities were carried out at the regional and zonal levels:
• Formation of TC and PIT with detailed terms of reference (ToR), focus areas, organizational mandate and responsibilities, accountability and assisting TC in developing guidelines for organization and planning procedures.
• Workshops for awareness-raising of SSI, MI and irrigated-related policies, strategies, national and regional proclamations, institutional mandates and responsibilities to plan, coordinate and manage SSI and MI development.
• Establishing and strengthening gender focus working groups in each region. • Practical project management concepts, planning an efficient project using RBM and
application using the ProjectLibre software.

A practical guideline on systematic CD was prepared including facilitators notes. The guideline focused on the training cycle management: assess-design-develop-implement-evaluate, through application of an adult learning approach by using experience, reflection, generalization and application (ERGA) principles. A total of 488 TC and PIT members and key experts from federal and all four regions have been trained to become master trainer/facilitators in each region. It was expected that the regional and zonal experts will roll out the project management and CD skills at the woreda/district, however the cascading of the CD at the woreda/district level is not satisfactory. Following are other gaps observed during PY1 implementation period:
• PI monitoring and evaluating processes in SSI development is the most significant project management issue.
• Institutional linkages and coordination continue to present challenges related to institutional mandates, linkages and coordination.
• Weak operational performance management system in PI in all aspects of irrigated agriculture including SSI and MI development.
• Weak knowledge management and informal sharing of the available knowledge products among staff in most PI.
• Less than satisfactory implementation of ToT programs, primarily due to non-availability of PIT/TC members due to competing priorities.
• Lack of consistent utilization of existing training manuals and materials. • Inadequate M&E of impact of capacity building interventions.
The above observations have been discussed with RTC and have been considered as regional priorities. This second AWP addresses the following key activities with minor variations as shown in the regional plan (Appendix A). Key activities include:

• Support SSID in selected areas of the smallholder irrigation and drainage strategy currently under development.
• Enhance linkages among stakeholders involved in smallholder SSI and MI development through Agricultural Water Management Platform.
• Support identification of SSI and MI best practices in the four regions. • Support development of a knowledge management roadmap coordinated by SSID/ATA and
assist in the development of a national management information system (MIS). • Support SSID and regional PI in scaling-up SSI scheme inventory and potential assessment as
part of the national MIS under development. • Support standardization of national guidelines and training resource materials on SSI and MI
development. 4.3 Technical Skills and Tools/Equipment Related to SSI (1200)
Key results contributing to the outcome during PY1 reporting period are:
• Preparation and adoption of the PIDM approach. • Review of existing manuals and guidelines, identification of gaps and updating/revision of
manuals/guidelines and feasibility study checklists covering various themes for planning and development of SSI schemes with the aim of standardizing planning and design procedures at the national and regional levels.
• Procurement, installation and training in productivity enhancing tools and software in PI to support SSI planning and design.
Successful adoption and implementation of the PIDM approach has been completed in all regions. It is encouraging to note that regional PI have begun to use the PIDM Procedural Manual and extending the approach to private consultant contractors. As reported in the PSB meeting in March 2016, endorsement of the PIDM approach as standard practice will help accelerate adoption in all regions. An example of PIDM application in the Gunagun SSI schemes in Amhara demonstrating active participation of farmers in planning an SSI scheme is illustrated below.

