For AJPRODHO side,during the project implementation, which is still in its beginning most of activities,implemented focused on awareness

raising and training of various leaders (church, local and opinion), community based groups and parents/caregivers on Positive Discipline. The

long-time practices from people sensitized will come after a certain period of time as they are committed to start practising the acquired

knowledge.We hope that this will be illustrated in second year of the project through assessment and survey. Currently it is not easy to

confirm changes in practices as the project it still at initial stages.

The short time practice, challenges and opportunities that we can witness are reflected in the number 1.2 of this report.

The awareness raising meetings with stakeholders including church leaders from the district and sector levelswere carried out in Kirehe and Nyarugenge districts during this

year in the month of September. 98 (30 females and 68 males) participants out of 100 targeted (98%) attended the meeting where the message on „Positive Discipline in

Everyday Parenting‟ and „Prohibition of Physical and Humiliating Punishment‟ were delivered. Participants were from 5 sectors in Kirehe districts that are Kirehe, Gatore,

Mahama, Nyamugari and Kigarara and 5 sectors in Nyarugenge district that are Rwezamenyo,Kimisagara,Mageragere,Kigali and Kanyinya.All participants attended98 (30

females and 68 males) were able to state at least three negative effects of Physical and Humiliating Punishment as illustrated through the assessment conducted at the end of

the meeting by project staff.These awareness raising meetings in both districts were aimed at delivering knowledge of non-violent child discipline. The participants

appreciated the message and committed to cascade it down to family level and start practising it in everyday parenting. Here are some photos of participants

participants were sensitized on various positive disciplines so as to equip them with skills to cascade the knowledge to the community members. The messages received will help them to

practice Positive Discipline in Everyday Parenting.

These sensitization sessions were conducted in 10 sectors (5 in Kirehe district and 5 in Nyarugenge district) in October2017. Among the participants 90 were faith based organizations

while other 90 were local leaders from sectors, district and cell representatives in charge of social affairs, gender and family promotion,Executive secretaries and Social Development

officers.The Participants appreciated the message and emphasized that they are going to enforce Positive Discipline in addressing many issues they encounter in their day to day Parenting

tasks especially in Physical and Humiliating Punishment. One of the participants during the event said,“This message is a basic tool that can help us to deal with parenting

issues that we always face. This is a real time as leaders to start even reflecting to ourselves the way We raise our children before going to change others. For

sure We need to improve our parenting system positively” Said Pastor Marara representative of churches in Kirehe district.

All the leaders (participants) from variousinstitutions, committed to cascade the message to thecommunity members including congregations in churches and other gatherings especially

community works (Umuganda) and various community meetings like parents’ evenings, community dialogues and various community support groups. The Project field officers agreed with

the participants and took actions to carry on and cascade exercise that will be reported and evaluated after three months.

13th to 23rd,2017.The campaigns were organized in collaboration with different institutions including Civil Society Organizations ,districts’ officials, representatives from MIGEPROF, and

National Women’s council since it was a family month. Visibility and branding materials like T-shirts were distributed and banners to convey project messages throughout this campaign

were used. The messages were focused on positive parenting especially strengthening proper upbringing of children at family level.

During this family month, every district had its own plan of agenda. AJPRODHO conducted the event in collaboration with the district whereby campains were done on different days in

different sectors. This campaign reached all sectorsof the project implementation; that is 10 (5 in Kirehe and 5 in Nyarugenge districts). The campaign did not only benefit the community

members but also someschools like GS Kimisagara in Nyarugenge district.

The message communicated to participants was on prevention of violence against children and focused on use of Positive Discipline in Everyday Parenting tasks with main focus to the topic

of the family month provided by MIGEPROF that was, “TWUBAKE URWANDA TWIFUZA TWITA K’ UBURERE BW’ABANA MU MURYANGO”.

