Chapter 1 Introduction The basis for the Sheyenne Diversion/Sheyenne Street study comes from a recommendation made in the 2006 Metropolitan Bicycle and Pedestrian Plan in Chapter 5: Other Recommended Project and Policy Improvements. The Plan states that the Sheyenne Diversion has the potential to offer numerous opportunities for bicycle riding, walking, hiking and cross-country skiing. In addition to the opportunities for facility development along the Sheyenne Diversion, there also appear to be opportunities for bicycling and walking facilities within the 9th Street West corridor as well as Sheyenne Street/County Road 17 (CR 17) corridor. Each of the three corridors is somewhat different in nature and appears to offer primary opportunities for three specific groups of bicyclists and pedestrians. The Sheyenne Diversion appears to be a facility that would primarily serve the recreational bicyclist and pedestrian while the 9th Street West corridor appears to have potential to primarily serve the elementary and middle school student interested in walking or bicycling to school. The Sheyenne Street/CR 17 corridor would, in its present state, meet the needs of the experienced on-road commuter bicyclist though it is projected that there will be an increase in residential properties along Sheyenne Street/CR 17 thus forcing the issue of increasing the types of bicycling and walking facilities along this roadway. This study provides a foundational view of existing and potential bicycling and walking opportunities in West Fargo and also addresses potential regional bikeway and pedestrianway connections to the City of Horace and Fargo. Need West Fargo’s rapid rate of growth has created a need for increased park facilities and a more mature roadway system. With this growth has also come the need for a more mature shared use path system as well as on-road bikeways and sidewalks. Since 2000, there has been an interest in the possible commuting and recreation options that a shared use path on or adjacent to the Sheyenne Diversion (Diversion) might offer. While there has been an interest in the development of such facilities on the Diversion there has also been a recognized need to develop a shared use path system adjacent to Sheyenne Street/CR 17 for future residential growth. At present, AADT is between 6,000 and 8,700 on Sheyenne Street/CR 17 between I-94 and 64th Avenue. The speed limit reaches 55 MPH south of I-94. The shoulder of Sheyenne Street/CR 17 is generally no wider than 6' with much of it being only 5' or less. Though these conditions may be acceptable to the experienced bicyclist these conditions do not create a comfortable setting for the novice bicyclist or pedestrian. West Fargo’s school district continues to grow and as the need arises for more schools so will the need for more safe and efficient connections to K-8 schools for students and parents to use instead of motorized vehicles. With increasing school district transportation costs and a national movement to see children become more active on a daily basis safe and efficient options to bicycle and walk to school have become extremely relevant in school finance, public health and transportation planning circles. 9th Street West is a clear example of a corridor that offers a well connected and safe way to allow school children to get to and from school. As residential

development along 9th Street West moves south it will be critical to maintain the corridor characteristics found between 32nd and 40th Avenues West. Ninth Street West acts as a spine for the shared use path system and on-road bikeway system in this part of West Fargo. With the rapid growth of West Fargo comes the growth of the City of Horace. Horace is working to grow its residential population and with this goal comes the need for safe, continuous and well connected bikeways and pedestrianways. The Sheyenne Diversion offers a valuable potential recreational amenity for residents of Horace. Development of a shared use path along the Diversion could potentially increase residential property values. Fargo continues to grow its southwest region and is interested in taking its shared use path system to the border of West Fargo. Building shared use paths in conjunction with new residential and commercial development has proven to be successful for the City of Fargo. West Fargo continues to grow along 32nd, 40th and 52nd Avenues East and West. West Fargo desires to grow in this area and making connections to Fargo’s shared use path system would likely be beneficial to homeowners in West Fargo, Fargo and Horace. The timing of this study offers credible and pertinent information for long-term planning of bicycle and pedestrian facilities along the Diversion corridor, the 9th Street West corridor and the Sheyenne Street/CR 17 Corridor. Study Intent This study completes a review of the area between the Sheyenne Diversion and Sheyenne Street/CR 17 that looks at the options for improving north-south bicycle and pedestrian movements. The study analyzes options for the development of a shared use path or multi-track path system along the length of the Sheyenne Diversion from Horace (88th Avenue South) to its termination near 12th Avenue Northwest in West Fargo. The study area is bounded by the Sheyenne Diversion on the west and Sheyenne Street/CR 17 on the east. The analysis regarding the options and alternatives along Sheyenne Street terminate at or adjacent to I-94. The study area continues northward along the Sheyenne Diversion to its terminus at approximately 12th Avenue NW in West Fargo. The Study focuses primarily on creating transportation connections (i.e., commuting, and utilitarian trips) for bicyclists and pedestrians. Recreational connections are a secondary consideration in this study. Safe Routes to School connections for school children are also considered in this study. This study helps to clarify West Fargo’s desire and ability to add to the regional bicycle and pedestrian network for the next decade or so. The study also includes Horace in the regional bikeway and pedestrianway planning process. This study guides the development of the future bikeway and pedestrianway network in West Fargo and Horace. It also offers insights to Fargo’s intentions to grow its bicycle and pedestrian

