The vaccine will be administered on the Islands at the Sanibel Community House, from the hours of 9:30 a.m. until l:00p.m. this coming Saturday, Oct. 9. According to Dr. Stanley P. Wegryn, who is in charge of administering the vaccine here on Sanibel, all persons eighteen years old and older should ap- pear at the Community House this Saturday to be innoculated, although no law requires them to do so. - Dr. Wegryn warned, however, tha t persons allergic to eggs, persons who are sick on the day of im- munization, and those who have had a vaccination of any kind within two weeks before the swine flu in- noculation should not be vaccinated on Saturday, but should not delay in consulting their private physicians and-or getting the shots as soon as they are able to do so. A monovalent vaccine protecting only against swine flu will be given to persons between the ages of 18 and 64, while a bivalent protecting against both swine and victoria flu is to be given to those 65 years old and older, and to those with chronic diseases. The swine flu innoculation program on the Islands is being sponsored by the local Kiwanis Club in conjunction with Lee County Health officials Thick wisps of black smoke dotted the skies over Sanibel last Wednesday morning as officials of the Sanibel-Captiva Con- servation Foundation, State Division of Forestry, and U.S. Forestry Service con- ducted a controlled burn of roughly five acres of spartina grass on the Foundation's "Nature Trail" property, located south of Sanibel-Captiva Road, approximately one mile east of Rabbit Road. A special city permit for the control burn, which was intended both to aid in the elimination of exotic plant species in the s££ea and to minimize the threat of wildfires "glaring the winter dry season by removing the accumulation of dead vegetation on the tract, was approved by the City Council in mid-August. The special burning permit issued by the .city carried restrictions upon the type of weather conditions that were to prevail on the day of the burn. In essence, the city requested that the experimental burn be conducted under southeasterly wind con- ditions so that the smoke from the blaze would travel north, away from the populated areas of the Island. Early last Tuesday. Conservation Foundation Director Dick Workman received a call from State Division of Forestry Director MikeLong and Dale Wade of the U.S. Forestry Service with the news . that weather projections for the following day seemed propitious for the undertaking. Thus, the machinery of wildlife management was set in motion and the fire control forces were readied for the following morning. By 8:00 a.m. Wednesday, Workman was on the scene running a last minute Check of wildlife on the area to be burned. Within fifteen minutes the State Forestry people had arrived to begin the work of cutting a fire line around the area to contain the burn. Also on hand as a backup unit in the event the fire should get out of hand were Sanibel firemen, while Sanibel police officers remained on Sanibel-Captiva Road in the vicinity of the burn to control any smoke engendered traffic problems which migh arise. At 10.15, officials lit a backfire on the downwind side of the burn area to clear a small area of vegetation where the fire could conceivably have spread beyond the perimeter of the intended burn,, and then carried the fire on around to the southeast corner of the site, from which the light breeze carried it slowly across the five-acre expanse of marsh land. By about 11:00, the fire had died down enough to allow the officials to assess the effects of the burn. Even though the fire had completely burned itself out by noon, State Forestry officials still dropped two loads of water on the area from helicopter, and one of the fire monitoring crews remained on the site until mid-afternoon. Contrary to what appeared in black and white in thelast ISLANDER, swine flu vaccine was not to havebeen administered on the Islands on October 2, butrather will be given on October 9. this comingSaturday.

The vaccine will be administered on the Islands atthe Sanibel Community House, from the hours of 9:30a.m. until l:00p.m. this coming Saturday, Oct. 9.

promptly my entire letter that attempted adetailed explanation of (he reason for the$20,000 debt service figure that appears inthe Snnihcl Fire Control District's approvedbudget for next year.

Although my explanation may not havebeen as adequate as that given lo theaudience at the Fire Commissioners' publicevening meetings last May, I feel sure thai itdid help to assure you and many of yourreaders that those unpaid Commissionersdid a most excellent jab in keeping the taxbile on Sanibel's taxpayers as small aspossible. They provided well for the un-precedented growth tliat our little Island isexperiencing.

It was most interesting lo learn, from yourcuriously caplioned editorial, about your'•telephone research program" on tlie firedistrict budget. The one question which youdubbed "biggie" was understandably justthat, but only to those who did not choose toattend the district's public hearing lo beinformed by the Commissioners, FireDepartment personnel and (he City's FireHydrant Committee on the financingproposal involvitm the issuance of bonds bytheCilv.

