Motorized Travel Management Supplemental Draft Environmental Impact Statement – February 2010 Tahoe National Forest – A-1 Appendix A: Site Specific Road, Trail and Open Area Information Introduction ____________________________________________ Appendix A displays the site specific resource information and required mitigation measures for all of the motorized trails proposed as additions to the National Forest Transportation System (NFTS) as well as the Maintenance Level 1 roads to be reopened in the alternatives. Table A-1 (next page) displays the following information for each proposed motorized trail to the NFTS. The unique Route ID used throughout the document and maps for each motorized trail addition to the NFTS as well as Maintenance Level 1 roads to reopened. The Current Status of each proposed motorized trail addition to the NFTS. The current status is one of the following 1) A Maintenance Level 1 NFTS road not currently authorized for motorized use, 2) A temporary road constructed as part of a vegetation management project but not intended for long term motorized use or 3) an Unauthorized Route by the public not authorized for motorized use. The Class of Vehicle and Season of Use that would be authorized should the motorized trail be added to the NFTS in each respective alternative. The possible combinations of Class of Vehicle and Season of Use are as follows: Class of Vehicle Season of Use B – Maintenance Level 2 road not maintained for passenger cars B – August 1 to December 31 C – Trails open to high clearance vehicles E – September 1 to December 31 D – Trails open to ATV’s and motorcycles (<48”) F – July 15 to December 31 E – Trails open to motorcycles O – April 1 to December 31 and when 15 inches of snow is present on the ground M – Areas open to wheeled motor vehicles V – April 1 to December 31 W – May 1 to December 31 X – May 1 to November 1 Y – January 1 to September 15 (Alternatives 1, 2, 3, 7) May 1 to September 15 (Alternatives 4, 5 and 6) Z – Open All Year

The tables on the subsequent pages display the following information for each proposed motorized trail to the NFTS.

∑ The unique Route ID used throughout the document and maps for each motorized trail addition to the NFTS

∑ A Description of the proposed motorized trail addition to the National Forest Transportation System (NFTS)

∑ site specific information for each proposed addition to the NFTS including; ∑ Resource Information regarding watershed, botany, lands, safety, wildlife, air quality, recreation

and heritage resources. ∑ Mitigation Measures Required for each resource mentioned above (if any) ∑ Cost of mitigation measures which specifies when the mitigation measures must be implemented ∑ Monitoring Requirements should the motorized trail be added to the NFTS

These mitigation measures required do not include ongoing operation and maintenance activities, for example, brushing, signing, cleaning and maintaining existing drainage structures, clearing debris slides, patrolling routes, and so forth. Mitigation measures are designed to be somewhat flexible to capture opportunities to implement them. The mitigation measures in the road cards describe what needs to be done; how the mitigations are implemented in the field will vary, depending on access to resources to accomplish the work. The manner in which mitigations are implemented will affect costs.

Rationale for including / not including route in the preferred alternative

Rationale: Recommended by the public during collaboration meetings prior to the NOI. No significant resource concerns which could not be mitigated.

Watershed resource information and mitigation measures

Resource Information: ß Field Surveys - 90% green, 10% yellow. Surveys found no accelerated erosion off-route. A 300'

segment on 5% slope has rill erosion (3" deep x 8" wide). Runoff at water break outlets and on slopes adjacent to the route is dispersed effectively. Vegetation or litter filters all sediment. Spring near route, not impacted by route. The trail’s position on the slope is relatively stable and the seasonal wet season restriction will mitigate adverse watershed impacts associated with this route.

Rationale for including / not including route in the preferred alternative

Rationale: Recommended by the public during collaboration meetings prior to the NOI. No significant resource concerns which could not be mitigated.

Watershed resource information and mitigation measures

Resource Information: ß Field Survey: 100% green. ß Route gradient generally less than 10%. Water control is provided by enough functional

ARM-5. This high-use loop trail is located near Elliot Ranch. It allows OHVs to avoid using the county road.

Rationale for including / not including route in the preferred alternative

Rationale: Safety concerns associated with the road terminating on County Road 5001 where combined use is not legal.

Watershed resource information and mitigation measures

Resource Information: ß Field Survey – 100% green. Route has high use. Route gradient 3-8%. Tread wear is minimal.

Tread is generally incised less than 6 inches. Trapped sediment can be retrieved during normal maintenance. (Tread wear 2-6 inches.) Erosion pavement present, no accelerated erosion off trail. Waterbreak spacing is too wide for conditions. Cascading runoff from a impervious surface upslope. Excess soil moisture at time of use. 300' segment @8% slope, with sheet erosion -- needs drainage structures. Drainage not an issue here.

ß Route is on MCG soils: shallow to moderately deep volcanic soils. ß No stream crossing. ß EMDS Model: Erosion Risk – high; Water Quality Risk – low.

Mitigation Measures Required: The 300-foot segment at the southern end of this route has an 8% slope and is experiencing sheet erosion. Installation of waterbars is needed to mitigate this impact.
