Phelan Loop Relocation Project Objectives
• Relocate the current Phelan Bus Loop to better accommodate
existing loop routes: 49 Mission/Van Ness and 8X Express buses’
improved bus loop operations
• Improve customer amenities
• Facilitate a Transit-Oriented Development (TOD) with multimodal
transit surrounded by mixed-use/ affordable housing (up to 72 units
of low income housing) and a public open space plaza to revitalize
the area

• New overhead trolley coach system

• New boarding islands and sidewalk with shelters

• Reconfigure Ocean/Phelan Intersection

Phelan Loop Relocation Project: Operation Impacts
• There will be little if any effect on MUNI running times or costs in
transitioning from the existing loop to the new one. They are
operationally equivalent.
• The new loop will be closer to City College
• Passenger transfers between the 49/8X and K-line (EB) will be
somewhat less convenient. Transfers between the 43 and the
49/8X will be more convenient.

• To facilitate bus movements exiting the new Phelan Loop
• To improve pedestrian safety
• To improve southbound traffic flow on Phelan Avenue
Objectives
• Create 3rd southbound lane on Phelan
• Move median on Phelan 8 feet west
• Remove “pork-chop” islands at NE & NW corners
• Shorten crossing distance across Phelan Ave. by bulbing out sidewalk corners.
• Improving traffic signal sight line.
• Eliminating 4 parking spaces on east side of Phelan.