Similar advances have been made in other regions. All newly selected SSI schemes (AGP and regional) have begun to use the PIDM approach in vetting the SSI schemes using a minimum selection criteria, job-embedded support in investigation and quality control of scheme feasibility study and design. A total of 230 federal and regional experts received training and job-embedded support from SMIS during PY1. SMIS in consultation and agreement with AGP-FCU delayed the review and preparation of 13 manual/guidelines on SSI planning, feasibility study, design, irrigated agriculture and On-Farm Water Management (OFWM) to be prepared by an external consultant contracted by AGP. However, SMIS has completed the inventory of existing manuals on different thematic areas. Standard checklists have been prepared and finalized in consultation with TC. Progress on other areas agreed upon with AGP: inventory of existing SSI schemes and SSI potential assessment is satisfactory. The methodological approach is finalized and will be presented to national stakeholders. The scaling-up of the methodology in four regions is planned in this AWP. The following gaps were observed during PY1 implementation period:
• Feasibility studies of selected SSI schemes: limited specific technical studies (i.e., hydrology, soil, geotechnical), participatory data collection methods, gender (mainstreaming), analysis of collected data, preparation/writing of feasibility report, use of software, topographic survey.
• Design of SSI schemes: preparation of topographic map(s), design of field layout of canal system and drainage system, selection of crops based on market assessment, design of specific hydraulic structures (i.e., dam, cross-drainage structures), limited use of software (i.e., Auto-CAD, crop water requirement), data analyses, adequate bill of quantity.
• Tendering of construction of SSI schemes: inadequate conflict resolution/arbitration, communication, legislation related to procurement.
• Construction management of SSI schemes: insufficient construction planning and scheduling, preparation of construction designs, placing of benchmarks, progress monitoring of ongoing civil works, quality control of completed civil works, farmer participation in construction supervision and quality control, dispute/conflict resolution, progress payments to contractor, final inspection, testing and handover, gender (mainstreaming), cost management and control, quality assurance of construction materials.
It is expected that these gaps will largely be overcome after the preparation of AGP guidelines. The above observations have been discussed with RTC and have been prioritized. The following key activities to address these gaps are included in this second AWP.
• Support quality assurance of guidelines and training resource materials developed by AGP contracted consultant.
• Support development of a methodology for rapid assessment of ungauged sub-watershed and simple water balance approach for promotion of a watershed-based approach to irrigation development.
• Support MoANR – SSID/AGP in developing and adopting a national guideline on SSI scheme rehabilitation.

• Support MoANR – SSID/AGP in adopting national IWUA and Operations and Management (O&M) guidelines.
• Software trainings – Geographic Information System (GIS), selected water resource models (especially for ungauged) and other relevant software.
• Job-embedded support to develop systematic Feasibility and design study approach, especially in quality data collection, sound analysis and interpretation.
• Support review and implementation of “standard procedures on tendering, contract administration and construction supervision guideline” being prepared under contract by AGP.
• Scheme diagnostics to verify design vs implementation and draw lessons learned for scaling-up.
• Promotion of PIDM approach to minimize commonly observed problems in study, design, construction and O&M of SSI schemes.
4.4 WUOs/IWUA (1300)
Key results contributing to the Outcome during PY1 reporting period are:
• Preparation and support in finalizing IWUA proclamation in the four regions. This is a major achievement in getting proclamation approved in Amhara, Tigray and awaiting final approval in Oromia and SNNPR.
• Preparation of draft final gender-responsive IWUA manual/guideline and training resource materials with extensive regional consultations.
• Although the designated authorities in all regions have limited experts responsible for IWUA formation and strengthening, the training resource material has been field tested in the CD of available experts.
• Preparation of draft guideline on estimating irrigation service fee (ISF) for discussion with stakeholders. The ISF guideline will be finalized in the second AWP aligned with the final regional regulations and field tested with IWUAs.
A total of 120 regional experts received training and job-embedded support from SMIS during PY1. The following observations have been made during the implementation of PIDM and IWUA guidelines during PY1:
• Limited staff in the IWUA regional designated authority at the regional, zonal and woreda/district levels as per the IWUA proclamation.
• Registration of WUOs: lack of clear registration procedures in the designated authority delaying submission of registration application.
• WUO CD (in governance, administrative and financial management): no/insufficient (appropriate) training materials and equipment, transport and/or budget; no/limited participation of women; limited skilled trainers.
• Lack of a national guideline on O&M of SSI schemes. This AWP incorporates activities to support each of the above observations. In order to mitigate the expert gap in the designated authority at the regional level, SMIS will focus at woreda/district levels

