BANGALORE There will be no flooding from next monsoon onwards in the greater Bangalore, says Bangalore Develop- ment Authority (BDA). E Sreenivasa, engineer member BDA told DNA that the authority is constructing vents at every five to ten metres in all newly asphalted roads in the city to ensure free flow of sur- face water into drains. “We have also made slopes in the roads to flow rain water to drains. All these drains are connected to storm water drains. This will avoid stagna- tion of water in the new roads and stop future flooding,” he said. The authority has taken up 1,554 developmental works estimated at Rs623.09 crore in different parts of the city.All works will be completed in April 2010, said Sreenivasa. “Most of them will be done by January next year. We will issue ten- ders for some works soon. All the ac- tivities will be finished in the stipu- lated time,” he added. However, experts are not con- vinced with the BDA promise. “It will take only one down pour to reveal the actual condition of these newly constructed roads and drains,” said Dr TV Ramachandra, Energy and Wetlands Research Group Cen- tre for Ecological Sciences, Indian In- stitute of Science. “There is nothing new in the BDA promises. Shock and gloom over the suddendeath of thespian Vishnuvardhan

enveloped the legislative assembly,that was in the midst of electing a newSpeaker on Wednesday. Members ofthe assembly, led by chief minister BSYeddyurappa, paid emotional tributesto SahasaSimha.

But what fol-lowed were un-precedented events of shame, as op-position members started manhan-dling the presiding officer YogeshBhat, and scuffled with the securitystaff.

The somber mood turned combat-ive as Bhat rejected the Opposition de-mand to adjourn the house immedi-ately, after adopting a condolence res-olution. Instead, he wanted to conductthe Speaker’s election as scheduled.

Leader of the opposition, Siddara-maiah, and Janata Dal(S) leader HDRevanna wanted the election to bepostponed to Thursday, as transactingany business after paying homage tothe great artiste would amount to in-sult. “Let us not turn the Speaker’s

election into a prestige issue. Let usnot play politics here. We will be send-ing a wrong message to the people ifwe go ahead with our political-mind-ed business,” they said.

However, law and parliamentary af-fairs minister S Suresh Kumar out-rightly disagreed and said that thedate for the Speaker’s election hadbeen fixed by the Governor, and the

government wanted to abide by it.Even as the opposition members vo-

ciferously protested the decision, Bhatinitiated the election process.

Infuriated by this, Zameer Ahmedand Balakrishna of the JD(S),Kakasaheb Patil of the Congress andother opposition members gheraoedBhat and tried to physically preventhim from completing the process. Za-meer broke the mike kept on theSpeaker’s table, and threw it down.Security personnel had to rush toBhat’s rescue as more oppositionmembers climbed the Speaker’s podi-um. This further enraged the oppo-sition. Some of them tore the recordsand official papers on the Speaker’stable and threw it on Bhat’s face.

When the opposition members start-ed shouting slogans against Bhat andthe BJP government, the BJP memberstoo trooped into the well of the houseand shouted counter slogans.

Amid uproarious scenes KG Bopa-iah was elected as Speaker by voicevote, defeating the united oppositioncandidate TB Jayachandra.

Demand to cancel poll Chief Minister BS Yeddyurappatermed the opposition members’conduct as most shameful, and thedarkest day in the history of thestate legislature. The oppositionleaders later submitted a memoran-dum to Governor HR Bharadwaj urg-ing him to declare the election ofthe new Speaker null and void, stat-ing that the house was not in orderwhen the election was conducted.

Zameer broke themike kept on the Speaker’s table,and threw it down. As more mem-bers climbed on to the Speaker’spodium, security personnel rushed toprevent the worst.

The security staff had to scufflewith some of the members. This fur-ther enraged the opposition, andsome of them tore the records on theBhat’s table and threw it on his face.

The pharmaceutical waste that wasfound dumped in the Bangalore CityRailway station’s backyard near Sri-ramapura on Sunday night is slowly be-coming comprehensible, revealing itscomponents.

Preliminary observations by chemistsat the forensic laboratory in Madiwalashow that the element selenium, whichrarely occurs in nature in its elementalform, is part of the mix. Devaki Umesh,medical officer, west zone, BBMP, said,“Selenium is a trace mineral with anti-oxidant properties. Its presence in thebrew could lead to health hazards.”

The medical officer says that the ele-ment has already mixed with soil in Sri-rampura, and is likely to adversely im-pact both construction and agriculture.“It is a harmful chemical. It will not al-low the gravel and cement to hold, andconstruction in the area can be a prob-lem. The results of the tests on the wastewere expected today, but we are stillawaiting them,” Dr Devaki said. Testingwill be conducted on the site where the

substance was dumped, to assess the ex-tent of the pollution caused. Since thesolvent is in a dry form, the damage canbe more easily contained if it does notrain, Dr Devaki said.

The plastic drums holding the wastewere removed from the site by residentsin the vicinity, and the waste was spiltover the area.

The chemical is thus present in the

soil here. The BBMP on Wednesdayclaimed that 30 barrels of the wastewere found at the site (earlier, the figurequoted had been 40). Nine barrels wereshifted to the Century Refineries atHosakote by Tuesday night. Both pri-vate and government testing agencieswill be conducting tests to assess the na-ture of the chemical waste.

The Bangalore Turf Club (BTC)will no longer be legal tenants atthe expiry of the lease period to-day (December 31) as the gov-ernment has refused to grantany extension. The BTC has ap-proached the High Court for re-lief. Though the court has notpassed any orders, it is widelyexpected that the status quo willbe maintained till the time thehigh court applies its mind andpronounces its judgment.

The advocate general had as-sured that the government willnot haste matters . But so far theBTC has not got licence to runits activities for the month ofJanuary. Licences to run racingand conduct of course betting isgiven on a month-to-month ba-sis. The next date of hearingfixed by HC is on January 13.

As fans of actor Vishnuvardhan went onthe rampage after hearing of his death,they unwittingly also delayed the testsbeing conducted at the forensic sciencelaboratory at Madiwala to assess thenature of the substance found dumped atSrirampura. Staff at the institute found itdifficult to arrive because of disruption inthe city, and the institute’s regular func-tions were affected.
