Introduction

Self Help Group

A Self Help Group is a group of 10-20 women or men who work for the capacity

building of themselves. The goal of Self help groups (SHG) is to become effective agents

of change. They serve as a platform to establish the banking with the poor which is

reliable, accountable and a profitable business.SHG also enables livelihood opportunities

for village women through micro–credit with the existing banks in the area.

Objective

To enable the poor and marginalized to have access to micro-credit with bank

linkages via enterprising Self Help Groups.

To promote the concept of SHGs by sensitizing bankers and the Government

And generally raising awareness.

Why Self Help Group is needed

The basic idea behind forming a voluntary and homogeneous group, which is

bound by affinity, is to share responsibility and authority between members so as to

achieve their objectives and remove obstacles to progress that would be difficult to

achieve individually.

Process in SHG Mobilization

There must be awareness building in the community about the importance and

role of Self Help Groups.

Formation of Self Help Groups and imparting of training to group members and

leaders.

Fixing the savings amount with members’ participation Formation of rules and

regulations by facilitating the participation of all of the members.

Motivating groups for interloaning.

Fixing an amount for the rate of interest as per the general consensus of the SHG

members.

Motivating members to take loans for essential needs and then for group

activities.

There should be regular monitoring and evaluation of the groups. After six months

to one year the SHG will be prepared for bank linkage. There should also be an

assessment of the group’s maturity.

Formation of BPL groups and linking them with different government schemes and

programs

Making the SHGs self-reliant in book-keeping and banking work.

Regular interaction of group members with bankers, PIA/WDT officials, and other

stakeholders through visits to groups.

Motivating the group’s members in different workshops and melas organized by

NGOs and banks.

Motivating the group’s members to use loans for community based livelihood

(CBL) activities.

Assisting the groups to ensure 100% repayment of loans, within the group and to

the banks.

Mobilizing the capacity of group members to take responsibility for the various

issues affecting their lives.

We regularly Monitor and Evaluate the SHG’s in participatory process with the SHG

members on following major parameters:

1. Record Keeping Capacity.

2. Group’s Internal Democracy.

3. Group Saving and Loan Return

4. Member’s Loan Taking Capacity.

5. Income Generation activities and Group

6. Demand for training & their participations

Stages In Group Formation

1. Forming – Habits of coming together suspicions, fear and anxiety of members

discussed.

2. Storming :

_ Individual interest and group interest surface

_ Procedure rules and rules established

_ Leadership will emerge.

3. Norming : Trust among group members will develop.

4. Performing : Group becomes operational

Essentials of The Self Help Group Phenomenon

Self Help Groups are voluntary

Groups are small formed for mutual help and the accomplishment of a special

task.

Homogeneous groups come together for a common need.

Emphasize face to face social interaction

All persons assume responsible.

Provide material assistance and emotional assistance.

Promulgate an ideology or values.

Members attain an enhanced sense of personal identity.

Structure of a Self Help Group:

Most SHGs which are functioning well have the following structural features:

Size:10-20

All are poor/small & marginal farmer households, landless/asset less poor

agricultural laborers, women, shepherds and SC/ST persons.

Bound by affinity

Rotational leadership

Voluntary in nature

Socially viable institution

Democratic nature

Non- partisan nature

Informal nature

Rules and regulations

Books and accounts

Functions of a Self Help Group

Conducting weekly meetings: weekly meeting are essential because :

i. It is easier to save smaller amounts frequently, rather than saving a large

amount at one time

ii. Loans may be sanctioned more frequently

iii. Issues do not have wait for as long as a month or more, in order to get

resolved.

Savings

Lending and repayment

Maintaining books of accounts and records: Books and accounts are needed

because:

i. They promote accountability within the SHG and to external world.

ii. When an SHG grows big in terms of numbers and size of transactions , it is

iii. difficult for members to mentally keep track of all the transactions that have

been made.

iv. They are necessary for linkages with other institutions , such as banks.

Linkages and Networking

Training and Capacity building

The importance of Regular / Weekly Meetings

Regular weekly meetings are important because they :

Provide a regular and frequent opportunity for SHG members to interact with each

other.

