RATIONALE: Disability is an umbrella term, covering impairments, activity limitations, and participation restrictions. Impairment is a problem in body function or structure; an activity limitation is a difficulty encountered by an individual in executing a task or action; while a participation restriction is a problem experienced by an individual in involvement in life situations. Disability is thus not just a health problem. It is a complex phenomenon, reflecting the interaction between features of a persons body and features of the society in which he or she lives. Overcoming the difficulties faced by people with disabilities requires interventions to remove environmental and social barriers.

PROBLEM STATEMENT (Should be backed up by relevant photographs): According to the Philippine Association for Citizens with Developmental and Learning Disabilities, Inc. (PACDLD), the general lack of reliable data on disabilities also prevents government agencies from knowing the extent to which people with disabilities are included in mainstream social services such as education and healthcare. Rizal is known as the home of various national artists, musicians and other equally creative artists. In fact, the municipality of Angono, Rizal, is dubbed as the Art Capital of the Philippines. However, according to the 2010 Census of Population and Housing, the Region IV-A, with 193 thousand PWDs, was recorded to have the highest number of PWD among the 17 regions in the country and Rizal in the whole region. The province is comprised of 43, 500 persons with disability or 1.8 percent of its population. There are only six disabled artists in the Philippine chapter of the Association of Mouth and Foot Painting Artists (AMFPA) who make a living painting with their feet or mouth.These artists are hoping to find a bigger market for their paintings, so their association can support more artistically inclined persons with disabilities (PWDs). Thus, other forms of arts like performing arts, visual arts or even literary arts shall also be used to generate income for the disabled.

RESEARCH STRATEGY: The research will be conducted through extensive research and library works including the help of World Wide Web to gather all necessary information needed for the scope of the project. Comparative studies or Descriptive method should also be conducted through interviews and comparative analysis of articles, documents and other references for the purpose of retrieving facts on how to make the whole project unique on every aspect of its function and use. Historical research method is an aspect on determining the needs of the site during the research. The research can determine the past problem and event that happened on the site. Through this research information, the researcher can manipulate and control the research to find out the solution to the problem. Understanding the past and present events would anticipate the limit of the future extents.

TYPE OF DATA TO BE COLLECTED: List of all other potential art forms which will provide training, education and even livelihood for the disabled. Statistics on percentage growth of disabled students. Related projects and studies or documents about disability and how to use arts in a form of rehabilitation shall also be gathered. Interviews with the knowledgeable professionals about the said proposal. Surveys, either manual or online, shall also be made.