Fur Ihe benefit of you and your readers. Iwill «ry lo summarize below the technicaln'asMB for the City being chteen in issue thebsirfs:

TiK> district's attorney advised that.strangely enough, the Florida Legislaturewhen i\ created the district in 1955 failed togive it the specific power to issue bonds for.•im1 purpose. It did give it the power,however, ta ACQUIRE already constructedhydrants and appurtenances by installmentpurchase. The privately-owned Island WaterAssociation, serving both Sanibel andCaptiva. reported that its corporate charterFrom the State did not permit it to engage inthe business of providing public fireprotection. This left only the'City as theremaining possibility. The City Manager feltthat it was within Ihe power granted foFlorida municipalities to engage in thismunicipal-type of activity to the extent, inthis case, of constructing the hydrantfacilities for lease-purchase by the FireDistrict over a period of twenty years.Accordingly, the bond maturity was set atthat period. The estimated cost of theproject was estimated at $818,000. Theaverage annual debt service scheduleworked out to about §76,000 at an estimatedinsteresl rate of 7 per cent Since it seemed -impossible to arrange for the essential bondcounsel approval and court validation in soshort a period, the district put into its budgeta figure of $2&,0QB considered adequate to.'cover the debt service charges for theremaining portion of IS77. (The twenty-yearmaturity was selected so as to lighten the.financial burden on present taxpayers byspreading it in time to encompass those whowould be building in the future.) The Cityrealized, ai that point, (hat its own capitalprogram called for another $1,682,000 inrarious projects some of which would not herevenue producing. It was decidedtherefore, that economy dictated that asingle General Obligation Bond issue be-floated ta embrace both the hydrants and theCity's other capital program. This decisionwas alsomade with the realization that suchan issued called for an approving vote.bySanibel's voters which was considered amore democratic way of proceeding. To me,it is difficult under the foregoing procedureto picture this logically developed andessential project as eigher "vague" or "aboondoggle" as you report it beingcharacterized.

The timing of the Referendum youreported from discussions . with CityManager Nungester seemed very realisticIrtnn tny experience with such matters.Indeed, there is ample time and opportunitylor those now becoming aware to study theproject before it is finally undertaken. Thisis also true of the other questions raised inyour "telephone research program."

As you will recall, it has always been myobjective lo stimulate citizen participationby the presentation of pertinent facts. Isuggest, therefore, that The ISLANDERregularly carry at its masthead the slogan:"Maximum informed citizen participationin public affairs pays off in the greatesteconomy for the taxpayer."' That is mysimple way of saying just about what theChamber of Commerce's Walter Klie soaptly put in the form of a broadcast parablereproduced in your September 28th issue.

tiumber of missives (mostly anonymous)pleading for the old time guest lists we usedto print and in at least two cases, accusing usof favoring one motel over all the others.

In essence, this is true—but not because offavoritism. We find it impossible to print apicture of a guest when we either can't lakethe picture or have someone (usually amanager or owner) either say, "Hey, wehave a live one" or even bring us a picturethemselves.

We would be delighted to print more fishor people or whomever., but only one or twomotels or fishing guides seem to be in-terested in this particular phase of publicrelations anymore. We prints what wegels—and if they all come from the samesource, it seems unfair NOT to print themjust because no one else will release a guestor fish list.

That, gentle readers, is why you see oneparticular place frequently mentioned. It isimpossible laud illegal) to print unreleasedinformation about guests.

The first annual No See-Um SoftballClassic, signifying the finish of the 1976Sanibel-Captiva softball season, was1 arousing success as throngs of islandersturned out at the ballpark Saturday andSunday for good food, free beer, softball andsunshine.

The invincible Sanibel Fire Departmentteam reigned supreme in the men's divisionas they whipped the Police team 13 to 5 in thechampionship game. The champs finishedup the season without a single loss and werein command of the tournament from thestart. Oscar Gavin drove a tremendoushomerun into the trees beyond the cen-(erfield fence to highlight the final game.Firefighters Curtis Nave, Chuck Nave,Roger tabor and Allen Nave all hit the ballwell while Ronnie Gavin legged out andinside-the-park homer for the local gen-darmes.

Police pitcher Monica Gabryshallowed only two walks and tossed a finegame.

The following game saw Francis's Foxestaking a hardfought 12 to 11 decision fromthe E-S I. Eskimos. The Foxes came onstrong in the fifth inning as Betty Hen-nessey, Holly Davis, and Norma Hughes alliu't doubles and Sue Benz followed with a bighomerun.

The Eskimos turned things around in thenext game and walloped the AmericanLegion Angels 12 to 2. Pat Raitt's homerunwas the bright spot for the Angels as JuneMuench pitched an excellent game for thevictors. The loss was the secon in as many-games for the Angels and eliminated themfrom the tournament.

The Foxes took thecontest by a 15 to 3 score as Norma Hughesand Holly Davis continued to hit well. Thedurable battery of Debbie McQuade andLinda Perry contained the Eskimo attack asthe Eskimos were eliminated.

