Thanks for the chat earlier. I've been in contact with the client today, they've forwarded over the attached EPC as a start. They will search their systems for more. offers a higher level of funding in comparison to that through ECO. It is also not permissible to mix ECO and Green Deal Cashback funding on the same property, which presents us with a dilemma, but also a choice of options

• External wall insulation is a qualifying ECO measure that will attract funding • Glazing improvements whilst attracting ECO funding are negligible • I presume the flat roof requires upgrading? I f so, this would also attract ECO funding - No roof works in

the contract. I think that they have already been insulated but I'll check. • Communal heating improvements will attract ECO funding • ECO funding is only available for domestic energy user areas of the premises so will not cover

shops/offices • It would appear there are some huge benefits that could be brought to the wider estate as well, not only

by upgrading the whole communal heating system, or i f not possible, having a split system thus allowing the wider estate to be upgraded at a later date

• I f biomass could be accommodated, then Renewable Heat Incentive payments could be attracted as well • I note there is a leisure centre nearby, I presume that has a swimming pool and therefore is there a wider

community benefit angle to be discussed here which includes a CHP solution with the swimming pool being used as the heat dump - The KALC (Kensington Academy and Leisure Centre) project is being undertaken by another contractor (Bouyges) and for local authority rather than TMO so this option would be very hard to co-ordinate.

• Is the client looking to self-finance? There are other options with Carbon Trust/Siemens Finance as well as Salix Finance where public buildings are involved - see above comment

• Will you be installing the heating system yourself or subcontracting? Sub Contracting. Rydon are Principal Contractor. We are a management company only.

Whilst you don't want to bite off more than you can chew, there is an awful lot of added extra which could be brought here i f the price is right to the client.

I have posed lots of questions, apologies, but there is lots to think about here. When you have digested, try and call me, we will speak at some stage soon, it's all a little manic until around Wednesday next week.

As we keep missing each other via telephone I thought I'd put together a brief description to get us going of the Grenfell Tower Project highlighting the areas where I would expect grant funding to be applicable to. For starters we don't seem to have any EPC's from the Client on the existing construction to give us a baseline. I will ask the Client if they have any already on file. If not then we can always get some done if required and relevant to the funding calculations. As per my email below the client is wanting an accurate estimate (slight contradiction I know) on what they are likely to be able to achieve through a grant. As this is being done prior to any design being carried out by us (the D&B contractor) it's probably best to initially focus on what can be achieved on the current design so it's there worst case scenario. We can then look at alternative designs/plant etc and explore other options. What I do know is that the current district heating feeds not just Grenfell Tower block but the wider estate. We aren't contracted to do any works to the estate as a whole but we will need to bear this in mind as there could be other boiler plant required in the future.

Project overview:-

Grenfell Tower, Grenfell Road, London W l l 1TQ

Existing - It's a 24 storey social housed residential tower block built in around 1974. Floors 5-24 have a mixture of 1 & 2 bed flats on then. Total of 120 flats. The lower 4 floors are mixed use and are made up of offices, nursery and boxing club. The residential flats currently get there heating and hot water from an old gas fired communal boiler which produces heat via under floor pipe work to wall storage panels. I believe there is also a hot water storage tank in each flat. The building fabric is made up of a concrete frame with solid concrete spandrel up stands (approx 250mm thick) below each window. Internal plasterboard is fixed directly to the concrete. The windows are the original single glazed aluminium framed horizontal sliding sash type.

New - It's our job to upgrade the facade and windows as well as the communal heating to each flat (see below) along with relocating and refurbishing the lower 4 floors of mixed use areas. This will include 7 new flats. Communal heating - it's proposed to install a new gas fired boiler and all riser pipe work (which will be insulated) up to the flats. This will produce hot water to a new Heat Interface Unit (HIU) in each flat which will be individually controllable and have heat metering capabilities. We will then install a new internal pipe work to each flat that will feed radiators with TRV's. Facade - We will be installing new thermally broken Aluminium Windows to each flat along with an insulated Rainscreen cladding system externally around the building.

New communal lighting and new kitchen extract fans to the flats also.

Hi Darren,

I just thought I'd drop you a line to let you know that we have been successful in securing the project which you helped us with at tender stage. The project is called Grenfell Tower and it is for the Kensington and Chelsea Tenant Management Organisation. They are a new and important client for us with what looks like some great opportunities in the future.

As you know from early conversations about the tender we are expected to assist the Client in securing grant funding and it has been confirmed that the project is partly dependant on this funding. Because of this the client has asked us to investigate a likely level of funding available for the project based on the design as it is and get to a point asap where we can give as much cost certainty as possible so they can make accurate budget allowances from the start. This obviously means we need to make the grant funding a priority.

I assume that you are interested in looked at this project for us. I'll be honest with you though, I have some external pressures to discuss the same thing with a couple of other Energy Consultants so you won't be the only one looking at this. However personally I feel you should get priority as you helped at tender stage. The good news is that neither us (Rydon) or the Client has any established working relationships so there is good opportunity there for you.

I'll give you a call tomorrow to discuss.