The District officials appreciated the contribution of AJPRODHO-JIJUKIRWA and Save the Children in protections and delivering Children rights in all districts. For example in Nyarugenge

district during this campaign. This was revealed by the Mayor Madam KAYISIME NZARAMBA in her speech of official launch of the campaign in Kigali sector on November 13th,2017

said, ”Stakeholders, partners and community in close collaboration with the District organs, Women and child need more and specific interventions to rise up and

participate in the full process of development. We also need to join our efforts for synergy to practice positive discipline in our families. Thanks to AJPRODHO

and Save the Children for Positive Discipline Project which is the first answer to our many questions”.

In Kirehe district, during the family month, Positive Discipline project activities were done as usualwhereby project officer in collaboration with district some awareness raising activities of the

project. It is from this point of view that on 25th October, in Gatore sector the project team were visited by senators and the field officer and this was an a good opportunity to deliver

positive discipline message to the community members. Similarly, on 26th October 2017, together with district officials the senatorsvisited Mahama sector and communicated messages on

Positive Discipline.

Enter any narrative or comments here:The annual solidarity walk was conducted in both Kirehe and Nyarugenge districts. An estimated number of more than 256(143 females

and 113 males) participants attended the walk. Participants from Kirehe district were 178(91 females and 87 males and those from Nyarugenge were 78(52 females and 25 males). The

Message on Prohibition of Physical and Humiliating Punishment and use of Positive Discipline in Everyday Parenting was communicated. This was communicated during the family month as

the day of African child happened before the start of the project. In collaboration with various government and non-government institutions, this activity was re-scheduled to the family

month.Where 23 (10 males and 13 females) local leaders including in charge of socials affairs from sectors and cells, district vice-mayor in Kirehe district ,in charge of gender and family

promotion in both districts and executive secretaries of cells and sectors, 120 (50 males and 70 females) parents ,14 ( 12 males and 2 females) security organ’ members including Police

and DASSO , 99( 41 males and 58 females) children especially students from GS Nyakarambi in Kirehe district attended the walk.

In Kirehe district, the closing remarks of the walk was given by Mr. Ntagwabira Oswald who represented the Vice- Mayor inKirehe district. He appreciated the message and gave a big thanks to the

participants. He told the participants that the district is looking forward to seeing their big contribution in fighting violence against children and especially fight against early young pregnancies among

teenage mothers. He appreciated Ajprodho-Jijukirwa for contributing alot to Positive Discipline more especially the prevention of Physical and Humiliating Punishment. In his speech he said, “We

have been walking when it was raining and this signifies your positive commitment and the value you gave this activity. Always be the first to know, to advocate and to report the

cases of violence against children.” He said.

Participants who attended the walks committed to continue advocating for children‟s rights more precisely the prevention of Physical and Humiliating Punishment within the families, community and

schools.” We spend much of our timein business searching for money. We do not spare much time to sit with our children so that we can exchange ideas. Most of the time we talk to

them when we want to punish them only. I am encouraging my fellow parents to talk to their children and apply the principles of Positive Discipline” Said Hirarie a parent from

Rwezamenyo sector during the solidarity walk on November 3, 2017.

JIJUKIRWA).

The radio broadcast was done in mid-December 2017 and continued in the period of one monthon Radio Isango Star and radio Izuba(a local community Radio) that signed contract with

AJPRODHO to implement this activity.This message focused on prevention of Physical and Humiliating Punishment. The radio spots targeted the whole community by requesting them to

always apply Positive Discipline in Everyday Parenting tasks. We hope that with this message to the community, project target beneficiaries will change their mind-set on the use of Positive

Discipline by avoiding the use of Physical and humiliating punishment in everyday Parenting.

participants They appreciated the message on Positive Discipline and are ready to start practicing it in everyday parenting tasks. They promised active commitment to start disseminating

the message to their congregations in churches, cooperatives and all other community groups. The sensitization sessions were conducted by project officers in Nyarugenge and Kirehe

districts in November 2017, whoagreed with community based groups’ presents at the end of the session to regularly visit them in their respective places on quarterly basis to see how they

are practicing what acquired. This activity was followed by the training on PHP that was conducted in December 2017

(opinion and local leaders, churches & religions, Civil Society Representatives and AJPRODHO staff attended the show in Kirehe and Nyarugenge districts .The Community also was given

time to provide their ideas on Positive Discipline using live Radio talk through phone calling. Both participants and auditors of shows appreciated this opportunity and provided their inputs

for the betterment of use of positive Discipline in community in particular and protection of Children agaistVilonces in general.