The last game played Saturday featuredthe hard hitting. Police Ladies and LionsLadies. The Lions emerged victorious by a17 to 12 score as both teams exhibited finedefensive piays. Judy Norman, IsabelGavin, Trish Bissel andMary Rhodes led theLions Ladies while Debbie Zambuto, BarbAzzalina, Monica Gabrysh, Dianne Beckerand Claudia Carpenter were standouts forthe Police Ladies.

The women's finals started at noon Sun-day with Francis's Foxes meeting the PoliceLddieb McQuade and Company played yetanother superb game to defeat the PoliceLadies 12 to 7 and earn the right to play theLions again. Shortstop Claudia Carpenterripped a three run homer as the PoliceLadies settled for the third place trophy.

The Lions Ladies captured the cham-pionship in a tense come-from-behind winover the Foxes. The Foxes, playing theirfifth game in two days, got off to a fast startbut the Lions Ladies came roaring back withtwo homeruns by Isabel Gavin and some fineall-around play by third baseman JudyNorman. The Lions emerged from thetournament undefeated and claimed thewomen's championship in the first annualNoSee-Um Softball Classic.

Tournament organizer, Dick Muench,colloborated with ,the fine folks from the.American Legion and Timmy's Nook toprovide hot dogs, hamburgers, cole slaw,soft drinks, and beer free of'charge to allplayers and fans. The crowd responded bygobbling up piles of food, draining five kegsof beer, and chipping in with $335. indonations.

The feast was put on at a cost of $235. andthe ?100. difference will go towards pur-chasing more equipment for next season andhopefully a new Scoreboard. A pool was heldon the scores of the two championshipgames which earned toe softball league anadditional $100. Bill Hennessey won the poolon the women's championship and KathyTwombly won the pool on the men's contestwith eaeh collecting $50.

The weatherman cooperated in fine styleto help make the festive weekend atremendous success and as the crowd slowlydispersed, following the awards, one heardfrequent yells of "Wait "til next year!" Andif the Second Annual No See-Um SoftballClassic is anything like the first it will indeedby worth waiting for.

of the fire's effects," Dick Workman told theISLANDER.

"There seems to be a lot of wildlife left inthere," observed Workman on the morningof the fire. Moments later a skunk emergedfrom the smouldering earth and scurriedacross the embers to disappear into a buriedmass of living spartina roots.

"Many other species will return as soon asthe vegetative cover grows back,"remarked Workman, who later told us thathe had observed a marked increase in thenumbers of certain predoceous species, suchas hawks, in the area immediately followingthe fire.

"This fire really didn't burn very hotbecause of the wetness of the ground andbecause of all the green vegetation in theslough," said Workman, "and thus therewas only negligible damage to wildlife."

According to Workman, the only casualtyof the fire that he observed was one mudturtle that got caught too far from its burrowwhen the blaze began.

With respect to the fire's effect on un-desirable plant species, Workman told us,"We knew from monitoring the wildfire thatswept this portion of the Island in '71 that theBrazilian pepper would notbe killed, so weplan to go in and ohvsically remove orpoison the plants. The Australian pines will

also require supplemental control, as theyoung plants are already beginning to sproutagain."

"As far as I know, this was the firstpremeditated control burn undertaken onthe Island, and it's really difficult to assessthe results at this point in time because wehad so many people involved in the fire withso many different interests," Workmancontinued.

"I think fire officials gained a great deal ofinformation about controlling the hazardousaspects of the fire. For the Foundation it wasa tremendous success as an informationgathering experiment, and judging by whatwe can tell from our preliminary ob-servations it was very successful as awetland management technique.

"After we've had a chance to assess theresults, we will decide whether or not theFoundatjo thinks control burning is a viableidea for our properties," Workman con-cluded, "although, of course, the extep' "•the program will be entirely at the discreof the City Fathers."

"I think a much more extensive controlburning program is in order now, based onour experience," Workman added. "Ourgreatest success was that no one on theIsland was even inconvenienced in any way,let alone endangered."

The Hunters stayed at The Gallery on GufrDrive and did a lot of shelling and "just plainSetting relaxed," according to Mrs. Hunter,whose verv favorite.shell is {he olive.

— Obituary —Dorothy R. Malchett

Dorothy R. Matchett ofChicago, a long-time winterresident of Sanibel. died inBremerton, Washington, onAugust 18. On August 29 amemorial service was heldin. the Chicago FriendsMeeting, of which she hadbeen a life-long member.

