CILs in your state to create a strong statewide Independent Living network
• Good terms with CILs, that’s where the power is– Don’t police, review, monitor– Access to press, advocacy– Present a collective face to the DSU

• Because of the excellent advocacy of Independent Living advocates in California, Chairman George Miller introduced H.R. 5610 June 28, 2010.
• California delegation—3 out of 4 were both SILC members and ILC Directors.
• I.L. Network partners at all levels participated.
• DSU also collaborated.

• Most SILCs have set base-funding target• Collaboration: SILC and CILs proactive
approach to issues. Working out a system as equitable as possible.
