1.3 What are the likely impacts of the proposed activity on the existing facilities adjacent to the proposed site? There shall be some impacts on water, air environment, power requirement but it shall be mitigated by providing proper pollution control facilities. STP shall be provided for treatment of recycling of sewage there by reducing fresh water demand. Also for water conservation, rain water harvesting shall be done. Power consumption shall be reduced by using energy saving practices. Impact on air quality shall be reduced by plantation of trees on green cover area. This project will generate employment during construction and operation phase and there by shall have positive impact on socio economy.

1.4 Will there be any significant land disturbance resulting in erosion, subsidence & instability? (Details of soil type, slope analysis, vulnerability to subsidence, seismicity etc. may be given). As per the Seismic Zoning Map of India, region falls under Zone- III. Stability Certificate, as per prevalent IS Code will be obtained for these buildings from registered Consulting Structural Engineer considering the seismic forces and wind forces etc.

Design Basis of Treatment plant – MBBR (Moving Bed Bio Reactor)

All the sewage generated will gravitate through Bar Screen. The Bar screen will take care of any floatable matter, which will be manually scraped out and collected in drums. Bar screen will comprise of SS plate type screen for removing floatable matter. From the bar screen it will then pass on to the Oil & Grease Trap for removal of free floating oil. The oil will be scrapped and collected in drums to be disposed as per statutory norms. The sewage will be collected in raw collection tank. Uniform mixing is achieved by providing aeration grid (air sparing) in the collection tank. After completion of mixing, the sewage will be pumped at a uniform rate by sewage transfer pumps to Biological Treatment.

Biological Treatment (Secondary Treatment): This will include the following;

• MBBR Bioreactor • Secondary Clarifier • Sludge Dewatering System-(Filter press)

The process will be of activated sludge extended aeration biological process of Moving Bed Bio Reactor (MBBR) type. The MBBR process will be an aerobic system having two biological growth process- attached growth and suspended growth. The pretreated sewage from raw sewage collection tank will be pumped into MBBR where support media will provide more surface area for Biological growth. Oxygen will be added for biological growth through tubular diffusers. The effluent will be uniformly pumped to MBBR Reactor to biologically degrade the organic matter. The oxygen required for the bacterial growth will be supplied through Diffuser systems. The system envisages better oxygen transfer because of fine bubbles and increased contact with the sewage. The overflow from MBBR Reactor will gravitate to the Secondary clarifier. The arrested sludge will be pumped back to the Aeration tank to maintain the bacterial concentration in the tank and excess sludge will be sent to the Sludge collection pit and shall be dewatered using a Filter press. The filtrate will be taken to the Raw Sewage Collection Tank. The dried sludge will be used as manure for gardening.

Tertiary Treatment: The treatment will include the following unit / equipment;

• Filter feed tank • Pressure Sand Filter (PSF) • Activated Carbon Filter (ACF) • UV system

The clear supernatant from the Secondary clarifier will be collected in a Filter feed tank this tank will be provided with level switch for unmanned operations. The treated sewage will be pumped to PSF followed by ACF. After ACF treated sewage will be passed through UV filtration for disinfection. After UV filtration treated sewage will be collected in Treated Water Tank. Treated sewage from Treated Water Tank will be used for secondary requirement.

5.2 What are the impacts on generation of dust, smoke, odorous fumes or other hazardous gases? Give details in relation to all the meteorological parameters. During construction phase, Dust, Particulate Matter is the main pollutant, which may be generated during construction activities. Other emission sources are intermittent and include emissions of SO2 NOx and CO from materials transport of heavy vehicles on site etc. Proper upkeep and maintenance of vehicles, sprinkling of water on roads and construction site are some of the measures that would reduce the impact during construction phase. Mitigation Measures:

5.4 Provide details of the movement patterns with internal roads, bicycle tracks, pedestrian pathways, footpaths etc., with areas under each category. • Provision of adequate well organized parking arrangement. • Separate entry and exit point • Proper internal road designed for avoiding traffic

5.5 Will there be significant increase in traffic noise & vibrations? Give details of the sources and the measures proposed for mitigation of the above. The source of noise is mainly vehicular noise. The project proponents have proposed to provide well organized parking arrangement and maintaining smooth traffic flow which would help in reducing traffic congestion and noise levels. Trees would act as noise barrier and will reduce the noise level.

