To be able to ensure rail traffic safety, it is absolutely necessary to know the detailed condi-tion of the railway infrastructure. The substructure, track bed, turnouts, rails and catenary form an entire complex, whose individual components interact with each other.

The regular inspection and analysis of these components is a prerequisite for a condition-based, preventive maintenance regime, which in turn is a precondition for the sustained re-duction of the life cycle costs of the railway infrastructure components.

Today, EURAILSCOUT Inspection & Analysis is the largest independent inspection organisa-tion for the components of the railway infrastructure. EURAILSCOUT has its headquarters in Amersfoort in the Netherlands and a branch office in Berlin /Germany and in Paris /France and in Bologna /Italy. 1. ATB Monitoring

The ATB-EG system is a train control system which permits rail traf-fic to operate at high speeds when clearance is given. Any faults, anomalies or the absence of the ATB signal can result in unneces-sarily slow train operations or complete traffic stoppages. Regular monitoring of the quality of the ATB signals ensures that any prob-lems are detected at an early stage, before they can interfere with actual train traffic.

EURAILSCOUT specialises in monitoring these signalling devices; with the latest monitoring systems on test and measurement cars, all ATB installations (Automatic Train Control / LZB) can be monito-red on a regular basis. The calibrated ATB receiving coils with the associated electronics and computer technology allow a very pre-cise recording of the magnetic field intensities of both rails.

As a standard, the following parameters are measured:

• Correct functioning of the code transmitters and receivers• ATB code• Code level• Standby current• Unbalance between both rails• Duty cycle of useful signal/space ratios

2. GSM-R Monitoring

The communications link between the trains and the traffic con-trol centre is of vital importance, not only for the announcement of minor delays, for instance, but also in case of an accident. A reli-able network for this is the digital train radio based on the GSM-R network.

The closed GSM-R network was developed and built especially for use in the railway environment. Currently, the system is being used for phone calls between the engineer and the traffic controller/dis-patcher. In the new European safety system ERTMS, this network will increasingly play a decisive role, as more and more data appli-cations, such as the transmission of timetables, are enabled via this system. Recurrent monitoring of these systems makes it pos-sible for infrastructure operators to ensure the necessary signal quality of the GSM-R network is maintained.

EURAILSCOUT specialises in measuring the radio coverage and si-gnal strength of the GSM-R train radio network. The radio coverage and reception quality of both the analogue train radio (Telerail) and the new digital train radio (GSM-R) can be measured at speeds of up to 140 km/h. These measurements play an increasingly impor-tant role in the refinement of the new European GSM-R train radio system everywhere.

As a standard, the following parameters are measured:• Field strength of the radio signal• Strength and range of the switching transmitters

3. ERTMS Monitoring

Numerous major European railway lines are currently being equip-ped with the new European safety system ERTMS. EURAILSCOUT operates a carrier vehicle to support the developers and manufac-turers of the ERTMS system in carrying out a range of functional tests.

4. Presentation of the Data, Storage and Analysis

The GPS system permits the precise mapping of all measured data and the results are displayed in detail on multiple monitors during the test run. The measured data is stored digitally, with any faults that might endanger infrastructure operations, being reported in-stantly to the responsible department. The measuring staff analy-ses the results and summarises them in condensed form as clear text reports for delivery to the client.
