– In past 4 years, 7 pipe leaks (4 not on 48-in FM) and 2 pump station failures
– Effectiveness of “Bandage” fixes is diminishing
• Higher cost impacts
– SRF monies over-subscribed • If projects are not funded via SRF, over a 30-year term, this adds $234
million in nominal debt service payments (= NPV of $108 million)
– Planning loan repayment shortens to 10 years (vs 30 years) • Affects user rates
– Ongoing repairs to failing facilities

– Allow Program to move into Preliminary Design
– Allow Final Design to proceed • If necessary, hold until Commission approves bidding