5.6 What will be the impact of DG sets & other equipment on noise levels & vibration in & ambient air quality around the project site? Provide details. D.G. Set will be operated only in case of power failures during operational phase. The Pollutants like RSPM, SO2 that may arise from emissions from D.G. Sets will be discharged through vent of proper height. D.G. sets are with inbuilt acoustic enclosures to reduce the noise of D.G. sets while in operation. Plantation of trees would act as noise barrier and will reduce the noise level.

6 AESTHETICS 6.1 Will the proposed constructions in any way result in the obstruction of a view, scenic amenity or

landscapes? Are these considerations taken into account by the proponents? No.

6.2 Will there be any adverse impacts from new constructions on the existing structures? What are the considerations taken into account? All precautions will be taken to mitigate the impact due to water, air and noise pollution during construction and operation phase. Environmental Management plan is prepared and shall be implemented along with Environmental Monitoring Programme.

6.3 Whether there are any local considerations of urban form & urban design influencing the design criteria? They may be explicitly spelt out. No

6.4 Are there any anthropological or archaeological sites or artifacts nearby? State if any other significant features in the vicinity of the proposed site have been considered. Not applicable

7 SOCIO-ECONOMIC ASPECTS: 7.1 Will the proposal result in any changes to the demographic structure of local population? Provide

the details. Since this is a SRA Scheme there will be influx of ~ 5366 persons for additional sale and PTC tenements.

7.2 Give details of the existing social infrastructure around the proposed project. It is a well-developed City of India, having all modern amenities. Civil structures, School, Colleges, Hospitals, Recreation facilities, Markets, etc. are available in the area to a reasonable degree.

7.3 Will the project cause adverse effects on local communities, disturbance to sacred sites or other cultural values? What are the safeguards proposed? No

Construction materials from nearest source shall be chose to minimize energy consumption for transportation.

8.2 Transport and handling of materials during construction may result in pollution, noise & public nuisance. What measures are taken to minimize the impacts? The material required for construction activities shall be procured from company’s authorized / approved vendors only. The vendor’s performance is monitored periodically. In case of urgency or non-availability of materials from authorized/approved vendors, it will be procured from the open market to maintain the pace of the work. 9.6 Is shading effectively used to reduce cooling/heating loads? What principles have been used to maximize the shading of Walls on the East and the West and the Roof? How much energy saving has been effected? It is proposed to insulate the roofs of these buildings to minimize the heat gain and in turn saving the electricity.

9.7 Do the structures use energy-efficient space conditioning, lighting and mechanical systems? Provide technical details. Provide details of the transformers and motor efficiencies, lighting intensity and air-conditioning load assumptions? Are you using CFC and HCFC free chillers? Provide specifications. This is not a centrally air conditioned building, hence not applicable.

9.8 What are the likely effects of the building activity in altering the micro-climates? Provide a self-assessment on the likely impacts of the proposed construction on creation of heat island & inversion effects? The proposed project is of residential type and will not have space conditioners or glass wall. Alteration of microclimate is not notable in this case. Systematic design of buildings in order to assure light ventilation, open spaces , green areas , tree plantation as per requirement are considered which will help to reduce the effect of creation of heat island.

9.9 What are the thermal characteristics of the building envelope? (a) roof; (b) external walls; and (c) fenestration? Give details of the material used and the U-values or the R values of the individual components. It is proposed to insulate the roofs of these buildings to minimize the heat gain and in turn save the electricity.

Sir, This has reference to your online proposal No. IA/MH/MIS/62134/2017 dated

30th January, 2017, submitted to this Ministry for grant of Environmental Clearance (EC) in term of the provisions of the Environment Impact Assessment (EIA) Notification, 2006 under the Environment (Protection) Act, 1986.