They appreciated the intervention in general. “Positive Discipline in Everyday Parenting can be compared with good industry.If you start the good industry you expect

to have good products in future” Said representative of churches and religions in Nyarugenge district during the Radio talk show.

In Kirehe district the radio talk showwas conducted onDecember 20th, 2017 and attended by Director of Good Governance MukundwaEmmanuel, Staff in charge of gender

and family Promotion VenusteNkurikiyimana,Bititi Fred P/S JadfKirehe ,Pastor Hagenimana Edson representative of opinion leaders , Pastor Marara John representatives of

churches and religions and Positive Discipline Project Officer Kirehe district Frank Muvunyi.

In Nyarugenge district the Radio talk show was conducted on Radio Isango start on December 12, 2017 and attended by Calescence Mukantabana,representative of opinion

leaders in Nyarugenge district, Bishop Innocent Nzeyimana representative of churches and religions in district ,DonatIyakaremye Representing Save the Children ,

EjidMupenzi, Programs manager from AJPRODHO-JIJUKIRWA and facilitated by Jean Lambert Gatare , journalist and facilitator of the talk show.

In both districts, participants were selected based on how they are representing the large group of people, their experiences in child protection activities and roles they have

in large community so that their voices can be heard in prevention of physical and Humiliating Punishment in everyday parenting.

Broadcasting the spot was donein January 8, 2018 and continued for a period of one month on Radio IsangoStar inNyarugenge district and Izuba local community Radio inKirehe district

(these werecontracted with AJPRODHO to implement this activity). The message aired focused on prevention of Physical and Humiliating Punishment and is targeting the whole community

by requesting them to always apply Positive Discipline in Everyday Parenting. We hope that with this message to the community, project target beneficiaries will change their mind-set on

the use of Positive Discipline by avoiding the use of Physical and humiliating punishment in everyday Parenting. With agreement with Save the Children, We decided to focus on Prevention

of Physical and Humiliating punishment though the activity was meant to focus on child violence in general because the project main emphasis is on Positive Discipline mainly the Prevention

of Physical and Humiliating Punishment. We thought that broadcasting this spot in large period rather that in short period of time because auditors will have time to edit the message and

what is intended to. These are the hours the spot broadcasted on Radios: for 1 month on Radio Isango star in Nyarugenge district staring from January8,2018 at 06h15am, 09h00 am,

11h00am, 12h00 pm, 16h00pm, 18h00pm, 20h00pm and On Radio Izuba in Kirehe district in the evening between 5 - 6 pm and before news in kinyarwanda of 7:30pm within a

period of 1 month .

awareness raising meeting of Inshutiz’Umuryango on Positive Discipline. This resulted from the agreement with Save the Children and National Commission for Children because they have

the same activities in both districts and to avoid duplication we agreed on the implementation in that way. The awareness raising was conducted to 120(70 males and 50 females)

coordinators of InshutiZ’Umuryango at sector and cell levels in both Nyarugenge and Kirehe districts.The number Inshutiz’Umuryango in Kirehe district was 60(38 males and 22 females)

whilein Nyarugenge district were 60(32 males and 28 females). They were all coordinators from sector and cells in 10 sectors of project implementation in both districts. In collaboration of