network in its southwest region. This is significant in that there are potential regional connections to Fargo and Horace that if constructed will allow for greater ease in bicycle commuting between West Fargo, Fargo and Horace. Recreational bicycle riding opportunities will increase as well. West Fargo continues to provide social and recreational opportunities that are of interest to the FM region. Mild summers make bicycle trips of ten or so miles very feasible. It is not inconceivable that residents of Horace and Fargo will choose to take day trips by bicycle to events in the West Fargo area. Those bicyclists looking for long, fast riding experiences will already find beneficial improvements on CR 17. Wide shoulders (8') between 52nd Avenue South and 100th Avenue South make exits and entrances in to the West Fargo area much more comfortable. Though this study does not analyze routes for Safe Routes to School, the 9th Street West corridor could offer future connections to schools on neighborhood scale roadways. Connecting the Sheyenne Diversion to 9th Street West and CR 17 is valuable in that there forms a real potential to create a very connected bikeway network. The intent of this study is to establish a long-term planning document that forms the foundation of bicycle and pedestrian planning for West Fargo and Horace. The foundational nature of this document will allow for moderate revisions from time to time while retaining its effectiveness as a long-range planning tool for development of West Fargo’s and Horace’s bicycle and pedestrian network. Based on initial review of interest in development of a shared use path in the Sheyenne Diversion corridor (2006 Metropolitan Bicycle and Pedestrian Plan), knowledge of limited bicycle and pedestrian facilities along the Sheyenne Street/CR 17 Corridor as well as future growth model predictions for West Fargo, there is a need for an analysis of bicycle and pedestrian facility needs and options in the study area. The Study is comprised of four parts: Scoping and Issues/Opportunity Identification; Public Input; Alternative Development/Refinement. Issue and Opportunity Identification The Sheyenne Diversion/Sheyenne Street Bicycle and Pedestrian Study identifies opportunities and constraints related to the construction of bicycle and pedestrian facilities in the area between the Sheyenne Diversion and Sheyenne Street/CR 17. Specifically, connection opportunities and constraints to the Diversion, 9th Street West and Sheyenne Street/CR 17 are reviewed as well as future connection constraints (i.e., development of future arterial roadways). Review of Diversion and Sheyenne Street rights-of-way occur as well as a review of possible staging areas for users of a shared use path adjacent to the Diversion. The study focuses on options for the continuation of a facility along the entirety of the Diversion to its terminus at 12th Avenue NW in West Fargo.

o Metro COG identifies issues and opportunities for development of shared-use

facility along the length of the Sheyenne Diversion from the City of Horace to 12th Avenue NW in West Fargo. Minimal analysis is applied to the study area found north of 20th Avenue West due to the isolated nature of this segment of the Diversion.

o Metro COG identifies issues and opportunities for the enhancement and expansion of bicycle and pedestrian facilities in relation to Sheyenne Street/CR 17.

o Metro COG identifies issues and opportunities along the 9th Street West

corridor for possible development of safe routes to school routes as well as recreational connections.