2. The proposal for grant of environmental clearance to the project "Slum Rehabilitation Scheme at CTS no. 702, 704, 704/1 to 79, Village Oshiwara, Tal Andheri, Off Veera Desai Ext Road, Andheri West, Mumbai Promoted by M/s Transcon Developers Pvt. Ltd., was considered by the Expert Appraisal Committee (Infra-2) in its meetings held on 13-15 February, 2017 and 26- 28 July, 2017. The details of the project, as per the documents submitted by the project proponent, and also as informed during the above meeting, are under:-

(i) The project is located at 19°08'15.51"N Latitude and 72°50'05.82"E Longitude.

(ii) This is a Slum Rehabilitation Scheme.

(iii) Earlier Environment Clearances were granted by SEIAA, Maharashtra vide letter No. SEAC -2010/CR.534/TC.2) dated 23rd March 2011 and Environmental Clearance vide letter No. SEAC-2212/CR 4011TC-2) from SEIAA, Maharashtra dated 28th January 2016.

(iv) Total constructed work (FSI + Non FSI) on site till date: 39132.44 sqm.

(v) The plot area is 10,992.00 sqm. FSI area is 34,128.51 sqm (including fungible area) and total construction area of 65,343.32 sqm. The project will comprise of 3 buildings. Total Flats: 384 Nos., PAP: 41 Nos., R/C: 2 Nos., Shops: 3 Nos., Balwadi, Welfare Centre, Society Office: 3 Nos. each shall be developed. Maximum height of the building up to terrace level is 125.15 m.

(vi) During construction phase, total water requirement is expected to be 12 KLD for workers and 10-20 KLD for construction activity which will be met by M.C.G.M. and tanker respectively. During construction phase the waste water

will be disposed to existing municipal sewer line. Temporary sanitary toilets will be provided during peak labor force.

During operational phase, total water demand of the project is expected to be 302 KLD and the same will be met by the 105KLD recycled water, 194 KLD fresh water from M.C.G.M. and 3 KLD water from tanker of potable quality. Wastewater generated (253 KLD) will be treated in STPs of total capacity 260 KLD. 105 KLD of treated wastewater will be recycled (98 KLD for flushing, 7 KLD for gardening). About 123 KLD from the whole project will be disposed in to municipal drain.

(viii) About 0.97 TPD solid wastes will be generated in the project. The biodegradable waste (0.67TPD) will be processed in OWC and the non-biodegradable waste generated (0.30TPD) will be handed over to M.C.G.M.

(ix) The total power requirement during construction phase is 100 KW and will be met from Reliance Power Ltd. and total power requirement during operation phase is 1344 KW and will be met from Reliance Power Ltd.

(x) Rooftop rainwater of buildings will be collected in 3 Nos. RWH tanks of total 92 KL capacity for harvesting after filtration.

(xi) Parking facility for 451 four wheelers and 100 two wheeler is proposed to be provided (according to local norms).

(xii) Site is located approximately 2.00 Km away from Sanjay Gandhi National Park. However, as per the ESZ notification of Sanjay Gandhi National Park (SGNP), vide no. S.O. 3645 (E) dated 05.12.2016, project site is outside of ESZ i.e. (100 m)

(xiii) There is court case pending against the project

(xiv) Investment/ Cost of the project is Rs. 295.58 Crores

(xv) Employment Potential: During construction phase: 150 Nos.& some household and domestic servants during operation phase

(xvi) Benefits of the project: Slum Rehabilitation Scheme.

4. The EAC, in its meeting held on 26 - 28 July, 2017, after detailed deliberations on the proposal, has recommended for grant of Environmental Clearance to the project. As per recommendations of the EAC, the Ministry of Environment, Forest and Climate Change hereby accords Environmental Clearance to the project "Slum Rehabilitation Scheme at CTS no. 702, 704, 704/1 to 79, Village Oshiwara, Tal Andheri, Off Veera Desai Ext Road, Andheri West, Mumbai Promoted by M/s Transcon Developers Pvt Ltd, under the provisions of the EIA Notification, 2006 and amendments/circulars issued thereon, and subject to the specific and general conditions as under:-

PART A — SPECIFIC CONDITIONS:

I. Construction Phase

(i) The project proponent shall obtain all necessary clearance/ permission from all relevant agencies including town planning authority before commencement of work. All the construction shall be done in accordance with the local building byelaws.

