Course Information:

This course will be co-hosted by Santa Cruz Composite SQ-13 ―Blacksheep.‖ All training materials and registration are free. The course is credited through the De-partment of Homeland

Security. Successful completion meets all CAP requirements for ICS – 400. Snacks and beverages are provided by the training cadre (donations accepted).

Attire:

The training cadre wants everyone to be comfort-able. Since the course will be given in a con-trolled building, proper identification is critical. Any corporate uniform to include CAP polo shirt or USAF class ―B‖ uniforms will be appropriate.

Lodging:

Further information on available lodging and costs will be provided as soon as possible. We are trying to secure rooms at a discounted rate.

The award is

named in honor of Carl

“Tooey” Spaatz, the first

chief of staff of the U.S.

Air Force. During World

War II, he commanded

the Allied air campaign

against the Nazis. In the

Pacific Theater, the

atomic bombing of Hi-

roshima and Nagasaki

took place under his

command. After retiring

from the Air Force,

Spaatz served as the first

chairman of the CAP

National Board.

On average,

only two cadets in 1,000

earn the Spaatz

award. Approximately

1,764th cadets have re-

ceived the award since it

began in 1964.

The Spaatz

award is presented to

cadets who have demon-

strated excellence in

leadership, character,

fitness and aerospace

education. Cadets qual-

ify for the award after

devoting an average of

five years to progress

through 16 achievements

in the cadet program.

Volunteers are needed to serve on the Senior Staff at the 2011 California Wing Cadet Programs Conference, which will be held at Camp San Luis Obispo on the weekend of 14-17 January 2011. The CAWG Cadet Pro-grams Conference is one of the premier Cadet Program events in the nation, with a long and suc-cessful history.

The earlier date this year, re-quired by availability issues at CSLO, is now set for Martin Luther King Day weekend. We recog-nize that this will pre-sent numerous spe-cial challenges, not the least of which is that not everyone will have that as a three-day holiday weekend. Unfortunately, no bet-ter alternatives were available. We hope that most of us will be able to accommodate the change success-fully.

In order to en-sure another suc-cessful experience for participants, we need to gather a group of willing hands

to take on the various staffing responsibili-ties. Experienced and less experienced vol-unteers are welcome. All staff should have attended at least one prior CPC.

One major ob-jective this year is to train a new cadre of staff members to in-crease our reserve of qualified CP leader-ship. We will have served as Co-Project Officers for four con-ferences by now and are eager to intro-duce new blood al-lowing us to step back to mentoring roles and supplying program continuity for successful elements of the event.

In addition, anyone wishing to propose a special program, activity or class, outside of the main content, should send us a written cur-riculum summary and supporting informa-tion, including pro-posed instructor(s) list (including appro-priate certifications, if needed), costs if any), and time/space/support require-ments. Work-loads: for some of

these areas will be moderate to very in-tensive preceding the event and others will be primarily event-related duties. All staff volunteers, how-ever, are expected to be available for the entire event and cleanup period.

preceding the commence-

will be required to give the

employer as much notice as

is possible of the intended

leave dates.

Upon expiration of

the leave, an employer will

be required to restore the

employee to his or her posi-

equivalent seniority, bene-

fits, pay and other terms and

Civil Air Patrol saves 100 lives for the year MAXWELL AIR FORCE BASE, Ala. --

Civil Air Patrol reached a major milestone earlier this summer, racking up its 100th save for fiscal 2010 …

a year that doesn’t end until Sept. 30. “What an accomplishment!” exclaimed Col. Michael J. Murrell, CAP’s senior adviser, operations. “There is

no better reward than the realization that your efforts actually made the difference. It is that reward for which we all

strive and we succeeded more than 100 times this year. That is an outstanding milestone!” CAP reached the century mark in saved lives when a Wyoming Wing aircrew found an elderly couple

whose vehicle was stuck in the mud in rural Natrona County. The aircrew, acting on information from the sheriff’s

office and a hunch from Maj. George Twitchell, the wing’s director of operations, found the couple safe and sound. “They were in good shape when we found them, but very grateful and very glad to see us,” said Twitchell.

“It turned out to be a very lucky find. It would have been hard for the sheriff’s ground search teams to find them

because where they were stuck was kind of tucked away.” While this particular mission’s success stemmed at least in part from Twitchell’s intuition, enhanced use of

new technologies is playing a large role in many CAP search and rescue missions and has contributed to the high

number of saves this year, said John Desmarais, interim missions director at CAP National Headquarters at Max-

well AFB. “Some changes in how we do business are resulting in many of these searches becoming saves,” Desmarais

said. “We now have a couple of teams working on utilizing data forensics, both cell phone and radar forensics.” Both techniques help narrow search areas by analyzing data. Several CAP members, including the Arizona

Wing’s Capt. Justin Ogden, who works with cell phone forensics, are developing these tools and training other

members to use them. Ogden was recently selected to receive the 2010 Distinguished Volunteer Public Benefit Fly-

ing Award from the National Aeronautic Association and the Air Care Alliance. “By tightening the search area, they shorten searches for us,” Desmarais said. “The quicker we get there,

the more likely it is that there will be survivors. Both radar and cell phone forensics can make a significant differ-

ence in a search and rescue mission.” The numbers tell the story. Both technologies have been in use for a few years, increasing each year. In

2009, CAP had 72 saves. And while the number has hit 100 before, the yearly average over the last four decades

stands at 84. “I am delighted and very proud of our aircrews and ground teams for the dedication they have to their mis-

sions,” added Murrell. “They train long and hard so that they will be ready when the call comes, whether it is in the

middle of the day or the middle of the night. They understand any call, at any time, can mean the difference be-

tween life and death.” Increased CAP responsibilities have led to more saves, too. “We are working more,” Desmarais said.

“Many saves this year have come on just a few missions, those we conducted after natural disasters like floods.”

But no matter how CAP got to the 100 mark, it’s important not to get lost in the statistics. Every individual life

saved matters. “A save, every save, is the ultimate outcome,” said Wyoming Wing Commander Col. Stan Skrabut. “We spend a lot

of time training our crews to do this, so the fact that we bring comfort to folks by finding them safe is the best re-

ward for the time and effort we put in.
