The power of measuring results

• If you do not measure results, you cannot tell success from failure.

• If you cannot see success, you cannot reward it.

• If you cannot reward success, you are probably rewarding failure.

• If you cannot see success, you cannot learn from it.

• If you cannot recognize failure, you cannot correct it.

• If you can demonstrate results, you can win public support.

What is results based management?

Results based management is a method focusing on the delivery of results over time. It aims to link ultimate outcomes (long term) with intermediate outcomes (medium term) to immediate outcomes (short term). This links to outputs, activities and steps through logical cause effect chains.

Outputs are evaluated and tracked. Whereas outcomes or results are measured and monitored, hence the term monitoring and evaluation.

What makes results based management complex?

• It is difficult and tedious to make the links between ultimate outcomes and detailed steps. Additionally, there is difficulty in sustaining logical cause-effect relationships between all the parts of the solution – such a project can often take months.

• It is not easy to maintain an overview of the complete plan. Plans are contained in volumes of tables, books and presentations that make it difficult to communicate, visualize, track and to recognize gaps and overlaps.

• There are often no clear links between the plans and the process of the departments

• Integration alignment across multiple governmental departments using this way of organizing plans becomes a nightmare.