(ii) The natural drain system should be maintained for ensuring unrestricted flow of water. No construction shall be allowed to obstruct the natural drainage through the site, on wetland and water bodies. Check dams, bio-swales, landscape, and other sustainable urban drainage systems (SUDS) are allowed for maintaining the drainage pattern and to harvest rain water. Buildings shall be designed to follow the natural topography as much as possible. Minimum cutting and filling should be done.

(iii) Construction site shall be adequately barricaded before the construction begins. Dust, smoke & other air pollution prevention measures shall be provided for the building as well as the site. These measures shall include screens for the building under construction, continuous dust/ wind breaking walls all around the site (at least 3 meter height). Plastic/tarpaulin sheet covers shall be provided for vehicles bringing in sand, cement, murram and other construction materials prone to causing dust pollution at the site as well as taking out debris from the site. Sand, murram, loose soil, cement, stored on site shall be covered adequately so as to prevent dust pollution. Wet jet shall be provided for grinding and stone cutting. Unpaved surfaces and loose soil shall be adequately sprinkled with water to suppress dust.

(iv) All construction and demolition debris shall be stored at the site (and not dumped on the roads or open spaces outside) before they are properly disposed. All demolition and construction waste shall be managed as per the provisions of the Construction and Demolition Waste Rules, 2016. All workers working at the construction site and involved in loading, unloading, carriage of construction material and construction debris or working in any area with dust pollution shall be provided with dust mask.

(v) Provisions shall be made for the housing of construction labour within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobile STP, safe drinking water, medical health care, creche etc. The housing may be in the form of temporary structures to be removed after the completion of the project.

(vi) At least 20% of the open spaces as required by the local building bye-laws shall be pervious. Use of Grass pavers, paver blocks with at least 50% opening, landscape etc. would be considered as pervious surface.

(vii) Compliance with the Energy Conservation Building Code (ECBC) of Bureau of Energy Efficiency shall be ensured. Buildings in the States which have notified their own ECBC, shall comply with the State ECBC. Outdoor and common area lighting shall be LED. Concept of passive solar design that minimize energy consumption in buildings by using design elements, such as building orientation, landscaping, efficient building envelope, appropriate fenestration, increased day lighting design and thermal mass etc. shall be incorporated in the building design. Wall, window, and roof u-values shall be as per ECBC specifications.

(viii) Use of water saving devices/ fixtures (viz. low flow flushing systems; use of low flow faucets tap aerators etc) for water conservation shall be incorporated in the building plan.

(ix) Installation of dual pipe plumbing for supplying fresh water for drinking, cooking and bathing etc and other for supply of recycled water for flushing, landscape irrigation, car washing, thermal cooling, conditioning etc. shall be done.

(x) Separation of grey and black water should be done by the use of dual plumbing system. In case of single stack system separate recirculation lines for flushing by giving dual plumbing system be done.

(xi) Sewage shall be treated in the STP based on Moving Bed Biofilm Reactor (MBBR) Technology (with tertiary treatment i.e. Ultra Filtration). The treated effluent from STP shall be recycled/re-used for flushing & horticulture. Excess treated effluent shall be discharged in to Municipal sewer line as per CPCB norms.

(xii) The local bye-law provisions on rain water harvesting should be followed. If local bye-law provision is not available, adequate provision for storage and recharge should be followed as per the Ministry of Urban Development Model Building Byelaws, 2016. As proposed, 3 nos. of rain water harvesting tanks of total capacity of 92 m3 shall be provided as per CGWB guidelines.