for formation and strengthening of IWUA in all pilot schemes selected in PYs 1 and 2 as per Appendix B. Job-embedded support through formal and informal training will be provided to facilitate speedy registration of IWUAs and strengthening IWUAs. Following input from the regional stakeholder workshops, a national workshop involving key stakeholders is planned to standardize IWUA manual/guideline and training resource materials. The final guideline will be widely distributed and SMIS will support SSID/AGP in enforcing the use of the national guideline. Although the SSI scheme feasibility studies include O&M plans, it is observed that these plans are not generally practical and prepared with limited input from IWUAs. SMIS will support regions and SSID in developing a standard national O&M guideline and CD in preparing scheme specific annual O&M plans. The IWUA proclamations and regulations provide guidance on collecting ISF for efficient O&M of SSI schemes. SMIS will support the development of a procedural guideline for the estimation of ISF considering hydrological characteristics, scheme needs-based budget, economic opportunities and affordability to the farmers. 4.5 Irrigated Agriculture Development for SSI and HHMI (1400 and 3300)
The irrigated agriculture development output is expected to improve participatory irrigation extension approaches and irrigation technology packages to optimize productivity per unit of water. Key results achieved in the Output are:
• Review of available manuals/guidelines on irrigated crop production, OFWM, integrated soil fertility management and integrated pest management developed by MoANR, ATA, IWMI and other institutions. It is concluded that all guidelines includes useful information but lacks specificity on major sub-themes. The specific aspects can best be covered by regionally-specific training resource material designed for woreda/district level experts and could be easily translated for farmers.
• Development of the participatory irrigation extension approach and operational manual. The manual has been field tested in a ToT program and revised based on comments from the participants.
• Assessment of farmer-extension-research linkages through Agricultural Development Partners Linkage Advisory Council (ADPLAC) platform and validation of findings for improving Farmer Research Enterprises (FRE) linkages in all regions.
• Review of available irrigation technology packages and gap assessment. It is observed that 12 technology packages are available and the key gap is OFWM practices relevant to a specific region.
• ToT training on irrigated agriculture, Integrated Pest Management (IPM), soil fertility and extension operations manual have been conducted and approximately 90 experts from all regions have been trained.
The photos following shows the practical session in the ToT training conducted at Sesa SSI pilot schemes near Axum, Tigray on OFWM and pest identification.

A total of 293 federal and regional experts received training and job-embedded support from SMIS in extension, irrigation agronomy and O&M of motorized pumps during PY1. During PY1 implementation period, the following lessons learned have been identified:
• Training modules are focused too heavily on theoretical and academic solutions that woreda experts and development agents (DA) may find difficult to comprehend, and even more difficult to effectively convey to farmers or be practical for farmers to implement.
• Manuals and guidelines on irrigation extension are not fully adopted and used by the zone and woreda/district experts.
• Lack of evidence-based best practices on irrigated agriculture and in particular OFWM. • Limited training and facilitation skills of zonal and woreda experts and DA to train farmers. • Limited skills in irrigation agronomy business planning and application. • Limited skills of woreda/district experts and DA to identify irrigated farmers’ problems and
analysis. • Need for developing standard training lessons plans, training modules and facilitation
guides. These observations have been discussed at the federal and regional levels and a general agreement has reached that these observations should be incorporated in this AWP. In particular, the need for developing practical training plans and training resource material for the woreda/district level experts and DA is a priority. In discussions with the MoANR Extension Directorate on 14 March 2016, it is suggested by the Director that while the MoANR five-year Extension Strategy covers irrigated agriculture, it needs further elaboration of irrigation extension operational guideline for DA to support irrigated farmers. MoANR – SSID in collaboration with ATA is in the process of developing an irrigation and drainage strategy and has requested support in few selected theme. This AWP has made provision of supporting SSID in selected areas. Details will be worked out upon completion of the irrigation and drainage strategy. Following key activities have been included in this second AWP:

• Support SSID/ATA in identifying irrigation water saving technology options and prepare a roadmap for wider adoption.
• Support development of practical irrigation agronomy training resource materials on OFWM, IPM and irrigation technology packages.
• Support identification and documentation of best practices on SSI and HHMI technologies and irrigation practices.
• Extensive CD training has been planned in all regions as detailed in Appendix A. 4.6 Physical Capacity of Center of Excellence and Selected A-TVETs (2100)
The Center of Excellence for Irrigation Water Management (CoEIWM) and four A-TVETs are planned for improvement to produce qualified irrigation technicians to support irrigated agriculture. The CoEIWM is expected to undertake adaptive research to develop practical solutions on OFWM for smallholder farmers. Key results contributing to this outcome during PY1 are:
• Comprehensive institutional self-assessment identifying institutions gaps in irrigation OFWM.
• Physical assessment of facilities and OFWM demonstration farms at all A-TVETs. • Completion of survey and designs of facilities and OFWM demonstration farm sites at
CoEIWM Alage and four A-TVETs. • Completion of bill of quantity and estimated costs in consultation with A-TVETs. • Approval of budget for A-TVETs by PSB in March 2016. • Completion of bid documents for construction/rehabilitation at CoEIWM Alage, Information
Communication Technology (ICT), laboratory equipment and water-saving technologies. As reported in the PSB meeting in March 2016, SMIS has planned renovation of training and teaching facilities, ICT and soil laboratory for practical learning and training and a demonstration farm in this AWP for undertaking irrigation and OFWM adaptive trials to generate practical solutions for smallholder farmers at an estimated cost of ETB 7.2 million. SMIS will support CoEIWM Alage on quality supervision of renovation and installation of field facilities. The planning of demonstration facilities in all A-TVETs has been completed and the development is planned in this AWP period. It is expected that CoEIWM/A-TVETs will be fully-operational to impart instructions as per the updated curriculum in Quarter 2 of the work plan period. Competitive bids were tendered on 22 April 2016 as per MoANR/SMIS procurement guidelines. It is expected that the equipment delivery, installation and operation will be completed in Quarter 2 of this AWP period. 4.7 SSI and MI Curriculum (2200)
Key results achieved in this output in PY1 are the following:
• Institutional self-assessment of A-TVET-Natural Resources Management (NRM) training program on irrigation and water management. It was concluded that existing occupational mapping does not meet the requirement of modern irrigation development.