Public Input Local stakeholders, property owners and key interest groups were invited to engage in this study. One focus group meeting was held in which key stakeholders (i.e., West Fargo Park District, West Fargo School District, the City of West Fargo Planning Department, Southeast Cass Water Resource District, West Fargo Department of Public Works, West Fargo Police Department, West Fargo Fire Department and the City of Horace) offered information and ideas that helped guide the analysis and development of recommendations included within the Study. A 2 hour public input meeting of the draft plan was held on December 3 at the West Fargo City Commission Room. Staff from the City of West Fargo and the City of Horace as well as one West Fargo City Commissioner attended the open house. Five emails containing public input relative to the Study were received following the public input meeting. See Appendix A for further details. Alternative Development and Refinement

o Metro COG in close coordination with the study review committee and the

Southeast Cass Water Resource District developed a conceptual alternative for the alignment of shared use path along the Sheyenne Diversion. In addition, Metro COG analyzed the need for ancillary support infrastructure which might accompany a new shared use path adjacent to the Diversion as well as possible staging areas for trailheads to the Diversion facility. The need for emergency service access and for frequent opportunities to exit and enter a facility along the Diversion is recognized in all alternatives for a facility adjacent to the Diversion. Access points are conceptually placed approximately every half-mile along the facility between 32nd Avenue South and 64th Avenue South.

o Metro COG analyzed the Sheyenne Street/CR 17 corridor and reviewed

possible conceptual alternatives for the enhancement and expansion of bicycle and pedestrian facilities in relation to Sheyenne Street. Metro COG established that there are minimal on-road bicycle facilities (5' to 6' striped paved shoulders) and that there is a need to develop an off-road bikeway for those who are not inclined to ride their bicycle on the roadway. The off-road alternative is taken from the 2002 CR 17 corridor study that recommends a shared use path be installed upon full-build out of the CR 17 corridor. In January of 2009, Cass County applied for federal stimulus funds for the construction of portions of a shared use path system parallel to CR 17. If Cass

County receives stimulus grant monies it will place the shared use path based on the schematics laid out for full build-out of the CR 17 corridor

o Connectivity between facilities was a key criterion for alternative development. Cognizant agencies played a major role in discussing the potential connections between the Diversion, 9th Street West and CR 17. Connectivity between all alternatives is recognized as extremely critical to developing an effective bikeway and pedestrianway system in West Fargo, Horace and southwest Fargo. City planners and engineers from Fargo sat down with West Fargo’s planning and engineering staff in February of 2009 to discuss Fargo’s plans to grow its shared use path system in Fargo’s southwest quadrant. Fargo’s intent was to work with West Fargo to connect their shared use path systems and continue to build the regional nature of their shared use path systems. This type of coordination is extremely valuable to the development of the regional bicycle and pedestrian system.

Implementation Plan The Study develops a clear set of implementation strategies and recommendations regarding the alternatives developed in relation to the Sheyenne Diversion, 9th Street West and Sheyenne Street. Metro COG has developed preliminary cost estimates and programming recommendations for preferred alternatives and near term solutions. Study Area The northerly extent of the study location is 12th Avenue Northwest in West Fargo while the southerly terminus of the study location is 88th Avenue in Horace. The Study is bounded on the east by Sheyenne Street/CR 17 and on the west by the Sheyenne Diversion. Map 1.1 Illustrates the Study Area and the three Study Segments. Segment 1 of the study area extends from 12th Avenue NW to Interstate 94. Segment 2 of the study area extends from Interstate 94 to 52nd Avenue S. Segment 3 of the study area extends from 52nd Avenue S to 100th Avenue S.