(xiii) Separate wet and dry bins must be provided in each unit and at the ground level for facilitating segregation of waste. Solid waste shall be segregated into wet garbage and inert materials. Wet garbage shall be composted in Organic Waste Converter. 156 m2 space shall be provided for solid waste management within the premises which will include area for segregation, composting. The inert waste from group housing project will be sent to dumping site.

(xiv) Solar based electric power shall be provided to each unit for at least two bulbs/light and one fan. As proposed, central lighting and street lighting shall also be based on solar power.

(xv) A First Aid Room shall be provided in the project both during construction and operations of the project.

(xvi) Topsoil should be stripped to a depth of 20 cm from the areas proposed for buildings, roads, paved areas, and external services. It should be stockpiled appropriately in designated areas and reapplied during plantation of the proposed vegetation on site.

(xvii) Disposal of muck during construction phase shall not create any adverse effect on the neighboring communities and be disposed taking the necessary precautions for general safety and health aspects of people, only in approved sites with the approval of competent authority.

(xviii) The diesel generator sets to be used during construction phase shall be low sulphur diesel type and shall conform to Environmental (Protection) prescribed for air and noise emission standards.

(xix) Water demand during construction should be reduced by use of pre-mixed concrete, curing agents and other best practices referred.

(xx) As proposed, no ground water shall be used during construction/ operation phase of the project.

(xxi) Approval of the CGWA require before any dewatering for basements.

(xxii) The approval of the Competent Authority shall be obtained for structural safety of buildings due to earthquakes, adequacy of firefighting equipment etc as per National Building Code including protection measures from lightening etc.

(xxiii) Any hazardous waste generated during construction phase, shall be disposed off as per applicable rules and norms with necessary approvals of the State Pollution Control Board.

(xxiv) Vehicles hired for bringing construction material to the site should be in good condition and should have a pollution check certificate and should conform to applicable air and noise emission standards be operated only during non-peak hours.

(xxv) Ambient noise levels shall conform to residential standards both during day and night as per Noise Pollution (Control and Regulation) Rules, 2000. Incremental pollution loads on the ambient air and noise quality shall be closely monitored during construction phase. Adequate measures shall be made to reduce ambient air and noise level during construction phase, so as to conform to the stipulated standards by CPCB / SPCB.

(xxvi) Use of environment friendly materials in bricks, blocks and other construction materials, shall be required for at least 20% of the construction material quantity. These include Fly Ash bricks, hollow bricks, AACs, Fly Ash Lime Gypsum blocks, Compressed earth blocks, and other environment friendly materials. Fly ash should be used as building material in the construction as per the provision of Fly Ash Notification of September, 1999 and amended as on 27th August, 2003 and 25th January, 2016. Ready mixed concrete must be used in building construction.

(xxvii) An assessment of the cumulative impact of all activities being carried out or proposed to be carried out by the project, shall be made for traffic densities and parking capabilities in a 05 kms radius from the site. A detailed traffic management and a traffic decongestion plan drawn up through an organisation of repute and specialising in Transport Planning shall be implemented to the satisfaction of the State Urban Development and Transport Departments shall also include the consent of all the concerned implementing agencies.

(xxviii) A comprehensive mobility plan, as per MoUD best practices guidelines (URDPFI), shall be prepared to include motorized, non-motorized, public, and private networks. Road should be designed with due consideration for environment, and safety of users. The road system can be designed with these basic criteria.

• Hierarchy of roads with proper segregation of vehicular and pedestrian traffic.

• Traffic calming measures • Proper design of entry and exit points. • Parking norms as per local regulation

II. Operational Phase

(i) The gaseous emissions from DG set shall be dispersed through adequate stack height as per CPCB standards. Acoustic enclosure shall be provided to the DG sets to mitigate the noise pollution. Low sulphur diesel shall be used. The location of the DG set and exhaust pipe height shall be as per the provisions of the Central Pollution Control Board (CPCB) norms.

(ii) For indoor air quality the ventilation provisions as per National Building Code of India.

(iii) Fresh water requirement from Municipal Corporation of Greater Mumbai (MCGM) Water Supply shall not exceed 194 m3/day.