• Development of a strategic vision and plan for the CoEIWM with extensive consultation with stakeholders at Alage.
• Development of OM aligned with Ethiopian Occupational Standards (EOS) and competencies for CoEIWM and for a separate stream on irrigation OFWM and competencies.
• Draft outline of curriculum for the proposed OM. The strategic vision and plan was submitted to MoA-Bureau of A-TVET for approval. It was, however, pointed out that a similar OM was developed by Agarfa A-TVET and the two proposed OMs should be harmonized to develop one national OM aligned with EOS. A workshop was organized May 16 – 17 involving all stakeholders to harmonize and plan a final occupational mapping and OS along with relevant competencies. Upon approval of OM and competencies, this second AWP has planned the following key CD activities for the A-TVETs NRM/irrigation instructors:
• Refresher training on pedagogical methods, curricula review and development. This training may be planned in collaboration with the Agricultural Training through Stronger Vocational Education (ATTSVE) project implemented by Dalhousie University.
• Job-embedded support to each A-TVET instructor in the preparation of training, teaching and learning materials (TTLM) following Ministry of Education (MoE) guidelines.
In order to understand field problems and research on practical solutions, inter-regional experience sharing study tours are planned for A-TVET instructors to universities, private industry, other A-TVETs and model farmers. Planning for twinning CoEIWM Alage with a similar institution within Ethiopia or outside is also planned. A pilot for an internship program for student irrigation technicians with the irrigation industry and on large irrigated farms is also planned. 4.8 Instructors (2300)
The first AWP had planned extensive instructor’s CD assuming finalization of the curriculum. However, in the absence of approved competencies and curriculum, the CD of A-TVET instructors’ has lagged behind and the systematic CD plan could not be implemented. SMIS has, however, continued to support the capacity of instructors from all A-TVETs in those areas which are considered essential in irrigation and OFWM. Eighteen A-TVET-NRM/irrigation instructors have been trained in various topics such as: design, installation and O&M of HHMI and trickle irrigation system; irrigation agronomy; O&M of motorized pumps; curriculum review and design; and irrigation extension. As highlighted in the March 2015 PSB meeting and discussed in the A-TVET Dean’s workshop, shortage of irrigation instructors, staff turnover and shifting of work positions among staff and resource persons (Deans, Heads of NRM, Director MoE) involved in the strategic plan development is likely to affect the effectiveness of the CD program. Also, it is observed that most instructors are at junior level and would require medium- to long-term CD.

In view of the observations, the systematic CD plan prepared in the first AWP will be updated considering the updated OM, competencies and curriculum. The following activities have been included in this AWP for all A-TVETs:
• Updating the CD needs in view of updated competencies and curriculum. • Refresher training on effective instructional practices, adult teaching methodology, effective
M&E of student learning and facilitation of practical hands-on presentation of curriculum. • Short-term refresher training in all thematic areas as per the updated competencies and
curriculum. • Short- to medium-term training on selected topics for junior instructors at universities. • Job-embedded support on delivering practical training on identified curriculum topics. • Targeted training on simple software used in the SSI and HHMI design. • Support in experience sharing and learning tours on smallholder irrigated farms for practical
training of students and instructors. 4.9 HHMI Technical Competencies (3100)
Key results contributing to this outcome in PY1 are as follows:
• Manual on HHMI potential identification developed in line with SSI inventory and irrigation potential.
• Inventory prepared of existing MI technologies at different levels: region, zone, woreda/district, FTC and farmers’ fields. In addition, an inventory of different research institutes and non-governmental PI: ATA, MASHAV, IDE and IWMI was also prepared.
In carrying out these activities, the following gaps were identified:
• Inadequate attention in promoting MI technologies at regional and zone levels. • Capacity limitation at woreda/district level in advising on water harvesting and installation
and maintenance of lifting devices for farmers. • Inadequate attention to irrigation agronomy extension service on HHMI.
In order to address the above limitations and to promote HHMI in PY2 the following key activities are considered:
• Identification of alternative pump options such as solar, Hydram pump and others. • Training on identification, feasibility studies, construction and management of HHMI water
resources. • Support the development of a sustainable strategy on access to quality manual pumps. • Support SSID/ATA/regional PI in undertaking a pump supply chain study.

