Minnesota Enhanced Driver License/Identification Card

Overview

An Enhanced Driver License (EDL) and Enhanced Identification (EID) is a card that can be used as an alternative travel document that has been approved by United States Homeland Security as a low-cost, convenient alternative for entering the United States from Canada, Mexico or the Caribbean through a land or sea port of entry, per the Western Hemisphere Travel Initiative (WHTI). EDL/EID is not valid for international travel EDL/EID is optional not required EDL/EID contains a radio frequency identification (RFID) chip embedded in the card (RFID chip contains a random number and does not include any biometric data)

Requirements & Fees

EDL/EID’s will only be issued to: Minnesota residents who are 16 years of age or older Minnesota residents that provide documents that show:

Proof of Date of Birth Proof of Full Legal Name Proof of Social Security Number Proof of Photographic Identity Proof of United State Citizenship Proof of Minnesota Residency

The fee for an Enhanced Driver License (EDL) or

Enhanced Identification Card (EID) is $15 in addition

to the fee required for the type of driver license or

non-driver photo ID card that application is made for

EDL applications will only be taken at the following Driver’s License Exam stations: Anoka, Arden Hills, Austin, Bemidji, Detroit Lakes, Duluth, Eagan, Hastings, Mankato, Plymouth, Rochester, St. Cloud, St. Paul and Virginia

Accomplishments

1. DVS completed all DHS security requirements as outlined in the Business Plan 2. DVS modified the existing DL/ID application and card mailer 3. DVS created a new ID Requirements document 4. DVS created a Training Module available on the DVS website for employees 5. DVS created an EDL information page on the public website 6. DVS MNIT completed all in house programming 7. DVS obtained the unique state RFID frequency range required for the RFID chip