(iv) The quantity of fresh water usage, water recycling and rainwater harvesting shall be measured and recorded to monitor the water balance as projected by the project proponent. The record shall be submitted to the Regional Office, MoEF&CC along with six monthly Monitoring reports.

(v) The installation of the Sewage Treatment Plant (STP) shall be certified by an independent expert and a report in this regard shall be submitted to the Ministry before the project is commissioned for operation. Periodical monitoring of water quality of treated sewage shall be conducted. Necessary measures should be made to mitigate the odour problem from STP.

(vi) No sewage or untreated effluent water would be discharged through storm water drains.

(vii) Sludge from the onsite sewage treatment, including septic tanks, shall be collected, conveyed and disposed as per the Ministry of Urban Development, Central Public Health and Environmental Engineering Organization (CPHEEO) Manual on Sewerage and Sewage Treatment Systems, 2013.

(viii) The provisions of the Solid Waste Management Rules, 2016, e-Waste (Management) Rules, 2016, the Construction and Demolition Waste Management Rules, 2016 and the Plastics Waste Management Rules, 2016 shall be followed.

(ix) Solar, wind or other Renewable Energy shall be installed to meet electricity generation equivalent to 1% of the demand load or as per the state level/ local building bye-laws requirement, whichever is higher.

(x) Solar power shall be used for lighting in the apartment to reduce the power load on grid. Separate electric meter shall be installed for solar power. Solar water heating shall be provided to meet 20% of the hot water demand of the commercial and institutional building or as per the requirement of the local building bye-laws, whichever is higher. Residential buildings are also recommended to meet its hot water demand from solar water heaters, as far as possible.

(xi) Energy conservation measures like installation of CFLs/ LED for the lighting the area outside the building should be integral part of the project design and should be in place before project commissioning. Used CFLs, TFL and LED shall be properly collected and disposed off/sent for recycling as per the prevailing guidelines/rules of the regulatory authority to avoid mercury contamination.

(xii) A minimum of 1 tree for every 80 sqm of land should be planted and maintained. The existing trees will be counted for this purpose. Preference should be given to planting native species. Where the trees need to be cut, compensatory plantation in the ratio of 1:3 (i.e. planting of 3 trees for every 1 tree that is cut) shall be done and maintained. As proposed adequate area shall be provided for green belt development.

(xiii) An environmental management plan (EMP) shall be prepared and implemented to ensure compliance with the environmental conditions specified above. A dedicated Environment Monitoring Cell with defined functions and responsibility shall be put in place to implement the EMP. The

environmental cell shall ensure that the environment infrastructure like Sewage Treatment Plant, Landscaping, Rain Water Harvesting, Energy efficiency and conservation, water efficiency and conservation, solid waste management, renewable energy etc. are kept operational and meet the required standards. The environmental cell shall also keep the record of environment monitoring and those related to the environment infrastructure.

(xiv) The company shall draw up and implement a corporate social Responsibility plan as per the Company's Act of 2013.

PART B - GENERAL CONDITIONS

(i) A copy of the environmental clearance letter shall also be displayed on the website of the concerned State Pollution Control Board. The EC letter shall also be displayed at the Regional Office, District Industries centre and Collector's Office/ Tehsildar's office for 30 days.

(ii) The funds earmarked for environmental protection measures shall be kept in separate account and shall not be diverted for other purpose. Year-wise expenditure shall be reported to this Ministry and its concerned Regional Office.

(iii) Officials from the Regional Office of MoEF&CC, Nagpur who would be monitoring the implementation of environmental safeguards should be given full cooperation, facilities and documents/data by the project proponents during their inspection. A complete set of all the documents submitted to MoEF&CC shall be forwarded to the APCCF, Regional Office of MoEF&CC, Nagpur.

(iv) In the case of any change(s) in the scope of the project, the project would require a fresh appraisal by this Ministry.