Current Demographics Though there are residential properties in segment 1 of the Study Area, the analysis of Segment 1 concentrated on the land adjacent to the Sheyenne Diversion. There are no residential properties in the corridor of land directly adjacent to the Sheyenne Diversion. Segment 2 of the Study Area has significant single-family residential properties (Eagle Run Neighborhood) adjacent to the Diversion. Rendezvous and 40th Avenue West Parks as well as Aurora Elementary School are located within segment 2. Segment 3 (52nd Avenue South to 88th Avenue South) is primarily comprised of the City of Horace; a city of approximately one thousand people. Most of Horace’s residential development is found from 52nd Avenue South to 88th Avenue South between 75th Street South and CR 17. Horace elementary School sits adjacent to CR 17 just north of 88th Avenue. Future Demographics West Fargo expects residential growth between 32nd Avenue South to 52nd Avenue West as residential development continues. The greatest concentration of growth in the Study Area is likely to be between the Sheyenne Diversion and Sheyenne Street from 32nd Avenue West to 52nd Avenue West. Though out of the Study Area, the area just east of the Sheyenne River between 32nd Avenue East and 40th Avenue East is expected to see significant growth and may later influence bikeway and pedestrianway connections to the west and east. Horace may see the construction of a residential development called Trophy Lake Estates just south of 88th Avenue South and adjacent to the Diversion. Current Land Use Map 2.1 illustrates current land use in the study area. The area west of the Sheyenne Diversion is primarily agricultural with a few rural residences. The area about half a mile to a mile east of the diversion is also agricultural or vacant.

In Map 2.1 the area located between 20th Avenue West and 32nd Avenue West bounded by the Sheyenne Diversion and CR 17 is primarily agricultural land. There are three multi-family developments and some parkland directly adjacent to 32nd Avenue West. The area south of 32nd Avenue West bounded by the Sheyenne diversion, CR 17 and 52nd Avenue S is primarily single-family residential with limited multi-family residential development being located just south of 32nd Avenue West. There is commercial property (Eagle Run Plaza) located within ½ mile of the multi-family residential. There are two parks located in this area; Rendezvous Park and 40th Avenue West Park. Aurora Elementary School is located just south of 32nd Avenue on 9th Street West. There is agricultural land just north of 52nd Avenue between the Diversion and CR 17 and just south of 52nd Avenue between the Diversion and 9th Street West. Most of the vacant land within the study area is being platted or planned to be platted for future residential development. Future Land Use Map 2.2 illustrates the future land use for the study area. The area south of Interstate 94 and north of 52nd Avenue West is primarily zoned residential for future use. The area south of 20th Avenue West and north of 32nd Avenue West is primarily agricultural land and is likely to remain so for the near term. The area west of Sheyenne Diversion is not flood protected. It is likely that this area will remain agricultural or undeveloped until there are plans to flood-protect the area. Horace foresees growth in the area adjacent to 88th Avenue South in a development called Trophy Lake Estates. The community will initially be comprised of 46 one acre lots. This will be a gated community with a focus on water sports. The new community will sit on the west side of the Diversion and has unofficially stated that the public will be welcome to enter the community. Existing Roadway Conditions Sheyenne Street is a major arterial that carries residents from Horace into West Fargo and Fargo. Sheyenne Street plays a major role in getting residents and commercial vehicles to I-94 and surrounding areas. For the purposes of analysis the existing conditions for the Sheyenne Street/ County Road 17 corridor will be described in segments. The segments correlate to the study area segments thus there is no description of Section One since the analysis of Segment One relates only to the Sheyenne Diversion. Segment 2 Existing Conditions The extent of segment 2 is from I-94 to 52nd Avenue. The roadway south of the I-94 is a two-lane undivided facility with 4' to 6' paved shoulders. The speed limit is 40 MPH. There is a bridge crossing of the Diversion just south of I-94 and north of 32nd Avenue. Shoulder width is retained across the bridge. Average Annual Daily Traffic volume (AADT) for this section of roadway is 8700 vehicles per day. Sheyenne Street has a dedicated left-turn and right-turn lane on the north and south approaches to 32nd Ave. The eastbound approach of 32nd Ave. is composed of a shared left-turn and through lane and a dedicated right-turn lane. The westbound

