Action:Action: React to a Hazardous Spill

Condition:Condition: The unit is at an installation training area during daylight hours. A minor vehicle accident during a vehicle convoy caused a spill of approximately 10 gallons of diesel fuel on the asphalt road and 10 gallons of fuel on the shoulder (dirt) of the road. No one was injured in the accident.

Standard:Standard: Take the correct actions based on the risks, location, and unit capability to respond to a spill without impacting the mission.

Spill TeamSpill TeamNCOIC – Knows the spill drill, trains the

team, supervises the actual cleanup and

disposal of contaminated material.

Cleanup Personnel – All Soldiers who

handle hazardous materials ought to

be trained as potential team members.

Slide #11

Protect YourselfProtect Yourself• Assess the scene

– What substance is spilled?– How big is the spill?– Is the spill still occurring or spreading?– Can it get larger or reach water?

Page 12: Slide #1 TSP 05-2-7502 React to Hazardous Spill. Slide #2 Terminal Learning Objective Action: Action: React to a Hazardous Spill Condition: Condition:

Slide #12

Decision Decision

• Is it SAFE for me and other Soldiers?

- What spilled?

- Is it a POL product such as diesel or oil? Or is it an unfamiliar chemical?

- Will cleaning it up endanger Soldiers further? Is it safe to clean it up (is there a safety issue with traffic?)

Slide #13

ActionAction

• Is it SAFE for me and other Soldiers?– NO > Evacuate, secure the area and call for

help

– YES > Get your equipment and REACT

Slide #15

Remove the SourceRemove the Source

• Seal or overpack leaky barrels

• Use drip pans and repair leaky vehicles

• Tighten leaky hose connections

• Close valves

• Shut down power to pumps

Slide #16

Envelop the SpillEnvelop the Spill

• Absorbent pads or socks to stop flow

• Absorbent booms to curb spill

• Absorbent booms or pads to protect waterways/drains

• Shovel to create small dam

Slide #17

Absorb/AccumulateAbsorb/Accumulate

• For liquid spills– On a hard surface, use dry sweep– On mud or gravel, use absorbent pads

Page 18: Slide #1 TSP 05-2-7502 React to Hazardous Spill. Slide #2 Terminal Learning Objective Action: Action: React to a Hazardous Spill Condition: Condition:

Slide #18

Containerize/CleanContainerize/Clean• Place absorbent material into bag or

container (plastic drum)

• Dig up soil and containerize for minor spills (Less than 25 gallons)

• Intermediate (26-55 gals) and major (more than 55 gals) spills require clean-up team

• Dispose of properly at an approved site

Tell Your SupervisorTell Your Supervisor

• Minor spills: Tell Your Supervisor- What, where, when and how

• Intermediate or Major Spills- Work with Supervisor to transmit a Spill Report

• Reportable Spills- Varies by installation/state

Spill ReportSpill Report

• Contact information

• Date, time, and location of spill

• What and how much was spilled?

• What action was taken?

• What damage occurred?

• What additional assistance/action is needed?

Job Aid for Checking Spill Response Plan

-Site specific spill plan required for each area/facility that stores or useshazardous materials, including POL. (Verify with environmental officefor every site you have.)-Spill plan available to all unit personnel, emergency response teammembers, and copy provided to environmental office.-Review plan annually and make required corrections.

Plan includes following information:-Names and telephone numbers of the unit’s Responsible Persons-Special precautionary measures for hazardous materials-Probable spill route-List of spill response materials/equipment on hand-List of each hazardous material and quantity normally on hand (Includethe size of the containers and location of MSDSs)-Drawing of building and associated area indicates location of:

Hazardous materialSpill response materials/equipmentEvacuation routeSpill response

-Names and telephone numbers of the unit’s Responsible Persons-Field training exercise spill planning-Spill response and notification procedures

Spill Planning and Response Training Requirements:

-Personnel involved with management and handling of POL and hazardous materials must be periodically trained. Training should include:

-Health effects of exposure to POL or hazardous materials.-Applicable first aid procedures for exposure.-Personal protective equipment requirements and procedures for use.-Evacuation procedures.-Spill material combustibility and potential for flash-back along vapor trails.-Fire fighting procedures and special hazards of combustible products.-Reactivity of spill material with common material (including water.)-Use and maintenance of all alarms and monitoring equipment associated with spill

prevention or response.-Initial notification procedures.-Site specific contingency plans.-Location of posted site specific spill contingency plan.-Immediate spill response actions includes location of pump controls and valves to stop spill flow, location and use of fire extinguishers, absorbents, neutralizing agents and other immediate spill response procedures.-Visual inspection requirements of particular areas.-Purpose and requirements of good housekeeping.-Spill response training exercise conducted once a year for personnel working with POL or hazardous materials.-New personnel initial training within two weeks of assignment-Training after any significant changes to spill plan.