(v) The Ministry reserves the right to add additional safeguard measures subsequently, if found necessary, and to take action including revoking of the environment clearance under the provisions of the Environmental (Protection) Act, 1986, to ensure effective implementation of the suggested safeguard measures in a time bound and satisfactory manner.

(vi) All other statutory clearances such as the approvals for storage of diesel from Chief Controller of Explosives, Fire Department, Civil Aviation Department, the Forest Conservation Act, 1980 and the Wildlife (Protection) Act, 1972 etc. shall be obtained, as applicable by project proponents from the respective competent authorities.

These stipulations would be enforced among others under the provisions of the Water (Prevention and Control of Pollution) Act, 1974, the Air (Prevention and Control of Pollution) Act 1981, the Environment (Protection) Act, 1986, the Public Liability (Insurance) Act, 1991 and the EIA Notification, 2006.

(viii) The project proponent shall advertise in at least two local Newspapers widely circulated in the region, one of which shall be in the vernacular language informing that the project has been accorded Environmental Clearance and copies of clearance letters are available with the State Pollution Control Board and may also be seen on the website of the Ministry of Environment, Forest and Climate Change at http://www.envfor.nic.in. The advertisement shall be made within Seven days from the date of receipt of the Clearance letter and a copy of the same shall be forwarded to the Regional Office of this Ministry at Nagpur.

(ix) Any appeal against this clearance shall lie with the National Green Tribunal, if preferred, within a period of 30 days as prescribed under Section 16 of the National Green Tribunal Act, 2010.

(x) A copy of the clearance letter shall be sent by the proponent to concerned Panchayat, Zilla Parisad/Municipal Corporation, Urban Local Body and the Local NGO, if any, from whom suggestions/ representations, if any, were received while processing the proposal. The clearance letter shall also be put on the website of the company by the proponent.

(xi) The proponent shall upload the status of compliance of the stipulated EC conditions, including results of monitored data on their website and shall update the same periodically. It shall simultaneously be sent to the Regional Office of MoEF&CC, the respective Zonal Office of CPCB and the SPCB. The criteria pollutant levels namely; SPM, RSPM, SO2, NOx (ambient levels as well as stack emissions) or critical sectoral parameters, indicated for the project shall be monitored and displayed at a convenient location near the main gate of the company in the public domain.

(xii) The environmental statement for each financial year ending 31st March in Form-V as is mandated to be submitted by the project proponent to the concerned State Pollution Control Board as prescribed under the Environment (Protection) Rules, 1986, as amended subsequently, shall also be put on the website of the company along with the status of compliance of EC conditions and shall also be sent to the respective Regional Offices of MoEF&CC by e-mail.

(xiii) This issues with the approval of the Competent Authority.

1.0 INTRODUCTION & PROJECT DESCRIPTION:

M/s. Transcon Developers Pvt. Ltd. have proposed Slum Rehabilitation Scheme (SR scheme) on

plot bearing CTS No. 695, 705(part), 705/2, 720/A/5, , 720/84 to 142, 720/143 to 154,720/155 to 160,

725, 725/7 to 18,725/19 to 22, 725/23,725/24 to70 and 728, 729, 730(pt), 731, 731/1, 732 (part) & 732/1 to 732/15(part), 737/8/1, 737/8/2 (pt), 702, 704,704/1 to 79 of Village Oshiwara, Tal. Andheri,

Off Veera Desai Road, Andheri West, Mumbai 400053, State– Maharashtra. The land under reference

falls in Municipal Corporation of Greater Mumbai (M.C.G.M.). Slum Rehabilitation Authority (SRA)

is planning authority. Received IOA & CC for Sale Building (Tower A) and Rehabilitation Building

1from SRA.

Existing slums have been partly demolished. Construction for rehab building 1 is completed and Sale

Building Tower A is partly completed as per EC received.

Main vision of the project is to offer a residential development within gated community, setting a new

standard of living. Along with Sale Component this project also offers flats for Slum dwellers which

will upgrade them by providing bigger and better housing facility.

