PMGSY PROFILE Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched on

25th December 2000 as a fully funded Centrally Sponsored Scheme to provide all weather road connectivity in rural areas of the country.

The programme envisages connecting all habitations with a population of 500 persons and above in the plain areas and 250 persons and above in hill States, the tribal and the desert areas.

According to latest figures made available by the State

Governments under a survey to identify Core Network as part of the PMGSY programme, about 1.67 lakh Unconnected Habitations are eligible for coverage under the programme. This involves construction of about 3.71 lakh km. of roads for New Connectivity and 3.68 lakh km. under upgradation.

TRANSECT WALK:

A walk along the suggested alignment by PIU with the communities, PRI and key informants to observe, to listen, and to ask questions which would enable identification of problems and collectively evolve solutions. The transect shall enable the PIU, to quickly learn about the social structure, issues pertaining to land, social impacts, soils, land use, and community assets and to triangulate data already available.

Sub grade soil is an integral part of the road pavement structure as it provides the support to the pavement from beneath. The sub grade soil and its properties are important in the design of pavement structure. The main function of the sub grade is to give adequate support to the pavement and for this the sub grade should possess sufficient stability under adverse climatic and loading conditions. Therefore, it is very essential to evaluate the sub grade by conducting tests.

GSB (GRANULAR SUB BASE) Granular sub-base (GSB) is constructed with well graded Granular

Soil, maintaining suitable moisture content and compacted in layers not exceeding 100mm. Compaction is done till required density is achieved as per the design. A well finished GSB will be free from movement (under compaction equipment), ridges, cracks or loose material.

BITUMINOUS SURFACEBituminous layer is laid over the base course to ensure that rainwater does not damage the base, that moving traffic does not remove the metal and other material. The Bituminous layer also provides for dust free and comfortable riding.

CROSS DRAINAGE STRUCTURESThe pavement surface should be absolutely impermeable to prevent seepage of water into the pavement layers. Further, both the geometry and texture of pavement surface should help in draining out the water from the surface in less time.

QUALITY MONITORING:

Efforts are made to ensure quality of rural roads under the Pradhan Mantri Gram Sadak Yojana. Rigorous tearing for quality of material and workmanship is to be carried out on all the road works. A three-tier quality control monitoring system has been adopted for these roads. While the executive engineer or the PIU is the first tier, the second tier is an independent state level agency. As the third tier, senior technical persons are engaged as National Quality Monitor (NQMs) to inspect road works in different states.

A 3-tier Quality Control System has been designed to ensure the quality of the road works. While the concerned Executive Engineer is the first tier, all the states have been requested to enlist the services of a State level independent Agency to verify the quality of the roads. On its part, the National Rural Roads Development Agency, an agency set up by the Ministry of Rural development, engages senior technical personnel as National Quality Monitors to inspect the road works.

Logo Sign Board And Other Road Furniture Immediately on starting the work, all the roads

under the PMGSY are required to have informatory Sign Board giving the particulars of the road work as well as the name of the contractor .

Road furniture like Km Stones, 200m Stones, Cautionary Signs etc. are to be provided on all roads constructed under Pradhan Mantri Gram Sadak Yojana.
