The New Mexico Rio Grande Rift (NM RGR) Catastrophic Earthquake Response Plan Exercise Situation Manual (SitMan) provides participants with all the necessary tools for their roles in the exercise. The companion document to the SitMan is the Exercise Scenario Overview. All exercise participants will need both documents in order to participate in the exercise.

All participants are requested to review the discussion questions in advance of the exercise and be prepared

to provide answers upon arrival at the meeting.

EXERCISE OVERVIEW

Exercise Name New Mexico Rio Grande Rift (NM RGR) Catastrophic Earthquake Response Plan Exercise

Exercise Date December 18, 2015

Scope

This exercise is a seven hour Exercise, 9:00 a.m. to 4:00 p.m. (MDT), held at the New Mexico National Guard Onate Complex, RTI Building Auditorium (15 Bataan Blvd, Santa Fe, NM 87508). It will include an update on the NM RGR plan and provide an opportunity for local, tribal, state, and certain federal stakeholders to provide additional input for the final product. The NM RGR Area of Operations (AO) encompasses an 11-county area and potentially affects up to 1.17 million residents.

Threat or Hazard Earthquake—Sandia-Rincon faults of the Rio Grande Rift in New Mexico.

Scenario

At 2:00 pm on a day in mid-March, a M7.0 earthquake occurs—it immediately impacts Albuquerque and surrounding jurisdictions. The scenario uses the scientific study “Earthquake scenario and probabilistic ground-shaking hazards maps for the Albuquerque-Belen-Santa Fe, New Mexico, corridor”, completed in 2004, and the “GIS-based Liquefaction Potential and Effects Mapping, Albuquerque-Santa Fe Corridor, New Mexico”, completed in 2007. These two studies provided the scientific data used to develop a USGS ShakeMap and FEMA HAZUS report for estimated loss.

GENERAL INFORMATION

CORE CAPABILITIES AND DISCUSSION TOPICSTable 1 provides the current list of response core capabilities as provided by the current version of the National Preparedness Goals. These core capabilities and corresponding response functions will provide the framework for the exercise. Due to time constraints, not all Core Capabilities will be exercised. Table 2 provides a list of certain exercise objectives that infer actions to be performed by certain people or teams at a particular point in time; it is not comprehensive, but is intended to guide exercise flow and group discussion.

PARTICIPANT ROLES AND RESPONSIBILITIESThis is a discussion-based Exercise and participants involved in the exercise, and their respective roles and responsibilities, are as follows:

Facilitator. The facilitator is responsible for keeping participant discussions on track with exercise objectives and ensuring all issues and objectives are explored as thoroughly as possible within time constraints. They assist the Exercise Director in keeping the correct focus for the exercise and its objectives. If an exercise uses breakout groups, more than one facilitator may be needed.

Evaluator. Evaluators will capture notes and use the Exercise Evaluation Guide and other specified documents to annotate observations, capture unresolved issues, and analyze exercise results. Evaluators coordinate with facilitators to ensure exercise objectives are met.

Observer. Observers do not directly participate in the exercise; rather, they observe selected segments of the exercise as it unfolds, while remaining separated from player activities.

Players. Players have an active role in preventing, responding to, or recovering from the risks and hazards presented in the scenario, by either discussion or performing their regular roles and responsibilities. Players initiate actions that will respond to and/or mitigate the simulated emergency.

Support Staff. The exercise support staff includes individuals who perform administrative and logistical support tasks during the exercise (e.g., registration, facility set-up).

EXERCISE STRUCTUREThe exercise will be organized as described below:

1. Participants will divide into groups representing three levels of response:

a. Local Response: 11 counties, 4 pueblos, and 3 main cities within the AO

b. State Response: NMDHSEM, NM National Guard, and other State Agencies/ESFs

c. Federal Response: FEMA REGION 6, Defense Coordinating Element (DCE), and other Federal Agencies/ESFs

2. The exercise consists of three modules:

a. Module 1: Actions during the first 24 hours - E to E+24

b. Module 2: Actions during E+24 to E+96

c. Module 3: Actions during E+96 to TBD

3. Within each module, participants will be provided with a set of questions and then given a short period of time (approximately 10 minutes) to discuss answers within their groups.