Inculcate discipline

Provide scope for regular financial transactions, such as saving, lending loan and

interest repayment.

Allow for periodic monitoring and follow up of loan repayment

Provide an opportunity for the capacity building of the members and for

developing their communication skills.

Provide a forum for identifying , discussing and taking up community action

programmes.

Necessary conditions for conducting a meeting

The following are the important conditions for conducting a meeting :

A place for the meeting, accessible to all

A fixed time when people will meet

A table or box to keep all the books of accounts, which may also be used as a

makeshift table by the bookkeeper.

Presence of all the representatives

Books and documents, pens and a book writer

An agenda to be discussed in the meeting

Procedure for conducting Group meeting

The members together decide the date, venue and time of the meeting.

Each meeting is presided over by a different member.

Each member should attend the meeting with her personal pass book .

When one person is speaking, another should not.

Those who want to speak should first raise their hands.

Each member should get an opportunity to speak.

All members should attend the meetings.

Those who can’t should intimate in advance.

Those who come late to the meetings should be fined.

Members should sit in a circle.

First the attendance roll call should be taken. An agenda should be decided upon.

The meeting should be conducted as per the agenda.

First of all, the decisions taken in the previous meeting should be reviewed.

Each member should pay the savings to the Chairperson and take her/him

signature in the pass book.

Those who do not pay their savings should be questioned.

Pending debts should be recovered.

Those who have not paid their loans should be questioned.

The Chairperson should give an account of the money the Group has.

Those who need fresh loans should be sanctioned.

If some problems of the village are on the agenda, these should be discussed.

The members should be observant and alert until the discussions are over. The

book keeper should record all the proceedings in the minutes book.

The minutes book should be signed, but only after the minutes are read out.

Activities of WDT at the Field Level

Monthly meetings of SHGs, UGs and WCs.

Formation of new Self Helps Groups, User Groups and Watershed Committees.

Motivation for saving and credit.

Nurturing SHGs, UGs and WCs.

Providing guidance, support, instruction and trainings for better book keeping and

bank linkages.

Distribution of all types of loans under the guidance and leadership of Watershed

Committee.

Mobilizing and networking with community groups, especially those that involve

the youth and Panchayats, to strengthen and enhance participation and also inter-

linkages.

Motivating SHG members to participate in Community Based Livelihood (CBL) and

facilitating loans through banks.

Networking with village level groups, such as Mahila Mandals, the Panchayat, Yuva

Mandals, etc.

Visits of various stakeholders to groups to share about the knowledge and

potential of Self Help Groups and therefore to encourage future participation with

the SHGs and to raise awareness

Assisting stakeholders in order to build the dynamic and democratic process of

SHGs.

Upgrading SHGs from a micro-credit accessibility to a social responsibility by

encouraging active participation in other larger village organizations

District Wise Status of SHGs

Integrated Watershed Management Programme was introduced in Punjab during FY 2009-10. The project is being

implemented as per common guidelines 2008 (Revised in 2011) for watershed development. Institutional development at all level,

capacity building of stakeholders at all levels, Livelihood & production, Monitoring and evaluation are made the part of the project.

Self Help Groups performs a very important role in the success of programme. The basic idea behind SHGs forming a

voluntary and homogeneous group, which is bound by affinity, is to share responsibility and authority between members so as to

achieve their objectives and remove obstacles to progress that would be difficult to achieve individually. Self-help groups, also

known as mutual help, mutual aid, or support groups, are groups of people who provide mutual support for each other. In a self-help

group, the members share a common problem, often a common disease or addiction. Their mutual goal is to help each other to deal

with, if possible to heal or to recover from, this problem.

In Integrated Watershed Management Programme SHGs are formed under the component Livelihood Improvement. A

Watershed Development team has been constituted at project level in all the concern Districts to run the project smoothly.

Watershed Development team will consist of following

members:

These members will provide to make aware of the villagers of the project area about Guidelines of the project, General

awareness, Production system, Agricultural Improvement and social awareness through constituting Watershed Committees, User

Groups and Self Help Groups at village level.