Save the children staff who are in both districts, they were invited then message on Prevention of Physical and Humiliating punishment was delivered to them. The purpose of this

sensitization was to empower them with basic knowledge on Positive Discipline as they are the ones who are always in charge of following activities related to child protection in their

respective areas. They daily to day report on children related issues, consequently PHP message has to be in their package so that they could always report on it. .The Inshutiz’Umuryango

coordinators appreciated the knowledge acquired and committed to continue cascading this message in their day to day package concerning Child protection related activities. With support

from Save the children staff who follows them, they agreed to make a schedule of cascading the knowledge to Inshutiz’Umuryango who are based at village level and this will be done at

the beginning of 2018. “One of the major challenges we are facing with parents concerns to find the alternative to give parents in the way they punish their

children. With this message on Positive Discipline, now the direction is clear to us and parents” Said Alphonse the IZU from Kigali sector.Here are some photos of the

Enter narrative or comment here: This consultation meeting with project staholders conducted on December 22,2017 was a good moment to assess the achievent

,lesson learnt and plan together the second year of the projet activities.

The project team in both districts organized the conslutation meeting with local leaders and represenatatives of project target beneficiaries .A total 120 (62 females and 58

males) participants attended the meeting in both districts. In Nyarugenge they were composed of 60 (34 females and 26 males ) categorized in Community parents

facilitators, local leaders,representatives of Inshuti z‟Umuryango, and church leaders from district and 5 sectors.In Kirehe district they were in total 60 (28 females and 32

males).

The project team presented to the participants what has abeen achieved in 2017 and the planned activities in 2018.Then after participants were given time to go in group

works according to their sector to discuss what they appreciated on the project,ares of correction andf their recommendation and improvement needed in the forhcoming

preiod.In general the meeting was was fruitful as it provided an image of the project implementation in general and how it is appreciated by the communty ,leaders and

partners.

Here somes appreciation on the project:

We can confirm that people‟s mind-set Vis à-vis Positive Discipline in Every day Parenting are changing. This can be illustrated by the

commitment of various leaders and how they started cascading the message to their neighbours and fellows and how their

commitment to practise it.

“I recommend this message on Positive Discipline in Everyday Parenting and prohibition of Physical and Humiliating Punishment

to be used in UmugorobaW’ababyeyi (Parents’ Evening Forum) in all villages in Nyarugenge districts because it is what we want to

teach our families” said the Director of Good governance in Nyarugenge district during the awareness raising meeting on September 21,

2017.

Save the Children contribution to change is that it has provided guidance and technical support to the project implementation. More

specifically, Save the Children trained implementing partner‟s staff who are AJPRODHO, UMUHUZA, Children Voice Today and

CLADHO-Coalition Umwana ku Isonga on Positive Discipline in Everyday Parenting. Various tools like handouts were provided to

all partners by Save the Children to serve in trainingts and awareness raising activities.Daily guidance, coaching and planning together

and monitoring project activities has also contributed to project implementation towards the changes it is targeting.

Various partners contributed to the journey of change to be brought by the project ,namely National Commission for Children,

National Women‟s Council ,National Youth Council, Coaltion Umwana Ku Isonga ,World Vision ,Umuhuza ,Children Voice Today

.The teamwork and working groups from these mentioned partners contributed to community and leaders mind-set changes on

Positive Discipline as well as its practices in everyday Parenting.

The eveidence of change is that local governement insitution and communities started putting Positive Dicipline on agenda of

everyday‟s sensitization .As illustration ,currently in Nyarugenge district ,Positive Discipline is one of the topics being covered by the

Evening of Parents and this discusiions are guided by community Parents facilitators trained by AJPRODHO –JIJUKIRWA .

So far no much challenges encountered during the project implementation,but We can highlight that the activities related to child

protection require jointed efforts and facts from all stakeholders and sometimes bring controversy in implementation especially when it comes to Positive Discipline and prevention of physical and Humiliating Punishment. This is because they deal with people‟s normal practices, mind-set change and always touch on people‟s everyday life that are also linked with their background, culture and experiences.