4. For each set of questions, the group will select a representative to brief back the answers to the entire room. The group representative should be a knowledgeable about the topic so there may be multiple briefers within each questions set or it can be a rotating position within the group. Each group will have approximately 5 minutes to provide the brief back.

5. The facilitator will use the remaining time to validate sections of the response plan and to capture areas that need to be further discussed.

6. The facilitators will be allowed the flexibility to change the agenda, the order of questions or the facilitation method being used in order to maximize the effectiveness of the exercise and to ensure that exercise objectives are successfully met.

7. Within each module, participants should focus their responses on:

a. Pre-existing MOUs/MOAs/Contracts/EMAC/Mission Assignments used to deploy resources

b. Identification of resources expected to be requested through an RRF

c. Key decisions that will need to be made and information needed to help make an informed decision.

d. Synchronization concerns between the different layers of government support

8. Problem statements will be injected into the discussion at appropriate times to allow leadership to walk through and validate decision points.

EXERCISE GUIDELINESExercise participants are expected to follow these guidelines in order to maximize participation and effectiveness:

Due to time constraints, brief outs and discussions need to be concise and to the point. No story telling or reminiscing will be allowed. Facilitators will keep discussions on topic.

Please think through questions in advance and arrive at the exercise prepared.

All participants will be expected to discuss and present multiple options and possible solutions based on issues identified during the deliberate planning process.

Problem-solving and identifying resources that will be needed is the focus.

Varying viewpoints are expected and encouraged.

Participants should respond to the scenario using their knowledge of existing plans, capabilities, and resources.

Decisions are not precedent setting and may not reflect an organization’s final position on a given issue.

Understand the planning process is in the final stages, therefore:

o Suggestions and recommendations to improve response efforts are very valuable

o Identifying or spending time complaining about known shortfalls or concerns without providing a solution is not valuable

EXERCISE ASSUMPTIONS Exercise assumptions are necessary to complete play in the time allotted and to account for certain limitations; all participants are asked to accept them. The following assumptions apply to this exercise:

It will be delivered in a no-fault learning environment wherein existing plans, capabilities, resources, systems and processes can be evaluated against the requirements of a Level 1 response to a catastrophic earthquake in New Mexico.

It will assist FEMA in validating certain planning assumptions—of the draft New Mexico Rio Grande Rift (NM RGR) Catastrophic Earthquake Response Plan—in an effort to incorporate Local jurisdiction’s Incident Management requirements into State and Federal Incident Support plans.

The scenario is plausible, events occur as they are presented, and there is sufficient detail to allow players to react accordingly.

Real-world emergencies take priority over play.

Exercise communication and coordination is limited to participating organizations.

The response timeline will be compressed to fit the exercise period of approximately seven hours.

Exercise control will be with FEMA Region 6 staff and contractors.

EXERCISE EVALUATION AND END STATEThe Exercise Evaluators will capture any information that needs to be considered for response planning. The primary purpose of these notes will be for the Core Planning Team to make any final adjustments to the NM Earthquake Federal Response Plan that will be used to support New Mexico if such an incident were to occur. The final exercise notes will be also made available to all participants within 30 days of the exercise. The final NM Earthquake Federal Response Plan is scheduled to be published in February, 2016.

The Exercise Evaluators will also conduct an evaluation of the exercise based on exercise objectives and additional criteria provided in the Exercise Evaluation Guide (EEG). Additionally, players will be asked to complete participant feedback forms. These documents, coupled with facilitator observations and notes, will be used to evaluate the exercise and compile the After-Action Report/Improvement Plan (AAR/IP).

Additionally, all participants are encouraged to capture their own notes and to use the information gathered from the exercise to update existing local and state response plans.

EXERCISE OBJECTIVESThere are five primary objectives for this exercise:

1. All participants will understand the ICS / C4 structure that will develop in a Level 1 earthquake incident occurring along the Rio Grande Rift in New Mexico.