approach of 32nd Ave. has a similar configuration except the dedicated turn lane is a left turn lane. There is a right-in/right-out turn-lane just south of 32nd Avenue that creates a merging movement for vehicles entering and exiting the Eagle Run Plaza. The two-lane undivided roadway continues with 4' to 6' shoulders. The speed limit on this section of roadway is 45 MPH. The maximum AADT for this segment is 8700 vehicles per day. Sheyenne Street has dedicated eastbound and westbound turn lanes on the north and south approaches to 40th Avenue. Fortieth Avenue has a single lane on the eastbound approach to Sheyenne Street. On the westbound approach to Sheyenne Street, 40th Avenue has a dedicated right-turn lane and a through/turn lane. The intersection of Sheyenne Street and 52nd Avenue South is a single lane roundabout as of the summer of 2008. Segment 3 Segment 3 extends from 52nd Avenue South to 100th Avenue South. The roadway continues as a two-lane undivided roadway with 8' shoulders. The shoulders have discontinuous 12" rumble strips so that bicyclists may leave and enter the shoulder as needed. Edge line striping is 8" wide. The speed limit on this section of roadway is 55 MPH. The maximum AADT is 6400 vehicles per day. Figures 2.1 to 2.4 illustrate the existing conditions of Sheyenne Street / County Road 17. The roadway cross-section at 32nd Ave South is approximately 48' wide with a 5'-6' wide paved shoulder. The intersection is signalized and has right and left turn lanes in the south bound lane. (Refer to Figure 2.1) The roadway section at 40th Ave South is approximately 36' wide with a 5-6' wide paved shoulder. This intersection is also signalized and has a right turn lane in the southbound lane. The north bound lane has a right and a left turn lane. (Refer to Figure 2.2) The intersection of Sheyenne Street and 52nd Avenue South is now a single-lane roundabout; access to all legs of the intersection remains. Crosswalks have been striped on all legs of the roundabout. (Refer to Figure 2.3) Figure 2.4 shows a typical section of CR 17 just north of Wall Street (88th Avenue). Sight distance and surface quality are excellent. The shoulder is striped. The rumble strip is periodic to allow bicyclists to safely enter and exit the shoulder.

Ninth Street West Ninth Street West is a local two-lane roadway that serves the Eagle Run Neighborhood and Aurora Elementary School as well as Rendezvous Park. Its northern paved terminus is 32nd Avenue South and its southern paved terminus is 40th Avenue South. The lanes are separated by a grassy median (except from 35th Avenue West to Cinnamon Ridge Place where there is no median) and the speed limit is 25 MPH except in the Aurora Elementary School Zone where it is 15 MPH. Roadway lane width between 32nd Avenue West and 35th Avenue West is 15' with a 10' shared use path on the west side of the roadway and a 6' sidewalk on the east side of the roadway. The shared use path and sidewalk remain in the same configuration all the way to 40th Avenue West. Roadway lane width between 35th Avenue West and Cinnamon Ridge Place is 14'. There is no median. There is a median from Cinnamon Ridge Place south to 40th Avenue West. Roadway lane width is 15.5' in this segment. Figure 2.5 shows 9th Street West from 32nd Avenue West and 35th Avenue West. Figure 2.6 shows 9th Street West from 35th Avenue West to 40th Avenue West.