Another challenge is linked to the limited budget allocated to field activities( field allowances and Fuel) does not allow the head

office team to properly monitor field activities and support project officers as some activities require much support. E.g. Mission

allowances for M&E and coordination of field activities is only 39,000 RWF per quarter whereby the monthly budget of fuel for all

project activities isonly 120,000 RWF to cater forfacilitation of 9 (3 permenaent and 6 supporting )staff who are linked to the

project implementation.

To address this ,requires to increase the field allowance and fuel budget so that the monitoring of project activities can be done

properly.

The opportunities of the program is that Positive Discipline intervention is being appreciated by all stakeholders in all districts and

they are requesting the intervention to be extended all areas for the future asit is highly solicited in schools because use of Physical

and Humiliating Punishment and Child abuse are still observed ( as Witnessed by project various stakeholders in all districts).

It is necessary to continue thinking about extending project activities in school as requested several times .This cam be done

through designing new project or allocatong new budget to the existing budhet that can cater for this activity in school.

Discipline in Everyday Parenting in Kirehe and Nyarugenge districts using the manual provided by Save the Children.In Kirehe the training was conducted by

the project team from September 27-29 at Nyakarambi Sun City while in Nyarugenge was conducted from September 27-29, 2017 at Kigali view Hotel.

These community parents facilitators are from 10 sectors in both district 40(19 males and 21females) fromKirehe district and 40(16males and 24 females)

from Nyarugenge district. They were selected by their respective local leaders based on the criteria share by the project team that are linked to their

duties in project implementation. They are responsible for training communities on Positive Discipline, conduct home visits and report on Child abuse with

emphasis on Prevention of Physical and Humiliating Punishment. All of them received handoutscontaining the message that will be used on day to day in

delivering the message to the target beneficiaries. The participants appreciated the training and committed to cascade the knowledge to the community

parents. “Now, I understand what to be a parent means. We have been using our own emotions and background to raise our children without considering their views,

emotions and developmental stages” said one parent who attended a training of community parents‟ facilitators in Kirehe district on September 27, 2017. She

further added, “I think this is the right time for all of us to change our mind-sets and to practice positive parenting. I know it is a long process but it is possible and

necessary.” The knowledge acquired helped them to cascade the training to 1000parents and caregivers as illustrated in the next activity 2.3.2.1(Cascading

based on sector location during the months of November and December 2017. 1000 handouts were distributed to the trained parents and will serve to

other parents in neighbourhood as committed.

In general the parents appreciated the training especially the handouts provided and promised to continue cascading the message with their neighbours.”

Now this is real time to understand our responsibilities as parents. We always think that giving them food and take them to school is enough but

communicating with them every time is very key.We really do apologize for all we did against our children and let us start changing the practise”

said Venantie a parent from Kanyinya sector after the training. They also committed to start practising the positive Discipline in their daily Parenting.

3. Cross cutting issues

3.1 Gender Equality

Describe how you have worked with gender equality in the program? What actions have been taken during the reporting period and what

challenges have you met?

Child abuse affects girls and boys differently and they are commonly subjected to different types of Physical and Humiliating

Punishments. Positive Discipline concerns both girls and Boys. Gender barriers also affect parenting attitudes that is why in

implementing this project, we ensure that the project approach and specific interventions effectively address gender specific issues.

The project implementation activities like data collection and reporting, make gender disaggregated data an obligation since it helps

to ensure that girls and boys, men and women are proportionately targeted. Both male and female were considered in Project

activities so far carried out like the project launch, awareness raising meetings, and selection of community parents‟ facilitators who

were trained on Positive Discipline in Everyday Parenting. The implementation plans conceived in such a way that they allowed both

men and women to participate. For instance, out of 80 community parents facilitators who were selected and trained on Positive

Discipline 45 (56%) are women,again among 1000 parents trained on Positive discipline in everyday parenting , 524 are females

which is 52.4% while 476 which is 47.6 are males. Our sensitization and awareness raising activities require the community and

parents to protect both boys and girls while taking into account how different forms of violence and abuse affect girls and boys

differently.