2. All participants will understand the resource request process, the logistics supply chain, and the concept of staging resources anticipating incident management needs in a Level 1 earthquake incident.

3. The exercise will validate that the current federal support plan has identified the correct types and amounts of resources to deploy to federal staging areas during the Immediate Response Phase.

4. The exercise will identify potential resource gaps and other anticipated needs.

5. The exercise will provide an overview of response operations and an opportunity for participants to discuss Core Capability related response actions.

SECTION 1 - DISCUSSIONSINFORMATION ANALYSIS BRIEF AND HAZUSAll readers should be familiar with the Information Analysis Brief Supporting Document, May 2015 produced as part of the New Mexico Rio Grande Rift planning initiative and briefed to state and federal leadership in Quarter 3 FY15. This reference document is available in the Region 6 Plans Library and will provide much greater detail regarding the scenario.

The IAB document also summarizes the HAZUS estimated impacts and other details affecting the deliberate plan that are not repeated in this document. It should be noted that the HAZUS model, due to software limitations, may underestimate the impacts related to liquefaction. Regardless, numbers provided by HAZUS were used for the development of Federal Concept of Operations and Concept of Support; specifically to determine the initial resource phasing of resources to the FSA to support anticipated state needs during response operations. Following is a summary of the Planning Factors / Planning Assumptions derived from HAZUS.

PLANNING FACTORS AND ASSUMPTIONSCounties and Population

Approximately 1,150,000 people residing in 11 counties will feel the shake and could take some action to request help.

Four counties experience direct damage, including power outages and damage to potable water systems lasting at least 7 days: Bernalillo County (663,209), Sandoval County (131,561), Valencia County (76,569), and Santa Fe County (144,170).

Bernalillo County is the only county experiencing major impacts to the majority of the county.

Kirtland AFB will increase their force protection condition (FPCON) which will initially secure employees on base and limit their movement on and off the base. The employee population (approximately 20,000) may be released back to their homes.

Bernalillo County - Impact on First Responders 30% of the county workforce or their families may be affected in some way which may reduce

the availability of employees to support EM, Police, Fire, EMS and 911 response

Eleven (11) of Bernalillo County Fire Stations will have less than 50% functionality.

The Bernalillo County Sheriff’s Department headquarters is in the liquefaction zone. The substation at Lomas Blvd is expected to receive moderate damage.

The County 911 call center is damaged and can no longer receive calls.

Infrastructure Limitations on Response Communications and Fuel Distribution Systems will be limited for at least 7 days.

Electric, Gas, Water Systems (potable and wastewater) will experience facility and infrastructure damage resulting in outages to up to 257,000 homes, schools and hospitals.

Many transportation routes (roads, bridges, rail lines) will be impassable for 30 days or more.

Infrastructure (dams/levees, roads, rail, buildings, homes, etc.) will be to be inspected prior to reentry after each aftershock.

Search and Rescue Bernalillo County is the only county experiencing major damage to building structures and

infrastructure requiring Search and Rescue operations.

Mass Care 257,000 homes will be without power or potable water for a period of time. Of these,

approximately 200,000 people will seek food and water (Mass Care Points of Distribution) from public officials.

Approximately 54,000 people (20,400 households) will be displaced of which 12,500 will seek public shelter initially.

Of the 12,500 people entering public shelter, an unknown percentage will need to be evacuated out of the area within the week. GenPop Evacuation could potentially move survivors into any of the major cities in surrounding state under host state shelter agreements.

Support for approximately 38,000 pets may be needed.

Approximately 7,650 people of the displaced population will have functional and access needs.

Medical / Fatalities Approximately 650 fatalities plus 300-350 with life threatening injuries requiring hospitalization.

Another 9,000-10,000 people will require some form of medical care and triage.

Only 35% of beds in local hospitals will be available for survivors due to hospital damage.

Approximately 11 of 26 hospitals in impacted area sustaining at least moderate damage and requiring some level of medical evacuation; Plan on evacuating three hospitals for the exercise (HAZUS shows that it will be up to 30 days before hospitals return to 80% or more of capacity):
