• Require recipients to complete 18 credit hours per year
• Extend full-time performance requirements (e.g., GPA) to part-time students
• Prohibit the use by students receiving outside tuition reimbursement
• Set application deadline to August and administer grant centrally, rather than current block-style starting in 2014