3.2 Environment

The Government of Rwanda is active in environmental issues and has a policy framework that protects the environment and

minimises the likely effects of climate change. In the implementation of project activities, we continued building on the

Government of Rwanda‟s efforts to make sure that the environment is protected. The project‟s beneficiaries and staff were

always reminded to protect the environment thereby minimizing climate change by abiding by Rwanda‟s environmental

protection policy.An example is the effective use of vehicles for project related work, and not using plastic bags or throwing

used water bottles everywhere.

3.3 Conflict Sensitivity

Describe initiatives in the programs taken to (i) ensure that the program doesn‟t contribute to violent conflicts, i.e. dividers and

sources of tensions, and (ii) any proactive work to strengthen communities‟ capacity for peace.

There is no conflict within Rwanda though peace and reconciliation has played an important role in recent government and

international organisation programming.

During the project implementation we were sensitive to the potential for local conflict when exploring and challenging

cultural norms and practices.For any activity to be implemented we made sure that the activities are planned together with

loca;l government entities and representatives of community and we proactively made risk assessment that can be source of

tensions and explored the areas of strengthening and unite their peaceful ways of living.

3.4 Non-Discrimination and Inclusion

Describe how you have ensured all children, without discrimination, have equitable access to programs, resources and activities.

AJPRODHO, as a human rights based organization, always tackles discrimination and exclusion in all its programs and advocates for

inclusion. Project partners and staff work within areas of marginalization and project activities handle root causes of discrimination. In

project implementation, staff, leaders, parents, CSOs and children were always reminded to identify and protect the most vulnerable

children more particularly those with disabilities and marginalized ones.

Project staff and community parents‟ facilitators who interact daily with our target beneficiaries have the experience of working with

the most marginalized and vulnerable children. This supported a positive and proactive approach to identifying and supporting

discriminated children

4. Program management

4.1 Program implementation

that we can communicate is linked to the activities that were planned to be conducted to Inshutiz’Umuryango. After

analysing together with National Commission for Children and Save the Children, We came on agreement that the activities

related to the training will be changed into the awareness raising on Positive Discipline .This was decided because they were

similar with the ones implemented by Save the Children and National commission for Children on the same group in the

same districts and this was done in order to avoid duplication.

5. Monitoring, Evaluation, Accountability and Learning

For this area our focus is monitoring and learning in project activities as described below:

As AJPRODHO,A project coordinator was responsible for overseeing the implementation of the program, budget holder and reporting

responsibilities. The Coordinator Who is based in Kigali had time to go to field to follow up project activities and provide support to field

officers especially in training meeting and monitoring the implementation of project activities.

Monitoring project activities:

The project coordinator with support from Monitoring, evaluation and learning officerundertook monitoring on a regular basis. This

included monitoringof field officers to address issues of staff capacity, systems and skills as required. The following strategies were used to

monitor the activities of the field officers.

Work plans: Field officers shared their weekly/monthly work plans with the project coordinator so that the he knew what activities

were being implemented at what time and where there are delays. With work plans in place, He was be able to know where they can

offer support.

Reporting:Weekly, Monthly and quarterly reports were generated by each officer at the end of each month and quarter from which

the project coordinator compiled the overall quarterly and annual report both financial and narrative

Meetings:Monthly project meetings were organised where all field officers and project coordinator come to gather to share

achievements and challenges. During this meetings, next month priorities were also be set.

Monitoring: In collaboration with Save the Children MEAL officer, Quality Benchmarks were developedto ensure program activities are

carried out following agreed processes and result in quality outputs and outcomes..

Learning:A consultation metting with key prject stakeholders and leaders was conducted at the end the year. It awas areal time to

reflect project achievements so that beneficiarie are able to know what impact have been made ,challenges met and had time to plan

together for the next year activities.