4.10 MI Related Technologies (3200)
Key outputs contributing to the outcome are:
• Pump test facility installed in Ethiopian Conformity Assessment Enterprise (ECAE). • Manual/guideline on well drilling technology, repair and maintenance of motorized pumps
developed. • Training to PI on support to unemployed youth, landless women and local manufacturers on
well drilling, repair and maintenance service and access to support services. As reported in the March 2015 PSB meeting, the agreement on pump test facility specifications could not be reached and ECAE agreed to develop revised specifications by national consultants. The specifications are completed and a national competitive bid (NCB) was tendered to design, build, install and train ECAE technicians on May 15, 2016. The estimated cost, to a maximum of ETB 6 million, has been included in the AWP budget. It is expected that the contract will be finalized in Quarter 1 of PY2 and the installation would be completed in Quarter 2. Other key activities completed in PY1 are:
• Review of manual well drilling guidelines. • Draft O&M manual for motorized and non-motorized pump and water lifting devices. • Trainings on motorized and non-motorized water lifting devices for unemployed youth and
local repair and maintenance service providers. • Draft methodology on HHMI water resource potential identification and water harvesting
promotion. • Irrigation water management and water-saving technology design, installation, operation
and maintenance training. The review of manual well drilling guidelines developed by MoANR and others by non-governmental organizations (NGO) (IDE, private sector) suggested that the MoANR guideline is a complete guideline for well drilling in soft formations, however, all guidelines lack manual well drilling in hard formations. An assessment of manual well drilling tools and equipment indicated that appropriate tools need improvement. It was agreed with SSID that appropriate technology for manual well drilling in hard formations should be explored and the MoANR guideline should be updated to include both soft- and hard-formation well drilling. This activity has been included for completion in PY2. Over 100 unemployed youth, landless women and local woreda/kebele-based technicians have been trained in the repair and maintenance of small motorized pumps in PY1. These trainings have been rolled out in other woredas/districts and appear to have minimized the failure rate of pumps and improved services in woredas. However, access to spare parts and sustainability of unemployed youth to establish viable repair and maintenances services at woreda/kebele levels will require additional efforts and field testing. The following activities have been included in this AWP:

• Develop a sustainable strategy to develop viable repair and maintenance services at the local level by engaging unemployed youth and landless women in collaboration with SSID/ATA and other stakeholders.
• Field test the strategy by a pilot in a selected region with high density of motorized pumps. • Support ToT training on updated manual well drilling guideline. • Field test the methodology on HHMI potential assessment for scaling-up in all regions. • Support SSID/regions in developing standard training resource materials for O&M of
motorized pumps. 4.11 Gender and Nutrition Mainstreaming
SMIS gender strategy is a combination of gender mainstreaming in all PI (TC and PIT members) and gender-specific activities specific to each of the thematic areas. The following key results have been achieved in PY1 in all regions: • Extensive gender mainstreaming awareness and training for SMIS, TC/PIT experts and other
participating experts from PI has been undertaken to ensure gender-responsive development in SSI schemes, WUOs, organizational and water management practices, A-TVET small-scale micro-irrigation (SSMI) training programs and irrigation extension and HHMI support services.
• Gender working groups from key PI have been formed in each region. The working group members are selected from eight organizations. The gender working groups have actively participated in the review and development of all guidelines, training resource materials and all SMIS-supported ToT trainings to ensure gender issues are integrated at all stages of the CD process.
• An inventory of available gender mainstreaming guidelines and manuals has been completed. Checklists are prepared to review guidelines and manuals are prepared and proactively used by SMIS teams and PIT; PIT are ultimately responsible to mainstream gender practically in the field of SSI and HHMI.
• The SMIS plans in all thematic areas were prepared with a gender-perspective and are reviewed by the TC; one of the members of TC is from the Women, Children and Youth Affairs Bureau (WCYAB). In each activity, strategic and practical ways to promote active participation by women has been integrated.
Consultation at the regional level has indicated that while the gender mainstreaming awareness and training is required, the specific need is to demonstrate best practices that mainstream gender but also empower women to activity participate and benefit from the SSI and HHMI development process. A targeted gender situation analysis study was undertaken in the four regions in SMIS pilot woredas/districts to identify specific constraints and explore opportunities for enhancing women’s role in decision-making and access to information and training (SMIS Gender Analysis Report, April 2016). The findings and recommendations have been carefully considered and the following specific activities have been included in this AWP:
• Identify gender and nutrition awareness best practices and develop thematic training modules on gender and nutrition to be incorporated in all SMIS training programs.
• Organize ToT on formation and support to irrigation women’s group and provide leadership training in all SMIS SSI and HHMI pilot schemes.

