Challenges TodayChallenges Today

• Association of people and equipment to location

• Many different sources of location data/standards– GEOLOCs– DoDAACs– Installation Codes– DMDC location codes– UICS

• Data integration– Accuracy problems– Costly– Timely

The Vision for the Defense Installation Spatial Data The Vision for the Defense Installation Spatial Data Infrastructure (DISDI) ProgramInfrastructure (DISDI) Program

“To provide authoritative, cost-effective defense installation geospatial information and services for fact-based decision making across the DoD

spectrum of operations.”

“The DISDI comprises a federated mission capability of the people, policies, and practices necessary to acquire, steward, and share installation,

environmental, and range geospatial data assets for defense, federal, and national goals.”

Value from NGA / DISDI PartnershipsValue from NGA / DISDI Partnerships

NGA and United States Geological Survey(USGS) partnerships for commercial imagery

Increased awareness, communication, and coordination with USGS, Federal, and State Agencies

Coordination underway with Services to partner/coordinate/cost share new collections with USGS/NGA

Practical Outputs from NGA/DISDI TeamingProduced authoritative map of US Military Installations, Ranges, and Training Areas (dual seal), October 2008

GIS data corresponding to point map is being produced in publicly releasable form

IGI&S data standards and net-centric architecture are more aligned, making data sharing more efficient and effective

Cost Sharing/Avoidance 2004-2009$63 Million

Burning Issues, Hot RequirementsBurning Issues, Hot Requirements

• IGI&S Capability can enhance Mission Assurance for:– Emergency response (COP is needed)– Homeland defense, domestic operations– Joint base planning and execution– Explosives safety planning– Real property accountability

• Emerging Missions That Could Benefit from GIS– UAV airspace management– White Space awareness, management– New generation of energy infrastructure

• Sharing More – Open Government Initiative– Balance transparency with security of national defense assets– Controlled sharing with authorized users (need a process)– Pending release of DoD site locations to data.gov

Acquisition, Technology and Logistics

• IGI&S Data is DoD Data – Leverage the Investment– DoDD 8320.2, Net-Centric Data Strategy, requires that we Make Data Visible,

Accessible, and Understandable– OSD and Service Headquarters staff rely on IGI&S community to steward and

share data responsibly– Balance business requirements with GEOINT, FGDC requirements

• Data Visibility:– DISDI Portal 2.0– DISA/NGA Geospatial Visualization as an Enterprise Service (GV-ES)

• Data Accessibility: – Governance and Data Handling Guidance– Role-Based Access Tools

• Data Understandability: Enterprise Standards -> DISR, DoD MDR– Spatial Data Standards for Facilities, Infrastructure, and Environment

(SDSFIE)– DISDI Geospatial Metadata Profile (DGMP) (ISO 19115 based)

Priorities for the DISDI ProgramPriorities for the DISDI Program

My PerspectiveMy Perspective

• Never forget your fundamentals: Geography, GIS, Cartography

• The IGI&S Programs are the authoritative source for GIS data pertaining to DoD installations

• With authority comes responsibility– NGA does not want to get into our business, but we must use GEOINT

standards wherever possible and harmonize the rest

• SDSFIE and DGMP are my top priorities – without standards, we have nothing…

• Data handling & security is more critical than ever– Homeland Security/Homeland Defense classification guidance is a big

influence– Common Sense: If I didn’t create it, I don’t share it without permission

• Consensus governance works – e.g. the DISDI Group