Existing and Projected Vehicle Volumes Map 2.3 illustrates 2005-2006 Annual Average Daily Traffic Volume (AADT) on Sheyenne Street from Interstate 94 to 64th Avenue S. The map shows that the AADT on CR 17 at I-94 interchange ranges between 8700 (south of I-94) – 11100 (north of I-94) vehicles; at 32nd Avenue S the AADT ranges from 7400 (south of 32nd Ave) – 8000 (north of 32nd Ave) vehicles; at 40th Avenue S the AADT ranges from 4200 (south of 40th Ave) – 7200 (north of 40th Ave) vehicles; at 52nd Avenue S the AADT is 5000 (south of 52nd Ave) vehicles and at 64th Avenue S the AADT ranges from 4600 (south of 64th Ave) – 6400 (north of 64th Ave) vehicles.

Map 2.4 illustrates 2030 projected AADT on Sheyenne Street from Interstate 94 to 64th Avenue S. The map shows that the AADT on CR 17 / Sheyenne St will range between 12700 (at 52nd Ave S) to 24900 (at I-94). Programmed/Recommended Roadway Projects within the Study Area Currently there are no roadway projects programmed in the study area for 2010-2013. Locally Funded Roadway Projects within the Study Area One locally funded roadway project moved forward in the summer of 2009. This project involved a re-construction of 9th Avenue West from 40th Avenue West to the southern extent of Westport Beach development. Cass County completed a project for shoulder widening along CR 17 from 52nd Avenue to 100th Avenue South in August of 2008. An 8’ wide shoulder was built between 52nd and 100th Avenues South. A roadway overlay occurred between 100th Avenue South and 124th Avenue South. The shoulder width between 100th Avenue South and 124th Avenue South is 6'. Bicycle and Pedestrian Facilities within One Mile of Study Area Map 2.5 illustrates the existing bike and pedestrian facilities network in the study area. There is a shared use path along Sheyenne St from 13th Ave S to one quarter of a mile south of I-94 interchange. There is a shoulder along CR 17 from a quarter of a mile south of the I-94 interchange in West Fargo that runs south of 88th Avenue in Horace. Currently the shoulder is in fair to poor condition from I-94 to 52nd Avenue. There is an 8' shoulder from 52nd Ave S to 100th Avenue South and a 6' shoulder between 100th Avenue South and 124th Avenue South. The shoulder from 52nd Avenue to 124th Avenue is in excellent condition. There is a shared use path on 9th St West from 32nd Ave South to 40th Avenue South (west side) which serves the residents of Eagle Run neighborhood. There is a 6' sidewalk on the east side of 9th Street West from 32nd Avenue West to 40th Avenue West. There are shared use path connections to Rendezvous Park and 40th Avenue West Park from the 9th Street West Corridor. There are also connections running through Eagle Run Neighborhood that allow residents to travel directly to Rendezvous and 40th Avenue West Park.