• Develop operational/working manual on women’s leadership and empowerment in IWUAs. • Organize experience sharing event in areas practicing gender-based SSI and HHMI
development and management. • Ensure at least 30% participation of women in all SMIS-supported CD events including
women from married households and female-headed households (FHH). 4.12 Expected Risks and Challenges
In addition to the risks that are monitored in the SMIS project Risk Register (RR) provided in the PIR, additional risks have been taken into consideration in the preparation of this AWP. The following general risks/challenges exist in all SMIS regions:
• While excessive staff turnover was not observed in many of the key PI, shortage of staff in some PI and PIT is a concern that affects the delivery of some SMIS outputs.
• Limited availability of key counterpart staff, primarily due to their busy schedules and conflicting agendas, is often observed making it difficult to contact key PI staff, especially at the management level. In general, willingness to participate in SMIS activities is high, however, SMIS activities are considered additional and beyond the regular tasks. This limits the effectiveness of the JES. Incorporation of the SMIS work plan in the PI work plans would mitigate the problem to a large extent.
• Although improvements have been observed, the levels of coordination and cooperation among PI involved in SSI, MI and irrigated agriculture is still weak. Activities will continue to be undertaken by SMIS to further improve linkages and coordination among TC and PIT members.
• New, more effective approaches and methodologies that were identified in the course of SMIS PY1 activities have been accepted, but the adoption at the regional level is slow. It is expected that an endorsement of these methodologies by relevant Government of Ethiopia (GoE) authorities may be needed in order to accelerate the adoption of improved work processes.
• The effectiveness of extensive ToT training programs conducted and planned by SMIS will remain limited unless they are cascaded down to woreda and farmers by PIT members. It is essential that SMIS CD plan is integrated into federal and regional plans and appropriate allocation of funds for cascading ToT programs should be budgeted in the regional plans.
• SMIS has been directed to use the Ministry of Finance and Economic Cooperation (MoFEC) Daily Subsistence Allowance (DSA) rates for counterpart personnel, which are considered low. The inconsistency of DSA rates among NGOs and other donor supported projects may influence active participation of PI experts in SMIS activities.

5 TIMETABLE, SCHEDULING AND PERSONNEL
5.1 Schedule of Planned Activities
The quarterly presentation of the schedule is considered appropriate at this stage to provide flexibility in order to align SMIS activities with the schedule of key PI and the availability of PIT counterparts and experts. It was observed during the implementation of the first AWP that availability of TC and PIT members often did not coincide with the planned specific schedule of activities. This resulted in a flexible schedule as per the availability of counterpart personnel. 5.2 Project Staffing
No change or additional positions in the project staffing is proposed. The number of experts and support staff positions remain the same as approved in the PIR and the first AWP. 5.3 Management and Support Activities
The project organizational and management structure is described in detail in the PIR. An overview of the management and operational planning that will directly contribute to the achievement of results consistent with the RBM strategy is discussed below. The NPMU, working closely with MoANR – SSID, is responsible for operational decision-making and effective implementation of the entire project, including planning, coordination and supervision. In addition, the NPMU will continue to coordinate the specific federal activities under Component 1: SSI capacity building activities at federal level, including capacity building of SSID and Component 2: Support to A-TVET Colleges. The NPMU responsibilities includes: preparation of the federal-level work plan; compilation of the federal and regional work plans and budgets in one overall work plan and budget for the entire project; project-related procurement and contracting; liaising with all concerned government institutions and ongoing projects/programmes involved in SSI and MI; facilitation of an exchange of documents, data, information and best practices between the four regions and with other institutions, agencies and projects/programmes; and, participation in the TC of other projects/programmes when necessary. Regional Project Management Units (RPMUs) will continue to plan and implement CD activities together with PI responsible for the development of SSI, MI and irrigated agriculture. The implementation of project activities and CD activities will be undertaken by the PIT consisting of SMIS and counterpart experts from relevant PI. Consistent with the job-embedded CD approach of the project, SMIS experts will spend significant time and efforts in joint planning, design and support to their counterparts in PI. PIT will be supported and guided by the RTC consisting of senior experts from the PI in all CD activities. The Technical Assistance Teams (TAT), coordinated by NPMU, consists of international and national long- and short-term SMS. The TAT will continue to provide technical support, guidance and assistance in quality control of standards, technical manuals, training resource materials, strategic