This project has received prior Environmental Clearance (EC), details are as follows:

As there is expansion and Amendment in the proposal due to amalgamation of adjacent plot, hence

applied for finalization of Draft Terms of Reference (ToR) from SEAC-2 for the preparation of EIA Report.

As per the Environment Impact Assessment (EIA) Notification dated 14th September 2006 as

amended, the proposed project falls under 'Category B1' with activity number '8', which require

preparation of EIA Report.

The EIA Report shall address the environmental impacts of the project and proposes the mitigation measures for the same. The EIA Report shall be prepared based on standard TOR notified by MoEF

on dt. 10.04.2015 and as per the guidelines given in Environmental Impact Assessment Guidance

Manual for building construction projects by Ministry of Environment, Forests and Climate Change

(MOEF & CC) and the project specific TOR received

take a review of the conditions mentioned in the same.

3.0 STUDY AREA:

The report shall include detailed characterization of existing status of environment around the project

site. As per the Standard Terms of Reference (ToR) notified on dt. 10/04/2015 for building

construction projects by MoEF & CC study area considered for this report is 10 km radius around the

project site.

Map of the study area clearly delineating the location of various monitoring stations (air/ water/ soil

and noise) superimposed with location of habitats shall be shown. Primary data collection is in process

for one season except rainy season.

4.0 METHODOLOGY

The methodology for conducting the baseline environmental survey considered is as per EIA

Guidance Manual-Building, Construction projects by MoEF & CC. Classification of the study area

and generation of the baseline data is as per Guidance Manual for Building Construction and Area

Development projects approved by MoEF & CC for preparation of EIA report and as per the Standard

Terms of Reference (ToR) notified on dt. 10/04/2015 for building construction projects and Area

Development by MoEF & CC.

Generation of Baseline Data: Baseline information with respect to air quality, noise level and soil quality in the study area were collected by conducting primary sampling / field studies. Baseline status of Land, Biological and

Socio-economic environment are being studied by an accredited expert.

Please Note: The baseline data generation including Ambient air quality, Noise level, soil etc. is being carried out

from March 2018 and shall be completed upto May, 2018. This may please be accepted.

5.0 ANTICIPATED ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES:

The anticipated negative and positive impacts on the land, water, air, ecological and socioeconomic

environment during the construction and operation phase shall be predicted. Impact identification for

this project shall be done by using modified Delphi Technique. Mitigation measures shall be suggested to reduce adverse impacts due to the development.

Best environmental practices for conservation of natural resources, environmental management plan,

environmental monitoring programme including budgeting for the expenditure proposed, corpus

funding for long term maintenance of environmental management facilities in future shall be

suggested.

6.0 ENVIRONMENTAL MONITORING PROGRAM:

Environmental Monitoring Program shall include:

Details about the improvements in physical infrastructure, social infrastructure, employment potential

and other benefits that are accrued shall be incorporated. Employment potential of this project during

construction and operation phases shall be evaluated.

9.0 ENVIRONMENTAL MANAGEMENT PLAN:

Adequate environmental management measures will be incorporated during the entire planning,

construction and operating stages of the project to minimize any adverse environmental impact and

assure sustainable development of the area. Project specific EMP with location and design specific

details shall include the following elements for construction phase and operation phase

• Air Pollution Control and Management

• Noise Control and Management

• Water Conservation

• Sewage Treatment and Operation and Maintenance

• Storm water management

• Solid, Hazardous and E Waste Management

• Energy Conservation and use of Non conventional energy

• Traffic Management

For the effective and consistent functioning, an Environmental Management System (EMS) will be

established at the site. The following components will be part of the EMS:

• Objectives & Targets

• Structure and Responsibility

• Emergency Planning

• Environmental Monitoring Program

• Operation and Maintenance of Environmental Management Facilities like STP, rain water

Harvesting, solar systems, landscape development, solid waste management system

• Non-conformance & Corrective and Preventive Action

• Short term and long term budgetary provisions for the EMP

10.0 DISCLOSURE OF CONSULTANT ENGAGED:

The consultants engaged and nature of consultancy rendered shall be listed in EIA.
