SKOCH Award, instituted in 2003, salutes people, projects and institutions that go the extra mile to make India a better nation. SKOCH Award – the highest independently instituted civilian honour – has been conferred; the mighty and the ordinary alike,

have received this Award for their extraordinary achievements in contributing to the society. The Roll of Honour of the SKOCH Award over the years is a testimony to this.

The SKOCH Award covers the best of efforts in the area of digital, financial and social inclusion. It encompasses the best of governance, inclusive growth, excellence in technology and applications, change management, corporate leadership,

corporate governance, citizen services delivery, capacity building, empowerment and other such softer issues that get normally lost in the glamour and the glitz of industry sponsored or advertising focused jamborees.

The SKOCH Award is distinctive for its approach of selection of awardees, which is based on nomination, Jury Evaluation presentation of shortlisted nominees, focus group discussions, interactions and peer evaluation. Additionally, the College of SKOCH Lifetime Achievers and the Collegium are regularly consulted for expert identification, inputs and qualification of a

project, person or institution to be considered for the SKOCH Special Award.

The SKOCH Award not only acknowledges exceptional achievers – organisations and individuals – but also spurs inspirational guidance and motivational leadership.

SKOCH Award

These are competitive awards, based on extensive documentation based nomination. These then go through a whetting process based on desk and secondary research followed by an evaluation presentation to an eminent Jury.

Top performers are identified based on the average score awarded by Jurors and Expert Vote and participation in National Exhibit (optional). Good performance at the Expert Vote adds a weightage to the Jury score. Expert Vote from across India becomes an important benchmark for Nominees’ evaluation and ranking for the SKOCH Award. Chief Ministers and political leadership are selected based on the cumulative ranking achieved by the state. Only the best performers nationally are conferred the SKOCH Award. Typically, 30 awards are conferred.

1. Mr Narendra Singh Tomar, Minister for Rural Development

2. Mr K T Rama Rao, Minister of IT, Telangana3. Ms Mercy Kutty Amma, Minister of Cashews,

Kerala4. Mr V K Sharma, Chairman, LIC5. Mr G Srinivasan, CMD, NIA6. Mr R S Sharma, Chairman, TRAI

8. Mr A P Hota, MD & CEO, NPCI9. Mr Ashishkumar Chauhan, MD & CEO, BSE Ltd10. Jan Dhan Yojana11. MUDRA Yojana12. PMGSY13. National Stock Exchange (NSE Ltd)

These are competitive awards that recognise all meritorious Nominees from across the country in a particular category. Nominees submit their documentation in a prescribed Nomination format, which goes through a whetting process based on desk and secondary research followed by the an Evaluation Presentation to the Jury of domain experts.

Post the Evaluation Presentation, all the Nominees are invited to participate in a Popular Vote online with the objective of seeking satisfactory performance inputs from their beneficiaries and other stakeholders. This is an online process and involves use of Twitter. SKOCH Order-of-Merit is decided based on the average Jury score + Popular Vote weightage.

This is not a mandatory option, however, without the Popular Vote weightage, Nominees compete only on their average Jury score. In the past, there have been instances of Nominees winning if their average Jury score itself is high enough. All top performers are conferred the SKOCH Order-of-Merit Award. Typically, 150 Nominations are conferred the SKOCH Order-of-Merit.

SKoCH’s annual scrutiny of the State of Governance in india, following which distinguished and eminent jurists make

a selection for the SKoCH Governance awards, has once again brought to the fore some interesting insights about the performance at Central, State and Local Government levels.

the awards show the who’s who—and illustrate the ones that have taken the lead or continue to hold their lead, in improving governance and efficiently delivering services, thereby having a lasting impact on boosting competitiveness and growth and

generating employment opportunities.