directions and innovative strategies based on international and regional experiences for each component of the project. The TAT will also serve as resource persons in specific training and CD support the federal activities concerning the capacity building of A-TVET Colleges as well as the capacity building of the SSI and watershed teams within the SSID. SMIS activities are identified in collaboration with the relevant PI based on their stated priorities. Teams of national SMS are responsible for thematic focus areas in their areas of expertise. The National SMS also lead in the delivery of project activities and the achievement of expected results. The main responsibility of the SMIS international subject matter specialists (ISMS), as members of the TAT, is the provision of training, advice, technical support and backstopping to the National SMS and the PIT at the regional level prior to and during the implementation of capacity building activities. The NPMU and RPMUs strive to involve key PI in the decision-making process at all stages of project implementation to the extent possible and keep them informed of project progress and challenges. This is achieved by:
• Monthly coordination and review meeting with RTC and key PI when required • Quarterly progress review meeting with RSB Chairpersons • Joint review and monitoring visits to the pilot woreda/district/districts and SSI schemes • Semi-annual progress review meetings with the PSB/RSB • SMIS website with all key project documents and knowledge products developed by SMIS
and other reference materials. At the project level, the management and support activities will include:
• Development of a web-based document control and sharing system: it will include standard metadata for document coding, storage, access and dissemination to the SMIS team and PI.
• Monthly team meetings to review project progress, track implementation schedule, share experiences and lessons learned from the four target regions, identify challenges and plan mitigation measures. In the event key implementation challenges are observed, the report of the monthly meetings will be shared with key PI.
• Encourage the use of work teams within SMIS and with PI: the irrigation development based on the PIDM approach is multidisciplinary and, therefore, it is imperative that multidisciplinary work teams work together for sustainable development of SSI and MI schemes.
• Bottom-up work planning process: consistent with the job-embedded approach to CD, SMIS will encourage a bottom-up planning process from the pilot schemes to the region. This process will be adopted in the annual work planning, M&E and synthesise of lessons learned.
• Create an environment for continuous learning: NPMU and RPMU will encourage an in-house continuous learning and experience sharing environment, and encourage SMIS experts to share the learning with their counterparts in PI.
Each RPMU functions as an independent, self-contained project office to support implementation of project activities within their region. However, NPMU supports the RPMUs, as required, in administrative, logistics, procurement and information technology (IT).