Sheyenne Diversion The Sheyenne Diversion (the Diversion) is a flood control structure which acts to divert water from the Sheyenne River mitigating flooding in West Fargo and Horace. The Diversion is comprised of two earthen levees that have flat, level crowns with unimproved surfaces. The widths of the tops of the levees that form the Diversion vary in width from 10' to 28'. The Diversion is an exposed structure with no windbreaks on either side; it’s inside and outside slopes are covered with grass. For the sake of simplicity and clarity, lands west of the Diversion will be considered to be on the outside of the Diversion; lands to the east of the Diversion will be considered to be on the inside of the Diversion. This same classification will stand when referencing the two levees that make up the Diversion. If reference is made to the slopes of the levees then inside will refer to the slope that makes contact with water held by the Diversion and outside will refer to the slope that does not make contact with water held by the Diversion. The nature of the Diversion is such that mountain biking, walking, running, as well as cross-country skiing and snowshoeing are feasible activities for the tops of the levees. Feedback from stakeholders has suggested that such activities are taking place along the Diversion. Segment 1 Segment 1 of the study area is 6 miles in length and extends from 12th Avenue NW to I-94. The Goldenwood residential development sits at the northernmost end of the study area. As the Diversion runs southward it passes by a set of water treatment lagoons as well as industrial properties. The Diversion heads west (approximately a mile west of 26th Street NW then passes underneath the BNSF railroad tracks then heads south passing Meadow Brook Park then passes underneath I-94. At this point the Diversion travels southwestward on the west side of I-94. The Diversion parallels the I-94 to just south of 22nd Avenue West where there is a tie-back to the Sheyenne River. The main branch of the Diversion moves westward toward 20th Avenue West. In segment 1 there are access points to the Diversion at 26th St. NW, 13th Ave. SW. and 20th Ave. W. These access points are generally unimproved roads that cross the Diversion or dirt trails that intersect the Diversion. Segment 1 is isolated from residential areas due to separation caused by I-94 and industrial lands to the north of I-94. The tops of the levees are unimproved surfaces with no wind breaks. Segment 2 Segment 2 of the study area is 3 miles in length and extends from 20th Avenue W. to 52nd Avenue. The Diversion heads southward in segment 2 passing 20th Avenue W. and 32nd Avenue W. The Diversion then passes Rendezvous Park, the Eagle Run neighborhood, 40th Avenue West Park, and the possible future site of a golf course. Adjacent properties in the Eagle Run area are visible from the Diversion. There are access points to the Diversion at 32nd Ave. S., 40th Ave. S., and 52nd Ave. S. The density of housing adjacent to the Diversion from 32nd Ave. S. to 52nd Ave. S. makes the idea of a shared use path in this area imaginable. A similar type of setting can be observed along Drain 27 in Fargo where there is single family housing adjacent to a shared use path on top of Drain 27. The tops of the levees are unimproved surfaces with no wind breaks.

Segment 3 Segment 3 of the study area is 4 miles in length and extends from 52nd Avenue South in West Fargo to the tie-back to the Sheyenne River south of 88th Avenue South in Horace. There is a small park/picnic area located at this tie-back. This segment is the least developed with most of the adjacent land in agricultural use. There is access to the Diversion at 64th Avenue South, 76th Avenue South and 88th Avenue South. The tops of the levees are unimproved surfaces with no wind breaks. Figures 2.6 and 2.7 illustrate the existing condition of Sheyenne Diversion. The diversion levee slope ranges between 2% to 5%. At 32nd Ave South, the west levee has an unpaved 28 foot wide roadway. The eastern levee is 10 feet wide. The east and west diversion levee width varies between 10-13 feet wide at 40th Avenue South and 52nd Avenue South. Programmed bikeway projects within the study area Map 2.6 and Tables 2.1, 2.2 and 2.3 illustrate the programmed long range and short range projects in the study area as recommended in the 2006 Metropolitan Bike and Pedestrian Plan. As shown the Metropolitan Bicycle and Pedestrian Plan recommends a shared use path along the Sheyenne diversion connecting to CR 17 (West Fargo project 211); connector bike paths on 32nd Avenue South from Sheyenne Street to 9th Street West and on 40th Avenue South from Sheyenne Street to 9th Street West (West Fargo projects 601 and 602) as well as on 88th Avenue South (Wall Street) connecting Horace to the Diversion (Cass County project 212). The City of Fargo is developing its shared use path system in the 40th and 52nd South Corridors. A shared use path will be constructed during the summer of 2010 in the 40th avenue South corridor from Drain 27 to 66th Street South. In 2010, West Fargo will be constructing a shared use path from 9th Street West to Sheyenne Street. West Fargo has participated with the North Dakota Department of Transportation in constructing an overpass of the I-94 on Veterans Boulevard and has included a shared use path along the overpass south to 32nd Avenue. West Fargo has also constructed a 10' shared use path on the west side of Veterans Boulevard from 32nd Avenue East to 40th Avenue East. This creates a direct link to the Sheyenne 9th Grade Academy. Fargo constructed an 8' to 10' shared use path on the east side of Veterans Boulevard from I-94 to 32nd Avenue South during the summer of 2009.
