1. Preliminaries 1.1. Background
This project involves the construction of a boat harbour consisting of inner and outer harbour basins located behind an existing beach dune system in what is currently a degraded swamp, and an access channel across the beach. Included in the boat harbour project are:
• inner and outer harbour basins; • boardwalk/promenade surrounding the inner and outer harbours; • regional boat launching ramp located in the outer harbour; • 470m long rock breakwater on the northern side of the access channel; • 282m long rock groyne on the southern side of the access channel; • dune construction and beach nourishment; • land platform works for hotel, shopping centre, residential development, marina support facilities
and dry boat storage surrounding the boat harbour; • a staged 300 berth floating marina in the inner harbour; • vessel fuelling facilities and sewage pump out facilities in the outer harbour; and • a boat lift and hardstand area for vessel maintenance.
The works are to be conducted over multiple stages. Coastwide Civil have won the contract to conduct Stage 2 works. The main components of Stage 2 works are:
Excavation of the remainder of the Boatharbour which was not excavated in Stage 1
Surcharging (and removal) of the P2B Surcharge Area and any incomplete portions of the P3 Surcharge Area
Removal of the surcharge material from Surcharge P1A, P1B and P2A
Construct edge treatment for the Boatharbour
Install boardwalk piles
Construct boat ramp in the Outer Harbour 1.2. Introduction
This document provides a summary of monthly environmental performance on site. It includes the following:
Section 2 outlines monitoring requirements as per the conditions of the Environmental Protection Licence (EPL), the Site Environmental Management Plan (SEMP) and the Construction Environmental Management Plan (CEMP);
Sections 3 to 5 detail the results of environmental monitoring undertaken on site; and
Results of any lab testing are included as Appendix B. A copy of rainfall monitoring results for the month is attached as Appendix C.

2.6. Acid Sulphate Soils
Monitoring Requirements As nominated in EPL 12426 Section 4, O5.11-5.14: “Any acid sulphate soils disturbed during the project must be managed in accordance with the document titled “ACID SULPHATE SOIL MANUAL, ASSMAC 1998”. From the time when the acid sulphate soil is exposed to the atmosphere: a) the licensee must complete a log of odour observations. These observations must continue for a duration of 20 consecutive days and be used to assess compliance with the odour condition/s of this licence and to assess the risks of odours impacting residential areas under worst-case wind conditions. b) the licensee has 30 days to submit the log of odour observations to the EPA together with an assessment of actual and potential odour impacts on the nearest residential areas.

Comments on Results
Since the commencement of breakwater construction in the ocean on 07/09/16, a red and amber alert system has been implemented. As part of this system, an exceedance of 15 NTU at MP8 or MP9 triggers an amber alert, as detailed in Section 11.4 of the Site Environmental Management Plan (SEMP).
A discussion of all amber alert events at MP8 and MP9 is included in Section 3.2 below.
Turbidity at MP8 and MP9 regularly exceeded the 5 NTU trigger value, but exceedances were typically minor.
The 5 NTU trigger value was exceeded regularly at MP20, however this did not significantly impact upon turbidity levels at near shore points MP8 or MP9.
o Turbidity at MP20 typically remained below 30 NTU. Overall, turbidity levels were slightly higher than the previous month, which is attributable to the increase in rainfall.
o Turbidity levels were particularly elevated on 07/12/16 and 16/12/16 where turbidity levels were measured as 60 NTU and 73 NTU respectively. Both occasions correlated to periods of rainfall and are attributable to stormwater flows through site. As can be seen in the data, there was no observed impact on ocean turbidity levels on these dates.
The northern stormwater channel remained closed to the ocean for the entire month, resulting in the water level at MP12 being typically too low to sample.

Comments on Results
The monitoring buoys were installed in late August and commenced logging data on 17/08/16, three weeks prior to the commencement of ocean based works. The monitors were installed early in order to provide background data prior to the start of works. Ocean based works began on 07/09/16.
No legitimate amber or red alerts were triggered due to elevation of turbidity recorded at the monitoring buoys this month.
The instrumentation was removed from the monitoring buoys on 19/12/16 for the Christmas shutdown. Instrumentation will be reinstalled in the week of the 16th January, once the site reopens.
An amber alert was triggered on one occasion at MP8 and MP9 due to an elevation of turbidity. o 13/12/16 – Alert triggered by near shore monitoring at MP8 and MP9. Turbidity of 21.48
NTU and 20.36 NTU was recorded at these points respectively at 9:00am. Discolouration was not visible in the ocean at either point. Elevated turbidity is attributed to very rough ocean conditions and high tides. Turbidity data recorded at the buoys remained below 3 NTU for the entirety of the day.

Comments on Results
Northern channel opening (MP12): o Was closed for the entire month.
Southern channel opening (MP20): o Opened mechanically on 3 separate days and otherwise remained open naturally.
Inbound streams: o MP10 has been flowing on the majority of days this month. pH has been typically high during
dry periods at this point, with a number of readings over 9. pH has dropped significantly towards neutral during or following wetter weather.
o MP11 did not flow this month. o MP14 did not flow this month. o MP21 was flowing on only three occasions this month. Typically, the volume of water flow at
this location was too low to sample. Turbidity was elevated on 16/12/16 which is attributed to stormwater flows through site following significant rainfall.