5.4 Communication and Knowledge Transfer
As reported in the semi-annual progress report (July 2015 to December 2015), SMIS communication and knowledge transfer includes:
• An SMIS website (www.smis-ethiopia.org) with easy navigation tools for inter and intra communication and to disseminate all SMIS knowledge products.
• A document management system (www.smis-ethiopia.org/dms) that will be further enhanced to become a hub for all SMIS-generated communication and knowledge products.
All knowledge products and SMIS-generated resource materials and knowledge products will be available on the SMIS MIS. The SMIS knowledge transfer system will be merged with the MIS currently under development by MoANR/ATA. 5.5 Schedule of ISMS Levels of Effort and Travel
The expected levels of effort required by the TAT to support the RPMUs and the PIT in the four target regions are presented in Table 2. In order to optimize the input of ISMS, two considerations have been taken in account in the planning and identification of ISMS:
(1) ISMS will be mobilized for key strategic support for which specific requests have been made by the federal/regional partners.
(2) Consolidation of few activities with the assumption that counterpart experts will be available during the implementation period.
Each ISMS will be mobilized on the basis of a ToR prepared in consultation with the relevant PI for each mission. Outputs and deliverables for each mission will be defined and presented to the PI. The timing of each mission will be worked out in consultation with PI and the SMS depending upon their availability. During PY1, it was observed that the required expertise appropriate for certain specific SMIS outputs is available in institutions of higher learning in Ethiopia. Attempts have been made to identify specific skills available in Ethiopia and based on this assessment, a number of national SMS have been proposed. 6 ANNUAL PROCUREMENT PLAN
Agriteam shall procure, on behalf of EKN, all equipment, materials and technical services needed to execute the project. We will work to ensure value for money and procurement will be managed by the SMIS team, supported by Agriteam’s financial and administrative officers. To the extent possible, all items will be purchased locally. The practices and policies outlined in the SMIS Procurement Manual, based on GoE procurement guidelines, will be the basis of SMIS’s implementation of the procurement plan. 6.1 Procurement Process
The project team will ensure that all equipment and materials are in line with the standards commonly used in Ethiopia to ensure availability of repair and maintenance services. The method of procurement that the project will adopt depends on the nature and size of procurement and the urgency with which the goods or services to be procured are required. It is anticipated that the value of individual items purchased will have a cost of <US$ 50,000, therefore, the Manual’s shopping guideline will be the most commonly used method of procurement. 6.1.1 Shopping Method The shopping method is the least-competitive procurement method. Shopping is an appropriate method only for procuring readily available off-the-shelf goods or standard commodities in quantities of small value, services and in some cases, very small simple works. Shopping occurs in the immediate market area and may extend geographically to available suppliers in other woreda/districts, regional or national markets. While shopping does not require formal bidding documents, it is carried out by requesting written quotations from several local suppliers – at least three – to ensure competitive prices. Telephone or verbal quotations are not acceptable. Local advertising, which is currently practiced in the regions and woreda/districts, is also acceptable provided that the process satisfies the minimum of three quotations received and compared. In comparing quotations submitted by bidders under the shopping method, price and ability to meet delivery requirements are usually the main selection considerations for these simple purchases. However, the project may also take into account things such as the availability and costs of maintenance services and spare parts. The terms of the accepted offer are incorporated in the purchase order. 6.2 Office Procurement
SMIS office and facility procurement planned and approved in PY1 has been fully completed and operational. No additional procurement for SMIS is proposed. 6.3 List of Major Items to be procured for Federal and Regional Partners

Recordkeeping is an integral piece of the procurement process. SMIS will maintain a purchase file for each procurement transaction. Each purchase file will contain all relevant procurement documentation, including:

As soon as the field office takes possession of an approved item, the field office will assign an Inventory Asset Number to the item, using labels provided at the beginning of the project. The field office will then update the log/inventory to include the number. The inventory log is a database that tracks the following information about each piece of equipment or furnishings:

7 FINANCIAL INFORMATION
7.1 Payment of Per diems and Travel Expenses
SMIS project activities require frequent travel and field visits by project staff, consultants and counterpart personnel. The cost of travel expenses such as transportation, meals, accommodation and incidentals are covered by the project according to the SMIS Travel and Per Diem Policy which is reviewed and, if necessary, revised on an annual basis. SMIS will use MoFEC directives dated April 17, 2016, developed in consultation with the Development Assistance Group (DAG), for per diem and travel rates, for all federal and regional counterpart personnel. 7.2 Provisions for Physical and Human Capacity Development
In order to make best use of the project budget to meet both human and material capacity needs, as well as trying to address new challenges and needs that arise during project implementation, SMIS has adopted budget and cost management measures. Price escalation is observed as a major challenge in the procurement of equipment and materials for physical capacity development, for the CoEIWM, for supporting the selected A-TVETs and to support the ECAE with pumps testing facilities. The estimated cost of items in the first-year AWP has increased many-fold in some cases. This is primarily the result of time laps from the budget approval to the actual procurement, or changes in specification and description of the planned items requested by PI. At the same time, SMIS has extensive plans and commitments to provide technical assistance, training and job-embedded support to achieve its human capacity development results. In order to ensure adequate balance between human and physical capacity development, SMIS has adopted maximum budget allocations for procurement of equipment and materials of ETB 47,040,000 with approved allocations for the entire duration of the SMIS project as follows:

The SMIS project is subject to an annual audit. The first annual audit will be conducted during the first quarter of PY2. An external auditor will conduct the audit in August 2016 for the period from November 2014 (project inception) to July 7, 2016, the end of the first year of project implementation.
