Address by Tom DiNapoli, Comptroller New York State to New York - New Belfast Conference

During my time as Comptroller, I have had the opportunityand privilege to visit Northern Ireland three times. Each time, I came away impressed. On each visit, I met the leaders and the people of theNorth, and I saw the energy and the drive to build a strongercommunity and a more vibrant, diversified economy. I saw an emerging market with a young, highly skilledworkforce, excellent transportation and commercialinfrastructure, and the kind of business-friendly environmentthat can foster economic growth. Those key ingredients, combined with a growing climateof peace and stability, has led to new interest in NorthernIreland from US investors. And that includes the New York State CommonRetirement Fund. As a result of my first trip in 2008, and the tremendousinvestment opportunities I saw, our Pension Fund committed$30 million in private equity investment to Northern Ireland.Today, $22.5 million of that $30 million has been deployed,and we are actively looking for additional new investments.All totaled, New York’s pension fund has invested $267million across Ireland, North and South. And we continue tohave the largest-ever U.S. public investment specificallytargeted to the North. Our investments in Northern Ireland are what I refer to asour “double bottom line” strategy: Doing well for ourpensioners while doing something good. In many ways, the challenges of spurring investment,economic development and jobs in Belfast’s neighborhoods,as well as Derry and other communities in the North, aremirrored here in New York State. Just as Dublin and Belfast are magnets forinvestment and create the lion’s share of jobs in Ireland,here in New York State, New York City is by far the

largest economic engine. And while New York City’s economy continues to thriveand grow, many communities in Upstate New York continueto struggle. Since the end of the Great Recession in 2009,approximately 93% of the more than 900,000 new jobscreated in New York State have been in New York City, LongIsland, and several neighboring counties in the LowerHudson Valley. Thus far, we have invested $1.1 billion in 387 New York-based companies all across the state – including 37%invested in Upstate New York. Each of these Pension Fund investments, and hundredsmore, have created good jobs in Upstate New Yorkcommunities – and just as importantly, they have yieldedgood returns for our Fund. There is no doubt that tremendous progress has beenmade in Northern Ireland over the last decade as a lastingpeace has begun to put down firm roots. However, I cannot emphasize enough that continuedstability and progress towards a more just society – a societyof equals – is essential if investment is to continue to grow.Yet, Brexit brings new challenges. As many have cautioned, the hard border that Brexit mayreinstitute next year could upset the political balance, reverseyears of easy travel and commerce, and also seriously hurtIreland, North and South, economically. It is certainly a concern for investors like me – who haveseen first-hand the recent economic progress in the North,and who understand that continued peace and reconciliationis essential to continue that progress. Despite these challenges, I believe that the future is brightfor Northern Ireland. And there is also no doubt that the bondbetween New York and Belfast is stronger than ever before,and will continue to strengthen in the years to come. This gathering is yet another example of our unbreakablepartnership, and our shared commitment to work together tofortify economies, and improve the lives of citizens, on bothof our shores. I’m happy to be a part of it.

A Thousand Welcomes: Making our Cities Hospitable, Viable and Liveablefor Visitors and Natives Alike. Co-Chaired by Cathy Martin, MD, CMPR andFrancis Schott, Restaurateur, NJ.

In our discussion we spoke a lot about hospitality, arts & culture and theexperiential side of a city. Authenticity was key according to Jack from The Dead Rabbit who citedexamples of his own experience. Partnerships, collaborations and respect forneighbours (both residents and fellow business neighbours) were also raisedby contributors and Co-Chair,. Francis Schott talked about his ownexperiences with neighbouring hotels, theatres etc. Festivals and the arts in general were noted as key attributes for awelcoming city. The contributors also noted that Public sector funding (andlack thereof) for the arts was raised and it was generally agreed that weneeded bigger and more frequent injections of cash or other support fromgovernment to make the city worth visiting and to give it its place. Smaller communities and ‘ground-up’ projects were discussed too andGeraldine Hughes was particularly supportive of these - especially borderlinecommunities and less well off communities.

An inspiring session that rhymed with a mix of concerns but also positives.For several contributors there were concerns of the glacial progress of changethat generally related to marriage equality, state collusion and themarginalisation of language rights. This was framed around calls for politicalunionism to accept rights and the supply of information to assist historicalinquiries. For others the focus was upon what has been achieved. The growthin gay pride events and the on-going share of the population who are sociallyliberal was advanced as a growing epitome of what the GFA aimed to achieve.A strong sense also of new inter-community relationships and even surpriseat how former adversaries had become friends and colleagues. There wasunanimous support for the need to build participative democracy and for civicsociety to develop and co-join for parity of esteem and mutual respect.

On the Tech panel that was moderated by Mary Ann Pierce, Founder & CEO,MAP Digital at New York New Belfast we had entrepreneurs: Hugh McGrory,Datavized, Martha Nolan, Velocity Worldwide, Gavin McCloskey, NourishSnacks, Mike Pinkerton, ModSquad, a US company with EMEA headquartersin Derry, Irish Group media maven and investor, Liam Lynch, Tony Dunne, Bankof Ireland NA and Startup labs, Feargall Kenny, Chair, New York Digital Irish,and Kathleen Cronin, Business Consultant, US Small Business Develop(USSBD) Liam Lynch told of the importance of telling the real Ireland story to theIrish Diaspora with the growth of Irish Central and via their recent acquisition ofIrish magazines such as Food and Wine, Ireland.
