This release represents a review of recordslocated through a search only of the FBI central recordssystem as se t forth in Tit le 28, Code of Federal Regulat ions,Section 16.57 c) .

Located in the name of Colonel Edwards werethree f i les two of which were applicant invest igat ions,one inst i tuted on behalf of the Central Intel l igenceAgency (CIA) in 1947, and one for the Atomic EnergyCommission in 1950 . The other was a miscellaneous f i l e .Of the 65 pages making up these f i l e s eight pages weredupl icates. Thirteen pages which originated with the

CIA, two pages which contained information which or ig inatedwith the CIA, and four pages which originated with theDepartment of Energy have been refer red to those agenciesfor thei r review and possible release to you. was furnished by the Atomic Energy Commission predecessor component of

the Department of Energy. This document was referred for our considera-t ion and direct reply to you .

Please note tha t we have deleted the names and other ident ifying infor-

mation pertaining to other individuals about whom statements were made,

since the disclosure would constitute a clearly unwarranted invasion of

privacy when balanced with public in teres t in the release of such infor-mation . The DOE has made these deletions pursuant to Exemption 6 of the

Freedom of Information Act 5 US 552 b) 6) and OOE Regulation 10 FR

The Liaison Agent has been advised that Colonel Edwards,who recently retired from CIA, is opening his own office under thename of S h e { f i ~ J . ~ X E d w a r d s Associates. He reportedly will behandling bus1ness 'in the category of security and management con-sultants; policies, surveys, systems and related services. He will

be located in Room 412, 1815 H)H:re_et, - ~ . w ., W a s h i n g t o n ~ D. c ,telephone STerling 3 - 5 4 3 0 ~ · ---

Edwards has advised the Liaison Agent that his essentialpurpose for ope ing an office was to "keep busy. He feels that hewill be able to handle a small amount of business as a consultantin the security field. He is not looking for any heavy volume andhe definitely will not get involved in private eye activity.Although Edwards did not so state, i t is believed that he probablywill handle some work for CIA on a contract basis.

With regard to his a s s o c i a t e s ~ Edwards advised he has

none at the present time but he feels that i f his business grows,he wil} "have room to expand.

Colonel Edwards has always been very cooperative w:Ft h the:·Bureau both at headquarters and at the Washington Field Office level.I t is possible that at sometime in the future he could be i n ~position to be of assistance to the Bureau. He has v o l u n t e e t ~ d todo so \4 1
