Re: SANDAG Smart Growth Incentive Program — Sixth Avenue Bridge Promenade
Dear Ms. Cooper;
As Chair of the Centre City Advisory Committee (CCAC), the community planning group for downtown SanDiego, I’m writing to request your serious consideration of grant funding under the auspices of the SANDAGSmart Growth Incentive Program.
As you may know, the CCAC is a 28-member body that represents downtown homeowners, tenants, businessowners and civic organizations. As evidenced by our Community Plan, we embrace the notion that downtown isan appropriate place to absorb the region’s expected population growth and we welcome the density that wouldresult in our neighborhoods,. That being said, we firmly believe that supportive infrastructure must match thatdensity. That infrastructure comes, in part, in the form of active public open space and connective, navigablethoroughfares that support a broad range of transportation modes. To that end, we are championing grantfunding for four projects -- two planning and two capital improvement projects. We believe strongly that thesubmitted projects are consistent with the goals for San Diego as a whole. Funding for these projects is anongoing challenge, so we are excited about the possibility of obtaining grants in order to continue our collectiveprogress toward a greener and more livable city.
Please allow this letter to serve as support for the Sixth Avenue Bridge Promenade planning project. By creatinga much-needed linkage between downtown and Balboa Park, this project could:
Reduce the need for cars within the Park by creating a safe and inviting transportation alternative —
walking.Make downtown s high density environment more livable by increasing access to our most belovedpublic open space resource.
With the upcoming Balboa Park Centennial, now would be an ideal time to pursue this project and promote theclQse proximity of the Park to Downtown.
Thank you for your consideration and please do not hesitate to contact me if there is any additional informationor assistance that we can provide.
Respectfully,
Laura Garrett,Chair, Centre City Advisory Committee

Dear Ms. Cooper,
THE VOICE OF DOWNTOWN
On behalf of the Downtown San Diego Partnership, I am writing to express our strong andenthusiastic support of the Sixth Avenue Bridge Promenade project for which 2013 SmartGrowth Incentive Program grant funds are being sought.
As you may know, the Downtown San Diego Partnership represents downtown businesses, residents, charitable organizations and civic groups, making us a strong and diverse voice forthe community.
One of DSDP’s primary goals is to enhance the quality of life for downtown’s residents andworkers, thus we maintain an active interest in the existence of public open space andpedestrian-friendly features throughout the community. The vision for the Sixth AvenueBridge Promenade is perfectly aligned with that goal as it would better connect Balboa Park,a unique and highly-valued resource, with the growing population of downtown.
The Downtown San Diego Partnership is proud to support the Sixth Avenue BridgePromenade project for a 2013 Smart Growth Incentive Program Grant.
Please do not hesitate to contact me should you have any questions regarding thePartnership’s support of this vital project.

Board Members,
The San Diego Downtown Residents Group strongly supports the application of CivicSan Diego for your Smart Growth Incentitive Program. Specifically for the Sixth AvenueBridge Promenade.
As a 25 year old organization representing home owners and tenants in Downtown wehave always supported increasing the walkability and bicycle friendliness in our urbanarea. Downtown has long desired a more pedestrian and bicycle friendly way to accessBalboa Park via existing streets. The Sixth Avenue Promenade will allow an improvedroute to the west side of Balboa Park and minimize conflicts with traffic for pedestriansand cyclists.
Your grant would enable completion of a plan and if timely, could enhance the ability toaccess Balboa Park for the 2015 celebration.
We strongly urge your support for this grant to Civic San Diego.
Sincerely,
/

Re: Sixth Ave. Bndge Promenade
Dear Ms. Cooper:
The East Village Association, Inc. is the nonprofit corporation that manages the East Village BusinessImprovement District. We represent about 700 businesses and 10,000 residents. The EVA mission s tosupport and promote East Village businesses by establishing our community as San Diego’s livable urbanvillage. The EVA vision statement is East Village will be recognized as San Diego’s vibrant, diverse, urbancommunity where residents and the entrepreneurial spirit thrive—a distinct mix of arts, culture, education, andentertainment.
On January10, 2013, the EVA Board voted to support Civic San Diego’s grant application to prepare aconcept plarr and feasibility studies to create a pedestrian promenade across a freeway bridge to connectdowntown to Balboa Park. Although this project is not in the East Village BID boundary, Sixth Aye, is literallynext door to the 7th Avenue boundary of East Village. We believe this project will foster physical and visuallinkages between downtown and surrounding neighborhoods.
Please support and fund this grant application Thank you for your time and consideration, If you need furtherinformation about East Village, please contact Lisa Lem, Executive Director via email atEDEastVillaqeSanDiego.com or call 619.992.7525,

RE: Support for the 6th Ave Bridge Improvements
Dear Ms. Cooper,
The East Village Residents Group (EVRG) represents over ten thousand (10,000) residents who live inthe East Village District of Downtown San Diego. EVRG’s mission is to promote a better quality of life forevery resident of East Village. The East Village Residents Group wholeheartedly endorses the grantapplication submitted by Civic San Diego, previously known as Centre City Development Corporation, forthe 6th Ave Bridge Improvements.
The Bridge Improvement project would significantly enhance pedestrian access to Balboa Park via 6thavenue along the east side of the bridge over Interstate-5. Currently there is a hazardous free turn lanefrom the freeway, which not only presents itself as a hazard to public health and safety, but also deterspedestrians and bicycles from making the short trip into Balboa Park.
To achieve our goal of enhancing the quality of life in the East Village and promoting the livability of ourneighborhood, we must provide safe and inviting alternatives transportation along with pedestrianfriendly access to the surrounding amenities. With the upcoming Balboa Park Centennial, now would bethe BEST time to pursue this project and promote the connectivity of Balboa Park and the East Village.
The East Village Residents Group would appreciate SANDAG considering the approval of grant moniesthrough the Smart Growth Incentive Program to promote neighborhood identification and safety.
Very truly yours,(I
Wojcik, PresidentVillage Residents Group