A Self Help Group is a group of 10-20 women or men who work for the capacity building of themselves. The WDT Social

member aware the SHG's members about the activities performed under a SHG. The members of the SHG's save some amount in

the saving bank account for startup group activities. When the group matured they may taken up to Rs.25000 as loan from revolving

fund maintain by Project Implementation Agency for starting their activities towards self employment or Livelihood Improvement.

The loan will return without any interest in monthly installment in next 18 months.

SHG's in Village Bhukhri

IWMP is implemented by Soil Conservation Department of Punjab in some

selected areas. In the beginning , people were not coming forward to participate in

various activities of this project.

Basic object of this project is to do

technical development works of Soil

& Water Conservation in the

selected watershed areas for saving

and strengthening natural resources

along with ensuring people 's

participation from basic planning to

execution levels of various

development works, empowering

women economically and socially by forming their Self Help Group and strengthening

them by imparting trainings of various income generating activities, habit of saving ,

inter loaning and starting small activities. To motivate the people , many meetings

were held by Technical Officers

and WDTs with the villagers to

make the people understand that

this project is of the people , by

the people and for the people.

Later all the villagers including

women started taking interest in

the project development activities.

IWMP was implemented in

Derra Bassi Sub division of Mohali,

Division . Main objective of this

project is to improve overall development in the selected areas by doing Soil

Conservation Works and improve Socio- Economic condition of the local people by

organizing them in various SHGs & providing Skill Development training under this

scheme. 74 villages were selected in two sub watershed namely Lalru & Basauli

Ramgarh. Now the exercise of forming SHG & improving the skill of its member is

going on successfully in various selected villages.

In village Bhukhri three SHG have been formed . Two SHG namely Nagar Khera

& Ravidas were formed in Oct, 2012.

There are 10 members of each SHG . Total saving amount of both SHGs is Rs.

8000/- (4000/- each group) .

With the motivation of

success of these SHG , third

group namely Durga SHG was

formed in 5th May, 2013 and it

has fourteen members.Total

saving amount of this SHG is Rs.

2000/- only. Each member 's

contribution is Rs. 100/- per

month.

To give Six months

training of cutting and tailoring to Nagar Khera & Ravidas SHGs from 4th February ,

2013to 31st July , 2013 has been started. Members of the SHGs are very happy with

this training and some of them started earning income about Rs. 4000/- per month

from this profession and they are feeling socio – economic well off.

Apart from this , members of SHGs are making phulkaris . and other activities

also which include Beauty Parlour , Bag making , hand fans and pillow covers. They

are started earning income from last month..

Mrs. Minakshi , cashier of Nagar Khera , SHG expert of beautician and has

been given a job as a trainer in Jhaunsa village under this scheme .Now, they are tring

to expend their IGA's also market linkages are also being established for the successful

implementation of these IGA's. These groups are proud of this department for

changing their attitude .

Under the scheme . Radha swami SHG was formed on 20th Oct, 2012. It

contributing Rs. 50 /- per member

per month. Total saving of this

SHG is Rs. 4000/-. Six months

training of beauty parlour was

started on 1st February, 2013 .

After 3 months training , some of

group members has started this

activity and earning about Rs.

1200/- with this earning , they are

purchasing raw materials required for this activity and near future , they will start

earning good income from this activity and the members have been motivated to

develop marketing linkage with the help of WDT members . Some members have

started other IGA's , which include phulkari making , bag making and vermicelli. The

profit from sale of phulkari on dated 13-6-2013 is Rs.15500/-

Mrs Rajwala , President of this SHG , who is expert in stitching has been

given the job as a trainer at village Bhukhri under this scheme.Due to the good

marketing linkage developed by

WDT, this group has agreed to take

agency of smokeless and

environment friendly energy saving

chullas after getting revolving funds

under this scheme. They may earn

good income from the sale of chullas

in surrounding area's. Beside this

some Entry Point Activities work like

hand pump, cemented benches and

footpath in cremation ground have also been done this village.

It is suggested that development activities going under this scheme should

continue for the overall development of Kandi area and socio-economic improvement

of the local people.