Educated at 'WesttownSchool, in Pennsylvania,and Denison University inGranvilie, Ohio. MissMatchett was head of thePhysical Therapy Depar-tment at the Newport,Rhode Island, Naval

Hospital as a Lieutenant in-the Waves during the SecondWorld War. She returned toprivate practice as aphysical therapist until herearly retirement to care forher ailing mother and herblind father. Her companionfor the past fifteen years,both in Chicago and Sanibel,Mrs. Roy Munroe, also diedearlier this year in Chicago.

Miss Matchett begancoming to Sanibel before thebridge had been built.Though she was an ardentsheller, she was perhapsparticularly known for herknowledge of ornithology.For some years she has

spent her summers with herbrother's family at theirhome on Lhe Hood Canal, atthe base of the Olympicmountains in Washington,and it was there that shedied after some months of adebilitating cancer.

Her brother. William H.Matched, his wife, twonephews and a niece are heronly survivors.

Complainant came bySPD to report that "twosmall dogs were standing inthe middle of the road" infront of a shopping center.Dogs gone on- officer'sarrival.

Watering hole customerdidn't want logo home, eventhough no more alcoholicliquids were being served tosame. Officer asked whywouldn't go home? Answer,"No ride." Officer suppliedride.

A wateringhole managercalled to' complain that"four young bucks in thebar" wouldn't go home,"even though establishmentwas no' longer servingrefreshments, and werereported as saying that if theestablishment wanted themto leave, the establishmentwould have to call the police.Establishment did. Whenofficer arrived, the fouryoung men "went home.Immediately.

Call came in about asuspicious prowler. SPDinvestigated; advisedcomplainant to keep dogawake and near and callSPD if anything elsesuspicious was noticed,since officer also foundsome suspicious things.Investigation continuing.

Official call camemthatapower line was down andwas impeding traffic,Officer and fire unitresponded and kept trafficclear of wire until LeeCounty Co-op showed up,before which a Fla. Power &Light truck came by andidentified wire as a cable tvwire. They tied it out of theway; tv people notified.

Power outage lead todifficulty in that it wasdifficult to get through topower company. Finally gotthrough; power restoredapproximately 30 minutesafter first notification.(Note: according to an SPDsource around when this waswritten, if you notice thatyour power has gone out, itis a lot more efficient tonotify power company ofsame, rather than SPD,since the only thing SPD cando is call same number ofpower company that youdidn't. (It is also not quitethe thing to do to blame SPDfor your cable TV notworking when the power isout. Think on it—it may be aslow take.)

Hearing set for

Troutman appeal

A pre-trial hearing on developer RobertTroutmarfs appeal for permission toproceed with his plans to build a proposed26.500-untt condominium city on Estero Bayhas been scheduled for October 28 inTallahassee.

The appeal, which was filed with the StateCabinet on August 20, contests the denial ofTroutman's proposal handed down by theLee County Board of Commissioners earlierthis summer.

Representatives of the Lee CountyCommission, the Southwest FloridaRegional Planning Council, and possibly theDivision of State Planning will participate inthe hearing, presumably in opposition toTroutman's "Estuaries" proposal.

The appeal has been tentatively slated togo to trial on November 17.

Islanders hear state planA number of Islanders and Sanibel city

officials journeyed to Naples on Monday andTuesday of last week to hear state plannerspresent the various elements of the newState Comprehensive Plan currently beingdrawn up pursuant to the State Com-prehensive Planning Act.

Of the ten elements of the plan which werepresented and then discussed by the public

who attended the meetings, the elements ofLand Development and Wetlands Preser-vation seemed to generate the most debate.

Persons interested in reviewing theelements of the State Comprehensive Planor summaries of the elements can obtainthem from the Southwest Florida RegionalPlanning Council or from the Division ofState Planning.

Public improvementsbudget to be heard

At their meeting in City Hall todayTuesday, the Sanibel City Council will hold apublic hearing and give a second reading ofan ordinance fixing a public improvementbudget for projects of general city andcounty purposes and setting appropriationsfor the city for the fiscal year ending Sep-tember 30,1977.

Slated for inclusion in the 12.5 millionpublic improvements budget are the com-pletion of Gulf Drive, the selection andacquisition of a site fora proposed municipalservices center, the. widening of Sanibel-Captiva Road and its intersection withTarpon Bay Road, and the installation ofpublic beach access parking facilities atvarious points on the Gulf.

Coincident to the adoption "of a publicimprovements budget, the Council will alsoconsider a pair of resolutions authorizing thecity manager to negotiate contracts with anengineering firm and bonding attorneys tobe involved in the various public im-provements projects. The sale of $2.5 millionin general obligation bonds is contemplatedto finance the proposed public im-provements program.

The meeting will get underway at 9:00p.m. today in the meeting room in City Hall.
