  • DAVAO CITY TRAFFIC SIGNALIZATION AND SURVEILLANCE PROJECT

The project conceptualization started in early 2000 when UP NCTS performeda study to determine the need of traffic improvements throughout the City includingupgrades of existing traffic signals and possible new signals warranted due to theunprecedented growth of Davao City. In 2004, the City realized the need to managetraffic by installing a smarter traffic management by using a full blown automatedtraffic signal & surveillance system. The City Planning Coordinating Office (CPCO)started collecting data such as turning movement count to be used for the CitywideTraffic Signal Warrant Analysis. The outcome of the Citywide Traffic Signal WarrantAnalysis resulted in 92 intersections warranted for signalization. Our firm assisted theCity in signal need analysis and conceptually designing the ATMS for the City.

Due to budget constraints, the project was divided into phases. During thedivision of the project, our firm used Synchro, a traffic modeling software, todetermine existing conditions and after-design conditions to know the measure ofeffectiveness of our proposed design for the whole network. Since the project wasdivided into phases, we selected sub-network and model it to determine what sub-network will give the most benefits that can be felt by the end users.

  • DAVAO CITY TRAFFIC SIGNALIZATION AND SURVEILLANCE PROJECTPhase 1 Project

Signalization of twenty nine (29) intersections including civil works and cable layout Road Widening and pavement marking to maximize level of service operation Installation of traffic regulatory, warning and guide signs

The Davao City Traffic Signal and Surveillance System Phase 01 won aConsulting Engineers and Land Surveyors of California (CELSOC) Merit Award forEngineering Excellence last 2008. CELSOC is now known as American Council ofEngineering Companies (ACEC).

Phase 1 was successfully implemented that resulted to the reduction of delayby about 50% and reduction of accident by 92%.

  • DAVAO CITY TRAFFIC SIGNALIZATION AND SURVEILLANCE PROJECT

For the Davao City Traffic Signal & Surveillance System to be successful, welaunched an education campaign & hold seminars for enforcers, driving public andpedestrians. We highlighted the dos and donts within an intersection, what to expect, how the traffic signals work and how to use it especially to the crossing pedestrians. Our firm also produced 12 shows of Gikan sa Masa, Para sa Masa. This is a show inwhich Mayor Rody Duterte, himself, hosted. Mayor Duterte explained the importanceof traffic signal lights in city roads and highways, that the motorist and pedestriansshould strictly obey traffic rules and regulations to avoid accidents and avoid gettingcited.

  • MAKATI CENTRAL BUSINESS DISTRICT TRAFFIC SIGNALIZATION PROJECT

Makati Central Business District (MCBD) is considered to be one of the most vibrantcommercial districts in Southern Asia and considered to be a major metropolis affecting worldeconomies.

One of the highlighted developments within MCBD is the Ayala Triangle. It is a sub-district of the MCBD, comprising the parcel of land between Ayala Avenue, Makati Avenue andPaseo de Roxas, as well as the building on those streets. Many multinational companies, banksand other major businesses make their home on the triangle.

With the continuing growth & development within MCBD, there is a need tounderstand and assess the overall impact to the Districts transportation network. Alldevelopment generates traffic, and it is generating enough traffic to create congestion and tocompel the community to invest more capital into the transportation network. Since MCBDsroad network is already fully developed and can no longer be expanded, a smarter traffic signalsystem is what the MCBD needs to manage the mobility within the network. Before the project, the MCBD Traffic was moving to a near grid-lock condition. Traffic congestion results in anumber of problems, including economic costs due to delayed travel times, air pollution andaccidents. Understanding traffic impacts becomes even more important.

  • MAKATI CENTRAL BUSINESS DISTRICT TRAFFIC SIGNALIZATION PROJECTAware of the afore-cited situation, MAPA (Makati Parking Authority) took the

initiative to resolve the issue. In late 2010, we submitted a proposal to do the traffic study forthe possibility of upgrading the existing traffic signals within MCBD, including the installation ofnew traffic signals, CCTV Cameras for traffic condition surveillance and security monitoring, andconstruct the MCBD Traffic Management Center which will be the nerve center for all of the

    Intelligent Traffic System (ITS) applications.

We proposed to implement the project in 3 phases.PHASE 1: Traffic Signal Controller Change for all existing traffic signals within MCBD.

Total Upgrade of V.A. Rufino signalized intersections.Installation of 3 new traffic signals.Construction of Traffic Management Center.Installation of 10 CCTV Cameras.

PHASE 2: Installation of Advanced Traffic Management System (ATMS).Installation of additional 5 CCTV Cameras.Installation of 8 proposed new traffic signals.

PHASE 3: Total Upgrade for all of the existing traffic signals within MCBD.Installation of additional 5 CCTV Cameras.
